ass igned to the Sovie t Embassy in Mexico City as Vice Consul

on 19 September 1961.

A f luen t Spanish s p eak e r , he had t r a v e l l e d abroad a t l e a s t

t h r ee t imes be fore t h i s permanent ass ignment ; moreover in 1959KOSTIKOV app l i ed for a v i s a to accompany Premier N i k i t a Sergeye-

vich KHRUSHCHEV s par ty to t h e Uni ted S t a t e s as an o f f i c i a l o f

the Sovie t Mi n i s t ry o f Fore ign A ffa i r s but we have no r ecord

of h is hav ing come to t h i s country a t t h a t t ime . KOSTIKOV

se rved as an i n t e r p r e t e r a t i n t e r n a t i o n a l conferences a t Madrid

and Barce lona in 1958 an·d 1959 . · In l a t e 1959 and e a r l y 1960he a t t ended Sovie t e x h i b i t i o n s in Mexico City and l lavana; he

i s known to have been in Cuba from 6 January to 7 March 1960.

f i r s t two weeks o f September he went to Ti ju an a E n s e n ~ d a andMex i ca l i o s t en s ib ly f o r the purpose o f purchas ing c o t t o n . The

U.S. Department o f S t a t e however has r epor ted t h a t dur ing

these t r i p s KOSTIKOV met l o c a l r e p re se n t a t i v e s o f MovimentoLibe ra t ion Nat iona l and Cent ra l Compesina In d e p e n d i e n t a both

l a rge Communist f ron t o r g an i za t i o n s ·. In a d d i t i o n accord ing toFBI sources KOSTIKOV was accompanied on the September trip byIvan Gavri lovich ALFERYEV, and he con tac t ed in Ensenada se v e ra l

persons i nc lud ing Communist sympath izers who prev ious ly bad been

as s o c i a t ed with Sovie t o f f i c i a l s s t a t i o n e d in Mexico ~ i t y .ALFERYEV, a PR VD cor responden t in Mexico vas in c lose

con tac t with Cuban diplomats and l oc a l Communist l e a d e r s dur ing

a February 1962 v i s i t to Qui to .
