GENERAL INFORMATION:
The International Seminar: 2014 is scheduled to be held during 4th
and 5th
April, 2014
under the auspices of the Department of Sociology of Margherita College in its own
College campus. The Focal Theme chosen for deliberations during the Seminar is INDIA’S
NORTH EAST BEYOND BORDERS: PAST, PRESENT AND FUTURE. Sub-themes of
the topic could be downloaded from the College Website. The Sub-themes cover all the
dimensions of North-Eastern Society, which includes Sociological, Political, Historical,
Cultural, and Economic, Linguistics and Literature dimensions. The aim of this Seminar is to
address the issues covering the above mentioned scopes in its retrospective and perspectives.
There will be five Technical Sessions over the scheduled two days of the seminar, besides
two Plenary Sessions, along with Open Sessions. Participation in the Seminar is open to all
strictly on registration basis.
MARGHERITA SUB-DIVISION:
The sub-divisional headquarter of Margherita is a small town in the lap of sky kissing hills of
Patkai range stretching along the Assam-Arunachal border. The township of Margherita is
located at 22.280
North Latitude of the Equator and 95.680 East latitude of the Prime meridian
on the map of the world. The International Border of Indo-Myanmar is close to 70 kms from
here. The township of Margherita is only 20 kms away from Lekhapani near Ledo from
where the historic Stilwell road that connects India with China via Myanmar-the centre of
what could be the rich economic zone of South east Asia. Thus given proper policy supports,
the entire area has high potentiality for economic development through cross border trade and
tourism in the days ahead. The area is also enriched with Coal Mines under the management
of North Eastern Coalfields of Coal India Limited (CIL). In addition to this there are century
old tea gardens with their processing units operating in the locality. During the last decade,
quite a good number of small tea processing units have come up and are operating
successfully. These apart, the area is best known for forest based industrial units like saw-
mills, plywood manufacturing concern and stone crushers.
The greater area of Margherita is a felicitous abode from diverse religious, linguistic
and cultural origin. The most glaring demographic feature of this locality is its cultural ethos
fabricated by numerous ethnic communities of Mongoloid origin who migrated from the sub-
topical hills and valleys of Ho Wang Ho, Yangtze, Kiang and Mekong Deltas mostly during
448-221 BC.
ABOUT THE COLLEGE
„Margherita‟ the name itself suggests its uniqueness which is endowed with lots of natural
resources- Coal, Tea, forest resources and a walk ahead the reservoirs of Oil; rich in bio-
diversity, a polychromatic pot of ethnicity. Thus it can be better designated as microcosm of
India due to its diverse population. Long back in 1st September 1978, amidst such variety and
potentiality a handful of illustrious and saintly people pondered over an impeccable matter
that to disseminate higher education in this locality to eradicate ignorance and thus came into
existence today‟s Margherita College. At different times these industrious luminaries took
utmost pain to concretize their dream to impart a shape to this institution with lot of hardship
and difficulties. The arrival of National Assessment and Accreditation Council in short
NAAC in the year 2003 and accredited it with Grade „B‟. It had made some focal
observations such as linkage of Margherita college with various reputed institutions; strict
adherence to norms and transparency among staff; participation of the teachers in National
and international Seminars & Conferences; optimum utilization of Infrastructure; efficient
internal coordinating and monitoring mechanism; Recognition under D.U. as a centre for
P.G. Distance Education; encouragement to the students for involving them in extracurricular
activities and various activities of the college; healthy practice of financial support to the
meritorious students from economically disadvantaged section etc.
GEOGRAPHICAL DESCRIPTION:
Margherita College is located on a sprawling pollution free campus of 26 (Twenty six) bighas
of land in the North-Eastern state of Assam guarded by the majestic Patkai Hills in the Head
quarter of Margherita Sub-Division. Margherita lies exactly 567 kms. east of Guwahati. The
Patkai hills which form a gateway of India in the North-East are situated in the South-Eastern
corner of Assam making the natural boundary between Assam and Burma presently
Myanmar. Margherita, the township near Ledo from where the historic Stilwell road connects
the North-East region of India with China via Myanmar is the centre of what could be a rich
economic zone of South-East Asia. The College is the eastern most Provincialized College in
Assam catering to the higher academic needs of a diverse population including several
indigenous and ethnic communities
SEMINARS / CONFERENCES / WORKSHOPS
The college has been organizing a number of important seminars, conferences and workshops
on academic as well as socio-economic and policy related issues like examination reforms,
institutional planning, VAT, SHGs(Self Help Group , nature conservation, entrepreneurship,
micro credit, Prof. Md. Yunis sustainable agriculture and organic farming in the recent time.
The college has the distinction of successfully organizing an International Conference on
“Regional Economic Cooperation among the Four Asian Nations; China, India,
Myanmar, Bangladesh” in 2004. An UGC sponsored National Seminar was organized by
the department of political Science of Margherita College on the topic entitled” Movement
for Ethnic Identity in Assam and Development” in 2008, Another UGC, NEC and ICSSR
sponsored national seminar was organized by the Dept of Economics, Margherita College on
the topic entitled” State of Inclusive Growth in the North East India with reference to the
emerging National Pattern “in 2010. Besides the College has organized a national level
workshop sponsored by NAAC Bangaluru on “Best Practices in Higher Education for
Sustenance and Quality enhancement “in 2010. The dept. of Commerce organized a week
long workshop on “Entrepreneurship Development “in 2010 in collaboration with All India
Manufacturers Organization and the Indian Technical Institute financed by National Bank. In
2013, the Department of Assamese has organized an UGC sponsored National Seminar on
Indian Performing Art: Tradition and Heritage. And this year begins with the candid
initiative, taken by Department of Sociology to organize another International Seminar on
“INDIAS NORTH EAST BEYOND BORDERS: PAST, PRESENT AND FUTURE”.
The Department of Sociology is presently having 95 numbers of major students and 357
numbers of non-major students. The department in its all potential is offering higher
education to the students of this locality. With four numbers of faculties the department is
well equipped with departmental library. It has its Wall magazine and has successfully
organized many workshops and awareness programmes on Drug addiction, Disability, Swine
flu, Gerontology etc. The department has also observed Human Rights Day, Anti-Tobacco
Day, World Disable Day, World Old Age Day every year.
PRESENTATION OF PAPERS
An abstract of the paper not exceeding 300 words, should reach the coordinators on or before
28th
February 2014. And the papers should be reached to the coordinators on or before 15th
March. All papers shall be referred to a Screening Committee specially appointed for this
purpose by the Organizing Committee., in order to assess their publish worthiness. Papers
recommended by the Screening Committee shall be enlisted for oral publication in due
course. If the Screening Committee recommends certain papers for „Poster Presentation‟, the
authors will be communicated about the same by March 25th
2014. Nevertheless,
arrangement for Poster Presentations will also be made for those who send their papers
strictly for poster presentation. They are requested to bring their Posters on the day of
presentation. Posters should be a minimum of 1 meter x 1 meter in dimension.
TRAVEL SUPPORT
The Organising Committee shall feel happy to reimburse (depending upon the fund position)
A/C 3 Tier Train Fare (Shortest Route) to those registered participants whose papers have
been accepted for oral presentation. The TA will be provided to the participants (Both for oral
and poster) strictly for those who are from outside Assam. Nevertheless, the Organizing
Committee will appreciate, if individual scholars can arrange funding on their own for travel
expenses. As we have mentioned earlier also that Margherita town is well connected by road
and rail and about 100 kms away from Mohanbari Airport of Dibrugarh Town.
LOCAL HOSPITALITY:
The Organising Committee will be happy to extend local hospitality (breakfast, session tea,
lunch and dinner on all days of the Seminar for all the participants).
Participants shall arrange their own accommodation and accommodation charges would be
on their own cost. However the Organizing Committee will provide all the required
assistance in the arrangement of their accommodation. We are enclosing herein the list of
hotels in the nearby areas of Margherita town (Tinsukia, Digboi) and Margherita itself.
Organisers will however facilitate transportation of the participants from their hotels to the
venue and back.

CONCEPT NOTE
ABOUT THE SEMINAR:
Margherita College, one of the pioneer institutions from the remotest corner of the Eastern most
regions is going to organize one International Seminar on the theme entitled ‘India’s North-
East beyond borders: Past, Present and Future’ on 4th
and 5th
April 2014. We the department of
Sociology from the college family has been taking the initiative to organize this mega event with
the cooperation from our college family members. This International Seminar aims at creating an
international platform for the social scientists across the borders to share their ideologies,
thoughts, findings and opinions on the processes of cultural assimilation, religious and economic
interactions, integration, international cooperation and conflict also. The Seminar attempts to
highlight the role of Polity and Economy in the whole process to bring some necessary results
and to examine the situation as it is prevailing here in proper perspectives. The present exercise
is an attempt in that direction. The outcome of the seminar aims at analyzing the diverse
formation of North East India in different perspectives ranging from population, biogenetic
structure, socio-cultural formations, ethnicity, politics, community interests, and developmental
changes on the other. Along with it, the cultural intermixing, the socio-demographic transition
that has been taking place in this area is also a key area to be focused on in this International
Seminar.
DETAILS OF SESSIONS:
There will be a total of five technical sessions in the proposed two days.
1. Historical Dimensions: First technical session on4th April, 2014 in the morning.
Sub themes:
a. Cultural contacts between North East and Eastern Countries.
b. Continuous migration of communities into North East India.
c. Engagements in the colonial period.
d. The impact of British legacy in the process of integration.
2. Economic Dimension: Second technical session on4th April, 2014 in the afternoon.
Sub themes:
a. Trade relation of North East and Eastern Countries.
b. Look East policy; potentials and implications.
c. Economic globalization and social justice.
d. Inclusive growth in north East in the domain of ethnic population.
3. Political Dimension: Parallel technical session on 4th April 2014 in the afternoon.
Sub themes
a. Insurgency; the reality and myth.
b. Arms trade; the role of politics.
c. International relations; towards forming a greater society.
d. The process of political resurgence and reorientation among the tribes.
4. Sociological Dimensions: Third technical session on 5th
April, 2014 in the morning.
Sub themes.
a. Religious interactions.
b. Narcotics trade and drug addiction in a globalised north eastern society.
c. Refugee problem and human rights issues.
d. Cultural assimilation among the ethnic communities.
5. Literature, languages and linguistics: Parallel technical session on5th April, 2014 in
the morning.
Sub themes:
a. Ethnic literature; beyond the borders.
b. Languages and the process of integration and assimilation.
c. Linguistic groups and the impact of globalisation.
6. Valedictory session: In the afternoon session of 5th
April, 2014.
EXPECTED OUTCOME:
The seminar is expected to cover a large variety of aspects of North Eastern society, which will
definitely open some new areas for further research for, Population biologists and social
scientists including anthropologists because of the rich diversity of culture and language on the
one hand and a considerable degree of biogenetic variation on the other. It will also help to put
new insights into the field of methodology in social science too. The seminar will also help to
know the changing methodological directions and analytical framework in knowing the tribes
of North-East with all its ramifications. The seminar will also throw light on the study of caste
and class formation along with the emergence of different minority groups in North East India.
ABOUT THE COLLEGE:
Margherita College was established in the year 1978. The main aim of the college is to
empower the generation of the entire locality including the tribal areas and numerous
settlements of tea-tribe communities scattered all over this area of around five hundred square
kilometers, with a view to ensuring humane, equitable and continuous improvement of the
quality of life around.
The College envisions building up Margherita College into a centre of Excellence emitting
light and energies in this entire backward locality, inhabited by various ethnic groups including
indigenous tribes. To achieve these aims, the college endeavors to provide a congenial
atmosphere in which the best in each student is brought out. At present the College has more
than 2000 students and 65 teaching faculties from ARTS, SCIENCE and COMMERCE streams
catering the need of the entire locality including several indigenous communities.
LOCATION:
The coal town Margherita is also known for plenty of tea gardens, plywood factories and the
adjacent Dehing Patkai Rain Forest. It is situated just 16 kilometers from the mouth of the
World War II famed Stilwell Road which connects India with China via Myanmar and a
potential source of Golden Triangle in South East Asia.
The College Campus is within 50 meters of the National Highway 38. It is well connected by
Rail, Road and Air. Mohanbari (Dibrugarh) air station is 90 kms off; while the nearest railway
station is Margherita 3 kms off and the nearest Tinsukia junction (50kms off) is well connected
with different parts of the country. The distance from Guwahati is approximately 540 kms and
is well connected from all routes.

The Seminar has the academic collaboration with ACPC (Assam College Principal Council)
and ACTA (Assam College Teachers Association). We solicit your valuable participation and
academic contribution to make the seminar a grand success.
SUBMISSION OF PAPERS:
Participants intending to present a paper (oral/ poster) in the conference should send an abstract
of about 300 words on or before 28th February 2014. The selected papers will be published in
the seminar volume with ISBN. Last date for submission of full paper and Registration form
along with demand draft is 15th
March, 2014. Abstracts and full papers can be sent in MS Word
attachment by email to [email protected] and [email protected].
FORMAT FOR SUBMISSION OF FULL LENGTH PAPER:
The manuscript should be prepared using "MS Word". "Times New Roman" font should be used.
Manuscripts must be typed double spaced with margins of one inch (2.5 cm) at the top, bottom
and the sides. The font size should be of 12pt but main headings may be of 14pt and subheadings
12 but bold. All research articles should have the following sections: Title, Name of the author(s)
(just below the title line in Right Side along with the institution name), Abstract, Key words,
Introduction, Materials and methods, Results, Discussion, Conclusion, Acknowledgement (if
any) and References. The sections in the text should be subdivided as 1, 1.1, 2, 2.1, 2.1.2
likewise.

March. All papers shall be
