RURAL CONSUMER PRICE INDEXNON-FOOD GROUP
ATTENTION:
1. The objective of the enumeration of HP-1B is to know the prices at the village level for farmer’s household needs, for the
elaboration of the Index of Farmer’s Expenditures Food Group and the Farmer’s Term of Trade Index.
2. Enumeration is conducted by asking respondents the transaction price between seller and buyer for each type of non-food
items listed that are sold in retail.
3. Enumeration is conducted every 15th of the month, or the market day closest to that date.
4. The HP-1B List has to be received by the Central Bureau of Statistics at the latest on the 25th of each enumeration month,
and at the latest at the end of the enumeration month for regions outside of Java.

INSTRUCTION ON HOW TO FILL THIS SURVEY
The HP-1B is used to record/understand the retail price of goods and services of rural household needs forthe non-food group at the rural sub-regency level.
BLOCK I: IDENTIFICATION OF LOCATION
This block is to obtain complete and clear information on the location of enumeration.
Question 1. Write the enumeration month, then write the code in the box at right
Question 2. Write the name of the province clearly and correctly, then write the code in the box at right
Question 3. Write the name of the regency clearly and correctly, then write the code in the box at right
Question 4. Write the name of the sub-regency clearly and correctly, then write the code in the box at right
Question 5. Write the selected market clearly and correct.
BLOCK II: ENUMERATION PARTICULARS
This block is to obtain particulars of the enumeration, the enumeration officer and enumeration examiner.
Question 1. Write the name of the enumerator and examiner clearly and correctly.
Question 2. Write the NIP (Civil Servant’s Official Registry Number) of the enumerator and examinerclearly and correctly
Question 3. Write the date of enumeration and investigation clearly and correctly
Question 4. Add the signatures of the enumerator and examiner.
BLOCK III: NOTES
This block is used to give information/explanations that are considered important by the enumerator andexaminer. Example: a change in the quality of goods, in respondents, the substitute of quality types ofcommodity, respondent, outstanding prices, etc.

3. The type goods that are recorded in this survey have to be of the same quality as those recorded in last month’s
survey. If there has been changes of any kind/substitutions in the type of goods or in quality, because it is not
available at the market; make note of this in the ‘Note’ block. Do not forget to ask for the price of substitute goods
for the previous month
4. Units used have to be standard units as per column (3). If the units used are local units, these should first be
converted into standard units before they are recorded.
