Background

Name of Country: Islamic Republic of AFGANISTAN

Population : 30 millions

Urban Population: 24% of the total population

In Afghanistan, 60-80% of people with disabilities live in

rural and poor urban settings. These areas are in most

cases under resourced; providing limited services and

programs for persons with disabilities.

In six provinces, KUBUL-HERAT-FARAH-QUANDAHAR-

BAMIAN-HELMAND, there are six residential day centers,

primary and secondary high school for PWDs . The majority

of services for people with disabilities are provided by

international and national non-government organizations

(NGO) and the community provides little support for them.

Background continued… The NDSA(National Disability Survey in Afghanistan)

also found local variations in the prevalence ofdisability. More than half of people with disabilitieslive in Central and Western regions of the country. Atthe provincial level the highest prevalence rates areobserved in Samangan (4.4%), Herat (4.1%), Kabul(3.9%) and Ghor (3.9%).

Categories of disabilities The NDSA defined five types of disability: physical,

sensory, mental, multiple and epilepsy/seizures. Thetwo main types were identified as motor atapproximately 37% and sensory at 26% of peoplewith disabilities.

Target Area GhoryanGhoryan is a biggest village of Herat province

150,000 people live in this village. It has a

health center ,community center, labor center,

primary school, secondary school and high

school. Most of people don’t have any jobs

while some are farmers . It has famous fruits

such as grapes, pomegranates and pistachio.

The women make rugs, carpets, foot cloth etc.

In this village, villagers grow the scarce plant

safran which is exported to other countries.

Target group

2830 PWDs living in this village.

VisionPersons with disabilities will have access to services and

employment, enabling them to become positive

contributors and beneficiaries of social, health, education

and employment opportunities.

MissionTo ensure that employment, access to information and full

access to all essential services is specifically provided for

persons with disability in rural settings.

ObjectivesGeneral Objective

PWDs will become a productive members of the society.

Specific ObjectiveThe community people will understand the

needs of PWDs and support them.

PWDs, of all categories, will get employment in their own village.

Strategy

1.Awareness raising

-Family counseling by government.

-Workshop or seminar for community and parents of PWDs

- Media campaigns on TV ,Radio.

2.Imployment opportunities for PWDs

- Ask skilled community members to provide skill training to

PWDs.

-Use community center as venue for the training programs.

-provide training for packing and measuring.

-making public farm.

-community management of the farm.-provide seeds.

of the implementation period

Monitoring

In order to ensure that the activities of the project are

being done a committee will be formed to monitor

activities, out comes, concerns etc.

Quarterly monitoring after implementation

Rural trainer will send report once a month to the

Social Affairs Department

RiskSome people of the village may not

agree with the awareness program.

Vocational masters may not

understand ability of PWID.

evaluation will be conducted at the
