IMPROVEMENT OF E-GOVERNMENT INITIATIVES USING GIS

• Traditional information systems - vertical hierarchy, top-down centralized control, management practices, task specialization, standardization.

• E-government - integrated services across government administrative boundaries

AUTOMATED SYSTEM FOR DISPATCHER

MANAGEMENT

Toplofikacia Sofia - GIS

• Measurement devices – 60

• Radio network

• Dispatcher stations – define basic equipment in heat producers and heating system; watching effectiveness of heat producers, define temperature, hydraulic regime

Advantages for Toplofikacia• Report generation

• Information saving and updating

• Applying international standards

• Using the information simultaneously from many users, incl. mobile

• Operative work control

• GIS helps managers define optimum working regime

MEDICAL HELP IN EXTREME CASES USING GIS

• GIS system for cars automated tracking– graphycal actual

information for first aid teams (traveling to address; transporting patient; free; refuel; members of the team)

– At the moment of call a red sector shows the exact position of mobile cell. The address of call sender automatically is filled in the field of data base.

MEDICAL HELP IN EXTREME CASES USING GIS

• GIS for data & information for better quality, security and effectiveness in managing crisis cases

For development of politics, plans and programs; localization of resources,

tracking the epidemiology for infectious diseases; finding the closest recourses

and help.

An accident near Biala on the 7th of December 2006

• 17.30 – received call from Russe for a serious accident between bus and big truck.

• GIS – used for informing the teams for emergency and localization the place of accident

Future development of GIS for medical help

• embedded new functions

• expanding the integration of the system

• additional information in the system - number of beds in hospitals; registered accidents; registers of clinics and hospitals; demographic data; data for cities; epidemiology environment; meteorology environment

Conclusions• GIS application for dealing with governance the city

helps in many aspects. – Information about the place, size of the incident is detailed and

currently actual. – Changes in the situation are tracking from the system. – GIS helps the responsible people to be informed about technical

and human resources available at the moment near the crisis.

GIS helps for better management of the crisis. Management of crises is an important factor for better

government of the places where are living many peoples as in the big cities

• Optimization of the planning process of the cities and urban development.– better services are delivered– sophisticated public services with minimum resources – process of innovations used in the public sector
