Company Profile International Enterprise Singapore and SPRING came together on 1 April 2018 as a single agency to form Enterprise Singapore (ESG).

LESSONS LEARNED

1) Enterprise Singapore (ESG) is a merger of two economic agencies (International Enterprise Singapore and SPRING) on 1 April 2018.

2) ESG is part of Ministry of Trade and Industry (MTI) Singapore that focuses on growing

Singapore's economy. 3) ESG is moving on “Value Chain” Concept, and has more than 35 offices worldwide. 4) ESG is also in the process of enhancing professional services. 5) SMEs of Singapore also lack the experience of working with consultants to grow the

businesses. 6) Consultants support the development of enterprises by diagnosing issues and providing

recommendations to specific areas of concerns, usually with the intent to maximize productivity and growth, and improve business performance.

7) Technical Reference (TR) 43 was developed to provide guidance for management

consultancy practice. 8) ESG has appointed three certification bodies: (i) Institute of Management Consultants Singapore (IMCS); (ii) Singapore PMC Certification Pte Ltd (SPMCC); and (iii) TUV SUD PSB Pte Ltd 9) ESG is a one stop grant centre for SME (Enterprise Development grant, with a single

application process).

10) ESG has made market observation in 2014. There was an Increasing number of consultancy firms that practiced differently, without common or suitable standard. Hence, in 2015, ESG developed the TR 43 to provide Technical Reference for management consultancy practice.

11) The TR 43 is certifiable and ESG has plan to elevated to Singapore standard by 2020. 12) Through the TR 43, 75% of the company experience increased confidence when working

with certified consultant. 13) ESG gives support in 3 key categories :

(i) core capabilities; (ii) innovation & productivity; and (iii) market access.

LESSONS LEARNED

14) The Consultant Quality Initiative (CQI) was designed using TR 43 to help small and medium enterprises (SMEs) select the right management consultants to assist them in their business upgrading journey. Establishing a base of certified consultants provides SMEs with greater assurance in terms of the level of quality and professionalism in the partners they engage.

15) For grant application, SMEs are required to engage management consultants with a CQI

recognized certification, 16) Consultants, especially those who lack of experience, felt they benefited from the

certification. 17) Beyond TR 43 and CQI

TAKE AWAY

1) Agencies giving grants must require management consultants helping companies to be registered/certified. Better still, grants should be coordinated or centralized so as to encourage the use of registered management consultants only.

2) Malaysia should consider centralizing the grant applications of SMEs. 3) Consolidate duplicating agencies, SME will become stronger in terms of resources.

1) It is effective to consolidate and centralize all grant applications and disbursement under one single body. This is one way to change from scheme-centric to enterprise-centric.

2) The entire certification process should be carry out by industry associations with the over

side governance by the designated single body as per Item No.1. This will help to enhance the relevancy of MPC for our productivity agenda.

3) MPC should consider to benchmark SGPC on the productivity initiatives, such as Certified

Productivity Consultant (CPC) Program.

4) Key success factors: • support by government, • impartiality of process, and • progression pathway.
