Advertisement and Invitation for Bids The Southwest Milam Water Supply Corporation will receive sealed bids for their Birkhead 2021 Water Well TV Video and Maintenance Project until 11:00 a.m. on Friday, October 9, 2020 at the Southwest Milam Water Supply Corporation’s office at 706 E. Cameron Ave., Rockdale, Texas 76567. The sealed bids will be publicly opened and read aloud at 11:00 a.m. on Friday, October 9, 2020 at said office. Bids are invited for the Birkhead 2021 Water Well TV Video and Maintenance as described in the specifications, including TV video(s), screen cleaning, debris removal and associated appurtenances. Also, additive alternate bids for new pump & piping column assembly. Bid/Documents, including Technical Specifications, are on file at the Southwest Milam Water Supply Corporation, 706 E. Cameron Avenue (P.O. Box 232) Rockdale, TX 76567 or please call the Corporation at (512) 446-2604. The successful Bidder shall furnish Performance and Payment Bonds on the forms furnished with the Proposal, in the amount of 100% of the total Contract price, from a surety company holding a permit from the State of Texas to act as surety. The surety company must have a minimum Best Key Rating of “B”, or if the surety company must be eligible to participate in the surety bond guarantee program of the Small Business Administration and must be an approved surety listed in the current U.S. Department of Treasury Circular 570, and must meet all of the related rules and regulations of the Treasury Department. The surety company and the agency or agent issuing the Payment and Performance Bonds must be authorized to issue and sign Payment and Performance Bonds in Texas in an amount equal to or greater than the total Contract price. Attention is called to the fact that not less than the federally determined Department of Labor prevailing wage rates for Milam County, Texas contained in the contract documents, must be paid on this project. In addition, the successful bidder must ensure that employees and applicants for employment are not discriminated against because of race, color, religion, sex, age or national origin. The Corporation reserves the right to reject any or all bids or to waive any informalities in the bidding. Bids may be held by the Corporation for a period not to exceed seventy (70) days from the date of the bid opening for the purpose of reviewing the bids and investigating the bidder’s qualifications prior to the contract award. Project shall be completed by April 2, 2021. Basis of award will be to the lowest responsive and responsible bidder who provides goods or services using the following criteria:
! the proposal price; ! the historical quality of the bidder’s goods or services; and ! the bidder’s past responsible performance, safety and working relationship with the
