Since the fatal terroristattacks in Bali in 2002 and 2005,the province has fully rebounded, entrenching itself as one ofSoutheast Asia's top tourismdraws. Tourist numbers continueto break records and developersand investors are tripping overthemselves to build hotels, villas, convention centers and tourismparks on the island.

Tourism experts say JuliaRoberts' Hollywood movie "EatPray Love" filmed mostly in Baliand released earlier this monthcou ld fu r the r r a i se Ba l i ' sinternational profile and lure evenmore tourists to the island.

The Ministry of Cultureand Tourism has jumped on thebandwagon, with Indonesianconsulates around the worldreportedly offering tour packagessimilar to that in the film.

    But behind the facade of

surf shops, nightclubs and artistcommunities, forces are at workthat could see Bali's impressiverise coming to a grinding halt.

Ironically, at the root of theproblems, which include rampantdevelopment, dwindling naturalresources, a diminishing uniqueculture and increased communaltensions, are the millions oftourists that flock annually to theisland and make it one of therichest parts of Indonesia.Rocketing Number

According to the CentralStatistics Agency, 1.17 millionforeign tourists arrived in Bali inthe first half of the year, a 9.52percent increase from the 1.07million in the same period lastyear.

Australian tourists, inparticular, have doubled every twoyears since the start of 2006, onlymonths after the last terroristbombings on the island.Last year, 446,570 Australiantourists visited Bali, up 42.6percent fro m 2008.

More tourists from Japanand China are also flocking to theisland due to its close proximityand reputation as a low-costdestination.

The increasing number ofvisitors to Bali and the industriescatering to them continue to placeundue pressure on the island'snatural resources and halcyonway of life.

There are concerns thatthe small island could turn intoanother Ibiza, Spain, which isknown for both its crime wave andwild nightlife.

    A t t h e r o o t o f t h etrepidation are land developmentand natural resource use forhotels and other tourist sites.

Balinese Hindu culturerooted in the powerful "banjar"village associations depends onland ownership and rice cultivationtraditions.

A Balinese home oftenaccommoda tes up to f ivegenerations, and includes thefamily temple where the livingworship ancestral spirits andcomplete the many rituals definingBalinese life.

In prime areas such asSeminyak, mostly foreign-backedvilla developments have drivenland prices as high as Rp 10million per square meter.

Projects like these havecaused Bali's famed rice fieldsto vanish.

On the surface, this mayappear a good thing, since thetourism sector accounts foraround 30 percent of grossregional domestic product.

But community leadersfear that generations of Balinesewho make an average monthlyincome of $100 are bought out oftheir own land and resources, which they mostly use foragriculture.

    2 Sept - 8 Sept 2010 (197)The rape and murder of a Japanese tourist

and other foreign women are presumably the resultof misperception among Indonesians over thesignals sent by women in scant clothing.

Balinese locals may be accustomed to theliberal ways of the expatriate community, butimmigrants from other islands can be confused andpossibly react inappropriately.

Communal conflicts are also set to increaseas the Balinese and business developers, many ofwhom are from outside the province, fight for landand natural resources while the gap between thehaves and have-nots widens.Sex Trade and Polluti on

Development in Bali is also bringing starkhealth risks, namely HIV and AIDS, as sex workersfrom across Indonesia and Southeast Asia haveflocked to the island to cash in on tourist cash.

Bali's booming commercial sex trade hasgrown along with its tourism sector, with an estimated10,000 prostitutes, mostly in Badung regency.HIV/AIDS infection rates among sex workers areestimated to be as high as 30 percent.Meanwhile, increasing pollution has alsobecome a major concern.

A two-year study by biologists at UdayanaUniversity in Denpasar found the presence ofpollutants that exceed environmental qualitystandards at the main beaches of Legian, Nusa Dua,Jimbaran, Tanjung Benoa and Canggu.

The massive pumping of groundwater to feedthe needs of businesses is also causing seawater tointrude into Bali's water table at an alarming rate atleast five kilometers inland, the study said.

The pollution of Bali's beaches and naturalwater supply is not a new issue but it has becomemore pronounced in recent years due to rapidgrowth.

Several environmental experts have blamedthe pollution on the hotels' laundry and waste-cleaning.

Locals are becoming more aware of thissituation, as residents of a village in Kuta last yearthreatened to seal the newly-opened Tune Hotel overalleged water pollution.

Looking ahead, Bali is set to raise its profilehigher still by playing host to a number of majorevents, including the 2013 Asia-Pacific EconomicCooperation summit and the 2014 Miss Worldpageant.

While development and investment from thetourism boom in Bali may appear positive in the shortterm especially for those raking in profits if notproperly managed, as appears the case at themoment, it could have drastic consequences thatmay be impossible to reverse, turning the vauntedisland of the gods into a tourist slum.

Continued from page 2 Limited Powers

Bali Governor I Made Mangku Pastika hasacknowledged the issues confronting the island.

He said last year that only 140 rivers andwaterways out of 400 in the province are functioningproperly, mainly due to unchecked development andbusinesses pumping groundwater.

The fight for what little land is left fordevelopment has prompted the local legislature topressure the provincial government to implement amoratorium on villa and hotel construction.

Pastika has admitted that his administration isfinding it difficult to control the increase of villas andhotels in the province due to the regional autonomylaw, which gives mayors and district heads theauthority to directly issue construction and businesspermits.

The Tourism Board's Wijaya echoed thegovernor's sentiments. "Are we going to becomeanother Ibiza? We don't need millions of visitors or allthese hotel rooms going up all the time," he said.

"Mass tourism would kill Bali and its uniqueheritage. The central government has given localauthorities too free a hand since decentralization in2001."Crime Boom

Based on the results of the national census inMay, Bali's population now stands at 3.89 million, upfrom 3.15 million recorded in the 2000 census.

The population and development boom hasaffected nearly every aspect of life in the island, notleast of all crime.

Police last month reported the crime rate inBali has shot up 14.8 percent in the first half of 2010compared with the same period last year, with thetourism hubs of Denpasar and Badung regenciestopping the list of crime-ridden areas.

The Bali Police have said that crimestargeting foreigners this year would more than doublelast year's total, as incidences rose to 115 fromJanuary to June this year compared to only 107 for allof 2009.

The crimes in Bali over the past year havebeen driven by a number of factors, which includesimple desperation and opportunity, the probablemotives for incidents such as bag-snatching and ATMfraud.Envy of the lifestyle of the expatriate communityis another crime d river.

What to a foreigner may appear to be an"average" lifestyle is already considered highlyprivileged by Indonesians, inevitably provoking someto try to take advantage.

On one hand, while authorities haveattempted to persuade foreigners to dress withrelative modesty, many ignore the advice.

Hello again to all our readers and what abrilliant week it's been in the Baliparadise we all love. It neverceases to amaze me just how f ullof surprises this great little islandis and it's no wonder the surfersstarted coming here with theirboards all those years ago. Canyou imagine just what it wouldhave been like when it was anuntouched little gem? When atourist was hard to find? I guesswe should thank the surfingfraternity to a certain extent foruncovering one of the world'sm o s t p o p u l a r h o l i d a ydestinations. I imagine the boyscame here with no expectationsand arrived simply to have asurfing holiday and catch somewaves .

Now days it's a differentbeast with a trillion surfers arrivingeach year from almost everycorner of the globe, surf board inhand and ready to hit the bars asmuch as they hit the waves. Someof these wax heads don't even get

to the beach anymorethey just bring a board to Bali incase they want to go out andcatch a break. The board iscarried around on the side of amotorbike by way of the dreadedsurf board rack that you will seearound and has become a cymbalof status for chick hunting I rekn. It's the damn board rack on thebikes I don't like and am sick andtired of these idiots trying therehardest to push through traffic likethey don't have anything attachedto the side of the bike.

I think back home theseguys don't ride bikes they justcome to Bali and rent a bike thenproceed to ride as fast as they caneverywhere they go with noregard to other more slower ridersthat have been riding for over 20years like myself. It's weird thatthose racks increase the width ofthe bike and these riders can't

seem to work that out. Do theseguys know what happens if you hitsomeone up here? Especially anIndonesian national? I listened toa lady tell me about an accidentshe witnessed in Poppies Laneone, and yes you guessed it Ken,a bloody surf rack on a bike wasinvolved. Apparently the surfer hita bike as he raced down the lanecausing a domino effect to a lineof parked bikes, needless to say

about 50 people came outand insisted that the damage toeach bike be paid for on the spotat the estimated value of a Ferrarirepair. Right whack you loser, next time slow down andremember that the bike has solidsteel racking attached whichmakes it wider.

Ok punters it's about thattime again, so I will sign off foranother week and chill back intothe groove of a few little greenbottles with friends and see if wecan solve the world's problems.Be safe, be well, and above allremember, it only takes one drinkto get me loaded. Trouble is, Ican't remember if it's thethirteenth or fourteenth one.Enjoy your week, Karn the Pies.

An alligator crawled out of thesewer in New York, but wascaught by police.

AT LEAST one alligatorapparently really does live in NewYork City's sewers with a 46cm'gator allegedly crawling out of adrain today, delighting onlookersand giving fresh meat to the urbanmyth that the carnivorous crittersare living below the Big Apple.

The spectacle began justafter 3pm local time, when apassersby spotted the reptile onNewtown Avenue near 29th St,Astoria, Queens and yelled

    "Crocodile!", the New YorkPost reported.

One witness said thealligator crawled out of a drainduring the afternoon's downpour.

    Police couldn'tverify that the animal

crawled from the sewers - a big-city myth that inspired the 1980

B-movie Alligator and others - butwere baffled as to where it camefrom.

"It's a big mystery," saidpolice spokesman Officer JamesDuffy. "It could have beendumped from a car or it couldhave come out of a sewer."

The police EmergencyService Unit lassoed the animaland bound its snout with tape.

The caged 'gator waskept at the 114th Precinct until it

was picked up by AnimalCare & Control.

A spokesman for animalcontrol said the alligator would betaken to a licensed rehabilitationcarer or reptile sanctuary.

Crocodiles and alligatorshave called New York home in thepast, most famously in 2001, when

the city was captivated by a caimanthat eluded authorities in CentralPark for a week. In 2003, policecaught a 1.2-metre crocodile thatwas wandering around a Queenspark.

Some experts have calledthe city's sewer system a "naturalswamp" warm enough to attract'gators, but few think they couldsurvive for very long.

No one has yet claimed thealligator.

The Bali Post quotes other unnamedsources suggesting the ship was, in fact, carrying 250 passengers, 8 trucks, 3motorcycles and 6 buses.

The ship was just two days out from ascheduled dry dock maintenance when itsengines went dead and drifted onto a nearbyreef. The ensuing low tide left the vessel high inthe water and listing to the right makingevacuation of passengers problematic. As aresult, the passengers spent 12 hours on whatwas to have been a 30 minute ferry crossingbefore they could be evacuated to safety.

The tilting, stranded ship buffeted byhigh winds created a degree of understandablepanic among the passengers. Within one hourafter the grounding the chief of the KetapangPort and officials from the ferry operatorsdispatched smaller boats with food and water forthe passengers.

Shortly after midnight another ferry and atugboat arrived at the scene and triedunsuccessfully to free the vessel and evacuatethe passengers. It was only at sunrise on Friday

morning, after more than 12 hours of being stuckon the reef, that the passengers were evacuatedusing rubber boats operated by the IndonesianNavy and the Maritime police. The small boatswere used to ferry the passengers from thestranded vessel to another ferry standing by indeeper water a short distance away.

The head of the Ketapang office of PTIndonesia Fery Ketapang-Gilimanuk insisted tothe press that the mishap was solely due to badweather and was not linked to overloading.

The stranded ferry was eventually re-floated at 10:56 am and towed to back to port.

The loo was removed when the house was beingrefurbished, and Lennon suggested the builder, JohnHancock, take it home and "put some flowers in it".

Instead, the builder carefully stored it in a gardenshed, where it remained for 40 years until he died, and hisson-in-law put it up for sale.

HOROSCOPE PREDICTION 2 Sep t - 8 Sep 2010LIBRASep 23 - Oct 22As a Libra, you are far more conscious of the tides oftensions that can rise and fall in even the most stable ofrelationships. However, that doesn't mean you'veacknowledged them to others. The sooner you talk thingsover frankly, the more swiftly you'll deal with these

increasingly intrusive issues.SCORPIO Oct 23 - Nov 22Sometimes all it takes to deal with a problem is defining it.And it would appear that is exactly what you've been doingfor the past several days. Persist, and within a short timeyou'll realise that the issue was a fundamentalmisunderstanding between you and those concerned, notwhat you'd imagined all along.

SAGITTARIUS Nov 22 - 20 DecWhen you're feeling philosophical, you're able to deal withthe confusion that accompanies the retrograde Mercurywith a laugh. But when you're not in an upbeat mood, ascould soon be the case, you might over-dramatise whatare really minor issues. For this reason it's worth keepingyour sense of humour intact.

CAPRICORN Dec 21 - Jan 19There's a difference between things being aggravating, which they most certainly are, and there actually beingserious problems, which there aren't. Bear this in mind andinstead of dwelling on what isn't working you'll focus onwhat does, and might even find yourself enjoying it. Thatwill change everything.

AQUARIUS Jan 20 - Feb 17Only weeks ago you were distressed about events thatwould mean altering an element of your life or daily routineyou regarded as sacred. Still, having no choice, you did theminimum. You're now realising how this has opened yourmind, and your life, to wonderful if unexpected new ideasand experiences.

PISCES Feb 18 - March 19While you're perfectly capable of refusing an offer or ideathat's clearly not worth pursuing, saying no to certainindividuals for whom you have a soft spot is somethingelse. Though no artifacts orrecords exist that would dateBali as far back as the StoneAge, it is thought that the veryfirst settlers to Bali emigrated

Following this time, there were many reciprocalpolitical and artistic ideas thatformed. Javanese language, called Kawi, became thear i s tocracy ' s preference ,among other Javanese traits

Thisbrought Bali great prosperity, becoming Bali's golden age ofcultural history for the followingcenturies. Bali soon becamethe major power of the region,

Des Hasler refused to blame acontroversial eight-point try forManly's 30-14 capitulation toSydney Roosters at the SydneyFootball Stadium.

Roosters centre ShaunKenny-Dowall, who starred for theTricolours with a hat-trick, racedaway for an 85-metre intercept trydespite Manly centre Steve Mataiappearing to be held back by aRooster.

Manly co-captain JamieLyon then landed on Kenny-Dowallas he planted the ball for the try,

making contact with the Kiwiinternational's head leading to apotential eight-point try.

Lyon was put on report forthe incident, and Todd Carneynailed both goals to level the scoresat 14-all after Manly had raced to a14-0 lead.

But Hasler wasn't in anymood to criticise the referees for thematch-turning decision.

"At the end of the day thatwas 14-all, and they still posted 30against us, we were still in the

game" Hasler said."It could've gone either way

couldn't it? Was there a penalty inMatai being taken off the ball?Possibly."

Lyon was more forceful inhis assessment of the eight-point try.

"I thought it should've beena penalty to Matai," he said.

"He got tackled without theball and he was trying to go for theball, I suppose I probably shouldn'thave tried to tackle him but I dintthink it was worthy of an eight-pointtry that's for sure."

But the controversy didn'ttake away from a magnificentsecond-half from the Roosters, whoran in 30 unanswered points tocharge back into the premiershipreckoning.

In a ten minute period eitherside of half-time, the Roostersscored three quick tries and shiftedthe momentum of the matchirreversibly.

They were led by a rampantKenny-Dowall and an equally-impressive Carney, who steered a

talented young team aroundwith serious ease.

When Carney strolled overthrough some non-existent Manlydefence in the 49th minute to give thehome side the lead, the 18,962-strongcrowd erupted.

And when he and Kenny-Dowall combined to send winger SamPerrett over for for the Roosters fourthof the afternoon, the comeback wascomplete and Manly were left shell-shocked.

Roosters coach Brian Smithadmitted he was amazed at the

resilience of his young squad, who didremarkably well to recover after nearlybeing bashed off the park in the opening35 minutes.

"It wouldn't have surprised us ifManly had punched us to death today,"Smith said.

"They're a really physical teamand we haven't stood up to that thisyear.

"I thought they really turned iton (and) if our guys hadn't donesomething about it it could've got butt-ugly."

    Hawks in good sh ape: ClarksonFi t and f i r i n g : A la s t a i rClarkson is confident theH a w k s c a n m o u n t aSeptember challenge.

    H a w t h o r n w i l l t a k emomentum and a fit playing list intoSaturday's elimination final againstFremantle at Subiaco Oval.

Hawks coach AlastairClarkson says his side have beenable to gather crucial confidence inthe closing home-and-awayrounds, which will be vital for their

    finals campaign.Importantly, it was topped

off by a surprise three-point winover ladder leaders Collingwoodat the weekend.

"We were able to playreally well against Collingwoodon Saturday, which is probably on

the back end of a couple of goodvictories against Melbourne andFremantle," Clarkson said.

"But having said that, wewere really poor two weeks priorto that against Sydney and PortAdelaide (in rounds 18 and 19) sowe needed to do something in thelast two or three weeks of ours e a s o n t o g a t h e r s o m emomentum.

"We've won our last threegames and we've got a prettyhealthy list to select our side fromfor this week's game.

"We couldn't go into thefinals campaign in better nickreally."

The Dockers rested mostof their leading players in round21 and produced a 'B' side, whichwas thrashed by the Hawks inLaunceston and Clarkson isprepared to face a totally differentmake-up at Subiaco.

"It will be a bit differentthan a couple of weeks agothough, the game against Freo,"he said.

"Obviously we playedthem at Launceston with a sidethat was far from their strongestside.

"It will be an interestinggame but we won't take too muchout of the previous times we'veplayed them and look more at

their form against Carlton lastFriday night, which was prettygood.

"Obviously they've got alot of their better players back inthe side now so it will be a bigchallenge going to Perth, winninga game and coming back toMelbourne and hopefully gettinga final back at the MCG."

Clarkson admits Dockersruckman Aaron Sandilandspresents a problem but says theHawks will not be overawed.

    " H e ' s j u s t a m a n -mountain," he said.

    He has played the bulk ofFremantle's games this year andw h i l s t h e h a s b e e n a noutstanding contributor for them,they have not won every one ofthose games that he has played.

"They can be beaten withhim in the side and we've got 21other blokes we've got to focus onas well.

Bag of tricks: Benji Marshallscored a hat-trick againstMelbourne.

Wests Tigers superstarBenji Marshall takes back whathe said about locking his magictricks away, after a vintagedisplay in his side's 26-14 winover Melbourne.

Marshall sent a sold outLeichhardt Oval into delirium onSunday with a brilliant hat-trickthat included a flick pass and

finish which will be part of his all-time highlight reel.Speaking last week, the

Tigers five-eighth said hewanted to cut down on his flairand concentrate on percentagesand getting the job done.

But as soon as Marshallsprinted into the clear in the 13thminute of play, his new mantrawas thrown out the window andinstincts kicked in as he poppeda circus pass out the back for

Mitch Brown, before theball ended up in his hands toscore in the corner.

"I shouldn't have said Iwas going to put the tricks away,

just more that there's a time and aplace when to use them and itwas probably a time when I felt itwas on," Marshall said.

"Things seem to gowrong when you plan that sort ofstuff but when it's instinctive andyou don't think about it, it seems

to happen a bit better and luckyMitch Brown was ready for it andcaught it with two hands. Theycan go either way and thankfullyit's been coming off for me.

"I can't even reallyremember what happened, justsome people rushed out of theline and I just saw a gap so I triedto take it on and I just rememberscoring in the corner. I was duefor a try I haven't scored one forabout four weeks."

Magic Marshall reveals his tricksHis treble was made

complete when he showed nicetouch to plant the ball down in timeoff a Beau Ryan kick at the start ofthe second half, before he receiveda pass from Robbie Farah for arunaway try in the final stages.

Marshall revealed he washampered by the flu, but it did notseem to worry him as he tookcomplete control of the Tigers attackin one of his most commandingperformances in recent memory.

"Yes and no, there weretimes when I probably could havedone it a bit better but just struggleda bit with the flu disorder," he said.

"I didn't really realise (thehat-trick) it's always good to score atry and a couple of them were off theback of a couple of people's greatplay so I won't get t oo excited.

"It's a great atmosphereanytime you play at Leichhardt orCampbelltown ... it's somethingspecial.

out there too," he said."I think our finals record

out there is really good. We playthree games a year there so weknow what it's like.

"It's an advantage for usto play there. We don't have totravel which is a bonus. If we can

get a good crowd out there of 50or 60 thousand it'd give us a realboost."

"As a team we know wehave to play out there -- we enjoyplaying out there."

The Swans' 13th win ofthe year against Brisbane onSaturday night secured anelimination home final againsteighth-placed Carlton.

The Swans have losttheir past five at ANZ Stadium

but are contracted to playhome finals there until the end of the2016 season.

Swans chief executive AndrewIreland said the club should be playingtheir finals at ANZ Stadium because ahome final would leave many fanswithout tickets to a game that is

expected to sell more tickets than theSCG can accommodate.Carlton are one of the more

popular clubs in Sydney but Irelandsaid it was too early to gauge crowdfigures, with tickets scheduled to go onsale Monday.

Injured ruckman ShaneMumford, who is still in doubt for thefinal, said ANZ Stadium would be anadvantage for the Swans becauseCarlton will be on the road for thesecond straight week after travelling toPerth to play Fremantle on Friday.

Mumford will be assessed attraining on Friday, but rising star Dan

Hanneberry and Irish utility TadhgKennelly will be back for the Swans'first final since 2008.

He is desperate to play, butsaid it was too early to put apercentage on his chances of beingready to face the Blues.

Mattner said the returningstars were not guaranteed to comeinto the top 22 because of strongperformances from the players fillingin.

"It's going to be really hard.Sam Reid, Brett Meredith and GaryRohan, all these players (did reallywell)," he said.

Daniel Bradshaw's last-ditchattempt to play may not be in vain afterhe came through a Swans reservesmatch unscathed.

A knee injury has restricted the31-year-old to just eight games thisyear and initial reports followingSaturday's hit-out in Canberrasuggested the former Brisbane Lionmay have broken down.

But the Swans said Bradshawwould be considered for selection forthe Carlton match.
