Integrating protection, gender, age and disabilities in FSLC assessments
• The training cum workshop was held on 3-4 March, 2014
• It was attended by over 25 participants from 16 FSLC partners
• The output of the exercise was to get an overview of how protection, age, gender and disabilities matter in food security and livelihoods; and then provide suggestions to assessment team for consideration

• FSLC has three modalities1. Minimum humanitarian access – Initial Rapid
Needs Assessment 2. Some humanitarian access – Emergency Food
Security Assessment3. With humanitarian access – Food Security

Recommendations for IRNA
• IRNA is a standard 17 page tool• Partners have only a few hours on ground to
conduct IRNA• Partners need to ensure that the information is
accurate and numbers are not inflated; and that recommendations are realistic
• To integrate protection, gender, age and disabilities a few minimum steps can be taken by FSLC

Do No Harm Safety /distance issues for providing assistance and making sure conflict analysis and community dynamics are taken into account in the recommendation for response

Assess power and relational dynamics including returnee willingness to see which groups are willing and which groups are not willing to return.
Get a picture of the ethnic groups and dynamics
Assess gender and generational dynamics through cross tabulation of demographic group breakdown and the findings.
Assess discriminatory patterns/tendencies if any
Conflict analysis Action Point: Need a couple of guiding questions to assess at community level
Which gender is most affected by conflict and how?
How has conflict aggravated disability/impairment?

Assess exclusion/invisibility through community and household consultations
Make sure sample is representative and inclusive for both community and HH levels.

Coping mechanisms
Probe into protection issues arising from negative coping mechanisms

Team composition and framing questions
There are females, males and if possible people with knowledge and expertise on key issues like disabilities, protection. Language/translation barriers should be minimized
Conclusion
• A few specific suggestions have been made in the questionnaires
• Cross references/tabulations at analysis level on different themes should be done
• Participation of key focal points in analysis of data for proper cross tabulation
• Sharing of contacts of protection referral agencies and disability groups in case assessment groups find systemic problems
Way forward
• Suggestions to be discussed with the assessment coordinator
• At present it’s a ‘wish list’ and so after the discussion with the most important elements will be agreed with the assessment team for integration
• All FSLC partners are encouraged to integrates the recommendations into their organizational assessments.
