Sir, I am directed to refer to this Department's letter No.11-32/2014-Hort. dated zs" April 2014 conveying the administrative approval for implementation of the Centrally Sponsored Scheme of On Farm Water Management erstwhile scheme of National Mission on Micro Irrigation (NMMI) during 2014-2015 and t~ convey the sanction of the President to the payment of an amount of Rs 803.60 Laldh (Rupees Eight Crore Three Lakh Sixty I Thousand only) as Second installment for implementation of the Scheme in Tamil Nadu. 2. In accordance with the revised procedure, the Reserve Bank of India may please be advised for debiting to the account of Departllent of Agriculture and Cooperation and passing on the credit to the Central Account Section, for transfer to the State Government of Tamil Nadu. b) 3. The said Grant-in-aid will be subject to the following conditions and the State Government shall ensure that they are strictlr complied: - . a) The grants shall be utilized and disbursed by the concerned implementing agency in accordance with the On Farm Water Management (OFWM) Operational Guidelines, Annual Action Plan I Administrative Ajiproval for the year 2014-15 and in accordance with the conditions stipulated in this letter. The implementing agency shall maintain ~roper accounts of the expenditure incurred and submit the statement of audited accounts and Utilization Certificates to this Department as soon as possible after the closure of the financial year. c) The audited records of all aspects (permanent or semi permanent), acquired wholly orsubstantially, out of the grant to the implementing agency should be maintained asprescribed in the form GFR 19-A (Annexure-I). The Consolidated Statement of UCalong with statement of accounts shall be furnished to the Government of India annuallylatest by the end of June, following the financial year to which it relates.

d) Assets permanent or semi-permanent acquired wholly or substantially, out of the grant bythe Government of India shall not, without prior approval of the Government of India, bedisposed of, encumbered or utilized for the purpose other than those for which the grantis being sanctioned.

e) The accounts of the implementing agency shall be open to Internal Audit of the PrincipalAccounts Officer, Department of Agriculture and Cooperation as well as Statutory Auditby the Comptroller and Auditor General of India at his discretion and he shall have theright to demand the production of books, accounts, connected vouchers and otherdocuments and papers in this regard.

f) The information regarding area covered under drip/sprinkler irrigation during 2014-2015(Annexure-If), Monthly Physical and Financial Progress Report (Annexure-III) are tobe furnished to the Department by io" of every month. List of Beneficiaries shall bemaintained by the Implementing Agency in the prescribed proforma (Annexure-IV).

g) At least 30% of budget allocations are earmarked for women beneficiaries/farmers. Thismay also be intimated to central Govt. in the monthly progress report.

4. As per Census of India 2001, the SC and ST population of Tamil Nadu is 19% and 1%respectively, Category wise funds released and head of account to which it shall bedebited are as under: -

I am directed to refer to this Department's letter No.l1-32/2014-Hort. dated 28th April2014 conveying the administrative approval for implementation of the Centrally SponsoredScheme of On Farm Water Management erstwhile scheme of National Mission on MicroIrrigation (NMMI) during 2014-2015 and to convey the sanction of the President to thepayment of an amount of Rs 359.10 Lakh (Rupees Three Crore Fifty Nine Lakh and TenThousand only) as Third installment for implementation of the Scheme in Tamil Nadu.

2. In accordance with the revised procedure, the Reserve Bank of India may please beadvised for debiting to the account of Department of Agriculture and Cooperation and passingon the credit to the Central Account Section, for transfer to the State Government of TamilNadu.
