International Project
on
Innovative Nuclear Reactors and Fuel Cycles (INPRO)
INPRO Group
Department of Nuclear Energy | International Atomic Energy Agency
IAEA
Motivation and Initial Goals
During the 90s
• stagnation in nuclear power development, recognition of its
potential
• among others: Three Agency Study, Millennium Summit
• long-range and holistic planning are needed
• innovations are key for sustainable nuclear future
• international cooperation is an important way to success
INPRO (Gowin 2012) 3
IAEA 4
INPRO
• Origins
• Established in 2000/2001
• Authorized by IAEA General Conference resolutions
• Characteristics
• Membership based
• Funded mainly from extrabudgetary contributions
• Appr. 20 to 25 staff (mainly CFEs from Member States) at IAEA
Headquarters
• International Project inside IAEA
• Cross-cutting with all relevant technical Departments involved
INPRO (Gowin 2012)
IAEA 5
INPRO Objectives
• To help to ensure that nuclear energy is available to contribute,
in a sustainable manner, to meeting the energy needs of the
21st century;
• To bring together technology holders and users so that they can
consider jointly the international and national actions required
for achieving desired innovations in nuclear reactors and fuel
cycles
INPRO (Gowin 2012)
IAEA 6
INPRO on the Policy Level
• IAEA General Conference
• Resolutions adopted & continuously reiterated since 2000
• G8 Summit
• Global Energy Security, St. Petersburg, 2006
• “The development of innovative nuclear power systems is considered an important
element for efficient and safe nuclear energy development. In this respect, we
acknowledge the efforts made in the complementary frameworks of the INPRO
project and the Generation IV International Forum.”
INPRO (Gowin 2012)
IAEA 7
INPRO on the Policy Level
• US–Russia Strategic Framework Declaration of US President George W. Bush
and Russian President Vladimir Putin, 2008:
• “The Russian Federation and the U.S. support the IAEA Project on Innovative Nuclear
Reactors and Fuel Cycles (INPRO) that has brought together both the states with developed
nuclear technology and states running small-scale nuclear programmes or just developing
plans for peaceful use of nuclear energy.”
INPRO (Gowin 2012)

IAEA
Visoin: Programme Development
• INPRO Development Vision 2017
• INPRO’s activities are centered on the key concepts of global nuclear
energy sustainability and the development of long-range nuclear energy
strategies, so that nuclear energy is and remains available to meet
national energy needs.
• INPRO’s approach is a holistic and global view of nuclear energy systems
together with the pursuit of innovations in nuclear energy
INPRO (Gowin 2012) 12
IAEA
Vision: Programme Development
• Four INPRO projects
1. Long-range national nuclear energy strategies — supporting Member States’
strategic planning and decision making using the INPRO methodology — in the
context of all available energy resources, including non-nuclear ones;
2. Global sustainable nuclear energy scenarios for long-term development and
deployment of nuclear energy;
3. Technical and institutional innovations, facilitating collaboration on selected
technologies and the related R&D and on relevant changes in regulatory
arrangements; and
4. INPRO Dialogue Forum on Global Nuclear Energy Sustainability, fostering
information exchange on key issues of mutual interest between nuclear
technology holders and users, and other stakeholders.
