  • Taking into consideration the geopolitical situa-tion of TRACECA countries and trade relations de-velopment between Europe and Asia, the rise offreight flows on the one hand and logical reversefreight flows on the other hand, it is necessary toemphasize the growing importance of transportlinks (corridors) in East-West direction.

    For the creation and development of any trans-port corridor not only the effort of transport spe-cialists of the respective countries are required, butalso the combined effort of all participating coun-tries, a strong political will and common objectives.

    In this context the most important task of thecountries, which signed the Basic MultilateralAgreement on international transport for develop-ment of the transport corridor Europe-Caucasus-Asia (the Basic Agreement) on 8 September, 1998at the summit in Baku, consists in taking full ad-vantage of their geopolitical locations and eco-nomic opportunities through the development oftransport networks along the international trans-port corridor Europe-Caucasus-Asia (TRACECA)that has been officially acknowledged by leadinginternational institutions as one of the naturaltransit bridges between Europe and Asia.

    After signature of the Basic Agreement, the legalbasis for the organisation of international transittraffic on a more improved level was established.With assistance of the European Commissionwithin the framework of the TRACECA Programmethere were implemented a number of technical andinvestment projects. These projects are aimed atimprovement and harmonization of the legal basis,border crossing procedures, tariff policy, institu-tional strengthening, senior staff capacity develop-ment, as well as the improvement of transport in-frastructure. The above-mentioned factors alongwith the considered and well thought-out policy ofthe Programme’s participating countries brought

    about considerable growth of flows of freight traf-fic, particularly transportation of oil and oil prod-ucts along the TRACECA corridor.

    The main objectives of the Basic Agreement de-termine the long-term tasks for gradual implemen-tation of policies and activities for development ofthe international transit corridor Europe-the Cau-casus-Asia:

    • Giving support to political and economic sustainabilityof these republics providing access to European and Worldmarkets via alternative transport routes.• To develop economic relations, trade and transportcommunications in the regions of Europe, the Black Sea,the Caucasus, the Caspian Sea and Asia;• To facilitate access to the international market of road,air and railway transport and also commercial maritimenavigation;• To facilitate international transport of goods and pas-sengers and international transport of hydrocarbons;• To ensure traffic safety, security of goods and environ-mental protection;• To harmonize transport policy and also the legal frame-work in the field of transport;• To create equal conditions of competition between dif-ferent types of transport.

    It is also significant to note that the TRACECAtransport networks pass along the territories of thecountries rich in mineral resources and energy sup-ply with further prospective development. Transitdevelopment in these countries will undoubtedlycontribute to the growth of production and employ-ment in the regions. Whichever political or eco-nomic changes happen, the chosen, developed andtested by experience transport corridor Europe –Caucasus - Asia with its wide network will remaina stabilizing long-term factor, creating favourableinvestment climate and positively influencing re-gional and interregional integration processes.

    THE LOGIC BEHIND

    a sustainable, efficient and integratedmultimodal transport system at both theEU-TRACECA and TRACECA-TRACECAlevels. The problems, which are ‘politi-cal’ in nature, are not tackled under thisframework due to their complexity andsensitivity, not to mention that such prob-lems relate to issues of sovereignty andare thus entirely internal issues of thecountries. Nevertheless, it must be notedthat the elimination of these problemsis a prerequisite for enhancing theregional transport system and for in-creasing regional integration and co-hesion.

    It is crucial to emphasise here that theproposed framework is not generic. Onthe contrary, it is meticulously tailoredto fit the specific needs of the variousTRACECA countries and is carefully de-signed to tackle the core problems con-straining the regional transport system.The proposed strategy framework drawsto a large extent upon the diagnoses,analyses and studies performed in thepast. At the same time, it comprehen-sively absorbs and takes into considera-tion the results and recommendations ofother important initiatives, exercises andprojects pertaining to regional trans-port, namely the following:

    If such problems are not rapidly re-solved, a state of inefficiency is likelyto prevail, causing unjustified escala-tions in transport costs, unwarrantedincreases in trip durations, and reducedlevels of service, for both passenger andfreight traffics. The downstream reper-cussions of such a phenomenon on theregion would be negative, obstructingthe growth of trade, thwarting theopening of new markets and businesses,hindering the inflow of foreign directinvestments, holding-back the creationof employment opportunities, and ulti-mately counteracting regional economicintegration and prosperity.

    As such, it is quite clear that the ex-isting TRACECA transport system needsto be optimised and enhanced, at boththe TRACECA-TRACECA and the EU-TRACECA levels, so as to meet demandsin the most favourable manner. The mainchallenge for the TRACECA transport sys-tem is to move from fragmentation to har-monisation and integration on both levels.

    Objectives and Pillars

    Based on the provisions of the BasicAgreement, a framework comprising anumber of pillars is proposed to set theprocess of change in motion and to achieveby 2015 the desired objective of delivering

    recommendations were made on improve-ment of the efficiency of transport throughhorizontal issues which tackle intermodality,interoperability, border-crossings, safetyand security, satellite navigation, air trafficmanagement, etc. The issues of coordina-tion and financing of projects are also ad-dressed by the High-Level Group;

    • The European Neighbourhood Policyframework, in particular the bilateral trans-port action plans elaborated in this context.These plans aim at improving the economic,social, safety, security and environmentalaspects of transport, and aim at harmonis-ing the regulatory and legislative frame-works with those of the EU;

    From Proposalsto Actions

    The proposed strategic frameworkprovides the main guidelines that candirect and orient the process of turn-ing around the TRACECA regionaltransport system from a state of frag-mentation to a state of integration. Itcomprehensively tackles all relevantdimensions of transport including theinstitutional, regulatory and infra-structure dimensions.

    TRACECA countries will realigntheir existing transport legislationstowards international transport con-ventions and agreements and bringthem closer to the EU transport legis-lation (transport acquis). This approachhas a number of advantages:

    Short/MediumStrengthening and Modernising theInstitutional Dimensions of Transport:This is aimed at ensuring the exist-ence of strong, competent and well-designed institutions in the variousTRACECA countries that can guide,support and nurture the futureprogress and development of the re-gional transport system. The success-ful implementation of this pillar con-stitutes a prerequisite for achievingthe other pillars.

    MediumIntegration and Cohesion ofInfrastructure Networks:This is aimed at putting in place amodern, compatible and interoperablephysical infrastructure network that iswell-connected across the differenttransport modes and across the vari-ous TRACECA countries, and havinggood links to the trans-Europeantransport network.

    MediumA sound Multi-Modal Freight TransportChain:This is aimed at ensuring the smooth anduninterrupted flow of trade, for all typesof freight1 , across different modes oftransport and across different countries(not only between TRACECA countriesthemselves, but also between these coun-tries and the EU given the significanttrade exchange patterns between the tworegions).

    • It does not require a blank start: somecountries have already made considerableefforts in this respect, other TRACECAcountries have started to take steps to-wards such a convergence of legislation, inaccordance with the action plans theyagreed with the EU within the frameworkof the EU neighbourhood policy;

    • Within the framework of trade andtransport facilitation programmes initiatedby UN ECE and UN ESCAP, as well as BSECworking group on transport there are alsoactivities undertaken aimed at approach-ing the legislation of the countries, andthe TRACECA countries are their activeparticipants;

    • Given that a large part of TRACECAtrade is with the EU, and that a significantpercentage of tourism is also exchangedwith the EU, such a process of approximat-ing legislations would clearly be in the bestinterest of TRACECA countries;

    • This process would ensure the best degreeof mobilisation of EU funding to assist thereform of the TRACECA transport system.

    However, it is very important tohighlight that the approximation ofthe TRACECA countries’ legislations tothe EU transport legislation does notmean an exact replication of theacquis, but rather a careful reshapingof the national transport legislationwith the purpose of converging withthe general concept and overall es-sence of the acquis, while taking intoconsideration the characteristics andspecificities of each individualTRACECA country.

    sector, and ensuring that capable and well-functioning bodies are in place to enable the

    advancement of this sector to be made. This pillar comprises two main instruments discussed

    below, namely organisational restructuring and reinforcement of human resources.

    3.1. OrganisationalRestructuring

    Programmes have been undertaken bycertain TRACECA countries during re-cent years in relation to institutionaland organisation reform. Certainly,there is still more room for improve-ments in this domain, and there is aneed to proceed further with the re-forms that have been made thus far.Specifically, this can be undertakenthrough two main elements: definingclear-cut missions and roles for centraltransport administrations and enhanc-ing the efficiency and functioning ofthese administrations. Clearly, differentefforts will need to be made by theTRACECA countries to achieve theseobjectives, depending on their currentlevel of development in this domain.

    This requires a redefinition of themandates and missions of central trans-port administrations to focus exclu-sively on the setting of transport policy

    and regulatory frameworks, and leavingthe responsibility for managing thetransport sector to intermediary publicentities in charge of preparing andsigning contracts with public and pri-vate operators, and monitoring theirperformance accordingly. Although thisissue has materialised to some extent incertain TRACECA countries, there is aneed for more adaptations through thecomplete separation of roles betweenthese two levels, and preventing the in-tervention of the central administrationsin the functions of the management bod-ies. Specifically, TRACECA countries areencouraged to focus the missions of thecentral administrations taking into ac-count the national legislation solely on:

    • Drawing up market rules (ensuring fairand open competition in transport markets);

    • Defining contractual rules with bothpublic and private operators;

    • Creating a regulatory environment favour-ing the participation of the private sector;

    • Establishing tariff principles andfunding rules;

    • Setting economic, social, fiscal,safety, security and environmentalstandards and criteria for the various trans-port modes;

    • Creating specialised structures for man-agement and control on safety and securityin transport sector (inspections);

    • Preparing national transport plans andschemes;

    • Defining the sub-sectors to be decentral-ised in management (ports, airports, urbantransport, roads, etc);

    • Designing measures to ensure the opti-mal balance between transport modes;

    • Correlation with public entities in chargeof other sectors, and budget arbitration;

    For more efficient functioning andperformance in the tasks mentionedabove an increase in the level of finan-cial support and freedom in funds dis-bursement is required. In this regard,the successful experiences of somecountries would provide a useful refer-ence. This also requires optimising thechannels of communication and themeans of coordination between the di-rectorates within the ministries, be-tween ministries of TRACECA countries,between ministries and regional organi-sations, public companies, semi-publicbodies and non-governmental organisa-tions dealing with transport. Anothernecessary item would be that the centraltransport administrations devise sys-tematic and well-designed methods toassess the impact of their policies andplans on each respective sub-sector.

    3.2. Reinforcement ofHuman Resources

    transport sector. Most probably, it mightbe necessary to create organisation de-partments within each administrationdedicated exclusively for overseeingand ensuring the development of hu-man resources. It should be noted herethat during the preparatory phases ofimproving the transport system (i.e.mainly drafting of policies and legisla-tive texts), it would be important for theadministrations to recruit skilled legaland economic experts. During the im-plementation phases, the administra-tions might focus on recruiting staff ofintermediary education and skill levels.

    In the shorter term, TRACECA coun-tries should endeavour to focus onstrengthening the knowledge and expe-rience of the current staff of the centraladministrations. It would be useful toassess training needs and design the re-quired skills improvement programmesfor current personnel, in view of theirrespective tasks and assignments. Theexact content, nature and size of theprogrammes would need to be tailoredto the specific needs of the staff as suchprogrammes will clearly differ consider-ably among administrations in the sameministry, not to mention among coun-tries. Nevertheless, a mixture of activi-ties would typically need to be includedin the programmes, including work-shops and training seminars, studytours, twinning projects and even tech-

    nical assistance projects to provide on-the-job training. Given that budgets areusually a constraint, it may not be pos-sible to train all staff at the same time.As such, priority could be given to rein-forcing the expertise of the heads of de-partments and to the training of train-ers who can subsequently deliver train-ing for other staff within their adminis-trations. Similar capacity developmentprogrammes have already been imple-mented within the frame of severalTRACECA initiatives, which gained apositive response from the beneficiarycountries. Accumulated experience canbe useful for the future training pro-grammes in the region.

    Also, it would be useful to improvethe education and research programsregarding the development of sustain-able transport infrastructures andservices.

    It is clearly important to ensure thatall administrations are equipped withthe necessary IT and logistics facilities,and to constantly improve such facili-ties and keep pace with the latest tech-nologies, to enable these administra-tions to perform their tasks properly.This is particularly important in view ofthe above-mentioned redistribution oftasks, where the missions of the admin-istrations would be more focused andsophisticated.

    In order to ensure the successful im-plementation of this strategy, it is im-portant to accompany the organisa-tional restructuring efforts with the re-inforcement of human resources withinthe government administrations incharge of transport issues. This will en-sure the availability of well qualifiedand competent staff, at all levels, withincentral administrations to steer andguide the process of improving the

  • 4.1. The Principles forDeveloping a RegionalTransport Networks

    The TRACECA region has consider-able variation in physical, cultural andsocial conditions, which reflect in dif-ferent needs for transport infrastructureprovision. In general, the transport net-works in the TRACECA region aremostly still embryonic. Also, the distri-bution of populations and centres of em-ployment varies considerably from coun-try to country. Transport infrastructureprovision needs to be tailored to eachcountry’s individual conditions and needs.

    A basic infrastructure network hasbeen developed for the TRACECA re-gion. This network includes roads, irre-spective of their cross sectional stand-ard or traffic levels that serve interna-tional and major national inter-urbantraffic movements. The network alsoincludes existing rail systems in their

    entirety, and ports and airports thathave international freight or passengerfacilities. The fundamental principlesupon which a regional transport networkscould be identified could read as fol-lows:

    • The networks should (better) connect tothe Trans-European Transport Network andPan-European corridors within this net-work, and should reflect the work of theHigh Level Group;

    • The networks should accommodate exist-ing and future traffic demands;

    • The networks should make a significantcontribution towards the efficient transpor-tation of either commodities or people be-tween the European Union and theTRACECA partner countries or between theTRACECA partner countries themselves;

    • The networks should provide regionaltransport continuity via the capitals andmajor urban centres, and should offer link-age to all major ports and airports;

    • The networks should promote inter-modality at transport interfaces;

    • The networks should reflect international trans-port corridor protocols established previously;

    • The networks should reinforce NationalTransport Plans and National DevelopmentPlans, in addition to infrastructure work inprogress or committed;

    • The networks should acknowledge exist-ing major international transport initiatives.

    It is recognised that the networkswill, in the majority of cases, representonly a small (but key) part of eachTRACECA country’s national transportsystem. However, it must clearly becompatible with, and should support,national development objectives andschemes as well as existing regionalplans and agreements. It must also berecognised that demand levels along theTRACECA corridors and through its in-ternational gateways will vary consider-ably from one location to another.

    INTEGRATION AND COHESION

    OF INFRASTRUCTURE NETWORKS

    This pillar should aim at putting in place a modern, compatible and interoperable regional

    transport network. Such network could contain the core infrastructure that ensures the proper

    physical connection and integration of the various transport modes across the TRACECA

    countries, as well as providing adequate linkages with the trans-European transport network.
