In addition, the staff of the Mitigation Branch of Iowa Homeland Security and Emergency Management provided technical assistance throughout the planning process and development of the mitigation plan, The modifications to the risk assessment evaluation criteria and ranking tool were coordinated with the staff. The staff also provided information related to mitigation strategies, the evaluation of strategies, and current mitigation programs.

Executive Summary
The Jasper County Multi-Jurisdictional Hazard Mitigation Plan is a new plan developed following the methodology set forth in FEMAʼs Multi-Hazard Mitigation Planning Guidance (2008), FEMA Planning How-To Guides, and Iowa Homeland Security and Emergency Management Divisionʼs (HSEMD) Planning Guidance.
The plan incorporates the thirteen incorporated cities into the Jasper County (Unincorporated) Plan approved in 2010. The incorporated cities did not have a FEMA approved mitigation plan. School Districts were invited to participated and declined. The planning process took place concurrently. The Jasper County Hazard Mitigation Planning Committee served as the planning committee for both the Unincorporated Plan and the Multi-Jurisdictional Plan. The planning process below documents the entire process, including joint meetings and meetings held following approval of the Unincorporated Plan.
The following communities participated in developing the Jasper County Multi-Jurisdictional Hazard Mitigation Plan:

To be considered a participating community, communities were required to meet three criteria:
• Attend mitigation meetings (at least one)• Complete worksheets: Capabilities Worksheet, Critical Facilities Worksheet, Asset Vulnerability
Worksheet, Risk Assessment Worksheets, Mitigation Strategies Worksheet, and STAPLEE Review Worksheet
• Meet Match (In-Kind or Cash) [Note: Jasper County established match amounts for each community based on community population]
Jasper County (Unincorporated) and all Jasper County Incorporated Cities identified above met the participation criteria. The HMPC table above identifies meeting attendees by community. Meeting sign-in sheets are contained in Appendix A. Information from worksheets is incorporated throughout the plan. Match documentation was submitted to the State of Iowa as part of the grant agreement.
The planning process began with the establishment of a Hazard Mitigation Planning Committee (HMPC) which included representatives of Jasper County departments, municipalities, surrounding counties, and other local and state organizations. The HMPC conducted a risk assessment that identified and profiled hazards that pose a risk to Jasper County, assessed the areaʼs vulnerability to the identified hazards, and developed a mitigation strategy to reduce the impacts of the hazards.

The HMPC identified the following natural hazards: Dam Failure, Drought, Extreme Heat, Flood, Hailstorm, Lightning, Tornado, Wildfire, Windstorm, and Winter Storms.
Based on the risk assessment, the HMPC identified goals for reducing risk from hazards. The goals of the mitigation plan are:
1. Minimize injuries and loss of life due to the impacts of natural hazards2. Reduce or eliminate damages to property due to natural hazards3. Manage response operations with or without state and federal assistance4. Help ensure timely resumption of business operations5. Return to pre-disaster conditions in a timely and pre-planned manner
To meet these goals a wide range of mitigation alternatives were considered. These alternatives fell within six general categories:
Prevention: Government administrative or regulatory measures or processes that influence the way land and buildings are developed and built. Examples include: building codes, mutual aid agreements, floodplain ordinances
Property Protection: Measures that involve modifying existing buildings or structures to protect them from a hazard, or removing buildings or structures from the hazard area or providing insurance to cover potential losses.
Structural Projects: Measures that involve the construction and maintenance of structures and infrastructure that will reduce the impact of a hazard or redirect the impact away from people and property. Examples include: channel modifications/maintenance, safe room construction, and infrastructure (roads and bridges) construction/maintenance.
Natural Resource Protection: Measures that, in addition to minimizing hazard losses, preserve or restore the functions of natural systems. Examples include: erosion control, watershed management, and stream restoration.
Emergency Services: Measures taken before, during and after a hazard event to protect people and property; although these measures are not typically considered “mitigation,” they significantly minimize the eventʼs impact and preserve the communityʼs health and safety. Examples include: emergency/response facilities and personnel, hazard warning systems, and emergency/response communications systems.
Public Education and Awareness: Measures to inform and educate citizens, elected officials, and property owners about the hazards and potential ways to mitigate them. Examples include: programs to improve awareness of hazard risk prevention and reduction and educational programs directed toward specialized audiences; i.e., builders and developers, school administrators, and hazard prone neighborhoods.
After identifying mitigation alternatives to consider, the HMPC evaluated the selected alternatives using the STAPLEE evaluation tool explained in FEMA How-To Guide, 366-3. The table below summarizes STAPLEE Evaluation Criteria used by the HMPC.

Chapter 4, Mitigation Strategy, contains detailed information on the evaluation process, an analysis of the alternatives considered, alternatives recommended, and cost and implementation of recommended strategies. Appendix G contains tables and worksheets related to the evaluation process.
