The gathering called for a rethink of health systems towards more prevention and for a new Alcohol Strategy to replace the current mandate which ended in 2012 – a plea that EPHA wholeheartedly supports. Later in the month, the EP adopted a resolution on the threat to health posed by Antimicrobial Resistance (AMR). It called for a prudent use of guidelines to reduce exposure to non-essential antibiotics in human medicine, veterinary practice, agriculture and aquaculture. The Resolution falls broadly in line with EPHA position on AMR and takes into account the opinion submitted by the Committee of Agriculture. On health inequalities, EPHA co-organised two major seminars in the European Parliament. The first, in early December, discussed the need for a comprehensive response to child poverty and health matters at an EU level. The seminar served to assess the flaws of Europe’s fight against child poverty and raise awareness about the overlooked linkage between increasing levels of child poverty and austerity measures. The seminar demonstrated that affordable and decent housing is a key determinant to ensure a productive population able to recover from the crisis. On our first newsletter of the year, I wish you all a fulfilling and healthy 2013. We saw off 2012 withthe long-delayed release of the Tobacco Products Directive (TPD). essential to enable children to meet their potential, so expanded public investment in good qualityhousing is very much needed in the EU.

On the area of food poverty, EPHA, along with various social NGOs, met in January with Emer Costello, IrishSocialist Member of the European Parliament and Rapporteur for the Fund for European Aid to the MostDeprived. As a result, Ms Costello took note of EPHA’s position on Food Aid to Most DeprivedPersons on the corresponding report she issued on this topic, which now carries some of EPHA’srecommendations.

During the first half of 2013 Ireland is holding the rotating presidency of the EU. Among Dublin’s publichealth priorities, cross-border health threats feature high on the agenda. Ireland recognises that cooperationbetween Member States can make a positive impact in protecting public health across Europe and aims tofinalise an agreement with the European Parliament on the Health for Growth Programme. On tobacco policy,Dublin has made clear that the EU needs to do more to protect citizens, particularly children and young people,from the consequences of smoking. The Irish presidency has also stated its commitment to make progress bothon the clinical trials and medical devices directives. We are looking forward to strong leadership fromIreland given that key health dossiers will be debated during its term.

Despite the terrible weather, a fresh wind is blowing through Brussels. In February, EPHA reacted to the EUCommission’s proposal for a Social Investment Package for Growth and Cohesion. Aimed at providing guidanceon a better investment in people’s future and social infrastructure, we welcome this package as it dispels themisconception that social protection systems are a burden to the economy. The proposal also recognises theimportant role of social protection systems in fostering healthy populations and communities. Given thatsignificant reductions in healthcare budgets risk exacerbating problems, undermining access and quality ofcare, and damaging health outcomes, this belated change of direction is severely needed.

On 19 February, EPHA co-organised an event in the European Parliament (EP) with several EPHA members inwhich two prominent parliamentarian health groups renewed their support for a strong Tobacco ProductsDirective (TPD). A major preventable risk factor for cancer and cardiovascular diseases (accounting for over65% of total mortality in the EU), smoking is by far the largest threat to public health in Europe. One week later,the EP’s Environment, Public Health and Food Safety (ENVI) Committee debated this Directive with Ireland’sHealth Minister and the EU Commissioner for Health and Consumer Policy. They discussed the draft rules ontobacco additives and labelling, as well as the likely effects that updating the TPD would have on public health,business and tax revenues. This is just the beginning of the public battle on the issue, with EU Member Statesfinalising positions and both the industry and the tobacco control advocates gearing up for difficult monthsahead.

In February we also published an open letter to the Employment, Social Policy, Health and Consumer AffairsCouncil (EPSCO) on the Commission’s Annual Growth Survey (AGS) 2013. While focusing on economic growthand fiscal consolidation, the AGS 2013 carries little in the way of promoting better health, healthy ageing andimproving the quality of healthcare. In our statement, we made a series of recommendations to enhanceinvestment in health and sustainable development, and to ensure that the EU’s economic governancesupports, and not undermine, a healthy population.

At the end of the month EPHA released a statement on the Commission proposal for a regulation concerningdata protection. While recognising the value of health research for individual patient care and the health ofsociety as a whole, this proposal still has some room for improvement. For instance, the text clearly excludesanonymous data from its scope which is essential for public research. In our statement, we urge MEPs toensure that the rights of individuals are properly balanced with the rights of the collective.

Already in March, and along with the European Public Health & Agriculture Consortium (EPHAC), we voiceddisappointment with the European Parliament’s approval to return subsidies to tobacco production. Tobaccocannot have a place in the 2014-2020 EU Common Agricultural Policy (CAP). With this move, the EP wants toinject taxpayer’s money to a toxic crop that causes nearly 700,000 annual deaths in the EU.

In March, and among other issues, we are focusing on the EP vote on the CAP (a scheme that, on its currentshape, leads to increased food prices and unsuitable industrial practices); and on the EU Council, as it meetsto discuss the social aspects of the prospective EU’s Economic Monetary Union.

Spring kicked off in the middle of a month that is already moving towards better news for publichealth.

Two weeks ago, I spoke at a workshop on inclusive growth. The event, co-organised by the Organisation forEconomic Cooperation and Development (OECD) and the Ford Foundation, marked a watershed in economicthinking and leadership in the urgent debate about improving living standards for all. As I wrote in a blog post,we have to move away from the standard indicator of gross domestic product (GDP) as a singlemeasure of socio-economic success. This is important as GDP is not a very sensitive tool, and in fact inhealth policies is mostly unhelpful, as successful, preventive public health interventions deliberately reduceeconomic activity.

April 8 marked the International Romani Day. EPHA, along with its Roma fellows, commemorated the dateby issuing a public statement on the plight of Roma communities across Europe in accessing proper healthcare. “It is high time for the EU and national leaders to fix all what is wrong with the social factors that trap theRoma population in a vicious cycle of ill-health.” In an opinion article published in the European Voice, EPHARoma fellows emphasised how “years of government neglect and indifference have pushed Europe’s youngestand largest ethnic minority to the margins of society.“

Earlier last week, the EU Health Policy Forum, a gathering of more than 50 umbrella organisations (led by theEU Commission) representing European stakeholders in the fields of public health and healthcare, met inBrussels to examine the main challenges facing public health in Europe . In his remarks, EuropeanCommissioner for Health, Tonio Borg, spelled out which are these challenges; better investments in health,an aging population, the rise of chronic diseases, the rise of costs in innovation and technologyand increasing expectations of citizens.

In this newsletter EPHA announces two conferences: a seminar and an evening reception organised withthe Royal College of Physicians (RCP) & the European Alcohol Policy Alliance will bring together, this April 24,Alex Neil, Scottish Cabinet Secretary for Health and Well-being with representatives from differentgovernments, to discuss the increasing trend in applying pricing measures such as the Minimum Unit Pricing(MUP) to alcoholic beverages in order to discourage their consumption, in particular by at-risk groups. Theevent will launch the joint RCP and Alcohol Health Alliance UK (AHA) report “Alcohol & Cancer.” The otherevent, “Can EU Citizens Afford Their Medicines?,“ will be hosted by the Socialists and Democrats in theEuropean Parliament. On May 16 the gathering will bring around the same table high level speakers to discusswhat pharmaceutical legislation the EU needs to ensure that people living in Europe have access to a widerange of quality and affordable medicines.

On this issue of the newsletter, you will also find EPHA Policy Tracker (EPT) - an online tool developed bythe EPHA Secretariat to provide a thorough overview of the latest health policy developments at alllevels. Although EPHA Policy Trackers are free of charge for members, the EPT Fund for European Aid -European Fund - Fund for European Aid to the Most Deprived is temporarily available also for non-members todemonstrate the usefulness of the tool for those working on public health. The last few weeks have been full streamed for EPHA

We launched the invitation for our 4th Annual Conference entitled Brave New World: Inclusive Growthand Well-Being or Vested Interests and Lost Generations? On 4 and 5 September 2013 EPHA willcelebrate 20 years of helping shape Europe’s public health by looking at how the public health community canfoster a Europe that is coherent in its decisions in terms of advancing the health and well-being of everyoneliving in Europe. We encourage you to register early -EPHA Members; non-members; and economicoperators- as this will be a popular event and places are limited.

Last week EPHA -along with EPHA members the European Association of Hospital Pharmacists (EAHP), theEuropean AIDS Treatment Group (EATG), Health Action International - Europe (HAI) and the PharmaceuticalGroup of the European Union (PGEU), among other organisations- co-organised a seminar hosted by theSpanish Member of the European Parliament (MEP) Alejandro Cercas and his group, the Socialists andDemocrats in the European Parliament. The day-long event was held to raise awareness about the increasinglyinadequate public access to medicines in parts of Europe and the dire consequences this has for public health.In the current climate of restrictive austerity measures, medicines are growing less affordable andincreasingly hard to come by for many. With this backdrop, several MEPs, along with representatives ofgovernments, leading academics, researches and public health organisations, discussed solutions to addressthe impact of failing to consider the public health consequences of preventing people from receiving essentialmedicines.

This month EPHA also launched a briefing entitled ‘Access to Medicines in Europe in Times ofAusterity’. In this paper, we conclude that, when examining current levels of access to medicines in thecontext of the economic crisis, there are three key determinants to look at: affordability and availability -in terms of access to medicines- and innovation -in terms of developing new methods of assuring best

possible health outcomes-.

Another serious public health threat is alcohol related harm – the number one risk factor for ill health andpremature death among 25-59 year olds in Europe. In its commitment to address the burden that alcoholrelated harm poses for public health, we co-organised with EPHA members Royal College of Physicians(RCP) and Eurocare a high-level conference with various MEPs, representatives of governments – amongothers, Alex Neil, Scottish Cabinet Secretary for Health- and leading alcohol experts to support strongmeasures to bring down current high rates of alcohol related harm in Europe. The event also served to launchin Europe the ’Alcohol and Cancer’ report, published by the RCP and the Alcohol Health Alliance UK (AHA).During the conference, Minimum Unit Pricing (MUP) for alcohol – which sets a floor price below whichalcohol cannot be legally sold- was put forward as an effective measure to address the enormousdamage that alcohol related-harm causes in Europe. Shortly after the seminar, the Scottish high courtruled that the Scottish government has the right to introduce a MUP on alcohol - the first of its kind in the EU. Aproposal that was put on hold after the Alcohol industry issued a legal challenge to the Scottish.

Two weeks ago we also launched our position paper on reforming Health Systems in Times of Austerity.Aimed at advancing cost-effective strategies to adapt healthcare systems to the new economic context, EPHAput forward a set of recommendations underpinned by the values of the European health systems:universality, solidarity, and equity to access to good quality care for everyone living in Europe.

The month of May also saw a major landmark as the pan-European campaign Water is a Human Right!, inwhich EPHA is a partner, became the first European Citizens Initiative (ECI) to collect over 1.5 million signaturesacross Europe and to have seven EU Member States pass the minimum number of signatures required. Thecampaign is now empowered to propose legislation to the European Commission to guaranteeclean drinking water and quality sanitation for everyone living in Europe.

As the summer recess for the European institutions draws closer, Brussels is bustling with activity. On ourside, EPHA has co-signed several open letters to draw attention on key public health issues. One ofthese is the appeal, endorsed by 21 organisations, on Antimicrobial Resistance (AMR). Addressed to Mr TonioBorg, EU Commissioner for Health and Consumers, the letter calls on the need to reduce the use of antibioticsin livestock production. AMR is still the cause of 25 000 deaths in the EU.

Early this month EPHA launched its position paper on the revision of the Tobacco ProductsDirective (TPD). The paper puts forward a set of recommendations so we do not miss this window ofopportunity to relieve future generations of the burden of tobacco-caused diseases. It is high time for Brusselsto show political leadership by restricting the ability of economic operators to market a product that costs 700000 deaths per year only in the EU.

On 28 May Dublin approved the drafting of legislation for generic packaging for tobacco. It puts Ireland a stepcloser to become the second country in the world after Australia to remove branding from tobacco productpackaging. In a press statement we welcome the Irish move and express our hopes that it sets thetone of the ongoing discussions taking place in the European Parliament (EP) and among memberstates to adopt a revised TPD. Unfortunately, this very week the EP has showed to be largely on the side ofthe tobacco industry by rejecting a number of amendments proposing pro-public health measures such asstandardised packaging, a ban on slim cigarettes, characterising additives and ingredients and larger warningsigns, to name just a few.

In view of such a lack of leadership by European policy-makers, EPHA has co-signed a letter urgingnational leaders (we have also issued a press release) to ensure that the TPD is speedily reviewedand updated. The appeal, co-signed by nine leading health, medical and non-governmental organisations likethe Lithuanian National Tobacco and Alcohol Control Coalition (Lithuania will take up the EU rotatingpresidency in July 1st), emphasises the need to protect young people from the attractiveness of tobacco.

presidency in July 1st), emphasises the need to protect young people from the attractiveness of tobacco.

One of the many diseases that smoking causes is chronic obstructive pulmonary disease (COPD), alung and airways condition that is treatable but not curable. To raise awareness on the extent of COPD amongEuropeans, the European COPD Coalition, with the support of EPHA, organised a free spirometry test(lung capacity assessment) on 10 June. Mr Tonio Borg took the lung test himself and highlighted the needfor more prevention in this area as 40 million people in Europe suffer from COPD.

As some of our readers know, a few weeks ago we launched the invitation for our 4th AnnualConference entitled Brave New World: Inclusive Growth and Well-Being or Vested Interests andLost Generations? On 4 and 5 September 2013 EPHA will celebrate 20 years of helping shape Europe’spublic health by looking at how the public health community can foster a Europe that is coherent in its decisionsin terms of advancing the health and well-being of everyone living in Europe. We encourage you to registerearly -EPHA Members; non-members; and economic operators- as this will be a popular event and places arelimited.

Last but not least, this June 24 and 25 the Civil Society Contact Group (CSCG), in which EPHA is oneof its eight networks, is organising the first Citizens’ Summit. The Summit, which will take place inBrussels just a few days before the European Council of Heads of State and Government, will bring togetherprofessionals, practitioners and activists from across the sectors of culture, development, education,environment, health, human rights, social affairs and women rights to discuss the future of Europe. Ourintention is to foster an open dialogue amongst a diverse group from across Europe in order to start a genuineparticipatory process on the future of the European Union, and what this means for people living within itsborders.
