GERMAN PROPOSAL CURBS ENERGY PRICES BY FREEZING EEG SUBSIDY ON RENEW- ABLES. PROPOSAL TO SAVE 1.8 BILLION EUR OVER NEXT YEAR. German Federal Environment Minister Peter Altmaier (CDU) and the Federal Economic Minister Philipp Rsler (FDP) have presented a joint proposal that seeks to tackle the problem of declining energy prices on the stock market and rising energy prices for households. Altmaier expects that the Energiewende will cost Germany around 1 trillion EUR until 2030 under the condition that the electricity price on the stock market remains at around 4.5 cents/kWh. The joint proposal will save over 1.8 billion EUR over the next year. The following are important components of the plan: The green-electricity subsidy on renewable sources will be frozen at its current level until 2014, and then will rise at a maximum growth rate of 2.5% per year. Existing solar and wind farms (operating by August 2013) will face a subsidy reduction of 1.5% for up to one year. The initial tariff for new onshore wind turbines will be lowered to 8 cents/kWh. An important component of the new plan lowers the tariff on new onshore wind parks to 8 cents/kWh, and stipulates that for the first five months of operation (as of August 2013), the tariff will not be higher than market value, which is currently at 4 cents/kWh. In addition, a significant indication of the proposal is that investors will need to re- negotiate contracts with banks. The joint proposal comes after weeks of discussion and tension between the various parties and between Altmaier and Rsler themselves. The debate was ignited when Chancellor Angela Merkel rejected a part of a proposal by the Wirtschaftsrat that sought to abolish the supply prior- ity for green electricity as well as to pass an amendment to the EEG before the election in September. However, the proposal of the Wirtschaftsrat to integrate the renewable energies into the normal energy market has now been taken on by the Environment Minister Altmaier who was appointed by Merkel. The proposal of Altmaier introduced caps on costs for consumers by freezing the subsidy on green electricity. N5 February 2013 Merkel believes that while there are significant weak- nesses of the Renewable Energy Act (EEG), it should not be cast aside because it is relatively accepted in the German population and a large number of relevant political forces benefit from the law. Merkel praised Altmaiers concept to cap rising energy prices for consumers and transfer more costs to the industry and the renewable energy sector. Since submitting the joint proposal, Altmaier has met with the sixteen Lnder to discuss issues surrounding the Re- newable Energy Act (EEG) and the rising costs for house- holds. Because the SPD and the Greens hold a majority in the Bundesrat and thus hold the power to block legislation from the parliament, it is important that Altmaier and Rsler submitted a plan favourable to these parties. All questions and discussions on the proposal will be dealt with by a working group until mid-March when the final decision will be made at a meeting between the Environ- ment Minister and Chancellor Merkel. This move by Altmaier and the CDU gives the party leverage as it faces elections on 22 September. GESETZESVORSCHLAG VON RSLER UND ALTMAIER ZUR SENKUNG DER ENERGIEKOSTEN. Bundesumweltminister Peter Altmaier und Bundeswirt- schaftsminister Philipp Rsler haben einen gemeinsamen Gesetzesvorschlag vorgelegt, der das Problem von sinken- den Energiepreisen an der Strombrse bei steigenden Strompreisen fr private Haushalte lsen soll. Aussagen von Minister Altmaier zufolge werde die Energiewende rund 1 Billionen EUR kosten, unter der Annahme, dass der Strompreis sich langfristig um 4,5 cent/kWh bewegt. Der Vorschlag der Minister enthlt die folgenden Eckpunk- te: Die Frderung fr erneuerbare Energien soll auf ihrem derzeitigen Niveau bis 2014 eingefroren werden. Die Zuschsse fr bestehende Solaranlagen und Windparks, die bis zum August 2013 in Betrieb sind, werden fr bis zu einem Jahr um 1,5% gekrzt. Der Tarif fr neue Onshore-Windenergie-anlagen wird auf 8 Cent / kWh gesenkt. Zentraler Bestandteil ist eine nderung, derzufolge die Vergtung von Neuanlagen in den ersten fnf Monaten nach Inbetriebnahme den Marktwert des erzeugten Stro- mes nicht berschreiten soll. Ausgenommen von dieser Regelung sind Photovoltaikanlagen. Die Debatte war durch den Wirtschaftsrat angeregt wor- den. Dieser schlug vor, den Einspeisevorrang erneuerbarer Energien abzuschaffen und erneuerbare Energien in den Energiemarkt fr herkmmliche Energietrger zu integrie- ren. Bundeskanzlerin Angela Merkel verwies in diesem Rahmen darauf, dass das EEG kurzfristig nicht gendert werden knne. Gleichwohl schlug ihr Vertrauter und Bun- desminister fr Umwelt, Peter Altmaier, nur wenige Tage spter gemeinsam mit Bundeswirtschaftsminister Rsler (FDP) vor, das EEG zu ndern. Die Kanzlerin ist berzeugt, dass das EEG trotz seiner Schwachpunkte nicht verworfen werden sollte, da es in der deutschen Bevlkerung relativ akzeptiert ist und eine groe Zahl von relevanten politischen Krften von diesem Gesetz profitiert. Sie lobte Altmaiers Konzept, mit dem er die steigenden Energiekosten fr Verbraucher deckeln und einen greren Anteil der Kosten auf die Industrie und die Erzeuger erneuerbarer Energien selbst bertragen mchte. Derzeit befasst sich eine Arbeitsgruppe mit dem Gesetzes- vorschlag. Die endgltige Entscheidung ber die Vorschl- ge soll bei einem Treffen zwischen der Kanzlerin und dem Umweltminister am 21./22. Mrz fallen. ............................................................................................... THE UK GREEN DEAL TO IMPROVE ENERGY EFFICIENCY IN BUILDINGS. PLAN FAILS TO GAIN CITIZEN PARTICIPATION. The goal of the UK governments Green Deal, introduced at the end of January 2013, is the energy efficient modernisa- tion of 14 million existing buildings in the UK. The govern- ment-backed scheme provides loans to households to invest in energy-efficient measures, such as boiler up- grades, wall or loft insulation or double-glazed windows. A qualified Green Deal Advisor visits the home and recom- mends which measures should be taken. The central idea is that the cost of borrowing the upfront investment money will be covered by reduced energy use 2 3. N5 February 2013 this is the so-called golden rule. Thus, owners re-pay the loans over multiple years via their energy bills. In order to ensure the quality of the assessment before the loan is borrowed, Green Deal Advisors have to meet certain quali- fications. If the responsible regulatory body, the Green Deal Oversight & Registration Body, approves the qualifica- tions, the Advisors are officially listed and may use the Green Deal logo. The majority of Advisors are specialised craftsmen or building supply stores that offer energy- related advisory services. The UK has a home ownership ratio of more than 80 per- cent. In light of this fact, the British government is expect- ing a surge in energy efficient refurbishment. As an addi- tional incentive, homeowners will receive a one-time pay- ment of 270 GBP for certain energy efficient measures. However, a recent opinion poll by YouGov showed that more than 60 percent of the population is unaware of the Green Deal. To date, only five people have contacted the Green Deal Advisors. Through further inquiry it has be- come evident that home owners lack trust in the Green Deal assessments. In comparison to Germany, the quality of craftsmanship in the UK is considered in need of improvement. The fact that there is no clear separation of those who perform an en- ergy efficiency assessment and those who implement the suggested measures has also been criticised by the media. Despite these criticisms, the British government, under the leadership of Prime Minister David Cameron, views the Green Deal as one of their key projects. Experts attribute the low consumer interest in the programme to a lack of awareness among consumers and to the fact that many questions remain unanswered. In addition, the EU Com- missions examination of the Green Deal concluded that the programme is a significant contribution to increased energy efficiency in buildings. DER BRITISCHE GREEN DEAL FR MEHR ENERGIEEFFIZI- ENZ IM GEBUDEBEREICH. Der Green Deal der britischen Regierung wurde Ende Janu- ar dieses Jahres eingefhrt. Ziel des Programmes ist es, die 14 Millionen Bestandsgebude in Grobritannien energie- effizient zu sanieren. Der Green Deal stellt Hauseigent- mern dazu Kredite fr Investitionen in die Energetische Gebudesanierung zur Verfgung. Die finanziellen Mittel knnen beispielsweise fr die Erneuerung der Fassade, Fenster oder Heizungsanlage genutzt werden. Bevor die Leistungen des Programmes in Anspruch genommen wer- den knnen muss eine Energieberatung durch einen Green Deal Advisor erfolgen. Die Schlsselidee ist, dass Hauseigentmer die Investitions- kos
