Toll Tariff

• Initial toll tariff is calculated based on

• investment feasibility, toll road user’s ability to pay and vehicleoperating cost saving

• Initial toll tariff is stipulated in concession agreement prior to startof construction

• Tariff adjustment is regulated by law, is calculated based on regionalCPI and is adjusted once every 2 years

• Initial toll tariff setup and subsequent adjustment is decided byMinister of Public Works decree

− The ministry may postpone tariff increases if a toll road fails tocomply with minimum service standards

Land acquisition

• Land acquisition is government’s responsibility and is undertakenby land procurement committee appointed by the Government

• The land acquisition comprises four stages: planning, preparation,execution and delivery

− The law also regulates a deadline for land acquisition of 312 to amaximum of 552 working days

• Price is determined by independent appraiser based on fair marketprice

• Investors may provide bridge financing for land acquisition costs tospeed up the acquisition process, government will repay theinvestors for the land acquisition costs
