Institutional Characteristics Changes, Lessons Learned, and Etc…
Gigi Jones
Institutional Characteristics Changes
• Added question: Which of the following are available to veterans, military service members, or their families?– Post-9/11 GI Bill Yellow Ribbon Program– Credit for military training– Dedicated point of contact for support services for veterans,
military service members, and their families– Recognized student veteran organization– Member of Servicemembers Opportunity Colleges
• URL for tuition policies specifically related to veterans and military service members (Institution Identification)
• Removed Estimated Fall Enrollment• Removed Admissions questions
Institutional Characteristics Lessons Learned
• Shorter form with Admissions questions moved and deletion of Estimated Enrollment questions
• Veteran/Military programs posted on College Navigator
• Cost of Attendance’s books and supplies.– Institutions that enter 0 (zero). Is it because books
and supplies are included in tuition and fees?
And Etc…
Notes from2014-15 Data Collection
Student Financial Aid Changes, Lessons Learned, and Etc…
Gigi Jones
Student Financial Aid Changes
• Number of undergraduate and graduate students receiving Post-9/11 GI Bill benefits and the total dollar amount of tuition and fee benefits awarded to them through the institution
• Number of undergraduate and graduate students receiving DoD Tuition Assistance and the total dollar amount of DoD Tuition Assistance awarded to them through the institution
• New SFA Comparison Chart– All UG– FTFT– Other non-FTFT UG
Student Financial Aid Changes
• If schools changed their previous years SFA data in the current collection, then the PYR system was unlocked for schools to also update in PYR.
Student Financial Aid Lessons Learned
• Lots of questions on the new Veterans/Servicemembers benefits– VA’s GI Bill Post 9/11– DoD Tuition Assistance Program– School certifying officials were not aware ahead of
time/some scrambling
And Etc…
• Servicemembers and Veterans benefits on College Navigator– Information will be placed on College Navigator
early summer– We are still thinking of the best way to present all
Veterans/Servicemembers information on College Navigator

Admissions Changes and Lessons Learned
Tara Lawley
Admissions Changes
• New component • Open admissions screening question asked in
IC Header
Admissions Lessons Learned
• Lessons Learned from 2014-15 Collection– Many institutions do not require test scores but
were still reporting them in the admissions section of IC• And we probably want them to…
Notes from2014-15 Data Collection
Finance Changes and Lessons LearnedBao Le
Finance Changes
• Finance form for private, for-profit– Expanded in 2014-15• Balance sheet, revenues, and expenditures collected in
more detail
– Part F: Tax Expenditures• Applicable for degree-granting institutions• Can be reported by partial parent
Finance Changes/Lessons Learned– Part F: Tax Expenditures• Clarification question added to designate who paid the
tax – FAQ also added
Finance Changes/Lessons Learned– Part F: Tax Expenditures• Reporting negative tax expenditures• Additional clarifications will be provided:
– Negative income tax expenditures may occur as a result of:» An increase in the net deferred tax asset at the end of the
fiscal year» A decrease in the net deferred tax liability at the end of
the fiscal year
Finance Changes• Edit added for institutions treating Pell as
passthrough– Updated tip sheet available at
http://nces.ed.gov/ipeds/factsheets/fct_ipeds_finance_03072007_3.asp
Finance Changes• Summary screens edited to reflect DFR
GASB public FASB private, not-for-profit FASB private, for-profit
Finance Changes/Lessons Learned
• Added VA education benefits FAQ #16: – Are VA education benefits under the Post-9/11 or
Montgomery GI Bill included as federal grants in IPEDS?
– No, these VA education benefits should not be included as “federal grant” in the Finance revenue section or as “other federal student grant aid” in the scholarship/fellowship section. They should be reported as "tuition and fees" revenue received from the student.
Notes from2014-15 Data Collection
Fall Enrollment Lessons Learned and Etc…
Bao Le
Fall Enrollment
• Schools in consortia– Tip sheet available at
http://nces.ed.gov/ipeds/submit_data/Consortium_Cheatsheet.asp
– Institution where student is taking classes should report the enrollment• Students taking classes at multiple institutions can be reported
by multiple institutions
– Distance education courses offered through a consortium agreement• An institution can indicate that they offer distance education
opportunities (IC) only if students are enrolled in a distance education course through their institution.
Fall Enrollment• Study abroad FAQ– Students who are enrolled in your institution and
attend classes in a foreign country should NOT be included in your enrollment report if:• The students are enrolled ONLY in courses offered by
another institution;• The students are enrolled at a branch campus of your
institution in a foreign country;• Your institution does not provide the instructional
resources (i.e., classrooms, instructors), even if the student pays tuition to your institution. Their enrollment at your institution serves only as an administrative record.
• Additional guidance to come
Fall Enrollment• Reporting transfer students– How to count transferring degree-seeking and non-
degree-seeking students?– General Rule: At the same institution, once in a
cohort a student may not be reassigned to another cohort. Regardless of how often the student leaves the institution and returns, they remain in the originally assigned cohort. Additionally, students who attend or transfer into the institution for the first time the prior summer term as degree-seeking students are to be included in the first-time or transfer-in cohorts, as applicable.
Fall Enrollment
Fall Enrollment
Fall Enrollment
• Reporting enrollment by CIP Codes– How to report students with more than one
major? Can CIP counts be duplicated? – FAQ will be added in the next collection cycle to
instruct institutions to report student enrollment on any applicable CIP screen, even if there is duplication by CIP.
Notes from2014-15 Data Collection
Academic Libraries Changes and Lessons Learned
Bao Le
Academic Libraries Changes
• New survey component for Spring• Some changes from the ALS previously
collected
Academic Libraries Lessons Learned• Reporting expenditures in IC Header– Libraries may not have accurate estimates of expenditures
in the Fall
– Question will change in 2015-16
Academic Libraries Lessons Learned
• Reporting e-books– Digital/electronic books as e-book or database?
• General rule: if the library selects a package of titles and not the individual titles for the collection, count as database.
• Rule doesn’t address when librarians select: – Some titles in a package– Some packages in a collection of packages
• Vendors don’t differentiate the counts
• 2015-16 changes to instructions:– count as e-book if titles are searchable through the catalog – include e-book titles in aggregated sets
Academic Libraries Lessons Learned• Reporting unit for e-books/e-media– Current instructions: when deciding what to report,
consider if the item or unit is restricted to a finite or unlimited number of simultaneous users. • Finite number of simultaneous users: based on the number of
simultaneous usages allowed – if one, count as one if 10, count as 10• Unlimited number of simultaneous users: based on the number of titles in
the collection. If a collection has 100 titles, count 100 units.
– No separation of finite vs unlimited titles on the form
• 2015-16 changes to instructions:– titles should simply count as the equivalent of one volume,
regardless of the number of users
Academic Libraries Lessons Learned
• Physical circulation: – Instructions say to report “circulation of physical
items” from general collections and reserve collections.
– Circulation from general collection is better metric for usage
• 2015-16 changes to instructions:– Report circulation from general collections only
Academic Libraries Lessons Learned
• Interlibrary loans transactions: – instructions states to “include all returnable and non-returnable
interlibrary loans and documents.” – Non-returnables are faxes, photocopies, etc, that the library does not
expect to have returned, so maybe it shouldn’t be included in determining usage of the library collection
– Non-returnables should not be lumped with returnables
• 2015-16 changes to instructions: – include ILL transactions for items owned by the library and that have
charge record. Exclude all non-returnables and items the library borrows from another institution
Academic Libraries Lessons Learned
• Digital/electronic circulation: – Instructions indicate that circulation is the number of
downloads– Some vendors don’t provide downloads, just use statistics
(# times a user has clicked to open and view an e-resource)
• 2015-16 changes to instructions: – Circulation to include viewing or otherwise opening a
digital/electronic book or media (which may not be a download) as well as downloads
Academic Libraries Lessons Learned• Reporting salaries/wages: – instructions indicate include salary/wages if it comes from
the library budget– librarians still want to include salary/wages even though
it’s funded by institutional budget– other types of expenditures can come from sources not in
library budget
• 2015-16 changes to instructions: – Salary/wages, along with fringe benefits, should only be reported if
paid from the library budget

Changes to Data Collection for 2015-16
Outcome MeasuresTara Lawley
2015-16 Changes
• Are approved by the Office of Management and Budget (OMB)
• The following information has been posted in Data Provider Center (DCS login screen) and DCS Help menu:– Description of changes– Screens and instructions (survey materials)
Origins of Changes
• TRP: Alternate Measures of Student Success, 2/12 & 10/12
Preview Year
• 2015-16 changes were posted during 2013-14 and 2014-15 collections
Changes for 2015-16
New Outcome Measures (OM)
• New Winter component for degree-granting institutions
• Collect outcome measures data on 4 degree/certificate-seeking undergraduate student cohorts – Full-time, first-time students– Part-time, first-time students– Full-time, non-first-time entering students– Part-time, non-first-time entering students
Why?
• Improve the quality and availability of student success data
• Collect more comprehensive measures of student success for a broader group of students
Why?
• Feb 2012 TRP 37 suggested outcome information be collected for first-time, part-time students
• Oct 2012 TRP 40 suggested similar outcome information be collected for non-first-time students
• To expedite availability of OM data, TRP 40 also suggested that data be reported retrospectively– If a prospective reporting model were used, OM data
would not be available until 2023.
OM – 8 yrs• For each of the 4 cohorts, collect a status update 8
years after the cohort enters the institution using the following categories:– Received award– Did not receive award, still enrolled at reporting institution– Did not receive award, subsequently enrolled at another
institution– Did not receive award, subsequent enrollment status
unknown• A total of students who did not receive an award will be
calculated
OM – 6 yrs
• For each of the 4 cohorts, collect a status update 6 years after the cohort enters the institution using the following category:– Received award
OM
• Academic reporting institutions will report on Fall cohorts; program and hybrid reporters will report on full-year cohorts
• Outcome Measures data collection will begin in 2015-16 with institutions reporting on their 2007 cohorts
• Data will not be disaggregated by race, ethnicity, or gender
OM FAQs
• Will race and ethnicity be required in future years?– At this time, there are no plans to collect R/E for Outcome
Measures.• Should students be included in OM cohorts if degree
seeking intent is not explicitly stated?– In order to receive federal student aid, a student must be
degree or certificate seeking. If the student is eligible (even if they do not actually receive aid) for federal student aid they should be included in the cohort. If they are not eligible and have not clearly stated their intent, then they should not be counted. The instructions for OM cohorts follow the same basic rules as the GR cohorts – there are just more of them.
OM FAQs
• Won’t there be double counting if two institutions are counting an award?– Yes, there will be double counting. However, the
students will be in different cohorts and the award will be counted in different columns. This is not a unique issue for OM, since students are likely double counted in other components as well (e.g., enrollment).
OM FAQs
• Will students that transfer from 4-year to 2-year institutions and complete a lower level degree be counted? Is that really a measure of success for the first institution?– Yes, they would be counted as receiving an award.
At this time, IPEDS will not collect the level of the award received at the subsequent institution. IPEDS will not place a judgment on success based on different award levels.
OM FAQs
• What is meant by ‘still enrolled’?– A student actively enrolled at the institution during the
most recent Spring term can be counted as still enrolled. – What is meant by ‘non-first-time’?
• A non-first-time degree/certificate seeking student is any student that is not attending a postsecondary institution for the first time. This term will mostly refer to transfer-in students, however, there may be students that have postsecondary experience that are not considered transfer students. For example, a student that is in enrolling in an institution but failed previous coursework so that none of the previous coursework is accepted would be a non-first-time student but would not necessarily be considered a transfer-in student.
OM FAQs
• If an institution classified a student as first-time but learns later that a student should have been classified as non-first-time, what should they do?– When an institution learns something that would
improve their reporting of cohorts, they should revise the cohort as appropriate.
OM FAQs
• What about Spring cohorts? Should those students be included?– No, at this time OM does not cover students that
started in the Spring. • How should a student be reported if they entered
the institution, left the institution, then returned?– The student should be reported in the cohort in which
they originally started. Remember – once in a cohort, always in a cohort (unless subsequent information about their original status requires a change).
OM FAQs
• Does any award really mean any award?– At this time IPEDS has not further defined this
term, and any award means any award and can be a certificate or degree.
• Should stackable credentials count as any award?– Stackable credentials can count as an award.
OM FAQs
• Should a student who earns multiple awards – one in 6 years and one in 8 years, be counted in both award columns (e.g. 8/2013 and 8/2015)? – No, the student should only be counted one time,
at the earliest time they received an award.
OM Resources
• We will develop an OM Resources website– Definitions– FAQs– Help with developing retrospective cohorts

Using IPEDS Data
CrosswalkMoussa Ezzeddine
Crosswalk
• The main purpose of the crosswalk files is to reliably map unique identifiers between FSA OPE IDs and IPEDS Unit IDs on an annual basis.
• Give users a better understanding of what changes occurred in the IPEDS/PEPS universes between any two given years.
• Track changes (closed, merged, …) to each institution over a period of time (2000 to Current)
• For the purpose of creating a crosswalk between IPEDS ids and PEPS ids, we added the “repot map” to the collection system.
Crosswalk
• We populate the reporting map based on initial mapping between IPEDS and PEPS.
• Then we present the reporting map to KH to approve, make changes or additions.
• Data is then saved into a table that contains the crosswalk between IPEDS and PEPS ids.
