    In December 2011, the Bloomington Pantagraph Editorial Board wrote, Keep Congress out of Illinois Gun Carry Issue. After Johnson argued that concealed carry is a constitutional right and, therefore, it is proper for the federal government to intervene,as it did to protect civil rights, the newspaper wrote, Unless the U.S. Supreme Court steps in to say the state is violating theSecond Amendment by not allowing concealed carry (a federal lawsuit on that question is pending in Springfield), this is amatter better left to the Illinois General Assembly not Congress.     When Asked to Not Cut Food Stamps Programs, Everything will be on the table

    In September of 2011, a spokesman for Johnson (who chairs the House agriculture committee's subcommittee on ruraldevelopment) said that while Johnson supports safety nets for rural areas and smaller communities, "everything will be on thetable" for budget cuts.

    His spokesman said, "Generally he's in favor of preserving those safety nets for those least able to help themselves." After constituents wrote their pleas on paper plates and gave them to the congressman, Johnsons spokesman said the plates included"many very touching stories, but we're living in tough times.     Supported Turning Federal Budget into a Two Year Agreement

Also, it didnt deal with the fact that we have already spent upwards of $2 trillion on three warsor six wars, according to how you look at it.     Criticized Obamas Budget before Fully Reading It

    In February 2012, The Belleville-News Democrat reported that Johnson had not had an opportunity to look at the budget infull detail. Nonetheless, Johnson said of the budget, it appears to be more of the same. More spending, more debt, moretaxes. That is not a recipe for success. [Belleville News-Democrat, 2/14/12 ]

    Said He Would Consider Revenue in Closing the Budget

    Johnson said he is not close minded on revenue when it comes to closing the budget, but that taxes are nothis preferred option. According to The Pantagraph, Johnson hesitate[d] to vote for tax credits for windenergy and called the payroll tax break which he voted against - a $100 billion drain on Social Security.[The Pantagraph, 2/23/12 ]

    Tax increases are not my first avenue, Johnson said. I am not willing to look out and create revenue withtax increases. I don't think that's the answer.     In July 2011, a broad group of protestors demonstrated outside Johnsons Champaign office. According to a report in theHuffington Post, MoveOn had put out an email saying to come to the office at noon, but when we arrived there were multiple

    people from other organizations. There were people with disabilities, people who lived on Social Security payments, and some people who had just come down because they couldn't get through on the phone. [Huffington Post, Blog, 7/31/11 ]

    Against Raising the Debt Limit

    In July 2011, a Johnson spokesman said the congressman is firmly against an increase in the debt limit and has votedconsistently that way since at least 2005.

    In a May statement, Johnson had said, We have seen under President Obama and the Democratic leadership, the largest budget deficits in the history of our country. Now they want to increase our borrowing again without even a nod to the notionof living within our means. The Republican majority in the House has identified approximately $1 trillion in cuts that are

    No Matter the Deal, Johnson Will Vote against a Debt Limit Increase

    In July 2011, Johnson said that no matter what spending cuts and revenue increases are negotiated by Congressional leaders, hewill not vote for a debt ceiling increase

    He said, "My basic position is that the debt ceiling has been increased, I think, 74 times, including with opposition fromPresident Obama. I have no intention of voting for an increase in the debt limit. I don't believe in the doomsday scenarios thatsome posit if we don't increase this by August 2. It would take a very strong and compelling compromise to even get me toconsider it. So I think at this point I have no intention of voting for an increase in the debt limit." [News-Gazette, 7/08/11 ]

    Compared Debt Ceiling Increase to Alcoholism

    Johnson then added, "I kinda analogize it to opening a bar at 4 o'clock to somebody with an alcohol problem. Youdon't do that. You have to provide meaningful limitations. That's why we've had the debt limit historically." [News-Gazette, 7/08/11 ]

    According to a November 2011 Roll Call story, Johnsons hallmark as a legislator is that he has helpedadjudicate everything from veterans assistance claims to cockroach infestations for his constituents.

    In an August 2011 interview, Johnson said, I think the redistricting process was unfair; it wasnt transparent, and I think the people of Illinois have been hurt. Im not interested in the politicians; Im interested in the people whove had a history of representation by one particular member of Congress, and now its dramatically changed. At the same time, I cant go tosomebody in Jerseyville, in the new district, and tell them, on the one hand, that I want them to vote for me, and on the other hand, I just filed a lawsuit asking that this map that includes that Jerseyville be eliminated.     Proposed a Bill to Turn Congress into a Citizen Legislature

    In January 2012, Johnson proposed the Citizen Legislators Act, a bill to turn Congress into a part-time job instead of a full-time position, which would create a less demanding legislative schedule. The bill would limit days in session to five per month(60 business days per session), halves the salary of representatives and senators, permits members to hold other jobs outside of Congress, cuts member office allowances in half, and cuts member salaries an additional 10 percent for every five businessdays Congress exceeds 60 business days in session.

    Johnson claimed the bill would save $2 billion a year. He also said the chance of passing the bill was slim. [WJBC, 1/14/12 ]
