to the July edition of the Town Crier.With what is arguably the most importantParish meeting in the year – the Rates Assembly –occurring on Wednesday 13th at 7pm, it’s appropriatethat we devote the magazine’s centre pages to asummary of the accounts and budget which ratepayerswill be asked to approve that evening. This is the firstRates Assembly for Neil Macdonald as Finance Director;it will also be the first one which Parish stalwart GeraintJennings will attend as Procureur du Bien Public, havingbeen elected earlier this year to replace Clive Barton, MBE.

The Constable of St Helier uses his column this monthto pay tribute to Clive’s work on behalf of the Parish.

July is a particularly busy month for the Parish, witha cluster of events grouped around St Helier Day onSaturday 16th July. The previous weekend, His Excellencythe Lieutenant Governor will be taking part on theannual pilgrimage to the Hermitage, while the Fête deSt Hélier, now in its fourth year, will see Broad Street,York Street and Parade Gardens thronged with all kindsof stalls and performance spaces. The atmosphere intown over the weekend is captured in the coverphotograph of this month’s magazine. With the PolishFestival making a welcome return to the Weighbridgethe previous weekend and the St Helier Street Marketcontinuing on Sundays there will definitely be a lotgoing on in the Parish. Our Battle of Flowers Associationwill be working hard on our Alice in Wonderland themefloat – to get involved in this Parish activity or in any ofthe Parish’s other groups please see contact informationon page 23.

Parishioner and Rates Assessor,Ned Malet de Carteret, recentlyattended the commemoration of

the centenary of the Battle of Jutland inOrkney, along with 150 other relativesof British sailors who lost their lives inthe battle. He sent this report to theTown Crier.

Through the mist in Scapa Flow wepassed HMS Kent (Type 23 Duke classfrigate) and the SMS Schleswig Holstein(Brandenburg class frigate) who were tobe with us for the day. On our arrival onthe island of Hoy several members of theparty went to visit the Museum (I hadalready done so on the previous Sunday,after walking to the Old Man of Hoy). Wegathered at Lyness Cemetery where theMemorial Service from St MagnusCathedral was beamed to us on threelarge TV screens. The official party,consisting of HRH Princess Anne(representing the Duke of Edinburgh,Prince Philip who was unable to attendon doctor’s advice), Sir Timothy Laurence(Vice-Admiral), Joachim Glauck (thePresident of Germany) and David Cameron(Prime Minister) joined us at 2.30pm onHoy for a service of remembrance on aterrace overlooking the Cross ofRemembrance and the war graves.

The Band of The Royal Marines, TheStromness Royal British Legion Pipe Bandand the Marinemusikkorps Kiel GermanNavy Band played, and HMS Kent fired a21 gun salute. The service was conductedwith readings from relative survivorsfrom both Britain and Germany and areading by Princess Anne. Hymns weresung and prayers said by both Chaplains

BBC and finally I set off on my mostimportant mission of the day, to lay awreath on behalf of the Parish and manyRoyal British Legion wooden crosses forvarious Islanders – including ones forPhilip Renouf Le Cornu (HMS Malaya)and Walter Bertram de Ste Croix (HMSHampshire) who have known graves.There are very few indeed for the 6,500men who were lost at sea during thebattle. Parish of St Helier / Normandy Veterans Tour 2016Once again this year the Parish is organising a weekend trip to Normandyto see some of the cemeteries, museums and landing beaches involved inD-Day and the Battle of Normandy, both to well-known locations and somethat will be new. Local writer and historian, Ian Ronayne, will be leadingthe trip, which will depart Jersey on the morning of Saturday 30th July, returning onthe evening of Monday 1st August. Veterans are expected on the trip both from the

Normandy campaign and later armed conflicts, together with friendsand relatives. The trip is also offered to anyone with an interest inthe subject. The price per person will be £350, with a single roomsupplement if required, to include ferry, coach, hotel accommodationand breakfast and evening meals. I squeeze in a short meeting with aconstituent worried about parking,which is always a constant concern intown, and a call to the Town Hall resolvesthe issue.

Most politicians eat on the run andI’m fortunate that I live in Stopford Road,within the Parish district and close to theEducation Department. But this eveningthere is a dinner at Hamptonne with theCommonwealth ParliamentaryAssociation so I change and head upthere. It’s a great opportunity to meetand discuss with colleagues across theislands and around the world issuesaffecting our lives, our electorate. Itprovides real context and understanding.

In two days I’ll be hosting a pan-islandmeeting with the Isle of Man educationminister and a representative fromGuernsey, as the new elected ministercan’t attend. So tonight is an opportunityto talk over Island politics, Brexit, andour desires, where possible, to workmore closely together. Similaritiesabound and we agree some action points.Finally off home to read a mass ofpaperwork and prepare for tomorrow.

Ilove what I do and it makes adifference. No two days are

the same.Monday morning and I meet

with Director of EducationJustin Donovan. Away from theDepartment we talk about anyissues, concerns, big or smallthat affect what we are doingto provide a sound, secureeducation for this Island’schildren. We have similarperspectives so it’s useful tostart the week focused onwhat’s to come.

Then off for a school visit.I pay annual visits to everyschool on the Island, keeping intouch, answering any questionsor creating an opportunity forheads to show how well theirschools are progressing.Sometimes I meet teachers andpupils, just glimpsing a regularlesson, other times I’m treatedto a rehearsal or special class.Every school has a uniqueflavour created by the head and staffbut underscored by the attitude andwellbeing of the children. It can be just aquiet chat over a cup of tea or generally awalk around but it’s always engaging andalways enlightening. We have wonderfulschools here in Jersey.

At noon it’s up to Cyril Le MarquandHouse for a weekly informal discussionwith fellow ministers and the ChiefMinister. We discuss the work beingcovered by our departments and raiseanything that may be of interest that islikely to affect the government over thecoming week.

A quick dash up to the EducationDepartment, sited just below Highlands,to chair a ministerial meeting withassistant ministers and the seniormanagement team. We work through aset agenda, reviewing previous actionsand discussing items submitted byeither the Department or ministers.Departmental colleagues will be called infor their expertise or if they have raisedan item. Today there are discussionsaround the new Business Partnership, aforthcoming visit from a French group,ever present budgetary issues, HigherEducation funding and the latest news

Thank you, Clive

This year’s Rates Assembly on Wednesday 13th July will be thefirst that I have chaired without Clive Barton sitting beside meas one of St Helier’s Procureurs du Bien Public. Elected six

times, Clive oversaw the preparation of the accounts and annualbudget (the ‘estimates’) and was in no small measure responsible

for the improvement in St Helier’s financial controls during thepast seventeen years. It was his recommendation that theParish develop ‘GAAP’ compliant accounts, and he chaired asub-committee of the Accounts Committee which worked withour auditors over several years to make the necessary changes.Clive took a great deal of interest in the workings of the Parish,always supporting the drive to make savings wherever possibleand to maximise non-rates income. Yet he also believed in theimportance of the caring side of Parish activities, taking an activeinterest in our residential homes and day nurseries, and with akeen interest in finding a suitable replacement for Maison de Ville.He supported the growth in the Parish’s recycling capability, andextra spending on municipal services generally, especially streetcleaning and parks and gardens maintenance, and was enthusiasticabout St Helier’s ability to host a range of festivals and markets.In the summer of 2013, Clive and his wife were present for theopening of Rua St Helier in Funchal, and he welcomed the Parish’sdevelopment of strong ties with France and Germany, too. Clivewas awarded an MBE in 2014 the Queen’s New Year’s HonoursList in recognition of his parochial work, as well as his commitmentto several educational institutions and charities locally; he deservesour sincere thanks for having been such a capable Procureur duBien Public over such a long period of time, and for investing somuch of his energy working to improve the operation and enhancethe reputation of our Parish.

In summary, 2015/6 has been a good year but I can assureyou that the team will not rest on its laurels and will continue tostrive to improve our service to the Parish.

It's that time of the year again: the Parish of St Helier is holdingits Annual Rates Assembly on Wednesday 13th July at 7pm inthe Assembly Room. At this meeting you, the ratepayers, will be asked to review

and approve the Parish's financial statements for the year ended30th April 2016 and consider the budget and Rate for the comingyear.This month’s Town Crier gives me the opportunity to provide

some brief highlights from the year just passed and outline thechallenges for the coming year.

2015/6The Parish has had an excellent year despite some significantchallenges. As well as maximising our income streams, the whole teamhas been focusing on improving efficiency and controlling costswhilst never compromising our service. It has been one of ourgreatest achievements that we have controlled our cost base,without reducing headcount, and enhanced our service levels tothe Parish.

2016/7There is no doubt that the coming year will bring new challenges,some of which are outlined below:

• An anticipated reduction in rateable quarters (for the firsttime in living memory);

• Ensuring that the States of Jersey pay rates on their propertiesfrom 2017 as promised by the Council of Ministers;

• Proposed changes to the Nursery Education Fund will havean impact on both Avranches and Westmount Day Nurseries;

• The introduction of the new care law will impact on bothSt Ewold’s and St Helier House;

• Cost of living increases and any pay awards agreed by theStates.

Despite all of the above, the Parish will continue to invest inservices, and to this end we propose to commit to the following:

• Additional investment in recycling to increase efficiency ofexisting operation and increased participation;

• Additional recruitment of a street cleaner and parish warden;

• An overhaul of the current finance system to aidmanagement reporting and decision making;

• Implementation of online payment of rates;

• An improved and enhanced website;

• Co-operation with the States’ Future St Helier project and other initiatives.

• No increase in Parish rates (subject to ratepayers’ decisionsat the forthcoming Rates Assembly).

In conclusion, I would like to thank everyone involved in therunning of the Parish, as without our pulling in the samedirection we could not achieved all that we have done in2015/6 and this teamwork will ensure that we have an excellentchance of completing our targets for the coming year.I look forward to seeing as many as possible at the Annual

Rates Assembly.

Retailer UpdateRetail Development Group – this group’s June meeting featureda workshop on retail skills with the support of the TrackersApprentice Scheme. Over 20 retailers took part and thefeedback from the meeting was positive. The skills gap and theneed to raise the profile of retailing as a career have been ofconcern for some time so this focus, using existing retailers andtrainers, has been an invaluable initiative of the Group.

BHS – The news last month of the closure of one of St Helier’smajor department stores was extremely sad for the staff and wasa blow to local consumers. The team at the St Helier storedeserve praise for their commitment and customer service, asthis was one of the most profitable branches in the group. Theloss of such large retail premises on King Street will be asignificant challenge for the ongoing vitality of the town centre,but the Parish will be working with the States and JerseyBusiness to encourage the space to be filled as soon as possible.The closure of clothes shop Austin Reed in Halkett Street wasalso announced recently. As with BHS, the closure of thenational operation was no reflection on the team in St Helier.

It must be noted that St Helier bats above its weight in terms ofits retail offering compared to most UK towns and cities, andthe number of empty shops is much lower in percentage terms.Hopefully those who have lost their jobs in the recent closureswill be able to find new employment quickly; due to thestrength of the local economy there were over 30 retail jobslisted on the States of Jersey website at the end of June, andover 150 vacancies in the hospitality sector (www.gov.je).

New Initiatives in the Town CentreStreet Food Thursdays – The ‘Street Food’ concept is strong inUK and European towns and cities, and with the excellent rangeof mobile food vendors in Jersey the decision was taken to trialthe provision of street food in St Helier. The choice of Thursdaywas in order to support the ‘Love Thursdays, Love Shopping’campaign, an initiative to encourage shopping until 7pm which

Sunday Street Markets – The Sunday Street Markets started on15th May and will continue until 18th September. The Marketsrun from 10am–4pm each Sunday with a mixture of local crafts,art, collectibles and clothes. Live music from local artists, bluesand jazz bands adds to the atmosphere and food and refreshmentsare available.

Having arrived early in themorning on the overnight flightfrom London to Johannesberg

International Airport we are soon headingeast down the highway on a 5½ hour carjourney with a final destination – theworld famous Kruger National Park.I have done this journey on severaloccasions and the excitement of reachingthe Park and returning to one of the lastremaining great bastions of nature neverfails to excite. The National Park coversan area of 19,633 square kilometres andextends 360 kilometres from north tosouth and 65 kilometres east to west,approximately the size of Wales. Itbecame South Africa's first national parkin 1926 thanks to the then President ofthe Transvaal Republic – Paul Kruger –in whose name the legacy of this wildlifeconservation area was named. The wildlifeis diverse and contains a staggering 517species of birds, 147 mammals, 114 reptilesand 33 different species of amphibians.

Anyway enough of the history lesson.First stop is Malelane – a small townbordering the Park. The main purchase isa large cool box and ice packs as we areentering the Park for several days andneed to ice all our provisions. We will bedoing a lot of bbq or 'braai' cooking asthe South Africans like to call it. I have

pre-booked our accommodation withSouth African National Parks which,although basic, is completely adequatewith air conditioning in each of the'camps' and is an experience never to beforgotten should you wander to theseparts. Having your own vehicle providesyou with so much more flexibility toexplore. Remember, these animals havefar more intelligence then us humansand do not venture out in the mid-daysun, especially at 38 degrees plus. Oneneeds to get up at the crack of dawn andreturn to camp for a late breakfast, a mid-day snooze and a swim (most camps nowhave swimming pools) before venturingout again in the late afternoon. If you aredriving your own vehicle make sure youreach the camp before 6.30pm at dusk oryou will be fined! Take advantage of theearly morning walks with the park rangersand ensure you go on a night drive as thisis when the Kruger comes truly alive. Myfavourite camps are Sabie which overlooksthe river and hippo and water buffalo canbe regularly viewed while eating breakfastor having an early evening drink in theopen air restaurant. There are numeroushides to view the water holes and reservoirareas. Best tip is to take a breakfast picnicand simply sit at the water hole and watchthe wildlife come to you.

I am no bird watching fanatic but youcannot fail to be continually impressedby the vast number of species that youwill encounter. Three days into my lasttrip and I have not seen a lion – returningto camp just before dusk on a dirt road Iturn one last corner to be confronted by ayoung male and female walking towardsus. We stop the car, cut the engine andsavour the moment as they walk past as ifwe don’t exist! I am not frightened ofdriving in the bush but I am alwayscautious of bull elephants with good reasonand always offer them safe distance whenviewing a herd. As dusk quickly turns into

night it is time to eat and start the fireand recollect and reference all the day'ssightings. Sitting out under an African skyin the wilderness is something very special.The core of our trip takes us to Satara, theheart of the plains and lion country, andwe are not disappointed. Someone onceasked me if there were any negatives aboutthe National Park – the answer was easy.“Just one: leaving”. Exiting the Orpen Gatewe then headed across country towardsthe formidable Drakensberg mountains.For more information on the Kruger go towww.sansparks.org. Monday 23rd May saw resident GeorgetteDareau celebrating her 102nd birthdaywith a party for residents, staff andfriends. Chef Fred Dorey created a specialcelebratory cake for Georgette, which waswashed down with Bucks Fizz. Georgettewas also interviewed by the JerseyEvening Post.

Seated exercise classes are regularlyheld at the Home, and a Zumba class wastrialled recently to see if this latest crazewas of interest. The residents reallyenjoyed the class and the music, andeven the staff joined in! A parachute isalso sometimes used to make the seatedexercise classes more fun.

Each year residents, volunteers andstudents help out with the pencil pointingrequired for St Helier’s Battle of Flowersfloat under the expert guidance ofparishioner Daphne Bland, and they alsohelp with making up the paper flowers.

Our Nurseries have started taking part in a tooth brushing programme called'Supersmiles'. Pre-school children are encouraged to brush their teeth once a day duringtheir day at the Nurseries to reinforce good oral hygiene, and our practitioners havereceived training in safe and effective tooth brushing, infection control procedures andsupervision of care routines from two dental health professionals, Sarah Pollard andCaroline Wetherall. Initially the Dental Team visited Avranches Day Nursery alongwith Flossy the Dinosaur, to demonstrate how and why brushing teeth are so important.As you can see, with daily practice, we have all got really good at it!

Liberation Day is always an importantday at St Helier House, and the residentsenjoyed lunch in the dining room decoratedwith red, white and blue decorations andlistened to some of their favourite oldsongs. The Jersey Ukulele Club alsovisited and entertained with GeorgeFormby songs, giving the opportunity forthe residents to sing and dance.

Marc’s Walk: Sunday 7th AugustLast year’s walk raised £12,400 and many said it was thebest walk yet (again!). The first five walks raised £86,650and it’s hoped to hit £100,000 this year, which is whyWilly Nieuwberg, Marc’s father, has decided this year’swalk will be the last. It also coincides with the tenthanniversary of Marc’s passing. This year’s Parish Rates Assembly will be held at the Town Hallon Wednesday 13th July at 7pm to approve the accounts forthe financial year ending 30th April 2016 and the estimates ofexpenditure (budget) for the financial year ending 30th April 2016.

Parishioners are asked to arrive in good time to check theirentitlement to vote, i.e. electors of the Parish, ratepayers andnominated mandataires.

ANNUAL ST HELIER PILGRIMAGE(TOWN CHURCH TO ELIZABETH CASTLE)

In accordance with the requirements of the Loi (1914)sur la Voirie, as amended, the first Visite du Branchageof the year will take place in St Helier on Friday 8th July.

The Loi requires occupiers of land bordering on the publicroads of the Parish to trim hedges and branches and to cut alloverhanging trees so as to give a clearance of 12 feet overmain roads and by-roads and of 8 feet over footpaths and toremove any other encroachments on the public highway.

A fine may be levied for each infraction.

The attention of occupiers of land is drawn to the need toensure that all cuttings and trimmings are removed from theroads and footpaths after the branchage is completed.
