There is no visibility beyond the year for which the Members are assessed annually. Any reserve plan should be annually published to all members, as is required by law for condo associations. The reserve component of the 2009 annual assessment is 30%, a significant and steadily increasing fraction of the total. Members would like to know what will be required in the future to fund maintenance and replacement of the Association’s aging capital assets. Inadequate reserves raise the likelihood of large unexpected emergency special assessments. There have been reports/rumors of road maintenance studies and reserve funding studies, which are very difficult to locate and interpret. Why is this information not disseminated to the Members either as a report, in perhaps the Kala Pointer, or at least posted to the KPOA website every year? Based on the information provided to the members for the December 12, 2008 Special Membership Meeting, it appears that the professionally-recommended $1.5 Million Reserve Fund remains well short of best practices at only about 11% of recommended levels. This year, in fact, the ending cash balance projected for 2009 declines about $ 50,000 with respect to 2008 and at $ 186,812 is about $14,000 less that the expected expenditures for 2009. The reserve funds, as currently used, are not being expended wholly for the maintenance of existing assets and acquiring additional assets which are part of a long range plan to improve the community. Instead, some of the funds are being used to purchase assets which appear to not be part of any long term planning but a current “want”, developed during the current year determination of reserve funding. Reserve funding requirements information for themaintenance of KPOA capital assets continues to bedifficult to come by. Generally, and sometimes responsive to specificstate laws, an organization with capital assetsdevelops a reserve funding plan.

The plan consists of three elements. A listof all physical assets of the type subject tosignificant periodic maintenance and/orreplacement is compiled. Where applicable, thelist of assets is enhanced by identifying, as lineitems, the specific types of actions required tomaintain them.

Each line item is assigned a useful life orperiodic maintenance frequency. The costfor replacing or performing requiredmaintenance is estimated, by year, for a span ofat least ten years and preferably for twenty ormore years. By adding up the projected costs ofreplacement or maintenance of all assets by yearthe annual costs are determined.

The annual costs can vary greatly by yearand will cause significant variations in the amountthe organization and in the case of KPOA themembers, must provide to preserve its assets.

By proper reserve fund planning the costscan be averaged over the years resulting inavoiding sudden peaks in assessments. As anexample, take the clubhouse. Suppose it requiresexterior painting, replacement of the roof, andreplacement of the pool heaters during the next

20 years. This could impose peak costs in fiveof the 20 years.

By anticipating the maintenance/replace-ment costs and their timing an assessmentpayment schedule could be developedrequiring a constant annual payment amountduring the 20 years. It seems this would bepreferable for the members who could plan forand avoid surprises in meeting their obligationsto the Association.

Multiply this example by all the assetsowned by KPOA and the value of advancedplanning for capital expenditures becomesevident.

What is a Reserve Funding Plan? A Brief Explanation:

A reserve funding projection should beprovided to the members. Of course, theMembers will then find themselves in theposition of not having any knowledge of howmuch they will be asked to provide in the futureto fund capital maintenance.

KPOA should have accumulated asubstantial reserve fund during the earlyyears of the community in anticipation of in-evitable capital maintenance requirements as the

assets aged. Reserve funding was not addressedfor years. Now there is essentially no reservefund for more than a year in advance and theMembers must now bear the burden ofsuddenly higher assessments. Not all Membersare financially able to easily accommodateunexpected assessment increases.

The Members at least deserve to have avalid estimate of what the future holdswith respect to the whole requirement forfunding the reserve fund and replacements.

Here we are, 4 months into the New Year;we’ve made resolutions for better healthin a variety of ways. Commitments to eathealthier, maybe just eat less, start an exerciseprogram join the gym or get back to using yourgym membership. It’s all good, but those of uswho are in the fitness centers find ourselvesgetting a bit frustrated with the commonmisconceptions that a lot of men & women havewhen it comes to weightlifting/strengthtraining/resistance training. There are many loyalexercisers who skip this form of trainingaltogether. They stick to their aerobics routines,say, running or power walking, and shunweightlifting altogether. I can make a strong case(literally and figuratively) that this is the yearyou start weight training.*

For each decade that we get older after25, research shows we will naturally lose3 to 5 percent of our lean muscle mass.That means our metabolism slows downbecause muscle tissue is metabolically active,burning fat and calories.

Sometimes people have a bit ofmisconception of what weight resistancetraining is; “I don’t want to bulk up…get BIGmuscles…you won’t get ‘big muscles’ unless youwant to! People, women more often, say they’dlike to ‘tone up’, and it is only muscles that giveus ‘tone’; fat doesn’t have ‘tone’. Also, muscle iswhere we burn calories, so by doing occasionalweight resistance and gaining a little muscle(i.e.: tone) we actually increase our metabolismaround the clock; the more muscle we have,the higher our metabolism!

So even if you don’t gain pounds as yougrow older, you could well be losing lean muscle

mass and gaining fat. Pudginess is one outcome,but loss of function is an even more significantdownside. Less muscle means less agility andbalance.

You lose your ability to decelerate; if youfall to the floor, you become less able to breakthe fall. Or you might struggle to keep youbalance if you step off a curb awkwardly.

Weight lifting can offset such effects, plusresearch (by William J. Evans, director of theDonald W. Reynolds Institute on Aging at theUniversity of Arkansas for Medical Sciences), hasdemonstrated that even 80- and 90-year-oldscan improve muscle strength and balance withas little as 1-pound dumbbells.

One recent study found that runnerswho trained on weights for three months wereable to cover the same distances with lesseffort. One strategy to combatingphishing is to trainpeople to recognizep h i s h i n gattempts, howto deal withthem and what to look for.You can take steps to avoidphishing attempts by slightlymodifying your habits.

Tip #1: When contacted about an accountneeding to be “verified” (or any other topic usedby phishers), it is a sensible precaution tocontact the company from which the emailapparently originates to check that the email islegitimate.

Tip #2: If you don’t call the company directly,check the link (web address) that you know isthe company’s genuine website. Type the webaddress directly into the bar of the browser,rather than trusting any hyperlinks that are pro-vided in the suspected phishing email message.

Tip #3: Pay attention to if the email had anypersonal detail about you. Nearly all legitimateemail messages from companies to theircustomers contain an item of information thatis not readily available to phishers. You need tobe suspicious if the message does not containany specific personal information.

Remember the basics: Never reveal yourpassword or ANY personal information in anemail. Legitimate businesses will never requestinformation this way.

Anatolia Turkey By Jay BurchamShirl and I are inthe Cappadociaregion of CentralAnatolia. It is one ofthe few completely

landlocked regions of Turkey. The Hittitesoccupied this region in the 1st and 2nd millenniaBC. We would see artifacts from the Hittitecivilization during our visit to the Museum ofAnatolian Civilizations in Ankara.

The appearance of Cappadocia is theproduct of volcanic activity caused by thecollision of the heavy Arabian tectonic plate andthe lighter Anatolian plate. Snow covered MountErciyes, worshipped by the Hittites who called itthe White Mountain, Mount Hasan and othersspewed forth enormous amounts of rock, lava andash that greatly altered the landscape about 30million years ago. The ash solidified into an easilyeroded material called tuff, overlain in places byhard volcanic rock. Over time the tuff was erodedaway leaving distinctive shapes. Cappadocia is arelatively small area of only 116 square miles. Wespent our time in the areas near the towns ofNevsehir, Urgup and Goreme which provide thebest opportunities to see the natural formationsfor which the region is celebrated. BryceNational Park in Utah comes to mind as anexample, on a smaller scale, of the eroded areasin Cappadocia.

We spent two days touring Cappadocia.There were many areas exhibiting the uniqueerosion which distinguishes the area. One of thebest areas is Pasabaglari and the Love Valley wheresome of the fairy chimneys are over 60 feet highand many are multi-colored. In many areas theerosion was in the shape of mushrooms,

pedestals and cones. One distinct memory is of aformation which looked very much like a camelbut with a little imagination other eroded shapesbecame other animals. Truly a magical landscape!

There are several underground cities whichwere carved out of the tuff which in places isover 300 feet thick. The cities were built by peoplewho had converted to Christianity as safe refugesto avoid persecution. We toured the undergroundrefuge of Kaymakli, using an obscure entry whichled to the underground stables. The undergroundcity was discovered under the hill in the center ofthe town of Kaymakli in 1964. It was constructedover a period of centuries and is believed to havehoused thousands of people from the 6th to 9thcentury AD. Five levels are open to the public butthere are at least three more levels. It isestimated to cover about one square mile. Thepassages between rooms are narrow, crooked andvery low which was probably deliberate toincrease its defensibility. Millstone doors, used toblock the tunnels, weigh over 1000 pounds andwere brought in through a tunnel now blocked bystone. The city seems to be a disorganized layoutof rooms and passages but great care was takento not overlap rooms.The city included spaceswhich have been identified as a church, winecellar, warehouse, winery, bedroom, kitchen, and

saloon. Provision was made for ventilation andwater wells. A remarkable place!

There are many troglodyte villages wherethe inhabitants made their homes in cavesexcavated out of the tuff. In 1950, after a strongearthquake in the area, the Turkish governmentforced many people to move out of their cavehomes for their safety. We explored several ofthese villages. Many of the former cave homesare now used for storing produce because theyare dry and maintain a moderate temperature.Other former homes are now pigeon roosts. Theirdroppings are recovered periodically forfertilizer. A cottage industry!

Of particular note was our visit to theGoreme Open Air Museum, declared byUNESCO as a world heritage site. The culturalimportance of the valley has been recognized bythe Turkish government which has restored andpreserved many of the caves in the museum.

The Goremevalley holdsthe greatestconcentrationof rock cutchapels andmonasteries inCappadoc ia .The museum’s30 or morechurches werebuilt largelyfrom the 9th

century ADonward. Theentrance to

the museum is dominated by the toweringmonastery and nunnery carved into theirrespective tuff cliffs. We visited several of thechurches, many of which contain their originalfrescoes. Unfortunately, the valley was used as a

playground by local boys who first rediscoveredthe churches. They were encouraged by theirMuslim leaders to deface the faces of theChristians depicted in the frescoes. Sort of likethe Christians who defaced many of Egypt’stemples. Both actions in the name of the sameGod! Some of the frescoes were veryamateurish, drawn by students at the monastery,but others were excellent with many colors stillvibrant.

We left Cappadocia early for Ankara, ourfinal destination in Turkey. Our route took usalong the path of an old silk road and we stoppedat one of the caravanserai which had survived theyears almost intact. They provided safe haven forthe camel caravans and were located at 20 mileintervals, the distance the camels walked in a day.They are large fort like structures withaccommodations for the traders and theircamels. We stopped at a highway service areawhere we enjoyed our first hamburgers, in whatseemed a very long time, at a fast food place. Wetraveled north through large fields of ripeningwheat and saw many combines at work. Wepassed a very large salt lake from which comesmost of the salt Turkey consumes.

We arrived at the capitol city of Ankarain mid-afternoon and spent several hours at theMuseum of Anatolian Civilizations, one of thebest museums we have visited world-wide. Theexhibits date from the very earliest knownhuman community through civilizations thatinclude the Uratu, Hattie, Hittite, Phrygian andAssyrian. The museum building itself dates fromthe 15th century and is a restored coveredmarket. As we toured the museum, it broughttogether all we had learned and experienced aboutTurkey and its people during our 2 ½ weeks oftravel. We found Turkey to be technicallyand socially modern and tourist friendly. Werecommend a tour of Turkey. You’ll enjoy it likewe did!

If you have questions regarding the HoodCanal Bridge closure, there are two mainsources of information: (1) Closure Hotline1-877-595-4222 and (2) the webpage‘Hoodcanalbridge.com’. Before the closure, itis best to call the Hotline between 7 am and 5pm Monday through Friday. Someone willanswer the phone at other times but may notbe as knowledgeable. Information handoutsregarding transit options are available at theHadlock Library.

If you want to leave a car in the PortGamble Park and Ride during the closure,there will be bus service the day before theclosure that will pick you up at the Port GamblePark and Ride and take you back to PortTownsend. Call Jefferson County Transit,385 4777 to make arrangements for thisservice.

For those taking a bus to Silverdale, thetransit stop is at the Mall where you can catchbuses to other locations in Kitsap County.If you have further questions regarding thisservice, call the hotline 877-595-4222.

Bus service and the shuttle service are allaccessible for the handicapped (ADAcompliant).

Reservations for the medical bus service shouldbe made two weeks in advance 1-877-595-4222.The medical bus service is for people requiringmedical treatment but not requiring help duringthe ride.

The main purpose of the ferry run be-tween Edmonds and Port Townsend is tohaul trucks but there will also be room forpassengers and cars. The ferry will run Sundaythru Thursday leaving Edmonds at 8:40 pm andleaving Port Townsend at 10:40 pm. Call thehotline 1-877-595-4222 in order to make reser-vations for this ferry.

The shuttle ferry will haul bicycles but onlyfive and you cannot ride the bicycle to the ferrydock. You must get the bicycle on the bus fromPort Townsend which holds up to three bikes.You cannot load a bike on the bus from the ShinePark and Ride.

Space for luggage on the buses and shuttleis very limited. Therefore you will be limitedto only carry on luggage similar to what you cancarry on an airplane. If you have larger suitcasesit is suggested that they be shipped by someother means or use the Dungeness Bus Line dis-cussed in the next paragraph.

New Bus Service to Seattle & SeaTac:The Dungeness Bus Line is going to havetwo round trips each day 7 days a week. Buseswill take the Port Townsend-Keystone ferry toWhidbey Island and the Clinton-Mukilteo ferry

The buses will stop at the Greyhound busdepot and hospitals in downtown Seattleand then continue on to SeaTac where theservice picks up airport passengers to take themback to the North Olympic Peninsula.

The buses will leave Port Townsend at 8:00am and 2:15 pm and arrive at SeaTac at 11:20am and 5:40 pm.

The buses will leave SeaTac at 1:30 pm and6:00 pm and arrive in Port Townsend at 5:00 pmand 9:45 pm.

The price, one way, to or from Seattle, $39;round-trip $69; one way to SeaTac, $49 and $79for a SeaTac round-trip.

On Wednesday, April8 the Bay Club doorswill open at 11 am.Bring your plants andseeds, well labeled witha name and whether theylike shade or sun, indooror out, your salad to

share, plate and utensils. The Garden Club andhostesses will provide bread, butter, coffee, tea,water, and dessert.

There will be a delicious salad buffet aftera short business meeting. During the buffet wewill have plenty of time to talk to others andfind out what they brought to the exchange.

At this event we encourage non-members,and anyone who wants plants, to attend. Theseplants are great because they are alreadyacclimated to our environment. It is also anopportunity to question local gardeners aboutwhat works here.

The exchange works as follows: anyonewho has brought a plant will have first choiceselect one or two plants and then it is openedup for everyone to take as much as they cancarry of everything. Last year 198 individuals in Jefferson andClallam Counties who cared enoughto make a difference in the lives of youngpeople stepped forward to volunteer in the

Big Brother Big Sister Program. There are twoopportunities for volunteering, one engaging inactivities with the child outside the home andanother program where volunteers mentoryoung people at their school.

The need is great. Branch manager LieslSlabaugh noted that two-thirds of thevolunteers are over 55. Kala Point has a strongresource of talent and all it takes is a little timeand commitment.
