D a v i d B a x t e r - Demographics and Your Changing Community.As the Executive Director of the Urban Futures Institute, David Baxter is a recognized nationalauthority on the real impact of demographics on the changing community. David’s extensiveunderstanding of the national psyche and his enlightening and enter taining style offers audiences an insightful odyssey into the future of a rapidly changing and increasingly competitive consumer marketplace.

His analysis of the massive and far-reaching implications of demographic shifts in population arepresented in a dynamic, creative and customized fashion. David delights in challenging the status-quo and encourages Canadians from all walks of life to identify how changing demographics “really” impacts on business, the markets, local government, and the present and future economic climate. As a result of David Baxter’s exper tise in demographics, he will“set the stage” for the panel discussion on the Community Char ter and the changes that will impact local government.

L e s r a M a r t i n - An Inspiring Example of the Power One Person Has to Make a Difference.

As a fifteen year-old youth, Lesra's life took a turn with a series of incredible events and coincidences.He was taken in by a group of idealistic Canadians, and moved from his home in New York to Toronto.Despite having been one of his school's top students at the time, Lesra was functionally illiterate, andbegan the process of learning to read with the hope that he could eventually achieve his dream ofattending university.

Shor tly after arriving in Toronto, Lesra purchased his first book at a used book sale (for 25 cents),TThhee 1166tthh RRoouunndd:: FFrroomm ##11 CCoonntteennddeerr ttoo PPrriissoonneerr ##4455447722. Lesra immediately became engrossed withRubin "Hurricane" Car ter's incredible autobiography and upon completing TThhee 1166tthh RRoouunndd, he penned a letter to Car ter who at the time was 13 years into a triple-life sentence for a crime he did not commit. Thus began an incredible and unlikely friendship. Star ting with letters, then phone calls and visits by Lesra to Trenton State Prison in New Jersey where Car ter was incarcerated. Lesra's newlyfound Canadian family took up the cause to free Car ter from prison and after 5 years of tireless investigative work, legal wranglings and appeals, Car ter was finally freed and exonerated of all charges.

Since then, Lesra has completed high school (as an Ontario scholar), received his Honours B.A. from the University of Toronto, andcompleted his law degree at Dalhousie University. Currently a Crown Attorney in Kamloops, BC, his story was the subject ofa best-selling book entitled Lazarus and the Hurricane and is an integral par t of the motion picture "The Hurricane" starring DenzelWashington and directed by Norman Jewison. Inspiring and ar ticulate, Lesra helps audiences discover that the power to make a difference exists in each of us. Organizations throughout Nor th America including Hewlett-Packard, McDonald's and InternationalSubway Corporation have heard his powerful story and have been left with the understanding and belief that each of us can turn coincidence into oppor tunity and adversity into triumph.

He was afounder and director of CONNEXUS Conflict Management. He has a MA in conflict resolution and has taught mediation and conflict resolutioncourses at JFK University and the Business School at Sonoma State University.

Consensus building offers an effective way for dealing with stakeholders and their concerns. You also deal with the impact of reduced financialresources, and deciding what services will continue to be provided in your communities. One ofthe most difficult tasks you face is working to resolve the inevitable differences of opinion as towhat actions you should take. These are very difficult conversations even for the most experi-enced municipal manager. In this scenario based workshop, you will practice the techniques ofhandling difficult conversations using local government situations.

Gerrie has been an instructor in business programs at Capilano College in North Vancouver for thepast 20 years. She has done extensive training with Municipal Managers and has been involvedwith MATI 2, Leadership, on Bowen Island for the past five years. She specializes in conflict resolution and has done consulting throughout Canada, the US, Asia, Mexico and the Middle East.

We changed almost everything - the structure, the programs, the policies, the managers and even some of the Council, but still no noticeableimprovement. Then we changed! Once we stopped wastingour time and energy trying to manage our people and became more inclusive in our decision making we attained levels of performance we hadn’t imagined possible. Rather than change beingan accepted challenge, it became our goal.

The City of Richmond has developed a formal Succession Planning Program. The program’s focuson Leadership Continuity, Knowledge Retention and Staff Development is brought about throughshared ownership and responsibility.

This session will provide an overview of this program in a ‘how to’ format that can be adapted toany organization. A process to determine succession demands, required skills for successor selection and development will be presented.
