At the Kentucky Community & Technical College System (KCTCS), we realize that learning isn’t limited to the inside of a classroom. Whether you are already working or you are a younger student ready to start your college experience, you may be able to receive academic credit for what you already know.

Through the use of prior learning assessments, or PLAs for short, colleges in our system can measure the college-level knowledge you’ve gained through your day-to-day life and offer you credit for that prior learning. Perhaps you studied Spanish through an online course, or maybe you’re a certified mechanic. You might have owned a business for 20 years or received specialized training through the military service you provided for our country. All of these experiences, and the learning associated with them, could allow you to earn college credit that will help you save tuition dollars and complete your education in less time.

In the following pages, you will learn about the various options available to demonstrate your knowledge and earn college credit. Not all assessments will be appropriate for all students, and you should discuss these options with your academic advisor or an admissions representative at the local college if you’re considering enrolling. Later on in this book, you’ll find a self-assessment tool that can help you begin the journey toward credit for prior learning.

STANDARDS FOR AWARDING CREDITo What Is Credit for Prior Learning?

Credit for prior learning is a term used to describe knowledge gained outside of a traditional academic environment through working, employer training programs, military service, independent study, volunteer or community service, and the study of open source courseware. By demonstrating this knowledge through various prior learning assessments (PLAs), you may be able to earn college credit. Credit for prior learning is the same credit that would be awarded through a traditional class.

o How Can I Use Credit for Prior Learning?Credit for prior learning applies toward majors, minors, concentrations, general education requirements and electives that count toward the degree, diploma or certificate you’re seeking.

It can also satisfy course prerequisites.

o What Are the Requirements for Using Credit for Prior Learning?Credit for prior learning can only be awarded to students who have been admitted to a KCTCS college. We recommend that you meet with your academic advisor to ensure that the credit you’re seeking will meet the requirements for your academic program. Changing majors may result in the reassessment of the credit and how it can be used toward the new program’s educational requirements.

o How Much Prior Learning Credit Can I Use?There is no maximum for the number of prior learning credit hours you can earn. You must complete at least 25% of the credit hours required for your certificate, diploma or degree at the KCTCS college awarding the credential.

GUIDELINES FOR PRIOR LEARNING CREDIT AWARDS

This brochure outlines the prior learning assessments that KCTCS recognizes, the credit each assessment offers, and the steps you can take to earn that credit. As always, we advise you to speak with your faculty advisor to ensure that you understand the specific requirements for these assessments as well as the process needed to earn credit through them.

ADVANCED PLACEMENT (AP) EXAMSo What Are Advanced Placement Exams?

AP exams are a series of standardized tests developed by the College Board that enable high school students to complete college-level courses and demonstrate college-level achievement. Earning an acceptable score can enable you to receive college credit and possibly be placed in courses beyond the introductory level, shortening the time to completion and saving you money.

o How Can I Earn AP College Credit?AP exams are offered in high schools by the Educational Testing Service (ETS). The examination scores are reported as follows:Extremely well qualified – 5 Well qualified – 4 Qualified – 3 Possibly Qualified – 2 No recommendation – 1In order to earn Advanced Placement credit at a KCTCS college, you must earn a score of 3 or higher on the exam. If you intend to transfer to a four-year college, you should be aware that most will require a minimum score of 4 to earn credit, and your AP credits will be reevaluated by each four-year institution.

o Is There a Cost for AP Exam Credit?The fee to take an AP exam in the United States is $94 for most exams and, $142 for AP Seminar and AP Research exams (subject to change. You are responsible for your exam payment, but there is no cost to receive credit at a KCTCS college.

AMERICAN COUNCIL ON EDUCATION (ACE) CREDIT RECOMMENDATION SERVICE

o What Is ACE Credit?The American Council on Education’s (ACE) College Credit Recommendation Service connects workplace learning with colleges and universities by helping adults gain access to academic credit for formal courses and examinations taken outside traditional degree programs. College credit may also be awarded through direct evaluation of service school transcripts.

o How Can I Earn ACE Credit?To find out if an organization or company you’ve trained with has a recommended credit award, visit the ACE website at acenet.edu/credit. You can search by organization or by a specific training exam that you may have took. This guide will give you the credit equivalence that you can use to discuss earning credit further with your advisor.For ACE-evaluated credit, you must request an official transcript from ACE and submit it to the college in order to receive credit.

o Is There a Cost for ACE Credit?To obtain a transcript from ACE, you can create an account for free. There is a cost of $20 for the first transcript and $15 for each additional transcript (subject to change).

ARTICULATION AGREEMENTSo What Are Articulation Agreements?

Articulation agreements specify the terms and conditions for courses taken at one institution that will apply to a credential at another institution. The awarding of credit is subject to the specific terms for each agreement, and you must meet all requirements specified in the agreement before credit can be awarded.For more information about articulation agreements that apply to credentials or degree programs at other institutions, contact the college Registrar’s Office or visit the Council on Postsecondary Education website at cpe.ky.gov and search for “academic transfer.”

o How Do I Earn Articulation Agreement Credit?Please speak with an advisor to review credit and documentation requirements for those agreements. That information is available in the KCTCS Rules of the Senate.

o Is There a Cost for Articulation Agreement Credit?No.

COLLEGE-LEVEL EXAMINATION PROGRAM (CLEP) EXAMS CREDIT

o What Are CLEP Exams?CLEP exams, developed by the College Board, test mastery of college-level material learned in a variety of ways—through general academic instruction such as classes, significant independent study, or extracurricular work. Much like AP exams, CLEP exams provide the opportunity to gain advanced placement in academic programs. The level of proficiency to earn credit through CLEP is approximately equivalent to that required to earn a “C” in a course.More information and a list of exams available can be found at clep.collegeboard.org/.

INDUSTRY OR WORKPLACE CREDITo What Is Industry or Workplace Credit?

There are a variety of industry or workplace credit options. Those recognized by KCTCS are:

INDUSTRY CERTIFICATIONA certification is a designation that ensures an individual is qualified to perform a task or job. Certifications are often employment qualifications but not legal requirements for a profession and can be earned through classes or tests.

PROFESSIONAL LICENSURELicensure is a means by which “permission to practice” is regulated and is a qualification required by law. Professional licensure protects the public by enforcing standards that restrict practice to individuals who have met specific qualifications in education, work experience or exams.Program areas that rely on industry certifications and licensures include:

APPRENTICESHIPSApprenticeships combine on-the-job training and related coursework to teach you the practical and theoretical aspects of a highly skilled occupation. o How Can I Earn Certification, Licensure or Apprenticeship Credit?KCTCS accepts credits through licensure, registries, proficiency exams and industry standards exams as approved by the KCTCS Council.Requirements for earning prior learning credit through industry-based credentials vary by discipline, and you should be aware of the particular requirements for your program area. Please speak with your advisor about the options available.To request approval for apprenticeship training credit, contact your academic advisor.

o Is There a Cost for Certification, Licensure or Apprenticeship Credit?Industry certification and professional licensures have various fees, and you are responsible for paying those fees. Check with either the testing center or the licensing agency for the explanation of those fees. There is no fee to earn that credit at KCTCS.

MILITARY TRAINING CREDITo What Is Military Training Credit?

You may be able to receive credit for formal military training that covers the same material as courses at KCTCS. In awarding credit, we follow the recommendations of A Guide to the Evaluation of Educational Experiences in the Armed Service (ACE Guide), published by the American Council on Education.

o How Can I Earn Military Training Credit?To begin the process of receiving credit for formal military training and experience, please contact your college’s veteran services coordinator. A list of those contacts is available at https://bit.ly/3k8WVMu.To view credit options through ACE, visit https://bit.ly/3i6fYFs.As part of the process, we will need to evaluate your military transcript. Visit the Joint Services Transcript portal at jst.doded.mil/smart/signin.do to ask for an official transcript to be sent electronically to your local college.If you are seeking career or technical credit for military training that took place 10 or more years ago, you will need to get the approval of the appropriate division dean.

o Is There a Cost for Military Training Credit?No.

PORTFOLIO ASSESSMENT CREDITo What Is Portfolio Assessment Credit?

A portfolio is a collection of information gathered by the student and presented in an organized format to demonstrate the practical learning that has occurred. A portfolio can include documentation such as certificates of training, work samples, awards and honors, job descriptions, performance evaluations, samples of artwork, evidence of self-directed learning, and resumes.

o How Can I Earn Portfolio Assessment Credit?You may request portfolio credit for courses that are in the system curriculum and that are part of your certificate or degree requirements.If you are interested in pursuing portfolio for credit, please follow the steps below:

• Complete the Self-Assessment Tool (Appendix A) in this handbook to identify your prior learning competencies.

• Consult with your academic advisor. Examine the course offerings in the KCTCS catalog for your potential portfolio. In consultation with your advisor, determine how portfolio credit may fit within your degree requirements.

• Once you and your advisor have agreed to proceed, ask your advisor, or the assigned faculty member, to sign the Application for Assessment and Authenticity Statement. Then submit the form and pay the nonrefundable portfolio your college’s Business Office.

• Work with the faculty to prepare your portfolio using the format provided in the Student Portfolio Development Handbook, then submit your completed portfolio and Credit Request Portfolio Assessment form to your assigned faculty member for review.

• The portfolio will be evaluated by the faculty or a subject matter expert (sme) to determine if you have provided sufficient documentation to demonstrate the required learning outcomes and/or met the competencies of the course.

• KCTCS awards credit for prior learning, not prior experience.

• Some colleges offer portfolio courses designed to help you with the portfolio process, but completing the course does not guarantee that you will receive credit.

o Is There a Cost for Portfolio Assessment Credit?Yes. You will be responsible for paying a small, nonrefundable fee to evaluate your portfolio. Please see your college’s Business Office for the current fee and the deadline for payment.

and Challenge Exams?These exams are developed and administered by your college to provide an opportunity to demonstrate mastery of course content and receive credit toward program requirements.

o How Can I Earn Credit for Special Exams?

Meet with your faculty advisor to discuss the availability of a special exam for specific courses. You are responsible for paying all fees.

o Is There a Cost for Special Exams?

There is a fee of $40 per Practical Exam and $20 per Written Exam (subject to change). You are responsible for paying all fees.

TRANSPARENCY OF CREDIT DECISION

When you have applied for PLA credit, you are entitled to the following:

PORTFOLIO CREDITThe evaluator of the portfolio (faculty member or subject matter expert) must provide a rationale for the number of credit hours awarded or a written explanation if credit is denied.

NON-PORTFOLIO CREDITIf credit is denied for a KCTCS-evaluated course equivalency, an explanation or justification must be made available to you.Note: Recommendations and scoring by ACE, CLEP and other external bodies are under the auspices of the evaluating body, and justifications or explanations of credit denial may not be available.

APPEALSIf you feel that your prior learning assessment credit was denied in error, you retain the right to appeal through the KCTCS appeals process, outlined in the KCTCS Code of Student Conduct and included in Appendix B of this handbook.Students appealing a portfolio review may submit revised portfolios upon recommendation of the evaluator after receiving recommendations or reasons for credit denial.Note: Recommendations and scoring by ACE, CLEP and other external bodies are under the auspices of the evaluating body and cannot be appealed through KCTCS.

o How Can I Earn CLEP Exam Credit?KCTCS colleges accept the General and Subject Examinations of the CLEP program. Subject Examinations cover specific material that is common to courses in many colleges and universities, and KCTCS grants credit for a specified performance level in five General Education areas as well as Subject Examinations in specific programs.The examinations all require a minimum score of 50 for credit to be awarded at a KCTCS college, unless a higher score is specified in the table on the preceding page.

o Is There a Cost for CLEP Exam Credit?The fee for each CLEP exam is $80 (subject to change), and any cost for the CLEP exam will be paid by the student; however, there is no cost for receiving CLEP credit at a KCTCS college.

DANTES AND DSSTSDEFENSE ACTIVITY FOR NON-TRADITIONAL

EDUCATIONAL SUPPORT (DANTES) SUBJECT AND STANDARDIZED TESTS (DSSTS)

o What Are DSSTs?DSSTs are subject-area examinations that are comparable to end-of-course exams. Through a series of 38 exams in several subject areas, the nationally recognized DSST program provides an opportunity to earn college credits for learning gained outside of the traditional classroom. While originally restricted to active and retired military personnel, these tests are now available to civilians.

o How Can I Earn DSST credit?For more information on registering for a DSST exam and finding your nearest test center (which may be located at your local college), please visit getcollegecredit.com/test_takers.A minimum score of 46 is required to receive course credit for a DSST exam.

o Is There a Cost for DSST credit?You are responsible for paying $80 for each DSST exam you take. The fee is subject to change. As of March 2014, DANTES funds DSST testing for eligible service members and spouses at base education offices and at national test centers. DANTES funds the first attempt on each DSST subject exam; subsequent attempts of the same DSST subject exam must be paid by the student.

STEP 1a. Within fifteen (15) business days of learning of the cause of grievance, a student will file written notice with the chief student affairs officer of his/her designee. The student may use the Grievance Form, which is available from the chief student affairs officer or his/her designee. The written notice shall identify the nature of the alleged discrimination, the date(s) of occurrence and the desired result, and shall be signed and dated by the student filing the grievance.

b. As soon as possible, the chief student affairs officer or his/her designee will initiate an adequate, reliable, and impartial investigation of the grievance. Within ten (10) business days of receiving the student’s written notice, the chief student affairs officer or his/her designee shall respond in writing to the student. The response shall summarize the course of the investigation and determine the validity of the grievance and the appropriate resolution.

STEP 2a. If the student is not satisfied with the chief student affairs officer or his/her designee’s response, the student may appeal in writing to the chief executive officer (or designee) within five (5) business days of the Step 1 response. The Step 2 appeal must contain all written documentation from Step 1 and the student’s written response for not accepting the resolution offered.

b. Within seven (7) business days from receiving the written Step 2 appeal, the chief executive officer will respond in writing to the student as to the action to be taken.

STEP 3If the grievance is not resolved to the satisfaction of the student, the student may file an appeal according to the KCTCS Student Code of Conduct.
