Invitation for Bids (IFB)1. This Invitation for Bids follows the General Procurement Notice for this Project that appeared in Development Business, issue dated 11th January , 2011.

2. The Islamic Republic of Afghanistan, Ministry of Energy & Water has received a grant from the International Development Association toward the cost of Irrigation Restoration and Development Project and it intends to apply part of the proceeds of this “grant” to payments under the Contract for “Rehabilitation Works for Khwabgah Irrigation Scheme” in three lots (2,3&4)

3. The Ministry of Energy & Water, Project Coordination Unit now invites sealed bids from eligible and qualified bidders for the “Rehabilitation Works for Khwabgah Irrigation Scheme”( Q-513) in three lots (2,3&4) in Nimroz Province/ Charborjak District consisting of:

The Works consist of:

KHWABGAH Irrigation Scheme (Lot-2: Road Culvert on Khwabgah canal along Zaranj-Charbolak road (3+550), Footbridge for Joy Naw village (5+650), Footbridge for Joy Naw village on Nahr-e-Lashkari canal at 3+700 (6+300), and main canal excavation (cut), filling (embankment of canal) and lining of 3 km canal from chainage( 00+000 to 06+300) , Lot-3Road Culvert for Joy Naw area (7+950), Chedagi (Addi, Seyadasi, Surkh broot) 17+310, Flume Structure on Lashkari canal(17+350) , andmain canal excavation (cut), filling (embankment of canal) and lining of 3 km canal from chainage(6+300 to 17+350). Lot-4: No's Road culvert at the both end of Flume structure(17+350), Second Addi offtake (18+200), Shuri off take (19+300), Seyadasi off take (19+310), Surkh burut off take (19+315), Kafter Kond off take (19+320), Meyandasht off take (19+325), Jan Abad and Nuk Abad off take (19+330), Koshk and Koka Chor off take (21+900), Foot bridge for Chong village on Khwabgah canal (21+915), Chong off take(21+925), Kandulak off take (21+925), Kora Gas off take (22+135), Meyanjoy off take(22+145), Kadan off take(22+165), Footbridge for Kon Reg village on Khwabgah Canal(23+230), Khari off take(23+235), Seeh Shakhi off take(23+395), Kon Reg off take(23+405), Lakari Yusuf Khan off take(23+415), Footbridge for Mula Hussain village on Khwabgah canal(25+550), and main canal excavation (cut), filling (embankment of canal) and lining of 3 km canal from chainage( 17+350 to 28+650)).

4. The Completion Period is 1080 days (including slack period of 225 days5. The bids must be submitted along with the bid security in the amount as below in the shape

of Bank Guarantee as per Bank Guarantee Form attached to the Bidding Documents in Afs:

Lot – 2: Afs 1,300,000 (One million three hundred thousand)

Lot – 3: Afs 1,400,000 (One million four hundred thousand)Lot – 4: Afs 1,400,000 (One million four hundred thousand)6. Bidding will be conducted through the National Competitive Bidding (NCB) a procedure specified in the World Bank’s Guidelines: Procurement under IBRD Loans and IDA Credits dated January, 2011 and is open to all bidders from Eligible Source Countries as defined in the Bidding Documents

8. Qualifications requirements include:

(a) The minimum re-quired annual volume of construction work for the successful bidder in any of the last five years (Afs)

(b) Experience as prime con-tractor in the construction of at least one work of nature and complexity equivalent to this work during the last five (5) years (Afs).

(c) Liquid assets and/or credit facilities, net of other contrac-tual commitments and exclu-sive of any advance payments which may be made under the Contract (Afs).

Lot-2: Afs 89,000,000 (Eighty nine million).

Lot-3: Afs 92,000,000 (Ninety two million).

Lot-4: Afs 97,000,000 (Ninety seven million).

Lot - 2: Afs 53,000,000 (Fifty three million).

Lot – 3: Afs 55,000,000 (Fifty five million).

Lot – 4: Afs 58,000,000 (Fifty eight million).

Lot – 2: Afs 22,000,000 million (Twenty two million).

Lot – 3: Afs 23,000,000 million (Twenty three million).

Lot – 4: Afs 24,000,000 million (Twenty four million)

9. A margin of preference for eligible national contractors/joint ventures shall not be applied.

10. A complete set of Bidding Documents in English may be purchased by interested bidders on the submission of a written Application to the address below and upon payment of a non refundable fee of Afs. 5000 . The method of payment will be Cash/Direct Payment. The Bidding Documents shall be collected by the bidders from the address below.

11. The bidders or their authorized representatives are invited to attend a pre-bid meeting which will take place on 09 Dec, 2015 at 10:00 Hrs at the address given below to explain the procedure of proper preparation and submission of bid, clarify issues and to answer questions on any matter that may be raised at that stage. The minutes of pre-bid meeting will be prepared and sent across to all the prospective bidders who have brought the bid documents up to date of pre-bid meeting and also immediately after the pre-bid meeting. 12. Separate Bids for each Lot must be delivered to the address below at or before 10:00 AM on 19 Dec, 2015 -,the Deadline Date for bid Submission (if the submission date is announced an official holiday, then bids must be submitted next working day at the same time and venue).

Electronic bidding shall not be permitted. Late bids will be rejected. Bids will be opened physically in the presence of the bidders’ representatives who choose to attend in person at the address given below at 10:00 AM on the Deadline Date for bid Submission given above. 13.
