Councils in Hasluck will be supported as part of the Morrison Government's $1.8 billion boost for road and community projects through local governments across Australia.

Federal Member for Hasluck, the Hon Ken Wyatt AM MP

said the package included the establishment of a new $500 million Local Road and Community Infrastructure Program and the bringing forward of $1.3 billion of the 2020-21 Financial Assistance Grant payment.

Mr Wyatt said accelerating local infrastructure projects was important for supporting jobs and the local economy in Hasluck.

The new Program is based on the successful Roads to Recovery program and will enable local councils to deliver priority projects with a focus on upgrades and maintenance to local roads and community infrastructure.

This coming weekend (23rd and 24th May) would have been a bye for the team if the season had proceeded as normal. With the bye we would have been helping out our friends and community with the Gidgegannup Small Farm Field Day.

In 2019, Gidgegannup Primary School P&C had the opportunity to apply for a grant through the EMRC Community Grants Program.

We were successful with our application and have been able to purchase some much needed pin up/white boards on wheels for our students to use at school.

We would like to say a huge thank you to EMRC and acknowledge their assistance with this project and for providing the opportunity to our community.

These boards will be used during assembly presentations and for everyday learning in the classrooms. As part of the P&C we help to raise our children with an understanding of community spirit and this opportunity is a great example of that.

Celebrating 100 Years

Unfortunately the Field Day had to be cancelled and we just hope the Show will go ahead and community groups can raise some funds so they can continue to keep operating. We forget how much the community depends on events such as the Field Day and the Show to raise vital funds.

AFL (you remember that game with the funny shaped ball) well that is going to start up again so we are told. No crowds and a short season – sport needs to get started again. Racing has been carrying on with very strict compliance rules, for the last two months.

Things are improving on the Covid-19 front (dare we say!). Now the road blocks have been lifted and people are free to travel through the wheatbelt and down south. Hopefully it won't be too long before WA's internal borders are all lifted especially with the School Holidays imminent. Businesses need a chance to re start and grow. It is also a fantastic time to explore this beautiful State of ours.

Mind you the Field Day cancellation might have a silver lining as a one in ten year Storm event is forecast for WA on the day it was to be held. Might make the organisers feel a bit better!!

Interesting developments over the border in Toodyay Shire and Lower Chittering, with a significant area of the Shire including the townsite being pegged. There has been a discovery of high grade nickel-palladium and copper. If these exploration leases become a mine then this will be of great significance to the State and Federal Government in terms of royalties that are desperately needed and also provide employment in the area. Other employees can commute from Perth rather than FIFO. Might even have an effect on property prices in the area. The downside possibly will be environmental and more traffic on the Toodyay Road. Environmental can hopefully be handled with appropriate conditions.

The CWA Hall is having a much needed upgrade and the City is working to upgrade and maintain community facilities at this time.

Ongoing complaints at poor telecommunications. This was bound to happen with increased demand from people working from home. The proposed NBN tower in Bunning Road has been approved by the Shire of Mundaring and let's hope they get on with it. The Falls Heights tower has a projected date of June 2020. Hope that is accurate, we need all the telecommunications we can get at the moment.

The Tiller girls have done a wonderful job on the vegetable patch, weeding and digging it up. Unfortunately we have now had to relocate them as a fox came visiting.

Toodyay Road – well we have worked hard to upgrade this over the last seven years and you never know we might get the long awaited PANH.

Great to see people out on our roads walking and riding bikes. Quite a few motorbikes around and a car rally or so. Bit noisy but not for long and it does mean support for our townsite businesses. We all need to be tolerant at these times.

Kangaroos are also making a good job of wrecking our fences and the garden, though they are hungry. Wish they would be happy with the horses' hay rather than nibbling on the garden plants. Hopefully the rain we should get in the next few days will help the paddocks that are just hanging on with a tinge of green.

Just be aware that with the lack of pasture feed at the moment, livestock as well as Kangaroos are on the roam. Be careful of any straying stock on the roads and remember to check fences.

GPA April and May meetings cancelled due to Corona Virus. Hope the meeting scheduled for 15th June will be a “normal” meeting.

GPA could not meet due to social distancing so held our meeting by email. Thanks to those members who have had input. Looks like next month might be the same as well.

TELECOMMUNICATIONS:PROPOSED TELECOMMUNICATIONS INSTALLATION (NBN) - 295 (LOT 92) CORNER OF BUNNING ROAD & TRIMBLE ROAD, MOUNT HELENA

The Shire must determine the proposal in accordance with the state and local planning framework. In relation to telecommunication installations, the planning framework primarily relates to visual impact considerations and having regard to the public submissions made. Although some submissions raised detailed concerns regarding the potential health impacts from EME (Electro Magnetic Emissions), this matter is regulated by the Federal Government and is beyond the jurisdiction of the Shire's planning framework.

If some submitters remain concerned with the regulation of EME's, the Shire encourages them to liaise with the relevant Federal Authority (ARPANSA).

After considering various arguments for and against expressed in the public submissions and the planning f r a m e w o r k , t h e S h i r e h a s a p p r o v e d t h e telecommunication installation with a requirement for some additional screening vegetation.

The GPA has received the following communication from the Shire of Mundaring:Thank you for your submission regarding the proposed telecommunication installation, associated with the roll-out of the NBN internet services.

MOTORBIKE TRAFFIC;

I can assure you state traffic are aware and do send targeted patrols to areas such as Mundaring Weir Road, Toodyay Road and secondary roads in the Hills.I would urge anyone to report via online at WAPOL 'report a hoon'. Multiple reports assist in profiling areas, the more reports received the more accurate and focused patrols we can conduct.

The Site is suitable for containment of the Class IV PFAS waste given the cell construction of the existing Class IV cell comprises double lined (HDPE overlying GCL) overlying in-situ clay with a leachate collection system that drains to lined (HDPE) leachate ponds. No changes to the

Motorbikes do have a right to travel on our roads but if you have experienced a dangerous situation with these bikes please report it to police with numbers of bikes, place and time of incident. The more reports the better.

The EMRC was granted approval via a licence amendment to accept and dispose of Class III PFAS at the Site into the Class III landfill cells. This Licence amendment application now seeks approval to accept and dispose of Class IV PFAS into the Class IV landfill cell.

It is proposed that the GPA communicate with Ken Wyatt regarding this situation.

The concern absolutely is ongoing and not isolated to that area.

EMRC SEEKING AN AMENDMENT TO ACCEPT CLASS IV WASTE AT RED HILL;

There is no issue with reporting the same behaviour on multiple occasions if it can assist in narrowing locations, days, types of vehicle etc.

Various complaints from members re. increased motorbike traffic and the change of route to Reen Road since they cannot proceed to Toodyay.

EMRC are seeking an amendment of the works approval at Red Hill. The description on the application is as follows:

BLACK SPOT PROGRAM FUNDS TO SAVE LIVES IN HASLUCK

Deputy Prime Minister and Minister for Infrastructure, Transport and Regional Development Michael McCormack announced Western Australia would receive $15.4 million in 2020-21 under the latest round of program funding.

Residents of the Hasluck electorate received a major road safety boost with the Australian Government announcing it will invest $3,015,000 toward four projects under the 2020-21 Black Spot Program.

“Safer roads save lives. The Australian Government is committed to improving roads in Western Australia and right across the nation,” Mr McCormack said.

Federal Member for Hasluck, the Hon Ken Wyatt AM MP said community input was critical to identifying key black spots in the electorate.“Road crashes place major emotional and economic strains on all affected communities but particularly the families and friends of the victims,” Mr Wyatt said.“Motorists living within and visiting Hasluck will be pleased to know that four notorious black spots in the electorate will be fixed with funding from the program.

I find putting out the fertiliser first, and then the seed, easiest.

Building renewal works will be undertaken at the Gidgegannup CWA building. The works will be limited to the CWA building and it's immediate surrounds, plus a small area of carpark that will be used for the builder's laydown area. Access to the Showgrounds through the Toodyay Road entrance will be maintained at all times throughout the duration of construction. The construction period is currently estimated to be 14 weeks.

For pasture mix, harrowing the seed/fertiliser into the ground is usually sufficient.With oats/wheat it will need to be lightly scarified and harrowed in.If you have the use of a seeder, set the gearboxes, and fill- up.

Coming to terms with nickel termsThe lifting of the intra-state border at Morangup and Toodyay Roads on May 18 gave AHMAG members the chance to catch up and discuss the recent blanket pegging of 2300sq/km of Toodyay Shire by Chalice Gold Mines for nickel, copper and platinum group element (PGE) exploration.

The company has also conducted an electro magnetic (EM) arial survey of a 24km-long target, 10km north of the confirmed resource but still needs to get State Government approval to gain access to verify the potential resource which is located in the Julimar State Forest.

It's a rare discovery and the exploration company's haste to secure the valuable resources means AHMAG has to come up to speed about some of the terms used in the exploration phase of mining.The confirmed find on private land on Keating Road in Julimar is what is known as a 'greenfield' site, an unchartered area where minerals are found where they were previously not thought to exist.

RC drilling uses dual rod drill holes which allow the drill cuttings to be transported to the surface for analysis.

While EM surveys are a quick and economical method of locating metallic conductors they are not

Gidge Hair Salon proprietor Angie Gray has been snowed under with demand for appointments since she reopened for business on May 12.

While hairdressers have not been instructed to complete the Infection Control Training Covid-19 course, Angie did it on line and complies with the social-distancing directives by servicing only two clients at a time.“The chairs are two and a half metres apart so I am one (work station) down and I now only use one of the two basins.”

“There were a few conspiracy theories about it being about government control; opinions varied but many said they knew someone who was anxious about the virus.”

“All my clients have been supportive of the decision to do the right thing by my older and vulnerable customers,” she said.

“It's the most time I have had off since starting hairdressing at 17 and it was great to be able to be outside in the fresh air.”

Trying to service her backlog of customers, Angie now opens an hour early at 8am and works all day Saturday but it'll be weeks before she catches up.

Angie closed her salon for seven weeks during the height of the Covid-19 pandemic ahead of government directives for hairdressers to cease operating.

Clients usually tell hairdressers their personal problems but since reopening Angie reports that a lot of chat centers on speculation about the corona virus outbreak and how it has affected people.

Angie has been “blown away” by her customers' loyalty many of whom could easily have gone to other hairdressers but stuck it out to support their local business.

Another client arrived with her curly overgrown hair teased out to the max to give Angie a laugh.

“There have been a few dodgy fringe cuts and one woman coloured her own hair which turned orange.”

During her own self-isolation Angie got stuck into painting more quirky animals and sang a YouTube parody of The Sound of Silence about reopening the salon.

Very disappointing but no alternative in the present circumstances.

So there you are no Field Day this year but be assured we will be back next year and it will be one of the best ever.

Following the clear directive given at the Prime Minister's press conference that the ban on gatherings over 500 people would be in place for the next six months, we have no choice but to cancel the Field Day. The Field Day Committee regret this but fully support the Government in their efforts to keep the community safe.

Volunteer Week, who aren't slowing down

during the COVID19 pandemic.

With social distancing restrictions in place, many vulnerable people in the community are at greater risk of loneliness and isolation, however our inspiring community of volunteers are finding creative solutions to reach out and find other avenues to help.

Volunteers rally in our time of need

•Ellenbrook and Bullsbrook Libraries will reopen on Monday, May 25

Much of the online offering from libraries and Swan Active will continue to operate as the City gradually reopens its doors in line with the State Government's roadmap.

• Libraries to hold 20 people in the library at any time for a maximum of 30 minutes, with computers and printers to be made available for use during one half of the day while collection browsing to be available for the other half .•The City's virtual library, Click and Collect and Library2U services continue to operate, as well as a range of online programs and activities – members can keep up to date by joining the Swan Library Community Facebook group keep in touch at home.

From Monday, May 18, Swan Active centres across the City will start taking online bookings for group fitness and personal training sessions which will recommence from Monday, May 25.

"Our libraries and leisure facilities are critical community hubs that provide many with much needed support and access," he said. "Even though these facilities will operate differently for a while as we ease our way back to normality, it is so important we enable community access while complying with social-distancing rules.

The City of Swan will gradually reopen some of our services and facilities from next week, as Coronavirus restrictions are scaled back.

Guildford Library will remain operating through the City's online Click and Collect service until the next stage of restrictions are lifted.

Ballajura, Beechboro and Midland Libraries will reopen its doors to some services for the community on Monday, May 18 while Ellenbrook and Bullsbrook Libraries will follow suit on Monday, May 25.
