IT seems that things are getting so outof hand for Koukamma Councillors,that they will henceforth receive spe-cial risk insurance.
In addition to their total remunera-tion package, themunicipalitywill nowhave to take out a special risk insurancecover for all councillors.According toKoukammamayor, Sam
Vuso, the objective of this insurance isto provide for the loss of or damage toa councillor’s property, assets, life ordisability arising from any riot, civilunrest, strike or public disorder.“It is the responsibility of the council-
lor to provide all necessary details tothe municipality regarding their prop-erty or assets to be covered by the spe-cial risk insurance. Failure by the coun-cillor to complywith thiswill lead to theexclusion of that councillor’s propertyor assets from the cover.”In the event that the councillor has al-
ready got sufficient cover, he or shewillbe reimbursed by Council.
Councillors to receivespecial risk insurance
The Eastern Department of Health is set tobuild a clinic in Misgund.The Department is currently leasing a pri-
vate accommodation to runa small clinicnextto the Langkloof Supermarket. They are nowlooking at building a new and bigger clinic inthe area.
According to the agenda tabled at an Ordi-nary Council Meeting held at the Storms Riv-er Community Hall on Friday, the erf whichthey want to use, will now be rezoned fromagriculture to business.The Department having built the clinic,
will lease it from the municipality.
The municipality is also looking at the pos-sibility of extending its clinic in Joubertinaand to relocate the current clinic in StormsRivier and to construct a new clinic, saysmu-nicipal manager Sabelo Nkuhlu.“Funding still needs to be secured for these
two projects.”
Misgund to get bigger and better clinicTHE offices of the South African SocialSecurity Agency (SASSA) in Jouberti-na will soon be relocating to Ka-reedouw.SASSA will render services to the
community of Koukamma on particu-lar days by means of mobile units.

THE Koukamma Municipality is set to pumpclose to R11 million into water infrastructureupgrades in the area.
According to Koukamma Municipal Man-ager, Sabelo Nkuhlu, the Department of Wa-ter Affairs purchased water equipment andmonitoring devices at a cost of R700 000 to as-sure quality water to its residents in thewhole of Koukamma, as well as to adhere tolegislative compliances.“The municipality has furthermore sub-
mitted an application for funding to the tuneof R5 million to increase water availabilityand sustainability in the Langkloof area,”
says Nkuhlu.“The focus will be on harvesting under-
ground water and possibly to supply JoJoTanks to residents and institutions.”The municipality is also looking at the
construction of water storage facilities inKrakeel at an amount of R1.7million, aswellas to increase the capacity of the water stor-age dam in Louterwater at a cost of R2 mil-lion.It is also envisaged to fence the dam and re-
servoir.A feasibility study in Misgund was comple-
ted byAmatoliWaters,whohadbeen appoint-ed by theDepartment ofWaterAffairs in part-nership with the municipality.“This R1.3 million study will form the basis
for the application of further funds to in-crease the water infrastructure network forthe provision of safe water for human con-sumption,” says Nkuhlu.“Farmers from the area have undertaken to
provide their excess water to the community,on condition that the municipality foot thebill for the installation of pipes from theirfarms to the dams.“We are still looking for funds to implement
this project.” The dam and reservoir in Mis-gund will also be fenced.New water metres will furthermore be in-
stalled throughout the KouKamma at a costof R250 000.A contractor has already been appointed,
says Nkuhlu.
Municipality to pumpR11m into infrastructure upgrades
DYSFUNCTIONAL sewage plants, raw sew-age spilling over, and an all too familiarstench, might soon be something of the pastfor Koukamma residents.TheKoukammaMunicipality is set to focus
its main effort over the next year or two onupgrading its waste water treatment plants
and sewer plants at a cost of R6.2 million.According to municipal manager, Sabelo
Nkuhlu, the refurbishment of the sewageplant in Woodlands, Tsitsikamma has al-ready kicked off at a cost of R200 000.“We have submitted a proposal to the
Cacadu District Municipality for the applica-
tion of funds to the tune of R1 million for theimprovement of the waste water treatmentplant and sewage plant in Louterwater,” saysNkuhlu.“We are also in the process to secureR5mil-
lion to improve the waste water treatmentplant and sewage plant in Coldstream.”

LIBRARIES across the Koukamma regionwill turn over a new page in the near fu-ture.
The KoukammaMunicipality is set to up-grade existing libraries, aswell as constructnew libraries to the tune of overR13million.According tomayor SamVuso, the exist-
ing library in Louterwater will be upgrad-ed at a cost of R30 000 to improve quality
education support, while the existing li-brary in Thornhamwill also receive a newlease on life at a cost of R250 000.Buildings in Krakeel, Coldstream and
Kwaaibrand will be converted to be usedas libraries, while new libraries will beconstructed in Kareedouw and StormsRiver at a cost of R11 million and R1.5 mil-lion respectively.Library material to the value of R50 000
will give a helpful boost to the library inClarkson.

KOUGA Municipality is investigating strict-er regulations and policing of the KrommeRiver following a spate of complaints aboutboat users endangering the lives of people us-ing or living on the banks of the river.
The municipality this week issued a letterto boat owners, stating that it had beenbrought to the attention of the Kouga Councilby the Joint Kromme River Committee that“many boat owners are either ignorant or dis-missive of the municipal by-laws concerningthe use of leisure craft on the river”.Municipal Manager Sidney Fadi said the
complaints had left the Council with littlechoice but to investigatemore stringent regu-lations andpolicing of the river to help ensurethe safety of other river users.“There has been a dramatic increase in the
number of leisure craft using the Kromme
River and its estuary over the past few years.The flooding of the Sand River has further ledto the silting up of the river which, in turn,has caused the narrowing of navigable chan-nels, especially at low tide,” he said.“We urgently request all boat users to ad-
here to regulations. Your cooperation and as-sistance in ensuring that the river is usedsafely and responsibly will alleviate the needfor drastic measures to be introduced.”He said additional measures that were be-
ing considered,were the re-zoning of the riverfor the use of certain activities such as skiing,the banning of certain types of craft in certainareas or sections of the river, due to erosionof river banks and destruction of environ-ment, and the complete banning of certaintypes of craft, such as jet propulsion craft,which are already banned in most rivers inSouth Africa.

KOUGA Municipality will hold an outreachthis month to update its database of unem-ployed residents and Small, Micro and Medi-um Enterprises (SMMEs).
Kouga Executive Mayor Booi Koerat saidthe outreach was aimed at all ward-basedSMME forums, community SMMEs, emergingcontractors and entrepreneurs, cooperativesand other stakeholders eager to learn moreabout up-an-coming business opportunities.
“There is a wealth of developments being
planned for our area, including, housingprojects, agricultural initiatives and theSarahBartmann Centre of Remembrance,” he said.
“OurLED-staffwill be introducing thesede-velopments to SMMEs and entrepreneurs inaddition to updating the municipality’s un-employed and SMME-database.”
The Mayor encouraged SMMEs and entre-preneurs to register with the municipality.
“The database will allow us to assess andempower SMMEs in order for them to benefitfrom local developments. Itwill also assist the
municipality to audit technical skills for jobopportunities that arise at projects.”
The outreach will start at the Weston Hall(ward 14) at 16:0 and the Vusumzi Landu Hall(ward 9) in Hankey at 18:00 on April 3.
On April 10 the outreach will be at the DanSandi Hall in Ramaphosa Village (ward 10) at16:00.
Jeffreys Bay will be visited on April 15. Thefirst session will take place at 16:00 at the To-kyo Sexwale Sportsfield hall (wards 14 and15), followed by a session at the Pellsrus Com-
munity Hall at 18:00 (ward 2).On April 16 the outreach moves to the Sea
Vista Community Hall (ward 12) at 15:00 andto the Oyster Bay Community Hall (ward 1)at 18:00.
The LED-team will be at the KwaNomzamoCommunity Hall (wards 6 and 15) at 16:00onApril 23.
The outreach will come to an end on April29 when the team will be at the ThornhillCommunity Hall (ward 7) at 16:00 and theLoerie Community Hall (also ward 7) at 18:00.

THE Kouga Municipal Geyser Project, inpartnership with Eskom, has reached a wel-come milestone when the 1 000th geyserswitch was installed in Humansdorp.
Some6 200 switcheswill be installed in total
at houses inHumansdorp, StFrancisBay, Jef-freys Bay and Cape St Francis
Home-owners are requested to join handswith the municipality and Eskom to helpmanage the electrical demand during
evening peak periods - by participating in aprogramme aimed at installing geyser con-trol devices connected to their geysers.
These control devices will make it possibleto switch geysers on and off remotely during
times of peak demand, namely between 18:00and 20:00. The control units will be installedat no cost to the home-owners.

werk wat ’n kind verloor het - die rou snikkewat jy beleef kan nie beskryf word nie,” sê Iristerwyl sy self ’n traanwegvee. “As jy ’nmense-mens is, is dit onmoontlik om dit af te sny.”Dean vind sy uitlaatklep in die vorm van
adrenalien-sport. “Sommige van die gevallebly togmaar in jou onderbewussyn, al probeerjy hoe hard om jou van die situasie af te sny.Ek verwerk sulke gevalle deur van hoë brueof uit die maag van ’n vliegtuig te spring.”Maar die werk het ook sy snaakse oom-

“We are very excited to bring this event backto Jeffreys Bay,” said RVCA South Africa’s Ar-no Lane. “Apart from all the high action surf-ing that goes down, there is such a great vibedown here at the Lower Point, and all the kidshang out and have such a cool weekend. Thereare loads of activities and things to do, andwe’re looking at having an RVCA - style partywith some live bands down here as well.”

Stock car races will take place at Victory Raceway in Victoria Drive,Walmer on April 5. Gates open at 15:00 and racing starts at 18:00.Tickets cost R50 per person, while track parking is R20 per vehicle.Classes to compete are Junior Hot Rods, 1660’s, 2.1 Modifieds, Hot Rods,Super Sixes and American Saloons.
