Four or five days a week, Franklinis at Gardner to give the eighth-grad-ers a hand with their math homeworkor whatever else they need.

She comes to volunteer wearing ablue vest identifying her as a seniorvolunteer — and a smile.

“I like working with kids and help-ing them with their lessons,” said theretired nursing assistant, 70.

The kids like working with her,too.

“If I can’t get a problem, she knowshow to work it down and make it eas-ier,” said 14-year-old Doneisha.

But the Retired and Senior Volun-teer Program — which puts Franklinand about 60 other volunteers ages 57to 90 in 31 schools across mid-Michi-gan as foster grandparents — faces anuncertain future.

District courtoffersamnesty on fines

The Lansing district courthopes to collect more than$1 million in outstandingfines and fees by throwingticket scofflaws a bone.

Anyone with an arrestwarrant for unpaid traffictickets or civil fines has untilApril 29 to pay at least half oftheir debt.

If they do, the 54A DistrictCourt will issue an extensionfor the remaining amountowed and cancel the war-rant.

No appearance before ajudge is necessary. Creditand debit cards are accepted.And payments can be madeover the phone.

Court officials hope theamnesty program will en-courage the 2,775 people onthe nonviolent warrant list todeal with their fines by tak-ing away the threat of jailtime.

“This is an opportunity forpeople to not continually belooking over their shouldersfor the police,” Judge LouiseAlderson said.

However, court officialswarn people to do this quick-ly. If someone with an out-standing warrant is pulledover by police even duringthe amnesty period, they willgo to jail, said Lt. Noel Gar-cia, spokesman for the Lan-sing Police Department.

The program applies onlyto nonviolent offenders, Gar-cia said. It does not apply topeople with felony warrants.

A list of people who quali-fy for the program is availableat www.lansingmi.gov/court/amnestyprogram.jsp.

Failure to pay off the bal-ance of the debt within 30days will result in a new ar-rest warrant.

“We will work with peoplewho are making an effort,”court administrator AnethiaBrewer said.

Care Free sees need rise even as funding falls off

One of the local healthclinics for the underinsuredis looking to expand its op-erations — despite a 75 per-cent drop in funding fromtwo years ago.

Dr. Barry Saltman, whostarted Care Free clinicsin Mason and Lansing, saidworking harder and recruit-ing more volunteers will helpto expand after-hours ser-vice and provide weekendservice.

He’s looking for nurses,nurse practitioners, dentistsand other specialists — in-cluding ear, nose and throat— substance abuse case-workers and plastic sur-geons, among others, tovolunteer four hours amonth.

“We could get so muchmore done for folks,”Saltman said. “We are asfar as we can go without

more help.”Funding from grants, do-

nations and other sourcesis down $300,000 from twoyears ago, Saltman said.

Saltman said he’s not wor-ried about the clinic closingits doors anytime soon, buthe is concerned about thegrowing number of patientswho need financial help toreceive medical services.

“We’ve been seeing moreand more gainfully em-ployed people who can’tafford insurance but don’tqualify for Medicaid or theIngham County HealthPlan,” Saltman said.

Dr. Dean Sienko, direc-tor of the Ingham CountyHealth Department, said thetrend is not unique to CareFree.

“There’s a growingnumber of uninsured peoplein our community becauseof the economic situationand the recession that hasstricken our area severely,”

he said.“We have been talking

with all the safety net pro-viders in the community andagain we would like to le-verage our status as a feder-ally qualified health centerto help those clinics sustainthemselves in providing careto underserved people.”

Saltman said he’s beenworking to expand his care.

Currently, the Lansingclinic serves patients after5 p.m. Monday throughThursday. He’d like to offerhours on weekends to givepatients an option besidesheading to the emergencyroom for help.

• Senior companions.They regularly visit and as-sist frail elderly people, witha goal of helping them stayin their own homes as longas possible.

• The Tuesday Toolmen, agroup of handy seniors whobuild ramps, install smokedetectors and grab bars anddo other household repairsto help low-income seniors.

The program encouragesseniors to step up and volun-teer for 20 to 40 hours perweek by offering them a sti-pend of $2.65 per hour.

Janet Clark, executive di-rector of the program, saidabout 70 people attended a

meeting last week to createa campaign to save fundingfor the program.

They’re creating a Face-book page to get the wordout on how to support theprogram and are videotap-ing testimonials from peoplewho have volunteered in orbenefited from the program.

If funding is restored,Clark intends to continue toexpand the scope of the pro-gram. For example, she justwon a $30,000 grant to put 60more volunteers in schools.Staffers are training volun-teers to help seniors and kidscreate healthy habits.

“Our kids and our seniorshave the same health prob-lems for the same reasons,”Clark said. “If we don’t loseour funding, we’d like to do awellness center for the fami-

lies and the kids.”She said she also has a

number of intergenerationalideas that would pair seniors

with kids at Gardner MiddleSchool.

“There are a lot of thingswe can do,” she said.

County clerk to haltpassport processing

No later than May 1, theIngham County Clerk’s Officewill stop processing applica-tions for U.S. passports.

Clerk Mike Bryanton saysrules enforced by the U.S.State Department are forc-ing him to shut down his op-eration, which serves 1,200to 1,500 applicants per year.

Clerk offices in Ingham,Eaton and Clinton counties— and across the state —are responding to directivesfrom the State Department,which does not wantpassports physicallyprocessed in the same officesthat also can “print, createor amend birth certificates.”Such dual roles apparentlycause security or forgeryconcerns. State Departmentofficials did not return aphone inquiry.

Travelers in InghamCounty, though, can look toat least two other local agen-cies to fill the role now heldby Bryanton’s offices in Ma-son and Lansing. Some U.S.post offices also provide theservice.

In Mason, the InghamCounty Parks Departmentwill take over the passportrole. And in Lansing, CityClerk Chris Swope wants to

take over passport applica-tions at Lansing City Hall.

“We’ve had some inqui-ries over the years about itand it’s a public service wecould provide,” Swope said.“We would get $25 per pass-port, so this would not be acost to the city.”

Local finances also werea concern for this transitionin Eaton County.

Eaton County Clerk FranFuller explained that sinceshe serves as both clerk andas register of deeds, she willbe able to shift passportsfrom clerk staff to registerstaff, thereby meeting feder-al standards.

Clinton County Clerk Di-ane Zuker says she will beteaming up with the Registerof Deeds Office to continuepassport services at the Clin-ton County Courthouse in St.Johns. Zuker says her officehandles “about 800 to 1,000”applications a year.

About 364,000 passportapplications were fieldedfrom Michigan in fiscal 2010,according to State Depart-ment reports, down from527,000 in 2007.

Janie Lee of the Inghamclerk’s office said their goalis to get passport operationshanded off by mid-April. “Ei-ther way, we are shuttingdown May 1,” she explained.

s CHARLOTTE — The Charlotte MiddleSchool Bands will be hosting a site forMSBOA District VIII Band and OrchestraFestival at Charlotte Performing Arts Centeron Friday, March 18-19. Twenty-three bandsfrom 15 different schools will beparticipating over the weekend. This festivalcan be equated to the MEAP test as itevaluates the ensemble’s musical knowledgeand execution. The festival is free and opento the public.

Any school that is a registered memberof MSBOA may enter any ensemble madeof student musicians in grades 7-12. Eachensemble must play three prepared selec-tions which are heard by three adjudicators.Each adjudicator gives the ensemble a lettergrade in the following areas: Tone, Intona-tion, Rhythm, Technique, and Interpretation.The letter grades are averaged and equatedto numbers. For example, a majority of A’s isa I rating, B’s become a II rating, C’s becomea III, and so on. Then the ensemble sightreads two pieces for an adjudicator and re-ceives a rating. The two scores are averagedtogether for a final rating. A Division I is thehighest rating that can be achieved at theDistrict Festival level.

Each ensemble is required to performthree selections: A march, a selection oftheir choice, and one selection off a requiredlist based on the ensemble’s classification.

In sight reading, each band is allowedseven minutes to discuss two pieces of mu-sic they have never seen before. They may

spend the time discussing, singing, or study-ing the music, however, they are not allowedto play anything or mark in the music. Al-though it is the band’s first performance ofthe music, the judge will give a rating basedon correct rhythms, notes, style, etc. A por-tion of the rating is also based on the judge’simpression of the student’s overall efforts.

9Woman gets probation inBluebell Park beating case

A Lansing woman was or-dered March 9 to spend atleast a few moments reflect-ing on the beating that ledto her assaultand batteryconviction.

KimberlyHood wassentenced to18 monthsp r o b a t i o nWednesday inconnect ionwith the beating of 57-year-old Larry Ruble in May2010.

Hood, 35, was also or-dered to write a “heartfelt,thoughtful and meaningful”letter of apology to Rubleand his wife within the nextthree months as part of thesentencing.

She faces jail time if theletter is not up to InghamCounty Circuit Judge Rose-marie Aquilina’s standards.

Hood, 35, said the inci-dent should have never esca-lated to the beating that leftRuble with bruises, cuts andhis jaw out of alignment.

“I am glad this case is

finally coming to the end,”Hood said.

Hood’s probation couldbe extended to two yearsand she could go to jail ifshe’s not compliant with theterms of her probation, Aq-uilina said. Her probationalso could be shortened withgood behavior.

A jury found Hood guiltyof assault and battery lastmonth following a trialwhere the prosecution ar-gued Hood punched Ruble inthe nose following a verbalconfrontation between Ru-ble and Hood’s acquaintance,Freddie Goss near Lansing’sBluebell Park.

That punch led to Gossand several other men fromthe park jumping into Ruble’sbackyard, which is adjacentto the park, and beating him,the prosecution argued.

Ruble’s wife, Maureen,who witnessed the beating,read a statement to the courtbefore the sentencing. Shesaid the testimony of Hoodand Goss, who pleaded guiltyto an assault charge in con-nection with the beating,were “lies, lies and morelies.”

Goss testified Hood didn’t

touch Larry Ruble and thatthe victim sparked a con-frontation with the use of ra-cial slurs.

“We taught our childrenthat all people are good andequal,” Maureen Ruble said.“We experienced nightmaresand the feeling we were nolonger safe in our own back-yard.”

Aquilina also orderedHood to complete a coun-seling and cognitive therapyprogram.

MASON — The Experimental Aircraft Asso-ciation (EAA) Chapter 55 of Mason has awardedthree Newberry aviation scholarships.

Kevin Murray, a student in the Pilots Pro-gram of Eastern Michigan University, received a$1,500 scholarship.

EAA Chapter 55 member Chris Long of GrandLedge, a student in the aircraft mechanics pro-gram at Lansing Community College, received a$1,000 scholarship.

Kyle Curtiss of Lansing, a student in the PilotsProgram of Western Michigan University andson of chapter member Kirk Curtiss, received a$1,000 scholarship.

The students were chosen based on a com-bination of academic achievement and definedgoals for the future.

EAA Chapter 55 has a long-standing commit-ment to support educational opportunities forstudents seeking aviation careers. The chapterraises funds to support their scholarship pro-gram by hosting a pancake breakfast in June andMason Aviation Day in August.

To be eligible for these awards,applicants must be college-boundhigh school seniors, a member ofCASE Credit Union, and meet otherrequirements as listed on theeligibility and application.

The winning LCC student musthave successfully completed at leastone semester at LCC. The studentmsut also to meet all other eligibilityrequirements specified by LCC’spolicies.

CASE Credit Union membershipis open to anyone who resides,works, worships or goes to schoolin Ingham, Eaton, Clinton, Ionia,Livingston and Shiawassee counties.
