Leadership Maryland is designed to broaden the base of leaders
through the development of individual interest, statewide knowledge
and leadership ability that can be applied with power, influence and
authority for the greater good of Maryland.
MISSION:
FROM THE PRESIDENTCongratulations to the Class of 2010 on
completing a life-changing year of learning
and growing together. You now have a new,
expansive understanding of the complex
issues facing Maryland and its regions. You
have experienced, first hand, innovative
approaches to common concerns and have been witness to
transformational leadership through a variety of venues and
individuals. As your journey unfolded this past year, I hope it
became clear that the common thread of success can be found in
that committed individual recognized as a “leader.”
Many of you have formed new friendships with classmates that
will last for years, and I urge you to ensure these relationships
remain a top priority. One of the many benefits of being a member
of Leadership Maryland is your ability to network with not only
your classmates, but with more than 800 graduates around the
state. This directory contains a virtual treasure chest of statewide
leaders with experience, insight, and passion, who are willing to
work with you to address our state’s most critical challenges, offer
professional advice, and assist you in myriad ways. Take advantage
of this incredible network and the opportunities that await you.
Commencement marks the transition to a new phase in your
leadership journey. I hope you will commit to making the most
of your Leadership Maryland experience, to marshal the energy,
camaraderie, and commitment for action that you feel, and turn
it into accomplishments that will serve the greater good of our
state. Ultimately, Maryland will be the greatest beneficiary of your
Leadership Maryland experience. You are now part of a uniquely
talented network of informed leaders… the catalyst for positive
change in Maryland.

FROM THE CHAIRCongratulations to the Class of 2010!
When you entered Leadership Maryland most of
you were strangers to each other but now, nine
months later, you have emerged as a cohesive
group of informed leaders.
Graduates of Leadership Maryland view their partici-
pation in the program as a time of discovery, both personally and
intellectually. At a time when the state and the nation were facing
the second worst economic recession in our history, you had the
opportunity to experience and understand both the best and worst
of Maryland.
I can almost guarantee that at the beginning of your Leadership
Maryland journey, you probably asked yourself “Why do it?” I hope
you answered just as all of us have done throughout the history of
this program—“I am doing it because I want to make a contribution
to my community and my state.”
You are now Ambassadors who can make a difference in your
communities. The synergies and the network you have created will
last a lifetime. Your rolodex is now enriched to include legendary
Leadership Maryland alumni and I encourage you to reach across the
years and contact these leaders.
Leadership Maryland requires your financial support and cannot
be sustained on tuition alone. We ask that you “pay it forward” and
the 2010 class Legacy Fund goal is a start. Keeping your legacy pledge
commitments, participating on our committees and paying your annual
membership dues will provide a significant source of our program
revenue. Please plan to participate in our 20th year anniversary.
Your journeys continue and, as a fellow alumnus, I know you are
leaving better than when you arrived. Best wishes for great success in
all of your endeavors!

DAVID E. BECK
David, a resident of Ellicott City, is Senior
Vice President and Regional Executive–
Baltimore Branch of the Federal Reserve Bank
of Richmond. He is responsible for the Balti-
more Branch Board of Directors and all payment
services in a six-state area. He earned his degrees in finance and
economics from the University of Richmond, an M.B.A. in finance
from Loyola University Maryland, and additional certification from
the Chartered Financial Analyst Program and the Maryland Bank-
ers School. His volunteer community service includes Chesapeake
Habitat for Humanity and the Community Mediation Program.
David is a 2006 graduate of Greater Baltimore Committee–

DR. KATHERINE N. BENT
Katherine, a resident of Potomac, is Chief
of Healthcare Delivery and Methodologies
Integrated Review Group for the Center for
Scientific Review at the National Institutes of
Health (NIH). She leads a team of scientists who
coordinate the review of research grant applications submitted to
NIH by scientists. She earned an A.B. in French and philosophy
from Bryn Mawr College, a B.S.N. and M.S.N. in nursing from the
University of Virginia, and a Ph.D. in nursing from the University
of Colorado. Katherine volunteers her time and expertise to the
Nurses Organization of Veterans Affairs Foundation, Marine Corp
Marathon, and Adopt-a-Road.
WAYNE E. “TREY” ALTER
Trey, a resident of Hagerstown, is President
and COO of DynaCorp, Inc., a long-standing
business in Hagerstown, which develops,
constructs, and manages multi-family hous-
ing. He earned a B.A. in economics from Drew
University and an M.B.A. in finance from Mount St. Mary’s Univer-
sity. Trey has served as President of the Board for the United Way of
Washington County, in addition to playing a major role in several
of its annual campaigns. He currently serves as Vice President of
the YMCA Board and will be ascending to the Presidency this year.
He is also involved with Big Brothers, Big Sisters, and serves as a
mentor to many children in his community.
JOHN C. M. ANGELOS
John, a resident of Owings Mills, is President
of the Law Offices of John C. M. Angelos. He
was formerly an associate with the Law Offices
of Peter G. Angelos, where he was a member of
the litigation team representing the State of Mary-
land v. Philip Morris, et al., in the landmark tobacco case, which
resulted in the largest successful civil case in Maryland legal history.
The recovery for the State over a multi-year period was in excess
of $4 billion. John earned dual B.A. degrees in biology and English
from the University of Maryland-Baltimore County; and, a J.D. from
the University of Baltimore School of Law. John volunteers his time
and expertise to his church, his children’s schools, and he provides
pro bono legal work for many nonprofit organizations.

ELIZABETH E. “BETSY” CADWALLADER
Betsy, a resident of Baltimore City, is Vice
President, Head of Credit Risk, for Constel-
lation Energy Group. She is responsible for
credit risk management for wholesale and retail
counter party and supplier exposure for approximately 25,000
customers. Betsy earned a B.S. in finance from Miami University
(Ohio), an M.B.A. in finance from the University of Cincinnati,
and she holds various securities licenses related to her profession.
Betsy served on the Business Advisory Committee and the Execu-
tive Committee of the Miami University Farmer School of Business
for several years prior to moving to Maryland. She also contributed
time as a board member to Choices for Domestic Violence.
JULIE M. CAMPBELL
Julie, a resident of Annapolis, is Senior Busi-
ness Manager, ARINC Engineering Services,
LLC. She serves as Deputy Program Manager
for GSA government-wide acquisition contract
and as a cyberspace business development team
member. She earned a B.S. in aeronautical engineering from the
U.S. Naval Academy, an M.S. in astronautical engineering from the
Naval Postgraduate School, and an M.A. in operational and military
studies from the U.S.M.C. Command and Staff College. She recently
retired from the Navy, where she was responsible for over 1,300
active duty and reserve military officers and civil service personnel
who performed all of the Navy’s space-related work. Julie serves as
class secretary for her U.S. Naval Academy Class of 1989 Officers and
is involved in fundraising and other civic and class outreach efforts.
KAREN M. CAMPBELL
Karen, a Columbia resident, is Director, Bomber
Programs, Northrop Grumman Electronic
Systems in Baltimore. She is responsible for
the management of multiple programs within
the Bomber Programs business area includ-
ing the B-1 Radar Program. Karen earned a B.S. in Mechanical
Engineering from Rensselaer Polytechnic Institute. She has earned
numerous awards and honors, including being named one of
Maryland’s Top 100 Women, YWCA Leaders in the Workplace,
and Junior Achievement’s Worldwide Bronze Leadership Award.
She holds volunteer leadership positions with the American Soci-
ety of Mechanical Engineers and Junior Achievement of Central
Maryland, and is a member of the Society of Women Engineers. She has
completed four Avon Walks for Breast Cancer.
GORDON M. COOLEY
Gordon, a resident of Ijamsville, is Regional
President–Western Maryland, for PNC Bank.
He leads a team of over 300 employees in
Frederick, Washington, and Allegany counties
and is one of 34 regional presidents. Gordon for-
merly was a partner in the law firm of King, Hyatt & Cooley. He
earned a B.A. in political science from Randolph-Macon College,
a J.D. from the University of Richmond School of Law, and addi-
tional certification from the Maryland Bankers Association School
of Banking, and ABA Stonier Graduate School of Banking at the
University of Delaware. Gordon contributes his time to Montgom-
ery United Methodist Church, Frederick County Pro Bono Legal
Services Committee, Heartley House, Goodwill Industries of Mono-
cacy Valley, Weinberg Center for the Arts, Inc., and the Frederick
County Chamber of Commerce. He is a graduate of the 1989 class
of Leadership Frederick County.
SONJA M. COX
Sonja, a resident of Huntingtown, is Senior
Vice President and Chief Financial Officer for
Southern Maryland Electric Cooperative, Inc.
(SMECO). SMECO is an electric distribution
cooperative providing service to almost 150,000
customers in Calvert, Charles, Prince George’s, and St. Mary’s coun-
ties. She manages a $500 million wholesale power portfolio and
is responsible for finances, accounting, human resource manage-
ment, and energy conservation programs. Sonja earned a B.S. in
accounting from the University of Maryland, and an M.B.A. in
finance from the Johns Hopkins University. She contributes her
time and expertise to the Calvert County Chamber of Commerce
and Susan G. Komen 3-Day Walk for the Cure.
PHOEBE STEIN DAVIS
Phoebe, a resident of Baltimore, is Executive
Director of the Maryland Humanities Council
(MHC). MHC uses the humanities – history,
literature, ethics, and philosophy, as tools for
exploring critical issues and themes. Prior to
being recruited to MHC, Phoebe was Director of Public Affairs for
the Illinois Humanities Council. Phoebe earned a B.A. in English
from the University of Michigan, and an M.A. and Ph.D. in English
from Loyola University Chicago. She continues to volunteer her
time and leadership to 500 Clown Theatre Company in Chicago,
a national and international touring company. She played an active
role in the Theatre Company becoming a nonprofit organization.

BERNARD D. “DANNY” DEMARINIS
Danny, a resident of Elkton, is Director,
Strategic Initiatives, MITRE Corporation. He is
responsible for leading the effort to transition
150 technical staff from Ft. Monmouth, N.J. to
Aberdeen Proving Ground as a result of BRAC. Danny earned a B.E.E.
from City College of New York, an M.S.E.E. from Polytechnic Insti-
tute of New York, an M.B.A. from Fairleigh Dickenson University,
and an M.T.M. from Stevens Institute of Technology. He contributes
his time and expertise to the Governor’s Work Force Investment
Board, Cecil/Harford County Work Force Investment Board, Rotary
Club – Elkton, Regional Higher Education Center Advisory Board,
and the Armed Forces Communications and Electronics Association
International. He is a 2009 graduate of Harford Leadership Academy.
SUSAN D. DEVLIN
Susan, a resident of Oxford, is Executive
Director of Habitat for Humanity Chop-
tank. She is responsible for overseeing $2.5
million worth of assets and developing and
sustaining partnerships. Susan earned a B.S.Ed.
in early childhood education from Wheelock College, an M.A.Ed.
in education administration from George Washington University,
certification in learning disabilities from The Lab School of Wash-
ington, and a certificate in fundraising management from Indiana
University Center for Philanthropy. The organizations that ben-
efit from Susan’s volunteerism are Shore Leadership, Habitat for
Humanity Maryland, Urban Land Institute – Delmarva Chapter,
and the Upper Shore Work Force Investment Board. She is a 2006
graduate of Shore Leadership.
JANICE M. FREEMAN
Janice, a resident of Boyds, is President and
CEO, African American Chamber of Com-
merce of Montgomery. She earned a B.S. in
systems management from the University of
Maryland College Park and continued her post-
graduate studies in information systems at American University.
She is the recipient of numerous awards that recognize her leader-
ship and volunteerism. The organizations that benefit from Janice’s
leadership include the African American Advisory Group for the
Montgomery County Executive, Housing and Community Initiative,
National Training Program-Black Ministry Convocation, and the
Minority Legislative Breakfast Steering Committee. She is a 2006
graduate of Leadership Montgomery.
MARY JEAN HERRON
Mary Jean, a resident of Baltimore City, is
Chief Financial Officer for Health Care for
the Homeless (HCH), an organization that
provides health-related services, education,
and advocacy to reduce the incidence of home-
lessness. HCH has touched the lives of over 70,000 people in
several central Maryland counties. Mary Jean earned a B.S. and
an M.S. in speech pathology, an M.S. in finance, and an M.B.A.
in finance all from Loyola University Maryland. She volunteers
her time for Enterprise Women’s Network, United Way of Balti-
more County and the Junior League. Mary Jean was named one
of Maryland’s Top 100 Women in 2009. She is a 2001 graduate
of Leadership Baltimore County.
THOMASINA “TOMI” HIERS
Tomi, a resident of Baltimore City, is Direc-
tor, Mayor’s Office of Human Services for
Baltimore City. Formerly, she held the posi-
tion of Assistant Secretary and Chief of Staff
for the Maryland Department of Public Safety
and Correctional Services. Tomi earned a B.A. in economics and
sociology/anthropology from St. Mary’s College of Maryland,
and continued her studies in sociology at Morgan State Univer-
sity. She holds volunteer leadership positions with the Association
of Women Executives in Corrections, American Correctional
Association, Job Opportunities Task Force, Academy for College
and Career Exploration, and John Jay College Prisoner
Reentry Institute.
MARY ANN HOLLEN
Mary Ann, a resident of St. Mary’s City, is
Vice President and Director of Contracts
for Resources Management Concepts, Inc.,
a management and technology services con-
tractor to the U.S. Government in the areas of
environmental and safety management, anti-terrorism/force protec-
tion and security management, information systems, technology,
and program management. Mary Ann earned a B.A. in economics
from Wilson College, an M.S. in contracts management from Flor-
ida Institute of Technology, and continued her studies in leadership
and management at the Darden School of Business. She contributes
to her community through Hospice, MS Society, American Red
Cross, Fisher House, American Cancer Society, Special Olympics,
Heart Association, and the Chesapeake Bay Foundation.

MICHAEL E. HOUGH
Mike, a resident of Hagerstown, is President–
Maryland Division for Susquehanna Bank. He
is responsible for all retail and commercial
banking operations in Maryland, southern and
western Pennsylvania, and West Virginia. He also
serves as Senior Vice President of Susquehanna Bancshares, Inc.
Mike earned a B.S. in business administration from Madison Uni-
versity and has various specialized training, such as the Maryland
Banking School and advanced classes at the University of Maryland
College Park. Mike serves on the Board of Governors of the Foun-
tainhead Country Club, Antietam Health Services Board, and the
Community Foundation of Washington County. Mike is a 1996
graduate of Leadership Washington County.
THEODORE E. “TED” IMES, SR.
Ted, a resident of Woodstock, is Director –
Corporate Citizenship for Northrop Grumman
Electronic Systems, covering 16 campuses
across the United States. He is responsible for
the design and implementation of strategies to
transform communities and education systems. Ted earned an A.A.
in digital electronics from the Community College of Baltimore
County, a B.S. in engineering science from Loyola University Mary-
land, and an M.S. in technical management from the Johns Hopkins
University. He also completed the general manager program at Har-
vard Business School. Ted volunteers with Project Lead the Way,
African American Task Group, Black Professional Men, Inc., and
he led Maryland’s statewide marketing campaign when Governor
O’Malley established the Science, Technology, Engineering, and
Math (STEM) Task Force.
WANDA IRVING
Wanda, a resident of Baltimore City, is Vice
President for Development and Community
Health Initiatives for People’s Community
Health Centers. A coalition of Baltimore activ-
ists, including the Black Panthers, the Coalition of
Women’s Liberation, and the Baltimore Defense Committee, founded
the Health Centers over 40 years ago, beginning in a row house in
Baltimore. Wanda studied at Middlebury College and Dartmouth
College, and recently received her M.P.A. In 2006, Wanda was named
a National Urban Fellow. She has contributed her time and expertise
to the National Political Congress of Black Women, Alpha Kappa
Alpha Sorority, Dartmouth Club of Washington, D.C., and the YWCA.
HONORABLE LUWANDA W. JENKINS
Luwanda, a resident of Owings Mills, is Special
Secretary for the Governor’s Office of Minority
Affairs. She is responsible for overall manage-
ment and interface with 60 State agencies and
departments to ensure compliance with the State’s Minority Business
Enterprise program. Luwanda earned a B.A. in mass communica-
tion from Towson University, and an M.A.S. in management from
the Johns Hopkins University. She volunteers with Jack & Jill of
America – Baltimore Chapter, which is the largest non-profit orga-
nization in the U.S. devoted to African American families, and the
Maryland Minority Supplier Development Council Advisory Board.
In 2001, Luwanda was named one of Maryland’s Top 100 Women.
She is a graduate of Greater Baltimore Committee – The Leadership.
BRYAN E. KELLY, CFP
Bryan, a resident of Darlington, is Manag-
ing Partner of Kelly Financial Group, LLC,
providing coordinated wealth management
to individuals and small businesses, includ-
ing financial planning, asset management, estate
administration, and CPA and tax services. Bryan earned a B.A.
in economics and a certificate in finance from the University of
Maryland Baltimore County, an M.S. in financial planning from
the College for Financial Planning, and his C.F.P. from the Certi-
fied Financial Planner Board of Standards, Inc. Bryan is a volunteer
with Harford Community College, Financial Planning Association

LAWRENCE P. “LARRY” KRAEMER
Larry, a resident of Woodbine, is Vice President
of Preconstruction Services, Harkins Build-
ers, Inc. in Marriottsville. Harkins is a general
contractor providing construction services for
commercial developers throughout Pennsylvania,
New Jersey, Maryland, Delaware, Virginia, and Washington, D.C.
Larry earned a B.S. in construction management and an M.B.A. in

JOHN T. KUO
John, a resident of Potomac, is Administra-
tor of the Motor Vehicle Administration for
the Maryland Department of Transportation,
where he supervises almost 2,000 employ-
ees and has oversight for all operational and
regulatory responsibilities for this important State agency. John
studied civil engineering at the University of Maryland and earned
a B.A. in business management from National-Louis University.
He holds volunteer leadership positions with the Regional and
the International Boards of the American Association of Motor
Vehicle Administrators, is Chairman of the AAMVA Internal
Fraud Committee, and is a director for the Maryland Highway
Safety Foundation.
STEVEN S. LAKIN
Steven, a resident of Gambrills, is Executive
Vice President of the Mechanical Contrac-
tors Association of Maryland, a construction
industry trade association. Steven is respon-
sible for profit and loss, human resources
administration, internal and external communications, member
development and relations, and legislative advocacy – both in
Washington, D.C., and Maryland. He earned a B.A. in political
science from the University of Florida. Steven has held numerous
leadership positions in civic and community organizations and is
looking forward to becoming more involved. He currently serves
on the Board of the University of Florida Alumni Association,

JANICE H. LIGGINS
Janice, a resident of Mitchellville, is Chief
Steward, Corporate Resource Solutions,
Inc., located in Bowie. She is responsible
for daily oversight and management, strate-
gic planning, and business development. She
earned an A.A. in business from Prince George’s Community
College, studied at the University of Maryland College Park,
earned a certificate from the University of Virginia, and com-
pleted the Darden Minority Business Executive Program. Janice
holds leadership positions with Prince George’s Community TV,
Enterprise Estates Civic Association, and Ministry of Business
Services. She is a recipient of the 2009 Top 100 Minority Business
Enterprise Awards.
DR. ANNE YEE FUN LIN
Anne, a resident of Ellicott City, is Dean and
Professor at the School of Pharmacy, College
of Notre Dame of Maryland. Anne serves as
the chief academic officer and CEO of the
school. She earned a B.S. in pharmacy and a
Pharm.D. from St. John’s University, and completed her clinical
pharmacy residency at the Medical College of Virginia Hospital.
Anne has held numerous leadership positions over the years with
the American Association of Colleges. The recipient of many aca-
demic awards, she continues to serve as a mentor and role model
to young faculty, and chairs the Academic Affairs Committee. She
is a 1981 graduate of Leadership Wilkes-Barre and a 2006 graduate
of Valley Leadership in Phoenix, Arizona.
RICHARD L. LUCAS, JR., PH.D.
Richard, a resident of Upper Marlboro, is Vice
President for Institutional Advancement for
Bowie State University (BSU). Founded in
1865, BSU is a public university offering an
affordable education to a diverse student body
with emphasis on STEM disciplines, business, teacher education,
nursing, and other professional majors within a context of a liberal
arts education. Richard earned a B.S. in information systems man-
agement from Buffalo State College, and an Ed.D. in education and
a Ph.D. in sociology of education from the University of Buffalo. He
contributes his time to Phi Beta Sigma Fraternity, Inc., Bowie State
University Foundation, Black Data Processing Association, Associa-
tion of Fundraising Professionals, and the Baltimore Washington
Corridor Chamber of Commerce.
JOHN M. MARTIRANO, ESQ.
John, a resident of Smithsburg, is County
Attorney for Washington County, providing
legal advice and services to the County Com-
missioners and County departments, agencies,
boards, commissions, and the Sheriff ’s Depart-
ment. He earned a B.A. in political science (cum laude) from West
Virginia University and a J.D. from the University of Pittsburgh. He
was admitted to the Maryland Bar, Court of Appeals of Maryland
in 1990, and to the West Virginia Bar, Supreme Court of Appeals
of West Virginia in 1994. John contributes his time and exper-

KENNETH O. MCCREEDY, PH.D.
Ken, a resident of Waldorf, is Senior Executive
Director of the Enterprise IT Division, Man-
Tech International Corporation in Hanover.
He is working to leverage the opportunities
arising from growth at Ft. Meade to create new jobs
in the state. Ken is a retired Army colonel, last serving as commander
of Ft. Meade from 2005-2008. He earned a B.A. in history from
Washington and Lee University, a M.A. and Ph.D. in history from the
University of California, and master’s degrees from the School
of Advanced Military Studies and the U.S. Army War College.
His volunteer community activities include Maryland Thera-
peutic Riding, Charles County Technology Council, and the
Military Order of the World Wars. He is a 2006 graduate of
Leadership Anne Arundel.
DEBORA GAVIN MERLOCK
Deb, a resident of Abingdon, is President/
Founder of the Greater Edgewood Educa-
tion Foundation, a grassroots, non-profit
organization that supports children in achiev-
ing personal and educational success. She earned
an A.A. in information systems management from Anne Arundel
Community College, and a B.S. in communications from Excelsior
College. She is the recipient of several awards, including Harf-
ord Leadership Academy Outstanding Past Graduate, Girl Scouts
of Central Maryland Outstanding Leader, and National PTA Life
Achievement Award. She serves on the organizing committee of
the Susquehanna Professional Association of Non-Profits. She is a
2004 graduate of the Harford Leadership Academy.
SARAH C. MILLER
Sarah, a resident of Bowie, is President/
Founder of The We Believe Foundation, a
non-profit foundation, which raises aware-
ness and provides financial assistance and
advocacy for young adults with cancer. Sarah
also is an independent sales director for Mary Kay Cosmetics with
over 50 sales representatives under her supervision. She earned
a B.S. in finance from Boston University. Sarah’s volunteer efforts
include the Mary Kay Foundation for Domestic Violence, the Mary
Kay Foundation for Breast Cancer, and the Lance Armstrong Young
Adult Alliance. She also raises funds and organizes hundreds of vol-
unteers for the annual MillerStrong Lacrosse Classic, which brings
together dozens of college lacrosse players for a series of charity
matches to benefit The We Believe Foundation.
MICHAEL R. MITCHELL
Mike, a resident of Baltimore City, is CEO
of Habitat for Humanity of the Chesapeake,
serving Anne Arundel and Baltimore coun-
ties, and Baltimore City. Mike grew up overseas
(Indonesia, Afghanistan, Switzerland, and
Southern Africa), which gave him a unique context for engagement
with diverse communities. He earned an International Baccalaure-
ate Diploma from Waterford Kamhlaba United World College of
Southern Africa (Swaziland), a B.A. in government from the College
of William and Mary, and a Certificate in negotiation from Harvard
University. Mike contributes his time to Megaphone Project (films
for non-profits), Patterson Park Neighborhood Association, and
the United Democratic Club. Mike is a 2006 graduate of Greater
Baltimore Committee – The Leadership, and was a Weinberg
Fellow in 2004.
ANTHONY G. “TONY” MOAG
Tony, a resident of Ruxton, is Executive Vice
President of The Whiting-Turner Contract-
ing Company, which is a national leader in
general contracting with annual revenues of $4
billion. Tony oversees approximately $1 billion
of construction across the United States. He earned a B.S. in civil
engineering from the University of Pennsylvania, where he was a
varsity lacrosse player and President of Phi Gamma Delta, and an
M.B.A. from Northwestern University. This busy leader volunteers
his time to the University of Pennsylvania (admissions), Downtown
Baltimore Partnership, Catholic Charities of Baltimore, and Loyola
Blakefield. He is a 1997 graduate of Leadership Cleveland.
DR. KAREN L. OLMSTEAD
Karen, a resident of Salisbury, is Dean of the
Henson School of Science and Technology at
Salisbury University. She is the chief academic
officer for seven departments, two applied
research centers, and 15 degree-programs. Karen
earned a B.S. and an M.S. in entomology from the University of
Delaware, where she was awarded a Presidential Citation for Out-
standing Achievement in 2001, and a Ph.D. in entomology from
the University of Maryland College Park. She volunteers her time
to the Council of Colleges of Arts and Sciences, Salisbury Middle
School PTA, Chesapeake Bay Region Technical Center of Excel-
lence, Federal Labs Consortium Technology Conference, and
Destination Imagination.

GEOFFREY F. OXNAM
Geoff, a resident of Easton, is Vice President of
Operations for Easton Utilities, a non-profit,
municipally-owned utility and telecom-
munications company that provides electric,
natural gas, water, wastewater, cable television,
high-speed internet, and IT professional services. Geoff manages
daily operations in five divisions. He formerly owned his own
communications company, Oxnam Communication, and is the
recipient of several journalism awards. He earned a B.A. in history
from Williams College, where he was captain of the varsity crew
team, and an M.B.A. from The Johns Hopkins University Carey
School of Business. Geoff volunteers with Christ Church Small
Group Ministry, Maryland Broadband Cooperative, and the Talbot
County Economic Development Commission.
CHRISTOPHER J. PARKER
Chris, a resident of Easton, is Senior Vice
President, Patient Care Services and Chief
Nursing Officer, for Shore Health System/
UMMS, a two-hospital, 193-bed health sys-
tem affiliated with the University of Maryland
Medical System. Chris is responsible for overall administrative
accountability for patient care delivery services. He earned a B.S.
in nursing from State University of New York, an M.S. in nursing-
adult health from Syracuse University, and a Post Masters Certificate
in healthcare/nursing administration from Villanova University.
He was named 2003 “Innovator of the Year” by The Daily Record.
Chris volunteers his time to the Eastern Shore Area Health Educa-
tion Center, Wilmington College Advisory Committee, and the
Maryland Hospital Association.
THOMAS J. PHELAN
Tom, a resident of Shrewsbury, Pennsyl-
vania, is President and Chief Executive
Officer of the Injured Workers Insurance
Fund (IWIF), Maryland’s largest workers’
compensation insurer, with over $1 billion in
assets. Prior to his career with IWIF, Tom worked as a Legisla-
tive Auditor for the State of Maryland, auditing agencies with up
to $1 billion in annual appropriations. He earned a B.S in busi-
ness administration (cum laude) from Towson University and is a
Certified Public Accountant and a Certified Fraud Examiner. This
busy leader provides volunteer leadership to Kids Chance of Mary-
land, Franciscan Center, and Maryland Workers’ Compensation
Educational Association.
DONNA RATTLEY WASHINGTON
Donna, a resident of Washington, D.C.,
is Vice President, Government Affairs for
Comcast. She manages the government, regu-
latory, and community service operations for
Montgomery, Frederick, and Prince George’s
counties; Washington, D.C.; and northern Virginia. Donna earned
a B.A. in politics from Brandeis University, a J.D. from Georgetown
University School of Law, and a certificate in international relations
from Université de Haute Bretagne (Rennes, France). She and her
husband helped found one of the most highly acclaimed charter
schools in Washington, D.C. – the Capital City Public Charter
School, where she continues to serve on its Board of Directors and
co-chairs its capital campaign. Donna also lends her time to City
Year Washington, D.C., Arts and Humanities Council for Montgom-
ery, and the District of Columbia Chamber of Commerce.
KIMBERLY S. REPAC
Kim, a resident of LaVale, is Senior Vice Presi-
dent and Chief Financial Officer for Western
Maryland Health System (WMHS) in Cumber-
land. WMHS is a regional health system that
operates two acute care hospitals, a nursing home
and several other entities. Kim earned an A.A. in business adminis-
tration from Hagerstown Junior College, a B.S. in accounting from
Shippensburg State University, and an M.B.A. from Frostburg State
University. She contributes her time and expertise to the County
United Way, Maryland Physicians Care, Maryland Hospital Associa-
tion, County United Way of the Alleghenies, and the Health Care
Financial Management Association – Maryland Chapter.
HONORABLE ALEXANDER M. SANCHEZ
Alex, a resident of Baltimore, is Secretary of
the Maryland Department of Labor, Licensing
and Regulation. Prior to being appointed by
Governor Martin O’Malley, Alex was Senior Vice
President for United Way of America. He earned a B.A. in political
science from Boston College, a J.D. from the University of Michigan
School of Law, and an M.G.A. from the University of Pennsylvania.
Alex is the recipient of two Distinguished Hispanic Alumni Awards
– one from the University of Michigan in 2000 and one from Boston
College in 2004; and he was named one of 100 Most Influential His-
panics by Hispanic Business Magazine. Alex is new to Maryland and
is looking to become more involved in the volunteer community.

JACQUELYN C. SCHINGECK
Jacquelyn, a resident of Reisterstown, is Vice
President of Century Engineering, Inc. in
Hunt Valley, a 400-person multi-discipline
engineering firm in the mid-Atlantic region.
Jacquelyn is responsible for developing busi-
ness opportunities and producing quality marketing materials and
presentations. She studied English and biology at City College, as
well as psychology at Towson University. Jacquelyn holds volunteer
leadership positions with the Maryland Downtown Development
Association, the International Facilities Managers Association,
and the Society for Marketing Professional Services. Additionally,
she served on Governor Martin O’Malley’s Transition Team.
CAPT. STEPHEN A. SCHMEISER
Steve, a resident of Patuxent River, is Execu-
tive Officer of Naval Air Station Patuxent
River. His responsibilities include manage-
ment of the day-to-day operation of the Base,
which provides shore installation support for over
23,000 personnel in the execution of research, development, test,
evaluation, and acquisition of many diverse Naval Aviation systems.
Steve earned a B.A. in chemistry from College of the Holy Cross,
he is a graduate of the United States Navy Test Pilot School, and
he earned an M.S. in national resource strategy from the National
Defense University. This busy U.S. Naval Officer provides volunteer
leadership to Calvert Marine Museum and Patuxent River Naval
Air Museum.
JOSEPH J. SIEMEK
Joe, a resident of Bel Air, is Senior Vice Presi-
dent of KCI Technologies, Inc., which is a
multi-discipline engineering and technology
firm headquartered in Sparks. He is respon-
sible for the management of the utilities group,
business development, and technical management of utilities
services. Joe earned a B.E.S. in environmental engineer-
ing from Johns Hopkins University, where he played varsity
soccer, and an M.B.A. in management from Loyola University Mary-
land. Joe contributes his time and expertise to Forest Hill Recreation
Council, Consulting Engineers Council – Maryland, and Vineyard
Oak Home Owners Association.
ANNA LEAKE SMITH
Anna, a resident of Stevenson, is Group Vice
President and Area Manager for M&T Bank,
a position she has held since 1981. She over-
sees wealth management, private banking, and
custody for large families and foundations. Anna
earned a B.A. in art history from Hollins University and is a gradu-
ate of the A.B.A. Trust School at Northwestern University. This busy
banker contributes her time and expertise to The Maryland Mentor-
ing Project, Stevenson University, National Aquarium Foundation,
Maryland Historical Society, and Maryland Life Magazine. Anna was

Cathy, a resident of Millersville, is Vice Presi-
dent – Institutional Advancement for the
University of Maryland University College,
which is a global institution and one of the

sity System of Maryland, specializing in career-oriented, online
degree programs tailored to working adults. Cathy earned a B.A.
in education from the University of North Carolina, an M.A. in coun-

of Virginia. Additionally, she earned National Sign Language
Certification from Registry of the Deaf, is fluent in sign language,
and has been signing for most of her life. She provides volunteer

Tammy, a resident of Randallstown, is Chief
Legal Counsel for Baltimore City Public
Schools, where she has oversight and man-

the University of Maryland College Park, and her J.D. from the

LISA R. ULLRICH
Lisa, a resident of Havre De Grace, is Direc-
tor for Morgan Stanley in Baltimore, where
she facilitated the opening of the Baltimore
Operations Center. She manages the reconcil-
iation team within operations, risk and control.
Formerly, she was Assistant Vice President with M&T Bank for 15
years. Lisa studied at Essex Community College and completed
the Maryland Banking School at the University of Maryland Uni-
versity College. The organizations to which Lisa contributes her
time and expertise are Our Lady of Hope, Habitat for Humanity,
and Beans and Bread. She also taught banking principles to local
public school students in Baltimore and regularly volunteers at
her daughter’s school.
CONSTANCE A. “CONNIE” WALKER
Connie, a resident of Leonardtown, is Presi-
dent of the National Alliance on Mental
Illness — Maryland, which is a grassroots
organization dedicated to education, support,
and advocacy for persons with mental illness, their families and
the wider community. The organization has a prominent role in
the region and at the state level vis-à-vis combat veteran reinte-
gration and readjustment issues. A retired Navy Captain, Connie
earned a B.A. in psychology from State University of New York-
Potsdam, continued her graduate studies in psychology at The
Citidel, and earned an M.S.Ed. in education from Old Dominion
University. Connie volunteers with the Veterans Regional Advisory
Committee of the Southern Maryland Tri-County Council and the
Maryland Veterans Behavioral Health Advisory Board.
RALIGN T. WELLS
Ralign, a resident of Randallstown, is
Administrator of the Maryland Transit
Administration, a multi-modal transit orga-
nization that provides transportation services,
local and commuter buses, Metro subway, light
rail, commuter rail, and MARC trains for the citizens of Maryland.
Ralign has worked at the MTA for over 20 years, starting as a part-
time bus operator, rising through the ranks to the top position of
Administrator. He earned an A.A. in business from Catonsville
Community College and a B.S. in business administration from
the University of Baltimore. Throughout the years, Ralign has
mentored and tutored five at-risk young men who were in foster
care and have grown to be responsible young men contributing
to society. He continues to contribute his time to RCI Therapeutic
Foster Care.
DAVID R. WERNECKE
David, a resident of Severna Park, is a Con-
sultant–Senior Manager with SAIC-Eagan
McAllister Associates, Inc., in Washington,
D.C., which is a scientific, engineering, and
technology company supporting national security. He earned a
B.S. in political science/history from Towson University, while
also serving as a Congressional Intern. He completed Masters
coursework in curriculum and instruction at Johns Hopkins
University. David has completed additional training in Human
Performance Improvement (Certified Consultant) and Strategic
Thinking. His family serves as a sponsor family for the United
States Naval Academy Sponsor Program, and as a host family for
Fresh Air Fund. David also coaches for the Greater Severna Park
Athletic Association.

audience of Board members and LMD
graduates offered a rousing toast to the
new Class of 2010 as the year of learning
and discovery was launched.
ORIENTATION RETREATHyatt Regency Chesapeake Bay, Cambridge, MD April 15 & 16, 2010
The class gathered for their opening
retreat at the magnificent Hyatt Regency
Chesapeake Bay in Cambridge for two
days of laughter, group activities, and
leadership briefings. Under the theme
“The Changing Landscape in Maryland,”
Anirban Basu of the Sage Policy Group
took the class on a spirited tour of Mary-
land’s rapidly changing economic and
demographic realities. LMD President
Nancy Minieri briefed the class on the his-
tory of the program and the policies and
expectations for the class. Program Facili-
tator Eliot Pfanstiehl led the class through
a fast-paced program of interactive and
thought-provoking activities designed to
explore the many facets of leadership and
build trust, communication, and friend-
ships among strangers. After dinner, Ron
Dhindsa ’04, President of Maryland Lead-
ership Workshops, introduced the class
to this unique statewide youth leadership
training program now in its 54th year and
an official affiliate of Leadership Maryland
since 2004.
EDUCATION – SOUTHERN REGION Holiday Inn Conference Center and Marina, Solomons May 13 & 14, 2010
The class began its day touring the Calvert
Cliffs Nuclear Plant with a briefing on
energy alternatives, costs, and the future
of nuclear power in Maryland with Alex
Nunez ’05 of Constellation Energy, and
listened to State Senator Rob Garagiola
discuss energy policy in Maryland. Then,
the class visited the source of the decade-
long BRAC growth in St. Mary’s, Calvert,
and Charles counties – Patuxent River
Naval Air Station. After Class of ’99 alum-
nus Tim Smith’s tour of aircraft simula-
tors, flight control operations, test hang-
ers, and the base, the class relaxed with
lunch at the newly opened Officer’s Club.
After a bus ride to the far southern end
of St. George Island, they listened to the
mesmerizing tales and teachings of Cap-
tain Jack Russell of the Chesapeake Bay
Field Laboratory. This life-long waterman,
now the President of the St. Mary’s Com-
missioners, shared stories of life on the
Bay, the changes in the fishing industry,
and the need for attention to restore the
ecological balance of human and animal
life in the Bay. The day ended perfectly
with sunset and dinner at the Old State
House in historic St. Mary’s City. The next
morning, it was off to school for Educa-
tion Day and a briefing on “Race To The
Top” at the Dr. James A. Forrester Career
and Technology Center by our hosts St.
Mary’s Superintendent Dr. Michael Marti-
rano ’07, Dr. Carl Roberts ‘98, and Dr. Ed
Shirley ’05. A panel on the challenges of
funding education, with Del. John Bohan-
an (Dist. 29B), and superintendents Dr.
Ed Shirley ‘05, Dr. Michael Martirano ’07,
and Dr. Elizabeth Morgan ’04, followed.

tour of the Tech Center. Then, the class
traveled by bus to Walden Sierra, a non-
profit community-based behavioral health
agency where they were welcomed by Dr.
Kathleen O’Brien ’08, Executive Director,
and Dr. Bradley Gottfried ’08, President
of the College of Southern Maryland, dis-
cussing the extensive network of public/
private sector partnerships established
throughout Southern Maryland to serve
the community.
HEALTH AND HUMAN SERVICES – CENTRAL REGIONPier 5 Hotel, Baltimore City, MD June 17 & 18, 2010
Over these two program-packed days in
Baltimore, the class visited some of the
State’s best practices in health and hu-
man services, including the inspirational
Maryland Center for Veterans’ Education
and Training founded by Col. Chuck
Williams (Ret.), and the amazing Living
Classrooms program, led by James Piper
Bond ’95, which teaches woodworking,
maritime, and life skills to Baltimore’s
youth from their multi-faceted facilities
on the Harbor‘s waterfront. The class saw
first hand the facts, the faces, and future
of Baltimore through the eyes of remark-
able leaders, such as The Honorable
Brenda Donald ’08, Secretary, Maryland
Department of Human Resources, and
William McCarthy, Executive Director of
the Associated Catholic Charities, who
put a face on the number of Maryland
citizens daily in need of help. The class
had lunch at Our Daily Bread Employ-
ment Center, a program of Catholic
Charities, which feeds, counsels, and
supports thousands of homeless and
needy citizens of Baltimore every year.
With the country’s attention focused on
health care, The Honorable John Colm-
ers ’99, Secretary, Maryland Department
of Health and Mental Hygiene, and Dr.
Michael Tooke ’09, Shore Health System
of Maryland, provided informative briefings
on the state of Maryland’s healthcare and
a layman’s guide to Maryland’s unique
health care reimbursement model. The
Honorable Stephanie Rawlings Blake,
Mayor of the City of Baltimore, addressed
the class at dinner with ample time for a
lively Q&A. For the first time, the class
visited the headquarters of the American
Red Cross of Central Maryland for a tour
of their emergency response facilities.
CRIMINAL JUSTICE – WESTERN REGIONRocky Gap Lodge & Resort, Cumberland, MD July 22& 23, 2010
If you want to study criminal justice,
start the day at end of the line: the North
Branch Correctional Institution, the most
high-tech maximum-security prison in
the country, which houses 1,400 inmates
and was built at a cost of $171 million.
Hosted by LMD alumnus, Commissioner
of Correction Mike Stouffer ’08 and mem-
bers of his staff, the class got an inside-out
overview of the State’s correctional sys-
tem, with a tour of the high-tech security
facility, and a briefing on challenges of the
correctional system in Maryland. Three
inmates responded to penetrating ques-
tions from the class about the experiences
that landed them in prison and daily life
while incarcerated. Following a tour of the
prison and lunch, the class headed back
to the hotel for “It’s Not Just a Prison, It’s
an Industry” with D. Bruce Poole Esq.,
Principal, Poole and Kane, P.A. and Dan
Taylor of the Union Rescue Mission. The
day ended with cocktails al fresco and
dinner overlooking beautiful Lake Habeeb
while classmates, closely bonded now,
enjoyed mellow moments of camaraderie.
The next morning, the class listened
to a panel on interstate commerce and
regionalism with representatives of West-
ern Maryland, Pennsylvania, and West
Virginia. They explained the north-south
orientation of the highways, mountains,

and waterways in this section of the state.
Returning to downtown Cumberland, the
class was treated to a narrated walking
tour and a tour of an artist’s residence,
led by Betsey Hurwitz-Schwab ’06, and
lunch catered by students from Allegany
College’s School of Culinary Arts. After a
briefing on the Allegany Arts Council by
Andy Vick, a panel on “Leadership Begets
Leadership: The Birth of the Regional
Leadership Series,” was hosted by gradu-
ates of LMD, Leadership Allegany, The
Greater Cumberland Committee, and
several institutions of higher learning.

While half the class cruised up the Nanti-
coke River from Vienna, with Don Baugh
& Tom Horton, on a boat owned by the
Chesapeake Bay Foundation, the other
half toured a chicken farm with owner/
farmer Terri Wolf–King and staff of Perdue
Farms. Jim Lewis ’07, Caroline and Cecil
counties Extension Director, provided
a briefing on agricultural issues beyond
the bus window. Both groups reunited at
Henson Scout Reservation for lunch and
an environmental chemistry lesson on
nutrient management in the ecosystem by
Dr. Russ Brinsfield, Executive Director,
Harry Hughes Center for Agro-Ecology,
Inc. After the groups switched places,
they re-connected at the Fountains Con-
ference Center in Salisbury for a lively
debate with The Honorable John Griffin ’97,
Secretary, Maryland Department of Natural
Resources, and Dr. Don Boesch ’94 of the
UMD Center for Environmental Science
on the balance between human
activities and the ability of natural
systems to support and nurture life. The
evening featured dinner at the Ward
Museum of Wildfowl Art, the nation’s
most prestigious collection of American
duck carvings. The next day was Eastern
Region Day, and the class headed just

over the Maryland line to Seaford, Dela-
ware to tour the state-of-the-art Perdue
AgriRecycle Facility, which takes chicken
manure from hundreds of poultry farms
in the region and turns it into pasteurized
organic fertilizer pellets as explained by
Dr. Jim Perdue ’00. Returning to Salisbury,
Dr. Janet Dudley-Eshbach, President,
Salisbury University, hosted the class for

Memo Diriker on “Economic Develop-
ment on the Shore-Beyond Land and
Water.” The session’s final panel discus-
sion focused on the effect of the economy
on the Shore’s tourism industry. As
always, the session ended with a closing
debrief and a trip back across the Bay
Bridge for many, blessedly driving against
Friday night beach traffic.

After a first-person overview of the
challenges of diversity in Maryland by
LMD alumnus Herb Jordan ‘05, the class
participated in a day-long workshop
utilizing Harrison Owens’ Open Space
Technology (OST) format. The process
invited class members to share their
candid questions, personal knowledge,
and actual life experiences in diversity
in a series of self-selected sessions, while
building stronger bonds of respect and
trust among the group. The entire day
wrestled with the challenge of creating
common vision in a diverse community,
discovering ways to mobilize people of
different heritages and languages, and
coming to consensus in an increasingly
multi-cultural nation. A windshield tour
through the newly revitalized community
of Hyattsville and dinner at Franklin’s
Restaurant and General Store rounded
out the day. Capital Region Day began
with a tour of the National Institutes of
Health campus, and a presentation on
NIH’s budget for biomedical research by
Dr. Toni Scarpa, Director of the Center
for Scientific Review, John Burklow and
Pat White briefed the class on how and
why NIH is important and accessible
to ordinary people and how healthcare
reform impacts NIH. The final act of the
session was a visit to the 2,000-seat Music
Center at Strathmore, now celebrating its
fifth anniversary as Maryland’s premiere
concert and arts education venue. It hosts
160 commercial productions a year by
the Baltimore Symphony Orchestra,
Washington Performing Arts Society,
and the National Philharmonic. The visit
included lunch and a backstage tour and
briefing by Eliot Pfanstiehl, President and
CEO, Strathmore, and LMD’s facilitator.

The class held its final daylong session
reflecting on their year spent traveling
across the State. In this final session, they
brainstormed leadership initiatives and
shared lessons-learned about leadership.
After a heartfelt exchange of individual
appreciation for each other in the closing
circle, class members, once strangers in
April, returned home as part of a state-
wide team of informed leaders armed
with new knowledge, a new network of
powerful allies, and a broader vision and
heart for doing the work of Maryland.
