Did you know…?Minnesota State Law allows for religious education for public school students; this religious instruction is commonlycalled “Release Time.”

Over the years (generations!), thousands of local studentshave enjoyed Release Time! A long-held tradition!

Release Time has encouraged community involvement, aswell as instilling values, faith and character into your youngpeople.

However!Over the years, schools are shortening Release Time - mostrecently, International Falls school eliminated another 4weeks.

To its credit, Littlefork school supports RT all the way to the end ofApril and provides bus transportation!

For the first time, students who attend Release Time in the Falls now miss class instruction, essentially being penalized for participation.

Many (including some new teachers) do not know our community’s long-held tradition and its legal provisionwithin MN Law.

Take ActionPlease communicate your support for the restoration of theRelease Time schedule!

Please communicate your support for the traditional dailyschedule with no loss of instruction time for RT students!

1.0 CALL TO ORDER: Meeting was called to order at 5:00 p.m. by acting Chairperson Michelle Hebner.

2.0 ROLL CALL: Members present were Mark Lassila, Will Kostiuk, Michelle Hebner, Darrell Wagner, Stuart Nordquist and Dena Wenberg. Also present were student member Aleena Wilson and Superintendent Jeff

Peura.

3.0 PLEDGE OF ALLEGIANCE

4.0 APPROVAL OF AGENDA: Agenda was amended with removal if Item 6.0, clarification in donations and addition of personnel item 13.1.6.Moved by S. Nordquist, seconded by D. Wagner to approve the agenda as amended. Motion carried by a unanimous vote.

5.0 ELECTION OF OFFICERS:ChairpersonMoved by M. Lassila, seconded by D. Wagner to nominate Michelle Hebner as Chairperson.Moved by W. Kostiuk, seconded by D. Wenberg to nominate Stuart Nordquist as Chairperson.With no further nominations the vote was taken.Those voting in favor of M.Hebner were M. Lassila, M. Hebner and D.Wagner. 9.4. Kayla Gilbert spoke as a parent about the potential of moving grades 5 & 6 to West End Elementary and her concern with the exposure these students would have to unfavorable language and behaviors from high school students.

10.0 PRESENTATION OF FY11 AUDIT REPORT BY MILLER MCDONALD INC. : Don Zierke from Miller, McDonald Inc. gave a presentation of the FY11 audit. Appreciation was given to Business Manager Stacy Frederickson and Superintendent Jeff Peura for their work in conjunction with the audit.

Moved by D. Wenberg, seconded by M. Lassila to approve the FY11 audit report. Motion carried by a unanimous vote.

11.0 APPROVAL OF PAST MEETING MINUTES: Moved by D. Wagner, secondedby M. Hebner to approve the minutes of the regular meeting of December 19, 2011. Motion carried by a unanimous vote.

RESOLUTION DIRECTING THE ADMINISTRATIONTO MAKE RECOMMENDATIONS FOR REDUCTIONS

IN PROGRAMS AND POSITIONS AND REASONS THEREFOR.

Whereas, the financial conditions of the School District may dictatethat the School Board reduce expenditures, and

Whereas, there may be a decline in student enrollment projections,and

Whereas, reductions in expenditures and decrease in student enroll-ment projections may include discontinuance of positions and discontinu-ance or curtailment of programs, and

Whereas, a determination must be made as to which teachers’ con-tracts must be terminated and not renewed and which teachers may beplaced on Unrequested Leave Of Absence without pay or fringe benefits inaffecting discontinuance of positions.

BE IT RESOLVED, by the School Board of Independent School DistrictNo. 361, as follows:

That the School Board hereby directs the Superintendent of Schoolsand Administration to consider the discontinuance of programs or positionsto effectuate economies in the School District and reduce expenditures andmake recommendations to the School Board for the discontinuance of pro-grams, curtailment of programs, discontinuance of positions or curtailmentof positions as needed.

16.0 ADMINISTRATIVE REPORTS16.1 Jerry Hilfer – Falls Elementary/West End Elementary Principal

16.1.1 Enrollments: Enrollment is currently 660 16.1.2 RTI update: A. Fougner presented the RtI activities from

the past month. An Every Day Math parent night was heldwith forty participants. A Targeted Services program was started on 1/10 with sixty K-6 participants who will meet Tuesdays and Thursdays from 3:50 – 5:00 p.m. until the end of the school year. This program is sponsored by the Northland Special Education Cooperative. The Reading Well by Third Grade committee met to continue working on the plan which is due by June 1. The State Literacy Team will be developing guidelines for this plan and will present them through a webinar on January 23rd. On January 12th seven teachers from Hibbing visited our district to view our RtI program.

16.2 Jerry Hilfer reported on behalf of Tim Everson, Falls High School Principal: 16.2.1 Current enrollment for Falls High School is 563.16.2.2 Third quarter (2nd semester) will begin January 23rd.16.2.3 A presentation from “That Girl in Pink” will be held on

January 23rd . The presentation is entitled “Don’t Just Stand There” and is designed to give students tools to respond to bullying.

16.2.4 A Positive School Environment Initiative has been formed with class lessons presented. A presentation to the School Board in February is planned.

16.3 Jeff Peura16.3.1 MSBA conference update; He recently attended the

conference with the opening speaker addressing setting of a positive atmosphere in education. While there he metwith legal counsel regarding the upcoming litigation.

16.3.2 Pool project update; He met with Troy Miller who feels everything is moving along with the project and from first indications should come in under budget. Mr. Miller also works as an architect in education and has ideas and experience in technology and would be willing to present these to the board if desired.

16.3.3 MSHSL grant; A grant in the amount of $778.00 was received and will be used for athletic fees scholarships.

16.3.4 The policy on substitute teacher pay rates will be brought to the board with revisions for review.

17.0 DIRECTOR/COMMITTEE REPORTS17.1 Recreation Committee; a number of activities are underway with

a 5th grade basketball tournament on Saturday, an upcoming 7-8th grade girls’ basketball tournament, Kerry Park arena is up and running, outdoor rinks are open, a figure skating basic skills competition was held and a boot hockey tournament will be held during Ice Box Days.

17.2 Aleena Wilson; Student Council has been working on a Anti-Bullying initiative, collection of jeans for “Jeans for Teens”, Winter Sports Week and Pennies for Patients.

17.3 Darrell Wagner reported he had been contacted by Jeff Porter offering the district the donation of a golf net.

18.0 MID-YEAR SUPERINTENDENT PERFORMANCE REVIEW: Jeff Peura reported on his progress towards each of the goals set for him at the August meeting. S. Nordquist repeated his concern over adherence to the Activity Handbook in regard to the number of cheerleadersparticipating and also the frequency of the RtI Coordinator’s absence from the classroom due to RtI activities.

19.0 CLOSED SESSION TO DISCUSS LOCAL 331 & LOCAL 4798 NEGOTIATIONS STRATEGY AND PENDING LITIGATIONMoved by D. Wagner, seconded by M. Lassila to enter into closedsession at 6:06 p.m. to discuss negotiations strategy and pending litigation. Motion carried by a unanimous vote.

A special meeting was held with the Board receiving information fromPrincipal J. Hilfer, Principal T. Everson, and RtI Coordinator A. Fougner on thetopics below. Input from the audience was also taken.

1. District-Wide School Improvement Plan: The following portions of the district-wide school improvement plan were reviewed in detail by Principal J. Hilfer.1.1. Professional Development for Differentiated Instruction & 7-8 RtI1.2. Data analysis1.3. Parental Involvement

2. Reading Well by Third Grade initiative: RtI Coordinator A. Fougner reviewed the required initiative and the steps taken to date to develop the plan.

3. District Improvement Specialist: Principal J. Hilfer spoke to the duties performed by the RtI Coordinator and the difficulty in keeping them all going with a part-time coordinator. A. Fougner reviewed all the initiatives put into place to date.

4. Concurrent Enrollment: Principal T. Everson gave the current enrollment numbers in the concurrent enrollment classes.

5. School grade reconfiguration.5.1. projected enrollments/class sections and sizes5.2. potential configuration of FES & WEE

Both principals reviewed possible section and enrollment numbers for nextyear. Principal J. Hilfer reviewed several potential scenarios for movinggrades 5 & 6 from Falls Elementary to West End Elementary.

Business Manager Stacy Frederickson addressed the board with a roughestimated of expenditure budget numbers and the need for a long-rangedistrict plan to work towards. She also spoke to facility and equipmentneeds that need to be considered.

Dear Tom and Ray:I have a 2007 Subaru Outback. It’s the

perfect vehicle for driving over hills andcurves during winter storms, haulinggarden supplies and toting around Theo,my 75-pound Goldendoodle. Here’s mydilemma: I enjoy riding my bike with myfriends. I am not tall enough to use a bikerack that mounts on top of the car, noram I coordinated enough to stand on aladder while hoisting my bike up thathigh. We have a bike rack that we usedon our old Ford Explorer (now deceased)that I could manage well. It sat on therear trailer hitch and was easy for me touse. I want to have a rear hitch installedon the Subaru for my bike rack, but myhusband says it will decrease the valueof the car. My fate lies with your deci-sion. What should we do? — Anne

RAY: Go ahead and install the hitch,Anne.

TOM: Your husband is worried thatwhen you try to sell the car, potentialbuyers will see the hitch and assume youwere towing a trailer with the car, andthey’ll conclude that you put lots of extrawear and tear on the car that way andwill shy away.

RAY: But that’s a chance you’ll haveto take. After all, it’s YOUR car now,right? So you should use it to make yourlife easier. And neither the hitch itselfnor the bike rack will harm the car in anyway.

TOM: You could remove the hitch

when you’re ready to sell the car, butwhen a buyer gets a good mechanic toinspect the car, he’ll notice the bolt holesand know you had a hitch on there.

RAY: So I’d opt for absolute honesty.Just tell potential buyers that you nevertowed anything, you just used the hitchfor a bike rack. These bike racks arecommon enough now that it won’t sur-prise anybody.

TOM: Better yet, leave the bike rackon the car when you sell it, and offer it asan option.

RAY: And tell your husband he’s wor-rying about nothing. Cheer him up byreminding him that the vicious dog smellis going to be a much greater impedi-ment to selling this car than the hitchever will be.
