Overview of Leadership Development Training

This document outlines the promotion procedures for NCOs (Non-Commissioned Officers).

Leadership Training is not only the means to promote members in a division, but a useful tool

in building leadership, confidence, social and general life skills amongst the senior cadets of a

division.

Leadership development training Camps or workshops are run by your region at different

intervals, and are the first step in the process participants will go through before being eligible

for promotion.

Since most of the leadership development and growth of future NCOs will occur at a divisional

level, Divisional Managers and their leadership team are the source to building and growing

the foundation of future leaders for St John Youth.

The successful completion of any level of leadership training and post

course and assessment requirements, can be accredited towards the

GOLD level Leadership Badge

The diagram on the previous page illustrates the progression of leadership training for NCOs.

Participants must successfully complete each individual step before moving on to the next

step. Divisional managers and the Divisional leadership team are directly involved in providing

the support and guidance during this process.

Leadership is not a subject that can be taught in a classroom and no matter how much a cadet

learns out of a book or on a whiteboard formal training will not make them a great leader.

Leadership qualities are learnt through real-life situations and unlike other subjects such as

maths where there is only one right answer; there are many methods and possible right

answers when leading at a division.

With this in mind, the majority of leadership growth and development will occur back at

division as participants engage in situations that test and expand their abilities. As a divisional

manager, it is important that new leaders are supported as they come to terms with their new

role as an NCO.

Identifying Potential When a division has numerous cadets who have lots of potential for future leadership roles, it is

recommended that divisional managers identify future leaders and prepare them to be eligible

for training.

Suggested pre-requisites to be eligible for promotion:

There is no limit to the number of cadets who can go through leadership training as it is useful

for development and can be accredited towards the leadership proficiency badge. Regionally

there may be a limit due to spaces available at camp etc. There is however recommended limits

of how many participants are promoted on the completion of this process which is outlined

further in this guide.

Basic Role of each NCO Position The table below is a brief overview of the tasks and role of each NCO rank in a division.

Divisional Managers can use this as a quick guide when delegating various tasks within a

division.

and administrative duties.

Pre-Course Tasks

Prior to formal training at a leadership training weekend, participants need to liaise with

Divisional Managers in order to be prepared on arrival at training. These pre course tasks are

crucial for participants, as they are needed in order to participate and complete assessed parts

of the course.

Corporal Course

• Complete the on-line understanding my role module

• Bring a lesson topic

A topic that could be instructed to a small group of cadets (to a basic level) one night in the

following term after leadership training weekend.

Sergeant Course

• Complete the on-line understanding my role module

• Bring a prepared speech (open subject)

Bring either a speech that has already been presented before or one prepared from scratch

that lasts between 2 - 2 ½ minutes.

• Bring a term topic

A topic (or topics) that could be instructed to a group of cadets for at least six consecutive

weeks. This could be a blue level badge, first aid training (such as competitions), or other

instructional part of a divisional programme. Each week should ideally allocate at least 30

minutes instruction.

Cadet Leader Course

• Complete the on-line understanding my role module & worksheet

• Complete the working with young people on-line training module

• Complete the pre-training drill worksheet

• Bring a term topic for each group in your division

A topic that a term programme could cover. This could include badges, first aid training, or

other instructional part of a divisional programme such as drill.

• Bring all resources for your term topic

All the information and resources may be needed for planning and delivery of the term plan.

This could include photocopies of material, workbooks, activities, proficiency badge objectives

and resources from the St John website.

Formal Training Once divisions have selected eligible cadets for Leadership Training, they attend a weekend

where they undergo an intensive course that prepares them for a possible future role in a

division and provides opportunities for them to develop their overall leadership skill and

ability.

Assessment Sheets

Post formal training Divisional Managers will be sent out a feedback sheet for each participant.

This is filled out by instructors of the course and provides a guide for divisional managers of

possible strengths or areas for improvement. The feedback sheet advises how successful each

participant was over the course of training.

This process will be completed within two weeks of the formal training being completed, this is

to ensure the best results from divisional training.

Divisional Training Once the cadet has achieved competency at formal training, they return to their division to

experience leadership first hand. During this time, it is important to support the new leader so

that they are not discouraged or stressed from their new role. This could be very difficult,

especially if you have more than two cadets in same level of leadership development.

In this case, delegate the supporting roles to mentors. The below flow chart identifies each step

in the process of divisional tasks, assessment and promotion

NCO Evaluation Once a cadet has spent 10 weeks (a term) in a trial position they are assessed by the Divisional

Manager and/or Area Youth Manager. This should be conducted similar to an appraisal, in a

non-threatening environment with a focus on what the cadet is doing well, a positive focus on

how to improve, and opportunities for roles in the leadership of a division can be discussed.

Once the participant has completed their divisional tasks to a desired standard and performed

a successful assessment, the participant will be eligible for promotion and integrated into the

leadership of a division providing there is a vacant position in the division.

To maintain quality and a consistent structure across all divisions, there is a suggested guide to

the ratio of how many ranking members Divisional Managers may have in a division.

Competencies Not Met

If a cadet does not reach competency in a certain part of a course, the action required will be

stated on their feedback sheet which is sent to Divisional Managers at the end of formal

training. So long as the participant has done well in other areas, the action will require the

participant to demonstrate at division that they can practically complete the task that was

trained for.

For example, if a participant does not reach competency in the ‘Taking Games’ part of the

Corporal Course, a simple demonstration of the participants ability to run a game effectively

will be all that is needed. However, if the participant shows difficulty in three or more areas of

training, or has not reached competency due to a lack of participation, the participant may

require either additional support from other leaders or sometimes even retraining. This is dealt

with on a case by case basis and is determined by the Training Co-ordinator.

The Mentor’s Role

The mentor is a senior leader within the division (or discuss with your district youth manager

finding an appropriate leader out of your division if needed) who has the time and the skills to

explain Leadership training in a positive and unintimidating manner.

• The mentor is expected to meet with the cadet prior to the Leadership training course

and explain the pre course tasks as mentioned earlier in this guide.

• The mentor also ensures that the cadet has had their workbook signed off by the DM

when pre-course work is completed.

• The mentor helps the cadets to decide on appropriate lesson plans, speech topics and

term topic that will be beneficial to both the cadet and the division.

• Post formal training the mentor is expected to meet with the cadet and DM to reflect on

how the course went. During this meeting the cadets SMART goals should be reviewed

and the mentor can offer help as to how these goals could be met.

The main aim of the mentor is to be a support person when needed by the cadet. This may be

training related or may be more specific i.e. confidence boosting if the cadet feels they are not

ready for further responsibility. A mentor can always ask their DM for assistance or guidance if

unsure of their role or feel that they personally need more support.

Ensure any risk assessment, transport arrangements are completed for cadet

to attend training

After training, meet with the cadet to reflect on course goals & help plan the

tasks required to be eligible for promotion

Support cadet to complete tasks in the division

Arrange for cadet to be assessed by AYM or delegated person

Discuss the results of the assessment with the cadet

Complete paperwork for promotion (if meets requirements)

If requirement(s) are not met, refer to planned tasks required to be eligible

for promotion. Reassess these plans as required.

Have promotion approved by AYM/DYM as appropriate

Ensure cadet is promoted at suitable event

Provide on-going support to develop good leadership skills

Follow up with AYM/DYM to discuss opportunities for on-going

Divisional Training – Corporal

Your assessor will need you to provide evidence of having met the tasks and the

mentoring requirement to be signed off as completed. You need to provide evidence

such as notes, lesson plans, feedback which demonstrate you have met the

requirements. If you need examples of what this might be talk to your Area Youth

Manager.

Tasks to be completed at Division: On return to your division, you will spend 10 weeks completing tasks and becoming familiar

with your new role. Your tasks include:

Drill Task

You must be observed commanding and instructing a small group in drill. The observer will

check the correctness of your commands, how you instruct, and the reaction from your cadets.

Cadets have an additional drill requirements to complete on their return to division as part of

their ten week post training timeframe:

• Attend a ceremonial event outside of division

• Discussion/presentation explaining the importance of a professional appearance in their

uniform and comparing different types of uniforms and what messages they

communicate.

Lesson Task

The lesson that you have planned at formal training must be instructed to a group of cadets. A

peer will observe your delivery, organisation, strengths, structure and points for improvement.

Games Task

Using the knowledge and skills acquired in Formal Training, you must facilitate and run a

games session. A peer will observe your enthusiasm, control and reaction from cadets.

Setting Goals Task

Using the goals you have set during formal training, look at these EVERY day and do something

(no matter how small) EVERY day towards reaching that goal. After 10 weeks, it is amazing how

much you can achieve with 70 small actions! These will be reviewed at your NCO Evaluation at

the end of Divisional Training.

Divisional Training – Sergeant

Mentoring

As part of the role as a sergeant in training you will need to act as a mentor to a corporal or

corporal in training. As a mentor you will support them through the assessment period and

offer feedback on areas they can develop in. You need to bring to your assessment a record of

any mentoring sessions you undertook with the cadet, any feedback provided and any results

as a response to this.

Tasks to be completed at Division: On return to your division, you will spend 10 weeks completing tasks and becoming familiar

with your new role. Your tasks include:

Task One

You must be observed commanding and instructing a divisional parade. The observer will

check the correctness of your commands, how you instruct, and the reaction from your cadets.

Task Two

The unit that you have planned at formal training must be instructed to a group of cadets. A

peer will observe your delivery, organisation, strengths, structure and points for improvement.

Task Three

Create a set of your three most important goals. Look at these EVERY day and do something (no

matter how small) EVERY day towards reaching that goal. After 10 weeks, it is amazing how

much you can achieve with 70 small actions! These will be reviewed at your Leadership Training

Evaluation at the end of Divisional Training

Task Four

At the end of Divisional Training, reflect with your Divisional Manager on your leadership

philosophy. Discuss how you actually led compared to your ideal philosophy. Make any

changes, or focus on things that you have not excelled so well in.

Divisional Training – Cadet Leader

Mentoring

As part of the role as a cadet leader in training you will need to act as a mentor to a corporal or

corporal in training. As a mentor you will support them through the assessment period and

offer feedback on areas they can develop in. You need to bring to your assessment a record of

any mentoring sessions you undertook with the cadet, any feedback provided and any results

as a response to this.

Your assessor will need you to provide evidence of having met the tasks and the

mentoring requirement to be signed off as completed. You need to provide evidence

such as notes, lesson plans, feedback which demonstrate you have met the

requirements. If you need examples of what this might be talk to your Area Youth
