Международно-правовые вопросыInternational legal outer space instruments

Creation of Planetary Defense System (PDS) from

asteroid-comet danger will demand progressivedevelopment of international legal outer space

instruments.

It can be presented in the format of an

international Agreement "On the principles of 

ensuring the defense of the Earth from asteroid-

comet danger".

It's impossible to commit the same error as withnuclear weapons – at first the weapons was

created and then the mankind began to think

how to limit it.

1. Человечество располагает базовыми

технологиями для создания Эшелона оперативногореагирования Системы планетарной защиты отастероидов и небольших ядер комет в течение 5-7 лет.

2. Все компоненты для создания СПЗ имеют

только Россию с Украиной.Conclusions

1. The mankind has base technologies for creation of 

an echelon of short-term reaction of the Planetary

Defense System (PDS) against asteroids and small nucleiof comets within 5-7 years.

2. All components for creation PDS have only Russia

with Ukraine.

3. Для защиты от крупных комет необходиморазработать новые технологии.

4. Система планетарной защиты должна создаватьсяусилиями всех стран. Поэтому для финансовогообеспечения создания и эксплуатации Системыпредлагается создать Страховой фонд человечества.

5. Создание и эксплуатация Системы должнырегламентироваться комплексом законодательных мер.

Conclusions

3. For defense against large comets new technologies will

be necessary.

4. The Planetary Defense System should be created byefforts of all countries. Therefore Mankind Insurance Fund is

proposed to establish to fund creation and operating of the

System.

5. Creation and operating of the System should beregulated by a complex of legislative measures.
