Habitat for Humanity Mozambique is now recruiting for Program Manager (PM) in Mozambique.

Summary of responsibility: The PM is member of the senior leadership team responsible for HFHMz programs planning develop-ment, budgeting and quality delivery. The PM’s primary focus is on strategic OVC program capacity development, replication and ex-pansion. As OVC programming strengthens, the PM will develop new Housing Finance Programs and partnerships. Domiciled in stra-tegic provincial offices, the PM may in some instances represent HFHMz and manage strategic program & operational relationships with Government, Donors, HFHI Area Office.

Specific areas of responsibilities:

Develops:

• Increased OVC Program Delivery Capacity for targeted $3 - $5 million annual budget via Regional Program Expansion Strategies and Budgets which includes:

• Develop and implement replicable OVC program model via agreed regional offices in Manica, Zambezia, Gaza and other strategic opportunities)

• Participate in strategic planning process; develop detailed operational implementation plans; monitor budget and provide pro-gram reports as required by stakeholders) (15%)

• Assist expansion of Strategic donor base to multiple bi-lateral agencies targeting OVC, Shelter, Water, Sanitation and Asset (land/housing) Security (10%)

• Coordinate with ND – AME for sustainable Housing Finance Model, including market research & product development to guide pilot project(s) with direct or partner implementation (5%)

• Current Operational / Procedural manuals and to guide replication & expansion

• Effective controls and M & E systems via collaboration with PME & Data Specialists; manages indicators and reporting as required by HFHMz-Donors

• Reporting systems program indicators specific to the program and donor requirements

• Operational procedures and controls and related documents aligned to HFHMz policies and organizational assessment feedback (program, internal & external audits).

• Program Operational systems & tools with transparent resource utilization

• Strategic Partnerships and related agreements via HFH Partnership Development Protocols, Job descriptions & work plans; new hire strategies and budgets within agreed HFH market position. HFH’s Christian identity and Corporate Branding through values-led program design, staff and partner training & development

Manages:

• Quality Program development expansion to met annual result targets for families served

• Program team and individual staff performance: Program team leader recruitment, results-based performance, retention and development

• Program & Project Budgets with Program Units

• Relationships with key stakeholders (e.g. government, USAID, HFH Global Network, etc)

• Development of quality and cost effective local housing, water and sanitation products & services. Participates in Re-source Development & Communication activities to Stakeholders. Collaborates with, Supports & Assists Senior Leadership Team and Related Functions

You may use your card for both capoeira and yoga. For those who are feeling extra energetic, you may do the capoeira class and stay for yoga! )During special retreats, there will be no yoga classes at the Maputo stu-dio. Capoeira class will still be held.

Experience & Education & Skill Requirements:

• Saturated knowledge and commitment to the Habitat Vision, Mission, Goals, Values and Mission Principles; Team Player and model of Servant Leadership

• Commitment to self-assessment and learning as well as commitment to develop staff and partner capacity

• Minimum B.A. in Social/Economic Development or related field in an accredited University. Masters in International Development, Organizational Development, or related field preferred 3-5 years program development & senior man-agement with minimum $3 million annual budget 2 years experience in construction project management, prefer-able low cost housing, water, sanitation via subsidy and financial (credit) delivery models with community participa-tion

• Familiarity with current OVC and Housing policy and development issues within Mozambique / Sub Saharan Africa

• Fluent in English and Portuguese (written and spoken)

• Competent in current computer software and office applications

Valid Driver’s License & Passport and required visas to work and reside in Mozambique
