LOWEST NUMBER OF WORKPLACE INJURIES AND OCCUPATIONAL DISEASES IN FIRST HALF OF 2020.

There were 16 workplace fatal injury cases in January – June 2020 (1H 2020), 1 case less than January – June

2019 (1H 2019). The total number of workplace injury cases1 decreased by close to 25% from 6,630 cases in 1H

2019 to 4,996 cases in 1H 2020. Occupational disease (OD) cases also decreased by 26% from 264 cases in 1H

2019 to 195 cases in 1H 2020.

The number of workplace major injury cases decreased by 37% from 319 cases in 1H 2019 to 201 cases in 1H

2020. Similarly, workplace minor injuries decreased by 24% from 6,294 cases in 1H 2019 to 4,779 cases in 1H

2020.

The main findings on the workplace safety and health performance for January to June 2020 were:

WORKPLACE INJURIES

• 16 workers were fatally injured. The 12-month rolling fatal injury rate6 as of end June 2020 was 1.1 per

100,000 workers.

• 201 workers sustained workplace major injuries. The 12-month rolling major injury rate as of end June

2020 was 14.6 per 100,000 workers.

• 4,779 workers sustained workplace minor injuries. The 12-month rolling minor injury rate as of end

June 2020 was 332 per 100,000 workers.

• 470,948 man-days were lost due to workplace injuries in the 12 months period from July 2019 to end

June 2020.

DANGEROUS OCCURRENCES

• 4 dangerous occurrences were reported to MOM as of end June 2020.

OCCUPATIONAL DISEASES (OD)

• 195 OD cases were confirmed. The 12-month rolling incidence rate as of end June 2020 was 12.8 per

100,000 workers.

• Leading OD was Work-related Musculoskeletal Disorder (WRMSD) with 129 cases, including back injury

cases due to ergonomic risks. The second most common OD was Noise-induced Deafness (NID) with

50 cases.

7 Employer or Occupier has to report work incidents to the Ministry of Manpower under the WSH (Incident Reporting) Regulations.

WORKPLACE INJURIES

The overall number of reported injuries7 decreased by 25% from 1H 2019 to 1H 2020. The 12-month rolling

workplace injury rate correspondingly decreased from 389 per 100,000 workers in 1H 2019 to 347 per 100,000

workers in 1H 2020.

WORKPLACE FATAL INJURIES

There were 16 workplace fatal injuries in 1H 2020, 1 case less than 1H 2019. The 12-month rolling workplace

fatal injury rate remained at 1.1 per 100,000 workers.

The Transportation & Storage industry saw 2 more fatal injury in 1H 2020 compared to 1H 2019 and rose as

the top contributor of fatal injuries with 31% of total workplace fatal injuries. The Construction and

Manufacturing industries were the second highest contributors with 3 fatal injuries each.

8 Vehicular Incidents include Struck by Moving Objects and Caught In/Between Objects where the agent(s) is a vehicle.

CAUSES OF WORKPLACE FATAL INJURIES

The following top three causes of workplace fatalities accounted for 56% (9 cases) of total workplace fatal

injuries in 1H 2020: (i) Falls from Height, (ii) Vehicular Incidents8, and (iii) Slips, Trips & Falls.

WORKPLACE FATAL INJURIES BY INDUSTRY

CONSTRUCTION

3 workplace fatal injuries occurred in the Construction industry in 1H 2020. The 12-month rolling workplace

fatal injury rate for the industry decreased from 2.9 per 100,000 workers in 1H 2019 to 2.2 per 100,000 workers

in 1H 2020.

• Shipbuilding and Ship Repair

• Marine Surveying Services (other than classification societies)

• Salvaging of distressed vessels and cargo

Works carried out in the anchorage are also included.

MARINE

There was 1 workplace fatal injury in 1H 2020 for the Marine industry9. The 12-month rolling workplace fatal

injury rate decreased slightly from 6.1 in 1H 2019 to 5.9 in 1H 2020.

MANUFACTURING

There were 3 workplace fatal injury in the Manufacturing industry 1H 2020, 1 fatal injury more compared to 1H

2019. The 12-month rolling workplace fatal injury rate for the Manufacturing industry increased from 0.7 in 1H

2019 to 1.2 in 1H 2020.

TRANSPORTATION & STORAGE

There were 5 workplace fatal injuries in the Transportation & Storage industry in 1H 2020, 2 cases more than

1H 2019. The 12-month rolling workplace fatal injury rate increased from 2.3 in 1H 2019 to 3.8 in 1H 2020.

WORKPLACE MAJOR INJURIES

The number of workplace major injuries10 decreased from 319 cases in 1H 2019 to 201 cases in 1H 2020. The

12-month rolling major injury rate consequently decreased from 18.3 per 100,000 workers to 14.6.

In 1H 2020, the leading contributing industry for major injuries was the Manufacturing industry with 40 major

injuries, followed by the Construction and the Transportation & Storage industry with 26 major injuries each.

The top three contributing industries collectively accounted for 46% (92 cases) of major injuries in 1H 2020.

11 Machinery Incidents include Struck by Moving Objects, Caught In/Between Objects and Cut/Stabbed by Objects where the

agent(s) is an industrial machine, industrial hand tool or other machines and tools.

CAUSES OF WORKPLACE MAJOR INJURIES

In 1H 2020, the following top two causes accounted for 43% (87 cases) of total workplace major injuries: (i)

Slips, Trips & Falls and (ii) Machinery Incidents11.

WORKPLACE MINOR INJURIES

The number of workplace minor injuries decreased from 6,294 cases in 1H 2019 to 4,779 cases in 1H 2020. The

12-month rolling minor injury rate consequently decreased from 369 per 100,000 workers to 332.

In 1H 2020, the leading contributor of minor injuries was the Manufacturing industry with 971 cases, followed

by the Construction industry with 509 cases and the Transportation & Storage industry with 438 cases. The top

three contributing industries collectively accounted for 40% (1,918 cases) of minor injuries in 1H 2020.

CAUSES OF WORKPLACE MINOR INJURIES

In 1H 2020, the following top three causes accounted for 55% (2,634 cases) of total workplace minor injuries:

(i) Slips, Trips & Falls, (ii) Machinery Incidents, and (iii) Struck by Moving Objects.

DANGEROUS OCCURRENCES

4 cases of DOs were reported to MOM in 1H 2020, 5 cases less than 1H 2019. Amongst the DO cases,

Collapse/Failure of Structures & Equipment and Fires & Explosion each had 2 cases.

The Manufacturing industry was the top contributor accounting for 50% (2 cases) of total DO cases in 1H

2020. The other 2 DO cases occurred in the Construction and Transportation & Storage industry.

OCCUPATIONAL DISEASES

195 cases of OD were confirmed for 1H 2020: a reduction of 26% compared to 264 OD cases confirmed in 1H

2019. The 12-month rolling OD incidence rate had also decreased to 12.8 confirmed cases per 100,000 workers

from 15.5 in 1H 2019.

The Manufacturing industry was the top contributor in 1H 2020 with 39 OD cases confirmed followed by the

Construction industry and the Transportation & Storage industry with 26 and 18 cases, respectively. These

industries collectively accounted for 43% (83 cases) of all OD cases confirmed in 1H 2020.

12 Back injuries due to ergonomic risks were considered as Work-related Musculoskeletal Disorders and included as an

occupational disease since 2013.

TYPES OF OCCUPATIONAL DISEASES

The top three types of OD cases confirmed were Work-related Musculoskeletal Disorders12, Noise-induced

Deafness and Occupational Skin Diseases. They collectively accounted for 94% (184 cases) of all OD cases

confirmed in 1H 2020.

SOURCE OF DATA

Data on workplace and work-related traffic injuries, dangerous occurrences and occupational diseases were

collated from incident reports made by employers, occupiers and medical practitioners in fulfilment of their

obligations under the Workplace Safety and Health Act and Workplace Safety and Health (Incident Reporting)

Regulations.

Medical and Hygiene Surveillance data were collated from reports submitted to OSHD, MOM as well as

industrial hygiene data from assessments conducted by OSHD, MOM. Business Under Surveillance information

was obtained from OSHD, MOM.

Employment data used in the computation of workplace fatal, injury and occupational disease incidence rates

and data on the average weekly hours worked used in the estimation of man-hours worked were extracted

from records within the Ministry of Manpower.

DATA COVERAGE

The types of workplace and work-related traffic injuries and occupational diseases covered in the reported

statistics include the following:

• Workplace and work-related traffic injuries sustained by employees and resulting in more than

three days of medical leave, regardless of whether these were consecutive days;

• Workplace and work-related traffic injuries sustained by employees and resulting in at least 24

hours of hospitalisation;

• Workplace and work-related traffic incidents resulting in the death of employees and self-

employed persons;

• Workplace and work-related traffic incidents resulting in the injury of self-employed persons who

have to be taken to the hospital for treatment; and

• Occupational diseases listed in the Second Schedule of the Workplace Safety and Health Act and

Work Injury Compensation Act.

CONCEPTS AND DEFINITIONS

Incident Type refers to the type of event which resulted in the injury of a victim. Where the event involves

a chain of incidents, the incident type should be the one that triggered the chain of other incidents.

Incident Agent refers to the object or physical environment, which due to its hazardous nature/condition,

leads to the occurrence of a particular type of incident. It is related to the incident, not injury.

Major Injuries refer to non-fatal injuries which are more severe in nature. Major injuries are defined using a

combination of factors, including the nature of injury, part of the body injured, incident type and duration of

medical leave. These include:

• amputation

• blindness

• deafness

• paralysis

• crushing, fractures and dislocations: head, back, chest, neck and hip

• exposure to electric current

• asphyxia/drowning

• burns with more than 20 days of medical leave

• concussion with more than 20 days of medical leave

• mosquito borne diseases with more than 20 days of medical leave

• virus outbreak with more than 20 days of medical leave
