I. EligibilityY

The Individual Student Alternative Education Plan (ISAEP) Program prepares students at risk of dropping out of public high school to take the GED test while developing career and technical education skills. The ISAEP program fulfills compulsory attendance requirements for students who are between the age of 16 and 18 years of age. A student is eligible if:

1. The student is currently enrolled in a Roanoke County public high school2. The student is at least 16 years of age3. The student is at risk of dropping out of school4. The student is not able to earn the required number of credits to graduate5. An initial principal -student-parent (PPS) meeting has been held6. The student meets academic entrance requirements; and chooses to prepare for the GED

tests.In order to be deemed eligible the student must have a 7.5 grade equivalent or higher on a recognized standard measure of reading achievement and a score of 145 on each of the 4 GED subtests. Roanoke County Public Schools uses the Test of Adult Basic Education (TABE) to measure reading achievement and the GED READYY Official Practice Tests for the core area subtest assessments.

The purpose of the initial Principal-Parent-Student (PPS) meeting is to help parents and students understand the following options for satisfying Virginia's compulsory attendance requirement.1. Remain in a regular school program2. Enroll in an alternative education program3. Complete an ISAEP program

At this initial meeting, parents will sign a consent form that confirms they have received complete disclosure on the ISAEP Program and understand all requirements for each of the options for completing public school.

Once all the above requirements are met, the development of the ISAEP is undertaken in a parent/student entrance meeting at The Burton Center for Arts and Technology. Parents will be contacted to schedule the entrance meeting and students must continue to attend their base school until this meeting has been held and the student begins attending the ISAEP Program at The Burton Center for Arts and Technology.

The ISAEP Program classes are held every Tuesday and Thursday from 3:45-6:30 in Building B, Room 310.

III. ABOUT THE PROGRAM

I. Meeting Time

ISAEP GED meets every Tuesday and Thursday evening from 3:45-6:30. Students will

continue to attend base schools until their first day of the ISAEP GED program. Once a

student has been approved, an entrance meeting has been held, and the student has

started in the program they are no longer required to attend their base school. The

ISAEP GED program follows the Roanoke County Schools calendar and inclement

weather schedule for closings. Please refer to local media to find out if Roanoke County

Schools are closed. In the event of a weather related two-hour delay ISAEP GED will be

held at the regular time.

II. Homework

ISAEP GED Students are required to spend a total of 15 hours each week working

toward the completion of the ISAEP GED coursework. 5 hours each week (2.5 on

Tuesday and 2.5 on Thursday) are spent in class. The remaining 10 hours are satisfied

through the completion of homework in the GED Book and other assigned activities. A

breakdown of how homework hours should be approached is included in this binder.

1. Homework is checked every Tuesday and Thursday

2. Students are expected to complete 7-10 hrs. worth of homework weekly.

3. Homework not completed will result in an unexcused absence each week.4. Homework will be checked by Ms. Robinson (please let her know if you have worked ahead).

III. Work Hours

ISAEP Students are required to complete 150 hours of work (37.5 per test) in a

workplace or as a volunteer. Students may take 1 GED test for every 37.5 hours they

accrue. Students can provide proof of these hours through pay stubs or Verification of

Hours form included in this binder.

IV. Attendance

Faithful attendance is vital to the success of ISAEP GED students and attending class

regularly ensures that they are caught up with all requirements of the program. All

absences must be verified by an official note from a doctor, court, or be otherwise

approved by the ISAEP Coordinator to be counted as excused. Please refer to the

ISAEP Attendance Policy in Effect found in this binder.

V. Econ. and Personal Finance/ Workplace Readiness

ISAEP/ GED Students must earn a credit for both Economics and Personal Finance. This

is an online course structure and students may carry-over work completed in their base

schools toward these credits. Additionally, ISAEP GED students must take and pass the

Workplace Readiness Credential with a score of 75 or better.

VI. GED Testing

Upon the completion of…

1.) At least 37.5 work hours per test

2.) All the homework for at least 1 subject

3.) A score of 145 or higher on the GED- Ready test

5.) Regular attendance

An ISAEP GED students may sit for 1 of the 4 GED tests. Test are given locally at the

Roanoke Higher Education Center and American National in Salem. Students are

required to arrive at the testing center 15 minutes early with an ID. Testing is free of

charge to students. In the event that a student does not attend the session or does not

have documentation required by the testing center the student is responsible for the

cost of the re-test.

VII. How To Be Successful In This Program

1. Set a goal for completion.

2. Make a plan to meet your goal.

3. Complete all homework on time.

A. PurposeTooutlineprovisionsforencouragingandmaintainingregularschoolattendanceanddocumentingabsences.

B. ExcusedAbsencesandTardies1. Parentsofstudentswhoareabsentortardymustinformtheschoolinwritingofthereasonfortheabsenceortardynolaterthanuponthestudent’sreturntoschool.Schoolstaffrecordsthestudent’sabsenceortardyforeachdayas“excused”or“unexcused”.

2. Absencesandtardiesareexcusedforthefollowingreasonswithwrittenexplanationfromtheparent:a. illnessofthestudentb. approvalfromadministrationpriortotheabsencec. deathinfamily/funeralandd. school-sponsoredactivitiese. observanceofanationallyrecognizedreligiousholidayifsuchholidayisverifiedandtheschoolisnotifiedinadvance.

Ifabsencesandtardiesthatareexcusedsolelybyparentexplanationbecomeexcessive,theschoolwillrequireadditionaldocumentationinordertoensurecompliancewiththecompulsoryschoolattendancelaw.

4. Astudentwhoseabsenceisexcusedduetotheobservanceofanationallyrecognizedreligiousholidayisnotdeprivedofanyawardorofeligibilityoropportunitytocompeteforanyaward,oroftherighttotakeanalternatetestorexamination,whichthestudentmissedbyreasonofsuchabsence.

5. Absencesandtardiesthatdonotmeetthecriteriaforbeingexcusedabsencesortardiesareconsideredunexcusedabsencesortardies.Studentsingrades9-12maybedeniedfullcreditforassignmentsmissedduetoanunexcusedabsenceortardy.

6. Nothinginthispolicyshallbeconstruedtolimitinanywaytheauthorityofanyattendanceofficerorthedivisionsuperintendenttoseekimmediatecompliancewiththecompulsoryschoolattendancelaw.

informationhasbeenreceivedbyschoolpersonnelthatthestudent’sparentisawareofandsupportstheabsence,theschoolprincipal,principal’sdesignee,attendanceofficerorotherschoolpersonnelorvolunteernotifiestheparentbyphone,emailorotherelectronicmeanstoobtainanexplanation.

3. ExcessiveAbsencesWithoutParentalAwarenessandSupport

a. UponFifthAbsenceWithoutParentalAwarenessandSupport:If(1)astudentfailstoreporttoschoolforatotaloffivescheduledschooldaysfortheschoolyear,and(2)thereisnoindicationthatthestudent’sparentisawareofandsupportstheabsence;and(3)reasonableefforttonotifytheparentoftheabsenceshavefailed,thentheprincipalofhisdesigneeortheattendanceofficershallmakeareasonableefforttoensurethatdirectcontactismadewiththeparent,eitherinperson,throughtelephoneconversationore-mail,toobtainanexplanationforthestudent’sabsenceandtoexplaintotheparenttheconsequencesofcontinuednonattendance.Theschoolprincipalorhisdesigneeortheattendanceofficer,thestudent,andthestudent’sparentshalljointlydevelopaplantoresolvethestudent’snonattendance.Suchplanshallincludedocumentationofthereasonsforthestudent’snonattendance.

b. UponSixthAbsenceWithoutParentalAwarenessandSupport:Ifthestudentisabsentanadditionaldayafterdirectcontactwiththestudent’sparentandtheattendanceofficerhasreceivednoindicationthatthestudent’sparentisawareofandsupportsthestudent’sabsence,eithertheschoolprincipalorhisorherdesignee,ortheattendanceofficershallscheduleaconferencewithintenschooldays,whichmusttakeplacenolaterthanthefifteenthschooldayafterthesixthabsence.Attheconference,thestudent,hisparent,andschoolpersonnel,shallmeettoresolveissuesrelatedtothestudent’snonattendance.Othercommunityserviceprovidersmayalsobeincludedintheconference.

c. UponAdditionalAbsenceWithoutParentalAwarenessandSupport:Uponthenextabsenceaftertheconferencewithoutindicationtotheattendanceofficethatthestudent’sparentisawareofandsupportsthestudent’sabsence,theprincipalordesigneeshallnotifytheattendanceofficerorsuperintendentorhisorherdesigneewhoshallenforcethecompulsoryattendancerulesbyeitherorbothofthefollowing:(1)Filingacomplaintwiththejuvenileanddomesticrelationscourtallegingthestudentisachildinneedofsupervisionasdefinedin§16.1-228or(2)institutingproceedingsagainsttheparentpursuantto§18.2-371or§22.1-262.Infilingacomplaintagainstthestudent,theattendanceofficershallprovidewrittendocumentationoftheeffortsalreadyundertakentoresolvethestudent’sabsence.Ifthestudent’sparentshavejointphysicalcustodyofthestudentandtheschoolhasnoticeofthecustodyarrangement,thenbothparentsshallbenotifiedattheirlastknownaddress.

d. ParentalCooperationinRemedyingExcessiveUnexcusedAbsences:Itisexpectedthatparentswillcooperatewiththeattendanceofficerandotherschoolofficialstoremedythestudent’sattendanceproblem.Wheredirectcontactwithaparentcannotbemade,despitereasonableefforts,orwhereparentsotherwisefailtocooperateinremedyingthestudent’sattendanceproblem,thesuperintendentorthesuperintendent’sdesigneemayseekimmediatecompliancewiththecompulsoryschoolattendancelaws.Theattendanceofficer,withtheknowledgeandapprovalofthesuperintendent,shallinstituteproceedingsagainstanyparentwhofailstocomplywiththerequirementsofthecompulsoryattendancelaws.Wherethecomplaintarisesoutoftheparent’sfailuretocomplywiththerequirementsof§22.1-258,theattendanceofficershalldocumenttheschooldivision’scompliancewiththeCodesection.

4. ExcessiveAbsencesorTardiesWithoutAdequateWrittenDocumentation

Ifabsencesortardiesexcusedsolelybasedonparentexplanationbecomeexcessive,theschoolwillrequireadditionaldocumentationinordertoensurecompliancewiththecompulsorystudentattendancelaw.Suchadditionaldocumentationmayincludewrittendocumentationfromaphysiciantreatingthestudentforachronicorextendedillnessorcourtdocumentationresultingfromstudentinvolvementinalegalmatter.

Schoolprincipalsandschoolcounselorsregularlycollaboratewithschoolsocialworkerstomonitorstudentattendanceandcommunicatewithstudents,parents,andfamiliesregardingexcessiveabsencesunsupportedbyadequatedocumentation.

Forthepurposesofavoidingexcessivetardinesstoschoolthatresultsinfrequentlossofinstructionaltime,five(5)tardiestoschoolwithoutadequatewrittendocumentationwillbeconsideredtheequivalentofone(1)absence.

Thefollowingproceduresarefollowedwhenastudenthasbeenabsentexcessivelywithoutadequatewrittendocumentation:

a. FirstNotificationLetter

i.Withinthefirstsemester,ifastudentaccumulatesfiveabsencesexcusedsolelybasedonparentexplanation,theschoolwillnotifytheparentofthestudent(FirstNotificationLetter)andlistthedatesthestudenthasbeenabsent.

ii. Duringthesecondsemester,ifastudentaccumulatedfewerthanfive(5)absencesexcusedsolelybasedonparentexplanationwithinthefirstsemester,butthestudentsubsequentlyaccumulatesten(10)suchabsencesduringthesecondsemester,theschoolwillnotifytheparentofthestudent(FirstNotificationLetter)andlistthedatesthestudenthasbeenabsent.

b. SecondNotificationLetter

i. Withinthefirstsemester,aftertheFirstNotificationLetterhasbeensenttoaparentasrequiredinsection(a)(i),theschoolwillsendaSecondNotificationLettertotheparentifthestudentaccumulatesten(10)absenceswithoutadequatedocumentation.TheSecondNotificationLetterwilllistthedatesthestudenthasbeenabsentandtheparentwillbeadvisedthatthemattermaybereferredtothe23rdDistrictCourtServiceUnit/23rdDistrictJuvenileandDomesticRelationsCourt.

ii. Duringthesecondsemester,aftertheFirstNotificationLetterhasbeensenttoaparentasrequiredinsection(a)(ii),theschoolwillsendaSecondNotificationLettertotheparentifthestudentaccumulatesaneleventh(11th)absencewithoutadequatedocumentation.TheSecondNotificationLetterwilllistthedatesthestudenthasbeenabsentandtheparentwillbeadvisedthatthemattermaybereferredtothe23rdDistrictCourtServiceUnit/23rdDistrictJuvenileandDomesticRelationsCourt.

c. StudentSupportMeeting

i. Withinthefirstsemester,aftertheschoolhassenttheFirstandSecondNotificationLettersandupontheeleventh(11th)absencewithoutadequatedocumentation,theschoolwillscheduleamandatoryStudentSupportMeetingwiththeparenttoaddresstheexcessivenumberofabsencesanddevelopaplanofsupport.TheStudentSupportMeetingwillincludetheparent,student,school-leveladministrator,schoolcounselor,andschoolsocialworker.

ii. Duringthesecondsemester,aftertheschoolhassenttheFirstandSecondNotificationLettersanduponthetwelfth(12th)absencewithoutadequatedocumentation,theschoolwillscheduleamandatoryStudentSupportMeetingwiththeparenttoaddresstheexcessivenumberofabsencesanddevelopaplanofsupport.TheStudentSupportMeetingwillincludetheparent,student,school-leveladministrator,schoolcounselor,andschoolsocialworker.

iii. IftheparenthasbeenadequatelynotifiedoftheStudentSupportMeetingbutfailstoattendthemeeting,themeetingwillbere-scheduledatthecentraladministrativebuildingwiththeDirectorofAdministrationorthedirector’sdesignee.

d. Complaintfiledwith23rdDistrictCourtServiceUnit/23rdDistrictJuvenileandDomesticRelationsCourt

Afterconferencingwiththeparent,ifastudentaccumulatesthree(3)additionalabsenceswithoutadequatedocumentation,theschoolsocialworkerwillfileacomplaintwiththe23rdDistrictCourtServiceUnit/23rdDistrictJuvenileandDomesticRelationsCourt.

D. ReportforSuspensionofDriver'sLicenseInadditiontoanyotheractionstakenpursuanttothispolicy,ifastudentwhoisunder18yearsofagehas10ormoreunexcusedabsencesfromschoolonconsecutiveschooldays,theprincipalmaynotify,the23rdDistrictCourtServiceUnit/23rdDistrictJuvenileandDomesticRelationsCourtwhichmaytakeactiontosuspendthestudent'sdriver'slicense.

E. AttendanceReportingStudentattendanceshallbemonitoredandreportedasrequiredbystatelawandregulations.Attheendofeachschoolyear,eachpublicschoolprincipalshallreporttothesuperintendentthenumberofpupilsbygradelevelforwhomaconferencewasscheduledpursuanttoPartCabove.The

superintendentshallcompilethisinformationandprovideitannuallytotheSuperintendentofPublicInstruction.

F. ReleaseofStudenttoAuthorizedPersonPrincipalsshallnotreleaseastudentduringtheschooldaytoanypersonnotauthorizedbythestudent’sparent/guardiantoassumeresponsibilityforthepupil.Studentsshallbereleasedonlyonrequestandauthorizationofparentorguardian.Thesuperintendentshallprovideproceduresforreleaseofpupilswhoarenotresidingwithorunderthesupervisionofaparent/guardian.Theburdenofproofontheauthorityofthepersontoreceivethestudentisontherequestingparty.Aformalcheck-outsystemshallbemaintainedineachschool.

G. Make-upWorkStudentsingradesK-12areexpectedtomakeupallmissedworkfromanabsencewithin10schooldaysuponthestudent'sreturntoschool.Ifthestudentdoesnotcompletethemake-upworkwithinthattimeframe,thestudentmaybedeniedfullcredit.

Assignmentsmadepriortoanabsencearedueuponthereturntoschool.Exceptionsmaybegrantedbyindividualteachers.

Teachersareexpectedtocontactparentsregardingthecompletionofmake-upworkinanefforttoensurethatthestudentcompletestheworkandmeetsthe10schooldaydeadline.

1. ExcusedAbsence:

Studentsarerequiredtorequestmake-upworkonthefirstdayofreturntoclass.Studentswillbegiven10schooldaystomakeupthework.Exceptionsforalongertimeperiodformake-upworkmaybegrantedbyindividualteachers.

2. UnexcusedAbsence:

Studentsingrades9-12maybedeniedfullcreditforassignmentsmissedduetoanunexcusedabsence.

3. IncompleteWork:

Agradeofincomplete(I)willbeenteredonastudent'sreportcardwhenmake-upworkhasnotbeencompleted,andtheallowedmake-uptimeextendsacrosstheendofthegradingperiodintoanother.Aftermake-upworkiscompleted,acorrectedgradewillbesubmittedbytheteacher.Ifmake-upworkisnotcompletedbytheestablisheddeadline,theincomplete(I)willbechangedtothegradeaveragecomputedwiththegradeearnedfortheassignment.

4. Pre-approvedAbsences

Studentswithpre-approvedabsencesmayrequestassignmentspriortotheirabsencefromschool.Make-upworkforstudentswithpre-approvedabsencesthatisnotavailabletothestudentpriortotheabsenceisgiventothestudentuponthestudent’sreturntoschool.Thestudentshallberesponsibleforcontactingtheteachertoarrangeforcompletingthemake-upwork.

H. RecognitionforOutstandingAttendance1. GradesK-12StudentswillberecognizedforOutstandingSchoolAttendanceattheendofeachschoolyeariftheyhavebeenabsentnomorethanfivedaysandtardynomorethanfivedays.

2. SeniorsAnOutstandingAttendanceSealwillbeplacedoneachsenior’sdiplomaifhe/shehasmaintained97%attendancethroughhis/herhighschoolcareer(Grades9-12).

I. PerfectAttendanceStudentsingrades6-12whohavenotbeenabsentarerecognizedforhavingperfectattendance.AcumulativeperfectattendancerecognitionisgiventograduatingseniorswhohavenotbeenabsentingradesK-12.
