It’s been about one year since I was named president and CEO of the Buffalo Niagara Partnership and I’ve had a front row seat to witness many of the exciting changes that are happening in our region.

This has been an important year for Buffalo Niagara and for the Partnership. I’ve had the opportunity to represent all of our members in various capacities; as a member of the board of directors for the Regional Economic Development Council, the Erie County Industrial Development Agency and the Buffalo Urban Renewal Agency – and at all levels I see people coming together to make things happen.

All of the region’s economic indicators show growth – increases in private sector employment, an increase in the per capital net income of residents and for the first time in decades a recovery from the exodus of young people leaving our area.

But we need to keep pushing. We need to activate and engage the private sector to fully capitalize on our fantastic natural assets for business like low cost hydropower, clean water and an educated workforce. And we cannot let up on fighting for a better business climate for New York State, where we continue to suffer from high taxes and excessive regulation.

The Buffalo Niagara Partnership exists to help the region’s employers grow and expand. We do this on your behalf through advocacy to remove barriers for growth, hands-on business development and by convening critical dialogue between the public and private sectors.

The enclosed report gives you some of the highlights from this year’s plan of work.

I want to thank our staff and board of directors who have a tireless passion for improving Buffalo Niagara. And I want to thank you for your investment in the Partnership, and in turn, your investment in growing and improving our regional economy.

• Joined U.S. Senator Kirsten Gillibrand and chairman & president of the Export-Import Bank of the U.S., Fred Hochberg, for an Export Roundtable.

• Led U.S.-Canada border discussion with the Deputy Secretary of Homeland Security Alejandro Mayorkas.

• Supported the successful nomination of R. Gil Kerlikowske as commissioner of U.S. Customs and Border Protection.

• Joined the U.S. Chamber of Commerce in honoring Congressman Chris Collins with the Spirit of Enterprise award.

• Participated in Great Lakes Metro Chambers Coalition fly-ins to Washington, DC focused on surface transportation infrastructure funding and immigration reform.

• Supported the Great Lakes Navigation System Sustainability Act as part of Water Resources Reform and Development Act reauthorization.

• Served on the steering committee of newly formed Council for the Great Lakes Region.

• Supported TIGER grant funding to replace the Portageville Bridge, connecting Buffalo Niagara and the Port of NY/NJ.

• Supported renewal of Trade Promotion Authority for new trade agreements.

• Submitted written testimony to the NYS DEC regarding the Regulation of Liquefied Natural Gas facilities.

• Testified at the NYS Senate Majority public hearing on tax policies and reform initiatives.

• Attended Small Business Day with Upstate business advocacy organizations.

looking aheadThe Partnership, in collaboration with the counties of Erie and Niagara and cities of Buffalo and Niagara Falls, will compile the region’s economic development priorities again in November. In the ever changing world of economic development, the annual Regional Agenda will become a clearinghouse of regionally-significant projects, policies and priorities that will align with the Regional Economic Development Council and the Buffalo Billion plan.

The Partnership will also engage in the 2014 elections this November. With local Congressional seats, all statewide offices, including the Governor, and every member of the State Legislature up for re-election, it’s sure to be a pivotal year for Buffalo Niagara. The Partnership will continue to seek out candidates that support employer issues and work to reduce the regulatory burdens that impact our region’s economic climate.

Randall Over American Society of Civil Engineers (ASCE) National President

Randall Over is the President of the American Society of Civil Engineers. He has served on and chaired several ASCE committees, including the State Government Relations Committee, the Nation’s Report Card Advisory Council, the Committee on Government Affairs, and the Strategic Planning Committee. Over has served as the Ohio DOT District 12 (Cleveland Area) Construction Engineer. He was responsible for the Direct Construction Program, overseeing $2.4 billion in construction from 1994 through 2012.

Brian Sampson Design-Build Institute of America & Unshackle Upstate

Brian Sampson is the Executive Director of Unshackle Upstate and a board member of the Design-Build Institute of America Northeast Liberty Region. In this role, he is responsible for coordinating the coalition’s political and policy agenda and advocating for reform in state government. Prior to joining Unshackle, Sampson served as Upstate Director for Business Outreach for Empire State Development.

Mike Elmendorf Associated General Contractors of NYS President

Mike Elmendorf was named President and CEO of the Associated General Contractors of New York State in February 2011. Prior to AGC NYS, Elmendorf had served as New York State Director of the National Federation of Independent Business, New York’s largest small business advocacy association. He spent 11 years in the administration of New York Governor George Pataki, serving as Special Assistant to the Governor and Director of Intergovernmental Affairs.

Matt Reiffer American Council of Engineering Companies (ACEC) Director of Transportation Programs

Matt Reiffer is the Director of Transportation Programs at the American Council of Engineering Companies (ACEC). He is the primary lobbyist on all federal transportation issues, including the surface transportation authorization bill and several others. Prior to joining ACEC in 2008, Reiffer was the Legislative Director and Counsel for Congressman Vern Ehlers of Michigan.

Janet Kavinoky U.S. Chamber of Commerce Executive Director of Transportation & Infrastructure

Janet Kavinoky serves as the executive director of the Congressional and Public Affairs Division of the United States Chamber of Commerce. She leads all transportation strategy, policy, and lobbying efforts, and has expertise in developing consensus policy positions among diverse stakeholders and lobbying Congress and branch agencies on a wide range of matters relating to surface, air, and water transportation. Kavinoky is also the Vice President of the Chamber-led Americans for Transportation Mobility Coalition, a nationwide effort for increased investment in the nation’s transportation system.

educated the next generation of the manufacturing workforce by engaging 5,000 students, 200 parents, 75 adult learners and 45 educators through 57 in-classroom experiences, technology tours and career fairs in 2013/14.

• Formed a workforce speaker series for the Mayor’s Summer Youth Employment Program with Buffalo Employment & Training Center.

• Offered advisement on employment needs for Buffalo Public School Career and Technical Education.

• Partnered with the U.S. Chamber of Commerce Foundation’s Hiring Our Heroes initiative.

with the Buffalo Niagara Manufacturing Alliance, Greater Niagara Manufacturers Association and the Manufacturers Association of the Southern Tier, on: implementation of Dream It, Do It WNY, the Buffalo Niagara Institute for Advanced Manufacturing Competitiveness (EWI – NY), support for regional designation under the Investing in Manufacturing Communities Partnership program and planning for the ASME Advanced Design & Manufacturing Impact Forum.

• Partnered with the International Institute of Buffalo to help integrate immigrants and refugees into the manufacturing talent pool.

• Led the WNY group at Manufacturing Days in Albany.

BUsiness reTenTiOn• The Employer Outreach Program is a

proactive approach to regional business retention and expansion through in-person meetings with Partnership members.

lOGisTiCs • Hosted 5th annual State of Logistics.

• Logistics Council toured multiple strategic sites in Buffalo including River Bend, Ship Canal, CSX Intermodal Yard and former Bethlehem Steel site.

• Worked to position Buffalo Niagara as a logistics hub to alleviate future congestion due to a shift in global shipping trends.

• Continued facilitating the International Trade Gateway Organization by creating subcommittees for infrastructure, workforce development, marketing and government affairs, each of which formed an action plan.

President & CEO Dottie Gallagher-Cohen participated in Governor Cuomo’s RiverBend announcement of a clean-energy research campus on 90 acres of land along the Buffalo River - Buffalo High-Tech Manufacturing Innovation Hub @ RiverBend, in November 2013.

looking aheadPartnership staff will continue to collaborate as part of the newly-formed Leadership Council, to engage and retain companies that win the 43 North competition. Buffalo Niagara will welcome the winners in January 2015.

CanAm business development efforts will focus on expansion of the Canadian Partnership membership base which will add diversity, greater networking opportunities and an important perspective for cross-border best practices sharing.

Buffalo Building Reuse Project implementation will continue through engagement with public, private and non-profit entities to build financial resources for downtown redevelopment. Working towards Mayor Brown’s goal of 1,300 new housing units in downtown Buffalo by 2018, the Partnership led the drafting of Populate Downtown, an investment strategy designed to achieve a critical mass of residents, development and activity by 2018.

smarT GrOWTh & reDeVelOPmenT• Smart Growth Coordinating Council

scored Consolidated Funding Applications against the recently completed Smart Growth Scorecard for the Regional Economic Development Council.

• Serve on ECIDA Policy Committee to improve economic development strategies.

• Advocated for the extension of the Brownfield Cleanup Program, including participation in Brownfield Cleanup Program NYS DEC Roundtable.

• Continued partnership with One Region Forward by chairing the Land Use and Development Working Group.

• Mediated issues between developer and neighboring industries regarding the Riverworks development project on Ganson Street.

BUFFalO BUilDinG reUse PrOJeCT*A total of $2 million in infrastructure improvements will be awarded for the 2014 construction cycle as a result of BBRP.

• Collaborated with Buffalo Urban Development Corporation, City of Buffalo and a consultant team to complete a Downtown Infrastructure & Public Realm Master Plan.

• Developed building-by-building strategy for downtown adaptive reuse resources.

• Convened a Downtown Housing Roundtable to address redevelopment obstacles.

• Recommended locations for the next $750,000 of Capital Budget investment from the City of Buffalo.

• Hosted Congress for New Urbanism CEO John Norquist.

partnership staffThe Partnership staff undertakes a wide range of efforts to help employers succeed and – as a direct result – increase regional growth. Staff members coordinate several councils and committees for Partnership member participation.

team partnershipTeam Partnership is an employee-founded and employee-led group that works to better Buffalo Niagara through philanthropy with non-profit members. Throughout 2013-2014, employees of the Partnership gave back by participating in charitable activities including Riverkeeper’s Earth Day Cleanup, United Way’s Community Baby Shower, Child & Family Services’ Fashion Show with a Twist, Roswell Park’s 2013 Ride for Roswell, Junior Achievement of WNY’s Bowl-a-Thon, Salvation Army’s Thanksgiving Dinner Giveaway, Gateway Longview’s Adopt-an-Angel and The Color Run. Team Partnership will continue to engage with non-profit members in 2014-2015 in order to improve the community through volunteerism.
