BUDGET WORKSHOP AT 6:00 P.M.

REGULAR MEETING AT 7:00 P.M.

1. Murphy’s – The agreement developed for your consideration provides for a mutually

beneficial agreement as provided for in the City’s codes.

2. Chlorides – We’re getting closer to a definitive answer. We know for certain now that in

the testing, the chlorides have been lowered enough for us to be compliant. We still have

a little more analysis to complete regarding the capacity of the well before we make a

recommendation.

3. BR&E – The next breakfast meeting is scheduled for next Tuesday. We’re hoping the

event will be as well received as the first one was.

4. BR&E 2 – as a result of the first meeting, some training and informational programs

have been put together as a “Lunch and Learn” series that will begin May 9th

. The

program will consist of four topics, each of which came up during the intial BRE

Breakfast.

5. Walldogs Sign – The contractor has been contacted and is waiting on better weather and

dry ground, but the sign will be up sometime soon.

6. Springfield – The Mayor and I attended the Henry County Legislative Day in

Springfield. I felt like the meetings were helpful, and some of the contacts we made will

come in handy in the future.

7. AFSCME Negotiations – Negotiations continue. I will provide an update in closed

session on Monday prior to the regular meeting.

8. OSF Business Relations Committee – I participated in an OSF Business Relations

Committee meeting. The group provides a great opportunity to collaborate with others

from the community on projects that are important to businesses. The annual golf

tournament, for instance, raises funds for immunizations for children. Businesses often

fail to see the link between such an event and their productivity, but one of the leading

causes of employee absences is the need to care for a sick child. With immunizations,

there are fewer sick children, thus fewer absent workers.

9. 911 – The consultants came to visit the telecommunications facility as a part of the study

that is being conducted for the Henry County 911 Board. Their report is scheduled to be

complete in about 60 days.

10. Ameren – I’m working on a grant application for submission to Ameren to help fund

improvements that will be required to the downtown area, as discussed in my last memo.

The Mayor and/or I will attend the Hog Days Committee meeting on April 11th, to gain

their input.

11. NWS – The City will be hosting spotter training next week, which will help improve our

ability to respond during inclement weather involving potential tornadoes.

12. Mass Casualty Drill – The City will observe a Mass Casualty Drill at the Prison next

week, with the intention of participating in similar training events in the future.

March 6: Severe Weather Threat. Conference call with the National Weather Service reference to incoming Severe Weather Threat later in the day. Sirens were sounded during the evening based off of radar indications and issued warnings. No reports of significant damage.

P3: WX.001: The National Weather Service in the Quad Cities has issued a

Severe Thunderstorm Warning for,

Putnam County in north central Illinois,

Eastern Whiteside County in northwestern Illinois,

Henry County in northwestern Illinois,

Bureau County in north central Illinois,

Until 1230 AM CST

At 1112 PM CST, severe thunderstorms were located along a line

extending from Coleta to Emerson to near Hooppole to near Woodhull,

moving east at 55 mph.

HAZARD,70 mph wind gusts.

SOURCE,Trained weather spotters.

IMPACT,Expect considerable tree damage. Damage is likely to

mobile homes, roofs, and outbuildings.

Locations impacted include,

Sterling, Kewanee, Rock Falls, Princeton, Cambridge, Hennepin,

Geneseo, Spring Valley, Galva, Henry, Prophetstown, DePue,

Granville, Walnut, Ladd, Wyanet, Atkinson, Sheffield, Annawan and

Tiskilwa.

This includes the following highways,

Interstate 80 in Illinois between mile markers 16 and 72.


Interstate 88 between mile markers 27 and 44.

Interstate 180 between mile markers 1 and 13.

This is a DANGEROUS SITUATION. These storms are producing widespread

wind damage across eastern Iowa. SEEK SHELTER NOW inside a sturdy

IMPACT,Flying debris will be dangerous to those caught without

shelter. Mobile homes will be damaged or destroyed.

Damage to roofs, windows, and vehicles will occur. Tree

damage is likely.

Andover and Lynn Center around 1110 PM CST.

Cambridge around 1115 PM CST.

Other locations impacted by this tornadic thunderstorm include Henry

PURPOSE Authorizes the City Manager to enter into an agreement with Murphy’s Container Service in regards to billing and transfer station usage.

BACKGROUND Section 50.10 of the City Code(E)(1) authorizes the City Manager to negotiate with commercial solid waste haulers in order to arrive at a rate that is beneficial to the City in regards to a long term contract with a commercial hauler delivering solid waste to the transfer station. In order to establish negotiated rates an agreement must be for a minimum of three years and a minimum tonnage guaranteed. The negotiated rates are then approved by the City Council. The agreement is under review and will be sent to Council as soon as the review is complete.

ANALYSIS The proposed resolution provides some certainty to a local business regarding our pricing, which impacts their ability to provide services. At the same time, it provides assurances to the City that we won’t make improvements to the transfer station, only to have one of our largest customers take their business elsewhere, and provides other tangible benefits including but not limited to helping to maintain local employment, and continues assistance with programs that help to enhance the appearance of the community.

RESOLUTION NO. 5043

A RESOLUTION AUTHORIZING THE CITY MANAGER TO EXECUTE AN AGREEMENT

BETWEEN THE CITY OF KEWANEE AND MURPHY’S CONTAINER SERVICE

CONCERNING TRANSFER STATION RATES AND USAGE AND DECLARING THAT

THIS RESOLUTION SHALL BE IN FULL FORCE IMMEDIATELY.

WHEREAS, the City of Kewanee owns and operates a solid waste transfer station; and

WHEREAS, use of the transfer station by local private sector haulers helps to offset the cost of

operations incurred by the City; and

WHEREAS, § 50.10 “Solid Waste Transfer Station” of the City Code authorizes the City Manager to

negotiate rates with commercial haulers “in order to arrive at a rate that is to the benefit

of the city in regards to a long term contract,” provided that “an agreement must be a

minimum of three years” and “the agreement will specify a minimum tonnage that must

be guaranteed to be delivered to the transfer station by the solid waste collector.”; and WHEREAS, the City has an interest in maintaining locally owned businesses that contribute to the

local economy and support endeavors such as efforts to improve the appearance of our

community; and

WHEREAS, the proposed agreement helps to ensure a steady and consistent flow of revenue to

the transfer station, provides assurances to a local business, and otherwise meets

the interests of the City, along with its residents and businesses; and

WHEREAS, the proposed Agreement is attached to this Resolution as Attachment A.

BE IT RESOLVED, BY THE KEWANEE CITY COUNCIL, AS FOLLOWS:

Section 1 The City Manager of the City of Kewanee is hereby authorized and directed to execute

the attached agreement.

Section 2 This Resolution shall be in full force and effect immediately upon its passage and

approval as provided by law.

PURPOSE To allow for a non-illuminated sign up to 32 square feet in area for multiple family dwellings.

BACKGROUND Director of Community Development, Keith Edwards, was contacted by the new owner (Havenpark Management) of Southwind and Reecy’s Mobile Home Park, now known as Kewanee Mobile Home Park, on March 30th, 2017. They were inquiring about sign placement and size restrictions. Under the current ordinance the sign should be restricted to a maximum size of 12 square feet. However, Havenpark Management wishes to install a 4’ x 8’ (32 square feet) sign.

ANALYSIS After reviewing Havenpark’s request and discussion with City Manager Bradley, Edwards investigated signs already in place within the City at multiple family dwellings. The sign located on Lake St. for Prairie Green Apartments measures 4’ x 8’ (32 square feet), the sign located at E. 3rd St and Lakeview Ave. for Fairview Apartments measures 3’ x 8’ (24 square feet). Edwards did not get a measurement for the sign at Courtyard Village but it is obvious that it surpasses the existing ordinance of 12 square feet by several square feet.

Not all signs were measured throughout the community, in the interest of making the best use of time, but by spot checking a few signs that were allowed to be installed in the past that are not in compliance with the existing ordinance, staff feels this change in size restriction is not out of character with what has been allowed in the past. It is also business friendly and allows a management company to place a good source of advertising upon their property to promote their dwelling units.

potential new multiple-family dwelling units in the City of Kewanee; and,

WHEREAS, The City Council believes that it is important to remain business friendly and that allowing

properly installed, professional signage for a multiple-family dwelling unit helps to promote such

uses within the community; and,

NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF KEWANEE,

ILLINOIS, IN COUNCIL ASSEMBLED, AS FOLLOWS:

Section 1 The City Council hereby amends Chapter 155.140(A)(1)(b) of the City Code by inserting text

shown as underlined and omitting text shown as strikethrough as follows:

(b) For multiple-family dwellings, for apartment hotels, and for buildings other than

dwellings, a single identification sign not exceeding 12 32 square feet in area and indicating only

the name and address of the building and the name of the management thereof may be displayed.

Section 2 This ordinance shall be in full force and effect immediately upon its passage, approval and

publication as provided by law.
