INTEROFFICE MEMORANDUM
TO: M. ANN LEVETT, ED.D, SUPERINTENDENT
FROM: DAVID FELICIANO, CHIEF DATA AND ACCOUNTABILITY OFFICER JOSEPH AUSTIN, EXECUTIVE DIRECTOR OF ACCOUNTABILITY, ASSESSMENT, AND REPORTING SERVICES
SUBJECT: CHARTER SCHOOL CHEVRON REPORT: SY 2017-18
DATE: FEBRUARY 4, 2019
The following Charter School Chevron Reports are attached for your review.
The Charter School Chevron Report is based on the Charter School Comprehensive Performance
Framework (CSCPF). The framework was created through the Board Accountability Committee and
adopted by the School Board on July 11, 2018 as a charter monitoring tool. The Board Accountability
Committee worked on the instrument from November 2017 to April 2018.
A total of seven domains have been identified for monitoring school board approved charter schools.
• Academic Performance – Indicators include state and federal accountability requirements
• Academic Performance – Indicators include local comparison scores of similar grade bands
• Learning Environment – Indicators include state and federal support services, program
requirements, innovative programs, Georgia standards, student and staff safety, and charter
school climate
• Financial Management – Indicators include independent audit, fund balance, procurement rules,
enrollment, and financial reports
• Human Resource Management – Indicators include employee qualification, evaluations, rights,
and background checks
• Operational Performance - Indicators include local, state, and federal reports, student records,
admission process, student rights, and school lunch program
• Board Governance - Indicators include governance oversight of charter, open meeting laws,
governance training, and meeting state/local obligations
The Chevron Reports are one-page reports that provide critical information on the status of local
charters and help to support the requirements of SBR 160-4-9-.06 as the charter authorizer. The
attached reports have been shared with the charter schools for review and feedback.
