THURSDAY. SEPT. 12, 1889.

Texas amended its license law byinserting a provision to fix tho feefor a Gght between man and man, orbeast and beast, at 6500. This wasopenly acknowledged in the Legis-

lature as intended to secure the at-

traction of the Sullivan-Kilrsi- n bat-

tle for Texan soil. Mississippi hasmade much more out of her laws ofcivilization, in the shape of forfeitedbail from the arrested pugilists ap-

pealing from sentence.

A strange story is related of aview of the city of Montreal beingreflected or refracted on an Arcticglacier nearly four thousand milesfrom the object, so distinctly as tomake the picture reappear upon anamateur photographer's plate. Per-

haps the phantom of these islands, including Honolulu and the Volcano, might be found on diligent search inau Alaskan glacier. Such a

would save a heap of expensein advertising this "Paradise of thePacific" abroad.

The Italians in New York arc re-

torting in vigorous style against theIrish for a movement of the latter tosuppress certain Italian small indus-

tries. The former are holding massmeetings at which tremendousspeechifying is made against 'thealleged attempt at boycotting. Anyjealous demonstration of Europeansagainst Europeans in a country thathas welcomed immigration from allEurope cannot but cgregiousiy fail. From all accounts the rising gener- -

ation of Italians in the States pro-

mise to be a credit to their adoptedcountry as well as an honor to theirfatherland.

There is no reason why the agitators for relief against Chinese as-

cendancy should carry more weightthan their actual policy involves. They are, however, being handicap-ped with the influence of false'repre-sentation- s

of their position. Theimpression is being sedulously, culti-

vated in Chinatown that the Anti-Chine- se

movement comprehends ex-

pulsion as well as restriction andconditional exclusion. This workof the enemy should be counteractedas early as possible by authoritativeand explicit statements of the scopeof the proposed constitutionalamendment.

It has ofjen been urged that, be-

fore admitting ftesh batches of cool-

ies from China, the hundreds of idleChinese in the towns should be com-

pelled to dig for n living. An intel-

ligent Chinaman has complained tothe writer of this paragraph that thepolice authorities failed to respondeffectually when Chinese merchantsorganized a movement to prosecutevagrants of their nationality. Therewere so many delays, with so muchlegal jugglery at every stage, thatthe merchants were tired out of theirlaudable purpose. Even the policehave been hcaid to murmur at theboodess proceedings follow iug theirservice of warrants on vagrants. The truth appears to be that under,lo, these two administrations of thopas four yeprs a roaring farce hasbeen maintained under the title of

"The Vagrant Act.";

There avc breakers ahead for theMonroo dootilne in Mexico, that is

if commercial interests develop poli-

tical complications. Tho Frenchhave got a death grip on the Mcxi-ca- u

dry goods trade. TIio Germans,to checkmate French influence, aro

reported to project a bank with tenmillion dollars' capital in the City ofMexico. A powerful pull is beingexercised by English capital for

stipicmaey. Complaint is uttcicdby the San Francisco Chroniclespecial correspondent in Mexico thatwhen American capitalize have auinvestment to make they take it toLondon. The same authority anti-

cipates a combined light of theEuropean interests against the pro-

posal for commercial union betweenMexico and the United Stales. Heaccordingly recommends his countrymen to watch deyelopments, as-

suring them that if the United Statestakes the initiative the commercial

union ball will be set rolling. Weshould be glad to let resultant poli-

tics take care of themselves, if allrich nations got into hot rivalry inplanting money in these islands.

" DEPARTURE FROM PRINCIPLE."

Iu connection with the proposedAnti-Chines- e amendment and thecomplaint that it is a departure fromwhat has always been considered afundamental principle of the whiterace, it is interesting to note thesteps that England has of late yearsafter mature judgment seen fit totake in dciogation of a principleconsidered almost as primal andfundamental as religion itself, i. c.,the right of piivate ownership in

property. England by the consentof her greatest and ablest men saysin effect to an Irish landlord, "Youshall charge so much rent for yourown property and no more," whichutterly destroys the doctrine of pri-

vate ownership in land as a princi-

ple. An investigation of tho condi-

tions in Ireland, however, disclosedthat to carry out the doctrine of pri-

vate ownership in land clear to itslogical sequence would eject theIrish peasantry into the sea. Theresult was that the most conserva-tive race on earth puttheir foot down, and are giving practical relief totheir people even at the expense ofa doctrine which, however good iu

general, was under the exceptionalconditions of the Irish people chok-

ing down their progress and veryexistence.

WASTED PATRIMONY.

At considerable trouble and ex-

pense we have obtained fiom theItegistr3' Oflice a complete list ofsales of land by natives since Janu-ary, 1870, together with a list ofunsatisfied mortgages by them since1880, which make the followingstaitling exhibit:Money lecelvcd by natives

from ale.s of theirlands since 187H $:,48'i,3C7 50

Money leeeived by nativesMace 13S0 from mort-gaging their lands,said moi tgages 1 e- -niaiuing todate $2,159,397 44

Many of these mortgages haveprobably been foreclosed, a fewhave probably been satisfied andparties failed to record a release, but we think it entirely safe to saythat since 187C, the natives havespent besides their earnings somefour million dollars taken directlyaut of their patrimony.

These figures accentuate the argu-

ment put forth in our columnsthatthe day is fast approaching whenthe native must cither get to workor starve, or else obtain an existencefrom the wages of shame. Thesefigures likewise emphasize the argu-

ment that sonic hairier of law shouldbe put up to prevent the thou-

sands of Chinese laboiers iu theKingdom fiom overrunning occupa-tions naturally belonging to thenatives and for which they arc rea-

sonably well fitted.

A SUGGESTION.

Editor Hi i.u.tin : A way ofputting an end to two great evils atthe same time. If a clause were in-

troduced into the proposed Chineseretriction act to the effect that, anyChinaman convicted of opium smug-gling, or of the use of opium in anyway, or of breaking any of the lawseither of the revenue or otherwise(any act against the criminal code)should be obliged to leave the king-dom : by this means a large class ofvery objectionable citizens would bedeported hence to tho benefit of me-

chanics and the community at largeFiat.

IMAGINATIVE SCULPTURE.

Mr. Allen Hutchinson, sculptor, has a new work on exhibition atMessrs. King Bros.' art store. It isa fanciful study of a little girl. Thetype is recognizable as the pet ofsome family that everybody hasknown. Looking at the features Inthe blank plaster one is compelledirresistibly to imagine a sunshiny, cherubic Saxon face; alabaster incomplexion, but with a rose bloomsurrounding lhc merry dimples;there is either recovery from a pealof laughter, or preparation for amirthful outburst, in the counte-nance; tho face is upturned ob-

liquely, as if responsive to tho lov-

ing appeal of inotheily eyes; and,to complete the suggestion of whatwas in tho artist's view, one mustfancy the profuse, curling locks, bunched, with ribbon at the top, asof yellowish lightness. It is a happyeffort denoting true artlstio concep-tion.

A PHANTOM ClIY,

A despatch from Victoria, B. C,says that Prof. Willoughby, whohas visited tho Alaskan coast formany years, a shoit time ago visited"Muir's Glacier," and took a shotat it with his camera. He was start-led by a most remarkable result. Itwas the phantom of a great city, with rows of high warehouses, fac-tories witli tall chimneys, statelyresidences, and elegant churchspires. Various were the conjecturesas to the locality from which theshadow was evolved. Victoria,Seattle, Portland, and San Fran-cisco were all suggested, but nonemet tho requirements. At last aFrench Canadian recognised theWindsor Hotel, tho dome of the newCatholic cathedral near the hoteland Notre Dame, with Mount Uoyalin the distance. The mysteiiouscity was tho phantom of Montreal, nearly 4,000 miles away, The Profeasor has had a largo number of hispictures struck off, and it is thewonder of the day,

AN IflTERESriHC LETTER FROM AVETERAN.

AS this is Jubilee year it tends tomake one look back and think

of the flight of lime, and in this wayI am reminded that I am one of theveterans in the sale of your valua-ble and successful medicine. Ihave sold it from the very first, andhave sent it into every country inEngland and many parts of Sept-lan- d.

Well do 1 remember- - thefirst circular you sent out some nineor ten years ago. You had come toEngland from America to introduceMother Seigel's Curative Syrup, and 1 was struck by a paragraph inwhich you used these words:"Being a stranger in a strngo laud,I do not wish tho people to feel thatI want to take the least advantageover them. I feel Unit I have aremedy that will cure disease, andI have so much 'Confidence in it thatI authorise my agents to refund themoney if people should say thatthey have not benefitted by its use."I felt at onco that you would neversuy that unless the medicine hudniorit, and I applied for tho agency,i Eg cp which I now look back uponwith pride and satisfaction.

WILCOX.a

Ever since that time I have foundby far the best remedy for Indi

gestion and Dyspepsia I have metwith,, and I have sold thousands ofbottles. It has never failed in anycase where there were any of thefollowing symptoms: Nervous orsick headache, sourness of the stoniach, rising of the food after eat-ing, a sense of fulness and heaviness, dizziness, bad breath, slimeand mucus on the gums and teeth, constipation, and yellowness of theeyes and skin, dull and sleepy sen-

sations, ringing in the ears, heart-burn, loss of appetite, and, in short, wherever there are signs that thesystems is clogged, and the blood isout of order. Upon repeated in-

quiries, covering a great variety ofailments, my customers have alwaysanswered, "I am better," or "I amperfectly well." What I have seldom or never seen before in thecase of any medicine is that peopletell each other of its virtues, andthose who have been cured say tothe suffering: "Go and get MotherSeigel's Curative Syrup, it willmake you well." Out of the hun-

dreds of cures I will name one ortwo that happen to come into mymiud.

Two old gentlemen, whose namesthey would not like me to give you,had been martyrs to Indigestionand Dyspepsia for 10:1113' years. They had tried all kinds of medi-cine without relief. One of themwas so bad he could not bear aglass of ale. Both were advised touse the Syrup and both recovered, and were as hale and hcart3' as menin the prime of life.

A remarkable case is that of ahouse painter named Jeffries, wholived at Fenshurst, in Kent. Hisbusiness obliged him to expose him-self a great deal to wind and weath-er, and he was seized with rheumatism, and his joints soon swelled upwith urops3', and were ver3' stiffand painful. Nothing that the doc-tors could do seemed to reach theseat of the trouble. It so crippledhim that he could do hardly an3"work, and for the whole of the win-ter of 1878 and '79, he had to giveup and lake to his bed. Ho hadbeen aflhcted in this sorry way lorthree 3'ears, and was getting, wornout and discouraged. Besides, hehad spent over 13 for what hecalled "doctor's stuff" without theleast benefit. In the Spring lieheard of what Mother Seigel's Cura-tive Syrup has done for others andbought a 2s. Gd. bottle of me. Ina few days he sent me word he wasmuch better before he had finishedthe bottle. He then sent to me fora 4s. Cd. bottle, and as I was goingthat way I carried it down to himmyself. On getting to his housewhat was my astonishment and sur.prise to find him out in the gardenweeding an onion bed. I couldhardly believe my own eyes, andsaiiu

"Yoh ought not to be out here, man, it may ho the death of you, after being laid up all winter withrheumatism and dropsy."

His reply was: "There is 110

danger. Tho weather is line, andMother Seigel's Curative Syrup hasdone for 1110 in a few days what thedoctors could not do In three yearn.I think I shall get well now."

He kept on with the Syrup, andin three weeks he was at work againami has had no return of the trou-ble for now nearly ten years. Anmedicine that can do this should beknown all over tho world.

Yours faithfully,(Signed) Rui'nur Graham,

A SIMPLE PROMISE TO PAY.

From the New York Time., June 22, lSS'.i.j

The Equitable Life Assurance Society has adopted a u;w form ofpolicy which, like a batik draft, is a simple promise to pay without condi-- ,tions on the back. V

From the Oincoo Investkjator.IAlways 011 the alert, and ever anxious to givo the puulio tin most

advantageous contract in life insurance, the Kqultablc Life Assurance So-ciety of New has, in the past, made many advances on old methods, and has been the means to liberalize life assurance in a greater degree, perhaps, than aty other organization. It is not at all surprising, there-fore, that this great compan3f now comes before the people with a newcontract, the like of which has not before been known In life insurance.

from the ICustucky Kkoistek, Kiclituoml, Ky.. June 28, I88.ll

The Equitable Lifo Assurance Society has, in the past, done more tocreate and maintain confidence in life assurance than any oilier company.Consequently its business is larger than that of any of its competitors.Furthermore, it has now taken a step which practical!' sweeps every ob-

jection of the character referred to out of the wny. The result, undoubt-edly, will be that thousands of men who have heretofore lacked confidencein life assurance, will examine the new policy offered by the Equitable, and assure their lives forthwith.

From the ItoTov Post. This company has done more than any other to simplify'the assurance

contract, and to maintain public confidence in life assurance.

K10111 the Pacific Underwriter, San Francisco, July 1, 183!) J

The Equitable lias already established a world-wid- e reputation forliberal dealiugs with its policy-holde- rs and for its prompt settlement of alllegitimate claims against it, and this new policy cannot fail to anhance itsreputation for enterprise and progressiveness in dealing with the subjectof life assurance.
