KOREA INSTITUTE FOR CURRICULUM AND EVALUATION
KICE is a government-funded research institute that was established for the purpose of quality education
and improvements of school education in Korea. Since its establishment in 1998, KICE has stood at the
forefront of developing the Korean education with National Curriculum revision, textbook authorization, the
National Assessment of Educational Achievement (NAEA), the College Scholastic Ability Test (CSAT) and
support for improving students’ basic educational achievement.
Our society faces rapid changes that the Fourth Industrial Revolution is expected to bring, and the
educational environment has been influenced by such changes. KICE has thus focused our efforts
to communicate and coordinate closer than ever before with schools, striving to conduct world-class
educational research and educational evaluation schemes with our values firmly rooted in student-
centered education.
With a full recognition of the importance of education, KICE continues to strive toward education bringing

KICE is responsible for leading the innovation of the 21st century school education through the
research and development of elementary and secondary school curriculum, the research and
authorization of school textbooks, the research and development of teaching and learning methods,
and the system and expertises to successfully conduct mass-scale evaluation projects including
College Scholastic Ability Test (CSAT).

Research Reports on the National Curriculum
Curriculum should reflect changes in educational environment. KICE has conducted basic
research to set directions for the future of the National Curriculum by identifying needs from
the society, leading the research and development of the National Curriculum from the revision
of the 7th National Curriculum to the 2015 revisions.
Following the revision of the National Curriculum, KICE has carried out research to support
the implementation of the revised National Curriculum, making efforts to improve school
education. KICE has made contributions to enhancing the practical use of its research results
and to cultivating future-oriented and creative-convergence competencies.

Textbooks
Research and authorization of textbooks aim to develop and distribute quality textbooks for
improving competitiveness of school education. KICE has carried out research on textbook
policy and system improvements and has authorized and approved textbooks for quality
control.
KICE will serve as the foundation for improving school education in Korea by examining
potentials of free issue systems and conducting in-depth studies of digital textbooks.

Teaching and Learning
Basic and policy research on teaching and learning has made contribution to improving the
quality of primary and secondary education. KICE has contributed to supporting classroom
teaching through developing instructional materials and programs and to enhancing teacher
professional development.
KICE has played a key role in improving basic academic achievement through researches
on basic education and a website “Ku-Cu (Keep up-Catch up)” to support basic academic
achievement.
KICE has played a leading role in normalizing public education through conducting research
on the Special Act on the Public Education Enforcement.

Seminar on the Characteristics of Korean Students’ Achievements from PISA 2015 and TIMSS 2015 Results
Capacity Building Training for the Central Student Assessment Support Group
Educational evaluation research aims to provide valid and reliable information on education
through systematic measurement of the overall results derived from the application of the
curriculum, teaching and learning processes, and student achievements.
KICE implements the National Assessment of Educational Achievement (NAEA) and
conducts research to ensure the quality control of the National Curriculum. It also implements
the international assessments of the OECD and IEA, and carries out comparative research. It
supports schools through for the effective implementation of criterion-referenced assessment,
performance assessment and process-fortified assessment at schools.
KICE will make contribution to cultivating human resources for the future through the
computer-based evaluation systems and research to improve the evaluation system of
competencies presented in the National Curriculum.

The College Scholastic Ability Test (CSAT), a test to measure scholastic ability required for
college education, aims to provide fair and objective data for university admissions processing
through tests of critical thinking aligned with high school curriculum.
KICE takes its responsibilities for the normalization of high school education and university
entrance through the CSAT and mock test item developing, printing and scoring along with
research on test item development, difficulty level and stable implementation.
KICE will meet the social and national needs through research on the normalization, reliability
and validity of the CSAT.

Elementary and secondary school teacher selection tests
KICE has been implementing the elementary and secondary school teacher selection tests,
and the elementary, middle and high school graduate equivalency tests for self-study students
through building solid management systems based upon test-related research and continuous
monitoring.
In particular, KICE has been preparing for the future society with efforts to change from
knowledge-based tests to competency-based teacher selection tests and to capacity-based
graduate equivalency tests.
KICE steadfastly endeavors to improve stabilization, fairness and professionalism of human
resources selection systems for future society.

Korea-OECD International Seminar Virtual conference on the Korea-OECD International Seminar
KICE has elevated its status as a world-class educational research institute through global
education development cooperation. It has hosted international conferences to share its
achievements and to strengthen international cooperation. It has also conducted research on
global research trends in curriculum and evaluation.
KICE has expanded its collaborative research and human resources exchange through signing
the memorandum of understanding with universities and educational research institutes
overseas. It has carried out educational development cooperation to meet the needs from
