King-Vaughan Road Bridge Replacement

The King-Vaughan Road Bridge is an arch bridge constructed in 1920 and carries one lane of vehicular traffic across the East Humber River in one continuous span.

The deterioration of the structure triggered the need for a Schedule C Municipal Class Environmental Assessment (Class EA) Study to assess an appropriate rehabilitation / replacement strategy.

An Environmental Study Report (ESR) was completed in April 2018 and submitted for a 30-day public review with the preferred design of a full bridge replacement.

No objections or Part II Orders were received after the review period and could therefore proceed to detailed design and construction.

King-Vaughan Road Bridge Replacement

The Preferred Preliminary Design selected following completion of the ESR was the replacement of the existing structure. The main components of the Preferred Design were as follows:

Single span, integral abutment bridge with side-by-side pre-stressed concrete box girders; Cast-in-place concrete distribution slab; Asphalt and waterproofing wearing surface; Two 3.25 m lanes and two 1.5 m shoulders; Bridge opening of 18.86 m, centered and perpendicular to existing channel alignment; Flows up to and including the 100-year event will be accommodated by the new opening

without overtopping; Existing horizontal alignment maintained; 1 m raise in vertical roadway profile; and No property acquisition requirements.

The Detailed Design has revisited the above components through further consultation with stakeholders and members of the general public to ensure the design of the replacement bridge minimizes environmental impact and meets the needs of the project.

Detailed Design and Implementation Planmac Engineering Inc. has been retained by the City of Vaughan to complete Phase 5

(Implementation) of the Municipal Class EA Process

This includes detailed design, production of contract drawings, complete any outstanding technical studies / surveys and obtain permitting, prepare contract documentation, and see through the construction of the bridge replacement as Contract Administrator

Outstanding studies and surveys include the following: Stage 2 Archaeological Assessment; Topographic Survey; Geotechnical Investigation; Hydraulic Assessment; Traffic Management Plan; and,Further Structural Analysis.

Archaeology Assessment The Stage 1 assessment conducted during the Preliminary Design phase revealed

that two major features of archaeological potential exist within the study area including the East Humber River tributary and several important early transportation routes.

A Stage 2 Archaeological Assessment was undertaken as part of the Detail Design phase. Indigenous communities participated in the Stage 2 Archaeological Assessment including monitoring the fieldwork and reviewing the draft assessment report.

The Stage 2 assessment did not result in the identification of any archaeological materials. Archaeological Research Associates Ltd. recommended that no further assessment be required within the project lands.

Geotechnical Investigation A geotechnical borehole investigation was carried out to assess subsurface conditions at the

bridge site and to provide foundation recommendations for the bridge replacement.

Two (2) boreholes were drilled at the subject site either side of the watercourse to depths ranging from 25 to 28 m below ground surface.

Below the fill in the boreholes, loose to compact cohesionless (sandy) deposits were found extending to depths ranging from 13.7 to 15.2 m, underlain by very stiff to hard clayey silt deposits. Weak sandy deposits were found extending to depth of more than 10 m, which are not suitable for supporting shallow foundations (i.e. footings).

Deep foundations such as driven piles and drilled caissons can be adopted to support the proposed bridge.

The results of the geotechnical investigation recommended the new bridge be supported on H piles driven to the hard clayey silt deposits.

The presence of groundwater table in the cohesionless (sandy) soils overlying the clayey silt deposits will make the construction of the caissons difficult. An oversize temporary caisson liner will be required which must be sealed in the underlying clayey silt deposits.

Hydraulic Assessment A hydraulic analysis was performed for the East Humber River to confirm the current 50 Year and 100

Year design flow rates and corresponding flood elevations.

A hydraulic model was prepared to confirm flood conveyance of the existing bridge opening and to provide recommendations as to whether it is necessary to revise the bridge height.

For the new bridge design, Ministry of Transportation Directives (B100) and Ministry of Transportation (MTO) Highway Drainage Design Standards (2008) were followed.

Review of model results suggests that flood flows up to 100-year event can be successfully conveyed through the proposed 18.86 m span bridge, meeting the minimum conveyance criteria as per the MTO directive.

As per the MTO standards, for bridges servicing arterial roads, both freeboard and clearance shall be greater than or equal to 1.0 m. It is estimated that freeboard and clearance depths of the proposed bridge under the 50-year flow are 1.21 m and 0.51 m respectively. In turn, the proposed bridge design satisfied the MTO criteria regarding the freeboard, however, does not comply with the clearance criteria.

Although the proposed bridge does not satisfy all listed MTO criteria, the conveyance capacity and road inundation conditions are greatly improved; and negative impacts to flooding are considered limited and only exist locally at the crossing.

Environmental Protection Measures Schedule vegetation removal to avoid disturbance to breeding birds (prior to April 1 and after August 15)

Restore disturbed areas / habitat to natural or better conditions

If construction works are scheduled in the late spring / summer, isolation fencing should be installed by the first week of May to keep Snapping Turtles and/or other amphibians out of the construction site

Redside Dace in-water works timing period of July 1 to September 15 should be applied. Redside Dace are classified Endangered species at risk (SAR) both provincially and federally. Permitting / approvals for watercourse works have been sought as part of the detailed design

Should previously undocumented archaeological resources be discovered, the Contractor must cease alteration of the site immediately and engage a licensed consultant archaeologist to carry out archaeological fieldwork, in compliance with Section 48(1) of the Ontario Heritage Act

Affected road users and property owners will be notified in advance by the Contractor (e.g. signage, notices), as to construction schedule/ duration

Contractor will be required to comply to local noise by-laws
