Information Management

Data collection from the field:•ANDMA primarily uses cell phones and Internet.

•Shares information with government and Humanitarian agencies operating in Afghanistan as needed.

Building Emergency Coordination Centers (planned)•To collect, analyze and map information(Currently ANDMA receives information from UNOCHA, IOM, IMMAP etc.,)

•Strengthen coordination with line ministries and the Humanitarian community.

Challenges

• lack of resources covers all aspects of DRR, from infrastructure remediation to information management.

• Lack of Modern instruments and tools (GIS, GPS, internet, etc.) to fill the gaps in disaster management information system supply chain present in Afghanistan.

• Shortage of sufficient Human Capacity in Information and communication Technology. lack of early warning systems, including earthquake detection, satellite imagery and other advanced technology.

• Limitation in relief stocks, insufficient food and non-food items in emergency situation.

• Insufficient facilities for search and rescue i.e. heavy machinery, fire-fighting trucks and tankers.

Looking Forward

• Build fully functional Information Management System & Identifying operational Gaps present at country level.

• Vulnerabilities Assessment to be conducted throughout the country.

• Capacity building and Strengthening of provincial disaster management offices with needed equipment's.

• Disaster Risk Reduction awareness at Province - District –Community levels is significantly needed.

• Prevention and Mitigation Projects should be conducted on a regular basis.

Capacity Building Needs

• Capacity building in rapid assessment, search and rescue team training, imagery analysis and seismic detection instrument utilization.

• Training of rapid response and assessment personnel, search and rescue personnel, Information Management and satellite image analysis teams.

• Training of personnel in emergency medicine, first-aid and care, and recovery in remote disaster prone areas.

GEO PORTAL

Implementation of Geo Portal• ANDMA received two Trainings on the Implementation of

Geo- referenced Information Systems for Disaster Risk Management , 24-28 March and Oct -1 Nov 2013

• ANDMA is in the initial stage of implementation of Geo –Referencing after getting trained by UNESCAP, with Coordination of line- Ministries .

Geo Portal

The portal is a hardware and software infrastructure that provides access to large scale geospatial data sets, as well as sophisticated search, discovery and analysistools to make the data readily available to researchers. Resources includedata licensed by authoritative academic libraries, such as land-based vector data

(water, cultural features, etc.), census geography, and ortho photography.

UNESCAP can assess us in areas of the Geo-referenced InformationSystem :

1- continuing the training workshop of Geo portal up to that level that participant can useit properly.

2- training workshop is needed in GIS using.

3- capacity building is needed in satellite imagery analysis.

4- provide us technical support during the establishing of this portal and after that formaintenance and development of system.

5- provide an expert person that monitor from the implementation and giving benefits from it for high performance when needed, if possible.

6- Provide online trainings about using of this portal in DRR.
