Kennedy also had strong family ties to disability issues – his sister Rosemary had intellectual disabilities, so all these issues that needed to be addressed really hit home for him and his family. Another sister who was much more well-known as a public figure, Eunice Kennedy Shriver, played a significant (and ceaseless) role in pushing this initiative forward.

Early Expected Characteristics

• 1963: Kennedy signed DD Act, creating University Affiliated Facilities

• 1970: DD Act reauthorization establishes DD Councils

• 1975: Protection & Advocacy, Projects of National Significance established

• 1987: UAF changed to UAP (Programs) • 2000: UAP changed to UCEDD, focus on community,

individualized lifespan services, rights, areas of emphasis, data, and network collaboration

• DD Act of 2000 and federal regulations

Mailman Center was one of first dozen UAF’s ever established, so you are first generation! The purpose of the DD Act is to assure that individuals with developmental disabilities and their families participate in the design of and have access to needed community services, individualized supports, and other forms of assistance that promote self-determination, independence, productivity, and integration and inclusion in all facets of community life, through culturally competent programs

UCEDDs role: interdisciplinary pre-service prep and continuing education, community training and technical assistance, model & demonstration services, research, evaluation, and information dissemination – to inform policy and community practice DD Councils role: identifying system barriers and creating change through funding initiatives, working with stakeholders to achieve enduring change, empowering advocates P&A role: monitor and investigate conditions in facilities that care for people with disabilities, provide legal representation to people with disabilities, ensure equal access to live in the community

UCEDD Role

• Serve as resource for local, state, national and international agencies, organizations, and policy-makers concerned about people living with developmental and other disabilities and their families

• Interdisciplinary University-based Center – Location within University varies across network

• Leverage core funding to obtain additional grants and

contracts to expand scope of efforts

• Bridge between University and community with evidence-based practice

What Sets a UCEDD Apart?

• University has entered into relationship with AIDD • UCEDD is a designation, not just another grant

– 2-way relationship – Infrastructure for leveraging

& growing Center – Part of a national network

• Identity as UCEDD is critical in all projects • AIDD expectations are implemented individually

by each UCEDD according to state needs, Center expertise, partnerships, etc.

All but 5 LENDs are co-located with UCEDDs (not co-located = Missouri, Texas, Indiana, Philadelphia, Pittsburgh) We haven’t counted the Sonoran UCEDD and AZ LEND as separate – they’re both at U of A, different Departments though, and don’t collaborate well/much/at all. They’re co-located, but not “together”. Utah and South Carolina are the exact opposite: at different universities, but they operate as the same entity and are in the directory as the same entity, so we don’t count them as separate either.
