Osnovni cilj istraživanja je dobiti relevantne informacije o čimbenici-ma koji utječu ili mogu utjecati na zapošljavanje osoba s invaliditetom, kako od strane potencijalnih posloda-vaca, tako i od strane samih osoba s invaliditetom

Ciljevi istraživanja
Većina ispitanih poslodavaca (89%) do sada nije zapošljavala osobe s invaliditetom, a od onih koji jesu većina ih je imala pozitivna i vrlo pozitivna iskustva.
Poslodavci s iskustvom zapošljavanja osoba s invaliditetom pozitivno ocje-njuju to iskustvo jer osobe s invaliditetom kvalitetno obavljaju posao te su odgovorni i savjesni zaposlenici, odnosno obavljaju svoj posao dobro, kao i ostali radnici.
Iskustva sa zapošljavanjem osoba s invaliditetom
Većina poslodavaca smatra da u njihovom poslovanju nema mogućnosti za zapošljavanje osoba s invaliditetom (71%), no ipak polovina ih je u potpu-nosti ili djelomično zainteresirana za zapošljavanje osoba s invaliditetom.
Kao najveće prepreke za zapošljavanje osoba s invaliditetom u svom poslo-vanju poslodavci navode ograničene mogućnosti obavljanja posla, neprilagođe-nost radnih mjesta i radnih zadataka te izuzetan napor pri radu.
Kao najčešće razloge nezaposlenosti osoba s invaliditetom općenito poslo-davci navode neprilagođenost radnog mjesta, teškoće dolaska na radno mjesto i nedostatak potpore na radnom mjestu u vidu asistenta.
Mogućnosti, interes i prepreke za zapošljavanje osoba s invaliditetom
Više od polovine poslodavaca (53%) uopće nije upoznato s mjerama i poticajima HZZ-a za zapošljavanje osoba s invaliditetom ili su samo čuli da mjere i poticaji postoje. Većina poslodavaca (71%) uopće nije upo-znata ili je samo čula za prava i obveze koje donosi novi Zakon o profesionalnoj rehabilitaciji i zapošljavanju osoba s invaliditetom. Gotovo 60% poslodavaca uopće nije upoznato s postojećim mjerama i poticajima Zavoda za vještačenje, profesionalnu rehabilitaciju i zapošljavanje osoba s invaliditetom.
Više od polovine poslodavaca (57%) smatra da te informacije nisu dovoljno dostupne te bi htjeli imati više infor-macija (63%). Kao najprimjereniji izvor informiranja na prvom mjestu navode internet te potom savjetnike HZZ-a.

Većina ispitanih osoba s invaliditetom (74%) trenutno je nezaposlena, tek mali broj ispitanih je zaposlen, prvenstveno u stalnom radnom odnosu, na neodređeno.
Nezaposlene osobe s invaliditetom uglavnom su prijavljene u evidenciji Hr-vatskog zavoda za zapošljavanje (87%) te ih većina (75%) ima prethodno radno iskustvo, tek manji broj nema ni formalnog ni neformalnog radnog iskustva. Radno iskustvo uglavnom se odnosi na obavljanje fizičkih poslova, administrativne poslove te rad u ugostiteljstvu.
Više od trećine nezaposlenih osoba s invaliditetom nezaposleno je dulje od 5 godina, trećina je nezaposlena između 1-5 godina, a manje od trećine neza-posleno je godinu dana ili kraće.
Ispitanici uglavnom smatraju da bi im najbolje odgovaralo zaposlenje u javnoj ili državnoj ustanovi, a četvrtina ih navodi i da su spremni raditi bilo kakav posao. U svrhu traženja posla na prvom mjestu navode da prate oglase Hrvat-skog zavoda za zapošljavanje.
Zaposlenost osoba s invaliditetom
Kao najveće poteškoće za zapošljavanje osobe s invaliditetom navode predra-sude drugih prema osobama s invaliditetom, neprilagođenost radnih mjesta i slabu potražnju za njihovom strukom.
Polovina osoba s invaliditetom kao poteškoće navodi nedostatak znanja i vještina potrebnih za zaposlenje te teškoće u dolasku na radno mjesto. Manje od polovine osoba s invaliditetom kao poteškoću navodi nedostatak asistenata na radnom mjestu a tek manji broj teškoće u komunikaciji s drugima.
Generalno, trenutno zaposlene osobe s invaliditetom smatraju da su im nave-dene stavke nešto manje prepreke pri zapošljavanju nego nezaposlene osobe iako ovaj nalaz treba tumačiti s oprezom radi vrlo malog broja zaposlenih u uzorku (N = 13).

Poteškoće za zapošljavanje osoba s invaliditetom
Tek manji broj osoba s invaliditetom dobro je upo-znat s mjerama i poticajima za (samo)zapošljava-nje Hrvatskog zavoda za zapošljavanje i Zavoda za vještačenje, profesionalnu rehabilitaciju i zapošlja-vanje osoba s invaliditetom – ispitanici uglavnom nisu upoznati s mjerama ili su tek djelomično upoznati.
Većina osoba s invaliditetom uopće nije upozna-ta ili je tek čula da postoje prava i obveze osoba s invaliditetom koje proizlaze iz novog Zakona o profesionalnoj rehabilitaciji i zapošljavanju osoba s invaliditetom.
Većina osoba s invaliditetom nije nikada koristila mjere ili poticaje za (samo)zapošljavanje Hrvatskog zavoda za zapošljavanje ni Zavoda za vještačenje, profesionalnu rehabilitaciju i zapošljavanje osoba s invaliditetom.
Upoznatost s mjerama i poticajima te zakonskim okvirom zapošljavanja osoba s invaliditetom
Ispitanici smatraju da im informacije o navedenim mjerama, poticajima i novom Zakonu nisu dovolj-no dostupne. Za razliku od poslodavaca koji navo-de internet kao najprimjereniji izvor informiranja, osobe s invaliditetom navode savjetnike Hrvatskog zavoda za zapošljavanje, a potom internet te zatim medije općenito.
Osobe s invaliditetom uglavnom smatraju da bi im se mogućnost za zapošljavanje povećala kada bi poslodavci bili otvoreniji i spremniji na zapošlja-vanje osoba s invaliditetom te kada bi poslodavci i zaposlenici bili upoznati s mjerama i poticajima za zapošljavanje osoba s invaliditetom. Uz to, veliki dio njih navodi i da smatraju da su im potrebna dodatna znanja i vještine te više samopouzdanja kako bi im se povećala mogućnost zapošljavanja.

Gotovo polovina ispitanih poslodava-ca posluje kao društvo s ograničenom odgovornošću (d.o.o.), trećina poslo-davaca posluje kao obrt, a tek manji dio kao ustanova, odnosno dioničko društvo.

Poslodavci su uglavnom imali pozitiv-na iskustva sa zapošljavanjem osoba s invaliditetom, samo jedan anketirani poslodavac navodi negativna isku-stva.
Glavni razlog za zadovoljstvo poslo-davaca zbog zapošljavanja osoba s invaliditetom jest kvalitetno obav-ljanje posla te potom odgovornost i savjesnost.
Jedini razlog za negativnu ocjenu bila je loša pokretljivost zaposlenika.

Većina poslodavaca navodi kako u njihovom poslovanju nema mogućnosti za zapošljavanje osoba s invaliditetom (71%), dio poslodava-ca nije siguran imaju li tu mogućnost dok dio smatra da imaju mogućnost zapošljavanja OSI.
Tek 22% poslodavaca navodi kako imaju mo-gućnosti za zapošljavanje soba s invaliditetom.

Poslodavci najčešće navode ograničene mogućnosti obavljanja posla i neprilagođenost radnih mjesta kao najveće prepreke za zapošljavanje osoba s invaliditetom. Potom slijede neprilago-đenost radnih zadataka te izuzetan napor pri radu.

Upoznatost s mjerama i poticajima HZZ-a za zapošljavanje osoba s invaliditetom
Gotovo trećina poslodavaca uopće nije upoznata s po-stojećim mjerama i poticajima HZZ-a za zapošljavanje osoba s invaliditetom, a četvrtina ih je samo čula da mjere i poticaji postoje.
Gotovo polovina poslodavaca je djelomično ili dobro upoznata s postojećim mjerama i poticajima (47%).
Srednja vrijednost ocjene upoznatosti na skali od 1 (uopće nisam upoznat) do 4 (dobro sam upoznat) je 2,3 što odgovara ocjeni samo sam čuo da postoje mjere i poticaji.

Upoznatost s pravima i obvezama poslodavaca
Većina poslodavaca uopće nije upoznata s pravima i ob-vezama koje proizlaze iz novog Zakona o profesionalnoj rehabilitaciji i zapošljavanju osoba s invaliditetom ili su samo čuli da prava i obveze postoje.
Tek trećina ih je djelomično ili dobro upoznata s pravima i obvezama koje prozilaze iz novog Zakona.
Srednja vrijednost ocjene upoznatosti na skali od 1 (uopće nisam upoznat) do 4 (dobro sam upoznat) je 1,8 što odgovara ocjeni samo sam čuo da postoje mjere i poticaji.

Poslodavci navode na prvom mjestu internet kao najprimjereniji izvor informiranja o mjerama i po-ticajima za zapošljavanje osoba s invaliditetom.

Razlozi nezaposlenosti osoba s invaliditetom
Kao najčešći razlog nezapo-slenosti osoba s invalidite-tom poslodavci navode ne-prilagođenost radnog mjesta.
Potom slijede teškoće dola-ska na radno mjesto i nedosta-tak potpore na radnom mjestu u vidu asistenta te nedostatak radnog iskustva.

Polovina ispitanih nezaposlenih osoba s invaliditetom (53%) uopće nije upoznata s postojećim mjerama i poticajima Hrvat-skog zavoda za zapošljavanje ili je tek čulo da postoje. Tek 15% njih dobro je upoznato s postojećim mjerama i poticajima.

Upoznatost s pravima i obvezama osoba s invaliditetom
Većina ispitanih nezaposlenih osoba s invaliditetom (88%) uopće nije upoznata s pravima i obvezama osoba s invaliditetom povezanih s novim Zakonom o profesio-nalnoj rehabilitaciji i zapošljavanu osoba s invaliditetom ili je tek čula da postoje. Tek 2% njih dobro je upoznato s pravima i obve-zama.
S druge strane, među zaposlenim osobama s invaliditetom, nešto više od dvije trećine ispi-tanih (69%) uopće nije upoznato s pravi-ma i obvezama osoba s invaliditetom ili je tek čula da postoje, dok je tek jedna osoba (7% ) dobro upoznata s pravima i obvezama.

Povećanje mogućnosti za zapošljavanje
Većina ispitanika smatra da bi im se mogućnost za zapošljavanje povećala kada bi poslodavci bili otvoreniji i spremniji na zapošljavanje osoba s invaliditetom (76%) te kada bi poslodavci i zaposlenici bili upoznati s mjerama i poticajima za zapošljavanje osoba s invaliditetom (67%).
64% ispitanika smatra da su im potrebna do-datna znanja i vještine, dok 55% smatra da im je potrebno više samopouzdanja.

Research goals
The majority of employers (89%) have not employed persons with disabi-lities, and those that have, most of them have had a positive or very positive experience.
Employers with experience in employing persons with disabilities have posi-tively assessed their experience because persons with disabilities are able do their job properly and are responsible and conscientious employees, and do their job well, just like other workers.
Experience in employing persons with disabilities
Most employers believe that their business does not have opportunities for employing persons with disabilities (71%), but half of them are fully or partly interested in employing persons with disabilities.
Employers cite the biggest barrier to employing persons with disabilities in their business employers the limited ability of doing their jobs, maladjustment of jobs and tasks, and an exceptional effort required for the job.
The most common reasons for persons with disabilities being unemployed in general, employers cite the maladjustment of the workplace, difficulty in coming to the workplace and a lack of support in the workplace in providing an assistant.
Possibilities, interests and barriers to employing persons with disabilities
More than half of the employers (53%) were not aware of the CES measures and incentives for employing persons with disabilities, or have only heard that the measures and incentives exist. Most employers (71%) were not even familiar with or have only heard of the rights and obligations introduced by the new Act on Professional Rehabilitati-on and Employment of Persons with Disabilities. Almost 60% of employers were not even familiar with the existing measures and incentives provided by the Institute for Expertise, Professional Rehabilitation and Employment of Persons with Disabilities.
More than half of the employers (57%) consider the information to be insufficiently available and would like more information (63%). The most appropriate and primary source of information was cited as the Internet followed by CES advisors.

The majority of persons with disabilities (74%) are currently unemployed, and only a small number of respondents are employed, primarily in open-en-ded employment contracts.
Unemployed persons with disabilities are generally registered in the register of the Croatian Employement Serivice (87%) with the majority of them (75%) having previous work experience, and only a small number has neither formal nor informal work experience. Work experience generally refers to performing physical tasks, administrative tasks and work in the hospitality industry.
More than a third of unemployed persons with disabilities are unemployed for longer than 5 years, a third of the unemployed between 1-5 years, and less than a third are unemployed for one year or less.
Respondents generally believe that they would be best suited to employment in a public or state agency, and a quarter of them said that they were willing to do any type of work. When looking for a job, they state most often that they follow jobs ads at the Croatian Employment Service.
Employment of persons with disabilities
In regards to the biggest difficulties in gaining employment, the persons with disabilities cited prejudices by others against persons with disabilities, the mala-djustment of jobs and weak demand for their profession.
Half of the persons with disabilities in regards to difficulties cited a lack of knowledge and skills necessary for employment and difficulties in getting to the workplace. Less than half of persons with disabilities cited a lack of assistants at the workplace as a difficulty and only a small number cited difficulties in commu-nicating with others.
In general, persons with disabilities currently employed feel that the mentio-ned aspects are only a slight barrier to employment than cited by those who are unemployed, although this finding should be interpreted with caution due to scarce number of employees in the sample (N = 13).

Only a small number of persons with disabilities is well acquainted with the measures and incentives for (self) employment as provided by the Croatian Employment Service and the Institute for Experti-se, Professional Rehabilitation and Employment of Persons with Disabilities - respondents are gene-rally not familiar with the measures or are only partially familiar.
Most people with disabilities are not even familiar or have only heard of the existence of rights and obligations of persons with disabilities based on the new Act on Professional Rehabilitation and Employment of Persons with Disabilities.
The majority of persons with disabilities have never utilised the measures or incentives for (self) em-ployment as provided by the Croatian Employment Service or the Institute for Expertise, Professional Rehabilitation and Employment of Persons with Disabilities.
Respondents believe that the information on these measures, incentives and the new Act are not adequately available. Unlike employers who cite the Internet as the most appropriate source of information, persons with disabilities cite advisors at the Croatian Employment Service, and then the Internet, followed by the media in general.
Most persons with disabilities feel that their employment opportunities have increased when employers are more open and more receptive to employing persons with disabilities, and when em-ployers and employees become familiar with the measures and incentives for employing persons with disabilities. In addition, many of them state that they need additional skills and more self-confidence in order to improve their employment opportunities.

Familiarity with the CES measures and incentives for employing persons with disabilities
Nearly a third of employers are completely unfamiliar with the existing CES measures and incentives for employing persons with disabilities, and a quarter of these have only heard that the measures and incen-tives exist.
Nearly half of employers are partially or well acquaint-ed with the existing measures and incentives (47%).
The arithmetic mean of assessing familiarity on a scale from 1 (not familiar at all ) to 4 (well familiar with) is 2.3 which is equivalent to only having heard that these measures and incentives exist

Improving employment opportunities
The majority of respondents feel that their employ-ment opportunities increase when employers are more open and more receptive to employing persons with disabilities (76%), and when the employers and the employees are familiar with measures and incen-tives for employing persons with disabilities (67%).
64% of respondents feel that they require additional knowledge and skills, whereas 55% said that they need more confidence.
