    2.3.8 LAFCO shall encourage all developed urban land inside a citys sphere of influence to annex tothe city. The burden of proof as to why any such area should not be annexed shall rest with the

    residents and owners of the property being annexed.

    Concer ns have been expr essed by a f ew r esi dents concer ni ng t he DawsonCanyon and Spani sh Hi l l s areas j ust out si de t he east er n boundary of t heannexat i on and sout her l y of t he El Sobr ant e Landf i l l . Appr oxi mat el y t enhomes ar e l ocated i n Dawson Canyon i n a remot e rural area on a non-Count y mai ntai ned r oad.     Some have noted t hat t he Horset hi ef Canyon area, whi ch i s south of t hi spr oposal , shoul d have been i ncl uded i n t he subj ect pr oposal si nce i t i sconsi der ed par t of Temescal Val l ey.
