pleasure that i begin my term as President of your Milton chamber of commerce. i have enjoyed my past year as Vice President, which involved chairing our Membership services committee and co-chairing our 125th anniversary committee. Now it’s time to welcome in a new business year!

We are looking forward to participating in your business success throughout 2014. With more than 780 members and growing, there is a wealth of knowledge, experience and opportunities for members that actively participate in the chamber. i hope that you’ll find time to attend a few of our events or perhaps volunteer your time, energy, enthusiasm and skills on one of our committees. the chamber’s ability to connect you to new people that can support your business is just one of our many membership benefits.

i would like to extend a warm welcome to three new chamber directors; Leslie McLaren from roxul inc., Howard Mott from Hutchinson thompson Henderson & Mott and david o’connell from BaNG! creative communications. these directors will add more depth and experience to our board. My thanks to our board and committee chairs as they volunteer many hours each year, all to support the success of chamber businesses.

i would also like to take this opportunity to thank Melissa coulson (our past president), Heather rickard from rBc royal Bank (who does an excellent job co-chairing our sports celebrity Banquet committee and will continue to do so in 2014) and ryan carson from Haber & associates, all of whom have completed their tenure on our board. Melissa served as president for two years and past president this year. Her dedication to the chamber is greatly appreciated. My special thanks to our outgoing president, richard Bolton. richard is remaining on our board as past president and will be continuing to be extremely active with our working committees. His representation of our chamber, both at the provincial and national levels, is greatly appreciated, as is his commitment to excellence in every initiative he undertakes.

it was a busy 2013 for your chamber. our two hallmark events were extremely successful - the sports celebrity dinner & auction raised over $12,000 for our scholarship Fund and our community awards Gala which recognizes excellence in business and leadership in our

community. Nominations are now open for our 2013 awards so please check this month’s newsletter for nomination forms. the culminating event in 2013 was our 125th anniversary celebration on october 22 with General rick Hillier as our keynote speaker. While a picture speaks a thousand words, General Hillier’s presentation spoke volumes.

the board held its strategic planning session in late November, in part to prepare for our upcoming submission to receive our accreditation. Why is accreditation important and why are we excited about this opportunity? From the perspective of the provincial and national chambers of commerce, the national accreditation program was designed to recognize chambers that satisfy a set of high standards and promoting strong business practices. our three strategic goals for this upcoming year are:

mEmbErship anD programming • target youth and other membership segments• increase emphasis on knowledge exchange

in programs and activities• Leverage technology in attracting and

retaining members• Launch projects that create community

visibility and awareness• Refocus activities to reflect the changing

needs of a growing community

policy anD aDvocacy• raise the visibility of existing advocacy activities• expand and formalize policy development

through a policy committee, partnerships, member discussion papers and allocation of necessary resources

• increase involvement with ontario chamber and canadian chamber advocacy initiatives

organizational DEvElopmEnt• improve chamber messaging, visibility and

brand recognition• ensure adequate technology resources are

in place to support strategic goals• create a comprehensive succession plan for

Board, staff and volunteers• expand and enhance partnering, outreach and

engagement with other groups and organizationsWe’re looking forward to an exciting

Happy New Year!Happy 2014! in this newsletter you

will find an Annual Report outlining all the activities that took place during our 125th anniversary year. it was exciting and rewarding to see so many members attend our celebration events.

this year is on track to be transformative for your chamber with the implementation of the strategic Plan and the continuation of the accreditation process. What does this mean to you – a more engaged goal focused organization with a clear direction; advanced communication vehicles; with an emphasis on advocacy. the goals are outlined in the President’s message more fully and over the next 12 months we will be working as a team to implement the changes required to meet them.

in the fall of 2013 we focused our breakfast meetings on transportation issues facing our community. in late November, Barb Koopmans, acting director of Planning at the town of Milton presented the town’s plans to a large group of chamber members at teatro conference centre.

The five key messages of her presentation were:

1. Milton will continue to grow for the foreseeable future.

2. The rate of growth will be influenced not only by market conditions but also by Provincial policy directions and servicing availability.

3. to prepare for ongoing growth, the town must undertake more secondary Planning exercises starting soon to ensure that the sustainable Halton lands (post 2021) are development ready. (We have already started the Milton education Village secondary Planning exercise)

4. it is the town’s objective to continue to balance employment and residential growth to develop complete, sustainable communities where people can live and work, balance assessment and maintain a 0.5 activity rate.

5. a future population of 350,000 post 2031 is a very real possibility.

Barb provided the members with the background of growth for Milton including references to the Places to Grow direction from the Province. the following numbers

depict the forecast for growth distribution:

the Province amended the Places to Grow in Halton region post-2031 to 2041 by an additional.

this further underscores the # 1 key message in Barb’s presentation. Milton will be taking the lion’s share of this additional growth within the region.

travEl plans for 2014!the chamber is working with a new

travel partner, indus travels, to offer our members two trips during 2014 to ireland May 5-13/14 and russia september 10-19/14.

i went to ireland with indus in November to discover first-hand how they treat their travellers. WoW! it was a fabulous experience from the moment we arrived to the day we left. our accommodations were excellent and included a castle. the food and drink was superb and varied. indus believes that you should have some personal time while away so not all meals are covered allowing you to decide for yourself what you want to see, do and experience on your time. one of the chamber executives that went on the trip brought her son and all he wanted to do was golf in ireland. Well they made some calls and on the last day he had a golf game on a local course outside dublin. i was very impressed with the flexibility and desire to please shown by Indus and their local office staff.

russia is a 10 day trip with 3 nights in Moscow, 1 night in Novgorod and 4 nights in st. Petersburg. i am planning to go on this adventure so think about joining me. You will find more information in the centresread of the newsletter.

the Hulls to headline 12th annual dinnerthe 12th annual sports celebrity dinner

& auction will be hosted at rattlesnake Point Golf club. this must attend event will be held on tuesday, February 4, 2014. the evening will bring a roster of celebrities from all areas of the sports world. this year’s headliners include NHL legends dennis Hull and Bobby Hull.

dennis Hull once said that he played three seasons of mediocre hockey with st. catherine’s of the oHa and one final campaign that was not mediocre. the solid offensive numbers that he did put up allowed Hull to make the transition to the NHL with the chicago Blackhawks. in his second year with the Blackhawks, Hull was dispatched to play 40 games with the st. Louis Braves of the cHL. Hull returned to the Blackhawks in 1966-67 which led to a secure job at the NHL level. He settled onto a line with Pit Martin and Jim Pappin. together, the trio could score goals and play great defense. in 1972, Hull joined team canada for the summit series against the soviet Union. since the stanley cup eluded his team for so many seasons, the experience counts among one of the highest points of his career. dennis Hull remained

with the Blackhawks until 1977 before playing his final campaign in Detroit. Hull retired from hockey in 1978.

Bobby Hull’s speed, feared slap shot and powerful physique made him one of the NHL’s greatest players. His slap shot was timed at approximately 120 miles per hour making him a legend. He played 16 seasons

in the NHL racking up records and awards along the way including the art ross trophy (three times), the Lady Byng trophy, the Hart trophy and the Lester Patrick trophy. one of Hull’s best seasons was in 1961 when he won the stanley cup with the chicago Blackhawks. in 1965-66, he became the first player to score more than 50 goals in a season—which he did four more times in his career. in 1976, Hull competed for canada in the inaugural canada cup tournament. in 1983, he joined another elite club as a member of the Hockey Hall of Fame.

other celebrities scheduled to attend

the event include Geraldine Heaney, the only women’s hockey player to have played and won medals in all seven world championships and was recently inducted into the Hockey Hall of Fame and Master of ceremonies rod Black, one of canada’s most recognized and distinguished sportscasters. With the presence of these

personalities, a great dinner and a live auction, the event promises to be another wonderful success.

Proceeds from the sports celebrity dinner & auction go towards the scholarship Program, which funds students in their post-secondary education. each year the sports celebrity dinner & auction is supported

by generous sponsors, displaying their commitment to the youth who will become tomorrow’s leaders. With your continued support and kindness the chamber has established a scholarship fund that can be added to every year ensuring it is an ongoing endowment for advancing post-secondary education.

Day 2: September 11 - Moscow (arrival) Upon arrival at Moscow International airport, you will be met by an Indus Travels representative and transferred to your hotel for check in. A superior four-course dinner at a local restaurant is included this evening. (B/D)

Day 3: September 12 - Moscow Today's tour takes you to the Kremlin, the historic fortress in the centre of Moscow which houses many cathedrals and palaces and still houses the official residence of the Russian President. This former residence of Russian czars is an architectural ensemble of unique beauty, which took shape between the 15th and 20th centuries. Cathedral Square lies within the Kremlin with the 15th century Assump-tion Cathedral, the main church of Russia and the 15th century Annunciation Cathedral, the private church of Russian czars and the 16th century Cathedral of the Archangel, the burial place of some of the czars. On the grounds of the Kremlin are also a famous Czar Cannon from the 16th century and a Czar Bell from the 18th century. This afternoon visit the Armory Chamber during your visit to the Kremlin. The armory is home to a treasury of a unique collection of gold and silver items from the 12 to the 19th centuries, Russian arms and armor from the 12 to the 16th centuries, state regalia, thrones, carriages and coronation dresses from the 16 to the 19th centuries, as well as ambassadorial gifts from the 16th to the 19th centuries belonging to the Russian Czars. Today we will also visit Red Square, St. Basil’s Cathedral, and have a visit to Arbat Street, Moscow’s famous pedestrian street. (B)

Certificates of originFor many years, chambers of

commerce and boards of trade have been asked by canadian companies to certify a wide variety of documents. Many of these documents pertain to export shipments by companies in their communities or regions.

such certifications are generally based on the documentation regulations or requirements of various countries (often ref lecting the terms of sale or the underlying letter of credit). they do not ref lect any requirement of the canadian government. Nevertheless, failure by an exporter or a company to obtain these certifications can result in costly delays and could hold up payments.

cErtificatEs of origin - DEfinition

a certificate of origin is a document stating the origin of goods being exported. in customs terms, determining the “origin” of a good can be a complicated and contentious procedure. However, determining the origin of an exported good is one of the key bases for applying tariff and other import criteria.

Whether the exporter needs a certificate of origin depends on a variety

of factors, e.g., where the goods are being shipped, what the goods are, if it is requested by the bank or financial institution involved in the export sale, etc.

the burden of determining whether a certificate of origin is necessary does not fall on a chamber - this is the exporter’s responsibility. it is also the exporter’s responsibility to obtain the certification of origin form.

notarizationto reinforce the fact that the Milton

chamber of commerce is not responsible for the accuracy of the information provided on certificates of origin, we

require that these documents be notarized before we sign them (note: supporting documents, e.g. invoices and other shipping documents, do not have to be notarized as long as the primary document has been).

What is notarization? Notarization is a process by which a lawyer or a notary public certifies, from a person’s sworn statement, that the facts described in her/ his signed documents are true. Exporters that frequently use our service often find the notarization process costly and time consuming; an alternative to notarization is the letter of waiver. Along with notarization or a letter of waiver, we also require proof of a company’s registration in Canada with the federal or

provincial/territorial government and its annual business license renewal, or the like, before we will certify any documents.

Update of economic and fiscal projectionsFederal Finance Minister Jim

Flaherty unequivocally stated that the government would balance its books by fiscal 2015-16 and that the size of the surplus that year would not be “tiny.”

Minister Flaherty unveiled the government’s fall Update of economic and Fiscal Projections at a luncheon speech to the edmonton chamber of commerce on Nov. 12. He noted that the government remains on track to balance the budget in 2015 and highlighted smaller deficits in the short term.

specifically, the government projects a deficit of $17.9 billion for the current fiscal year, $5.5 billion for fiscal 2014-15 and a surplus of $3.7 a year later. in the March 2013 federal budget, the government projected a deficit of $18.7 billion for fiscal 2013-14, $6.6 billion for 2014-15 and a modest surplus of $800 million in 2015-16.

the government’s fiscal projections are based on an average of private sector economic forecasts. Private sector economists anticipate canada’s economy

will grow by 1.6% in 2013 and 2.4% in 2014. real GdP growth is expected to average 2.4% from 2015 to 2018. the key risks to the outlook remain external to the canadian economy, stemming from ongoing uncertainty over U.s. fiscal policy and the potential for a f lare-up in the euro area sovereign debt and banking crisis.

the government continues to incorporate prudence into the budget plan in light of global economic uncertainty, a position the canadian chamber fully supports. it has included a $20 billion downward adjustment to the private sector forecast for nominal GdP—the broadest single measure of the tax base—in each year from 2014 to 2018.

the government’s success in beating its deficit targets rests largely on spending restraint. as announced in the

speech from the throne, the government is reintroducing a freeze on operating spending. the freeze will be in effect for the 2014–15 and 2015–16 fiscal years. additionally, the government is undertaking a systematic review of crown assets and indicated assets will be sold when it is in the best interest of canadians.

the Update did not include any new policy announcements.

the Update stated: “the commitment to return to balanced budgets results from the government’s fundamental belief that the private sector is the engine of growth and

wealth creation. the role of government is to provide the framework policies, programs and services for a prosperous economy and society at levels of taxation that are competitive and sustainable for the long term.”

5 things you need to know about the canada-eU trade deal

The Ontario Chamber of Commerce (OCC), in partnership with PwC and the Munk School of Global Affairs at the University of Toronto, hosted an expert-led discussion on the implications of the forth-coming Comprehensive Economic & Trade Agreement (CETA) between Canada and the European Union (EU).

1. ceta is not a done deal…yetthe timing for the ceta’s implementa-

tion is still unknown, though most experts agree that the deal is at least half a year away from implementation. While there is an agreement in principle between canada and the eU, there is much left to do before the deal can come into effect. First, the governments of canada and the eU need to hammer out the details of the deal and make them public. second, the federal government must seek the approval of the House of commons. the federal govern-ment will be tabling the tentative free trade agreement in the House of commons tomorrow, october 29th. Finally, provinces need to sign onto the deal, though it is unclear whether provincial legislation will be necessary.

2. in terms of scope and depth, the ceta is bigger than the North american Free trade agreement (NaFta)

in many ways, cetas are much more

comprehensive than free trade agreements (Ftas). Unlike some Ftas canada has signed onto, including NaFta, the canada-eU ceta includes provisions on agriculture and provincial procurement. importantly, unlike NaFta, the canada-eU ceta includes the free trade of services. Finally, unlike NaFta, the canada-eU ceta puts regulatory coordination on the table. this is welcome news for canadian businesses, who often face non-tariff regulatory barri-ers that stifle trade.

3. canadian businesses have a 2-3 year window to establish a first-mover advan-tage in the european market

experts predict that the american government will likely strike a trade deal with the eU in the coming 2-3 years. Until that time, canadian companies’ goods and services will receive preferential treatment in europe, relative to american compa-nies’ goods and services. trade experts are urging Ontario firms to evaluate their european strategies so that they might capitalize on the narrow timeframe before American goods and services flood the european market.

4. if you provide goods or services to the government of ontario, you will soon face stiffer competition

Once the Canada-EU CETA is ratified,

european businesses will be able to com-pete, on a level playing field with Ontario businesses. Given that the canada-eU ceta includes provisions around sub-national procurement, ontario businesses will face stiffer competition for government procurement contracts, for both goods and services. the full implications for ontario businesses that participate in government procurement are unknown, but the occ will take a hard look at the fine print of the deal, once it is available to us, in order to assess its potential impact.

5. if you are in the manufacturing sec-tor, the ceta is going to make your goods much more attractive in europe

the canada-eU ceta will eliminate many tariffs altogether. this includes the existing 10% tariff on canadian-made pas-senger vehicles imported into europe, the 8% tariff on canadian medical devices, the 2-8% tariff on canadian machinery and equipment, and the 7-8% tariff on canadi-an-made iron and steel.

town partners with Laurier to launch education Village innovation centre

the town of Milton and Wilfrid Laurier University have partnered to establish the Milton education Village innovation centre, which is slated to open in early 2014. it will be dedicated to enabling an entrepreneurial culture for business growth, start-up, incubation, intersection for innovation, education and training.

the innovation centre will provide four core services and features:

• collaborative space; • acceleration/incubation; • Business services; and • education and training.the location at 555 industrial drive

will serve as the first stage of the innovation centre while plans for the Milton education Village (MeV) advance. the town and Laurier have been working together since 2008 with the intent of developing a Milton campus.

“We are pleased to strengthen our ongoing relationship with Laurier as a concrete step towards the development of the Milton education Village,” said town of Milton Mayor Gord Krantz. “our role as leaders in this project is to create the physical space for business, education and technology to connect, allowing for

innovation to occur and meeting the needs of our young, educated and highly skilled population.”

“We congratulate the town of Milton for the leadership and foresight shown in developing the MeV innovation centre,” said dr. Max Blouw, Laurier’s President and Vice-chancellor. “Milton continues to demonstrate a clear vision and appreciation for the transformative power of higher education, and Laurier remains a committed partner in establishing a university presence here.”

the MeV is the town’s vision for a comprehensive neighbourhood, integrating post-secondary education, residential, and business uses, within a 400-acre (160-hectare) area on tremaine road alongside the Niagara escarpment. the MeV will also include Milton’s velodrome, which is currently under construction and is expected to be completed in late summer 2014.

Velodrome Fundraising campaign to launch public phase in early 2014

With the Mattamy National cycling centre (Milton velodrome) well under construction, the Make it Happen campaign team is gearing up to launch the public phase of the fundraising campaign, engaging the broader business and cycling community. to date, it has reached the 89% mark towards reaching the campaign’s private sector fundraising goal. in any fundraising campaign, the last stretch toward the target is also the most difficult, so the campaign team will be reaching out to the community to help achieve this important goal.

the velodrome will serve as both a

multi-use, community recreational facility and a host venue for indoor track cycling events, most notably for the toroNto 2015 Pan am/Parapan am Games. the facility is slated to open in august 2014.
