Since 1974, the Colony Days parade

has closed El Camino Real for a celebration of the founding of Atascadero, E.G. Lewis’ utopian dream, and the history of the city.

THE PARADEFor 2017, we have returned the beginning of the parade back to Pueblo Avenue, extending our parade route.

The 44th Annual Colony Days Parade will run through Atascadero, on El Camino Real, from Pueblo Ave. to Traffic Way, 1.1 miles, beginning at 10:00am on Saturday, Oct. 21st, 2017.

The parade is free, as always, and you are invited to join us with an entry of your own.

PASSING THE TORCH TO A NEW SUCCESSOR THIS JANUARY

I will never forget the warm welcome the community and members of Atascadero showed me the minute I took on the role as President/CEO for the Chamber.

Remembering back to 2011 our Chamber endured a tremendous personal loss of their 10-year President, Joanne Main. This was a time that the current staff and board members showed the community strength in keeping the Chamber moving forward while grieving a friend.

I was truly honored to be selected to fill her shoes and really wanted to take time to meet the community members and to learn about what was special about Atascadero. Through the years my goal has continued to be to work hard and earn your respect as a community leader and to bring the Atascadero Chamber of Commerce to the highest level of excellence our members and community deserves.

Together with the help of staff, board members, city staff and volunteer community members we have enjoyed many successes

over the years such as our 2013 City Centennial Celebration, 100 volunteers personally visiting over 200 local businesses through a Business Walk, formation of a new 501c3 Atascadero Economic Foundation along with the creation of the new Leadership North County program. These are just a few of the proud accomplishments I will cherish as your President.

After spending the last 21 amazing years in the Chamber Industry, seven of those with Atascadero, I am excited to pass the torch to a new successor who will lead with a new vision for continued success of the Atascadero Chamber of Commerce. I look forward to staying in the North County, serving the business community as a small business owner myself and as a strong advocate of the benefits of belonging to a Chamber will certainly become a member to support not only my business success but to support the ongoing health of our business community here in Atascadero for years to come.

I sincerely want to thank the amazing Board of Directors past and present for supporting and mentoring me through the years and a special thank you to the “Rock Star” staff that we have at the Atascadero Chamber, rest assured everyone, you are in great hands.

goal is to improve patient care, quality and outcomes. The basic core of Lean is to give staff the analytical tools and strategies they need to identify and resolve issues. It is a disciplined process that empowers staff to solve problems by giving them the resources and leadership support to make improvements.

A couple of years ago the leaders at Twin Cities identified a need to engage staff in an effort to spur performance improvement. Leadership surmised that across-the-board improvement required the active involvement of staff in identifying issues and suggesting solutions. The idea was to achieve a non-punitive culture of “speaking up” and implementing proposals to improve processes. This, in turn, management theorized, would provide a hospital-wide focus on any barriers that potentially impeded the staff’s ability to provide safe, high-quality care to patients.

Start with a premise. A more engaged employee is a happier employee – leading to higher

employee satisfaction, which will lead to higher physician satisfaction and ultimately result in higher patient satisfaction. If 2015 is any barometer, Twin Cities Community Hospital in Templeton proved the theory correct.

Twin Cities launched a program known as Lean Daily Management (LDM) in October 2014, and by most metrics it has been a rousing success.

LDM—originated by and derived from the Japanese manufacturing industry decades ago, and adopted by the healthcare industry in recent years—is a methodology that allows for quick change in process when efficiency is challenged. Its overriding

yards per week of solid waste and multi-family complexes with five units or more to have a recycling program in place. Waste Management is working with the City of Atascadero to make recycling easy for commercial customers and multi-family complexes. Whether you have an existing recycling program or a starting from scratch-here are some quick and easy tips from your recycling team at Waste Management:

Tips to Maximize Your Success: Reduce, Reuse, Recycle

• Appoint an office champion- identify someone who will take ownership of the AB 341 process and coordinate employee participation.

• Request a free site assessment- A Waste Management recycling coordinator will conduct a comprehensive site assessment

to determine ways you can reduce waste and increase recycling. The assessment also includes determining appropriate levels of service and proper carts or containers as well as free staff training to sustain the program.

• Recycle- Place a desk-side recycling container (an empty copier paper carton will suffice) at every desk. Collect paper, bottles, cans, and cardboard/paperboard from all your employees. Recycle old printer cartridges using mail-back containers from the supplier.

Lean has produced more than 100 wins since its implementation. Performance metrics show improvement in such areas as quality, cost, service, and patient and employee satisfaction.

• Reduce- which may help lower your monthly trash bill. Think before printing a document. E-mail information to co-workers instead of using a hard copy. By reducing the amount of material going tin your trash bins and increasing the level of recycling, you may have immediate impact on your monthly trash rate.

• Reuse- Encourage employees to re-use. Use paper already printed on one side for notes or printing drafts on the other. Bring your lunch to work in reusable containers. Drink coffee out of mug or bring a travel mug with you to the coffee shop.

TWIN CITIES COMMUNITY HOSPITAL: 40 YEARS OF CARING FOR OUR COMMUNITIES

On February 7, 1977, five months ahead of schedule and at a cost of $5 million,

Twin Cities Community Hospital in Templeton began caring for patients in Northern San Luis Obispo County. With 84-beds, the new one-story hospital replaced two aging hospitals in North County, Atascadero General Hospital and Paso Robles War Memorial Hospital, thus the name “Twin Cities.” With continued population growth, a new tower was built in 2007 to mark the hospital’s 30th Anniversary and better care for the needs of the community.

IF AN EMPLOYEE PUTS IN THEIR NOTICE, CAN WE LET THEM GO THAT DAY INSTEAD OF KEEPING THEM FOR THE FULL NOTICE PERIOD?

Unless there is a contract or agreement to the contrary, employers are under no

obligation to keep an employee on during their resignation notice period or to provide them with compensation for the duration of that period. However, there are a couple of issues to consider before accepting an employee’s resignation early.

First, if you ask the employee not to work the remainder of the notice

period and do not pay them for that time, the resignation may become an involuntary termination in the eyes of the state’s unemployment insurance department. Note that the effect of a single claim on your UI tax rate is likely to be small to non-existent. However, if you’re concerned about that, you can pay the employee for the full notice period, but ask them not to come into work.

Second, terminating the employee before their resignation period comes to an end could motivate other employees to forego giving adequate notice in the event they resign. By terminating an employee immediately, rather than letting them earn two more weeks of pay, you’re

effectively telling other employees that you don’t honor notice periods. As a result, they may not see the point in giving you that courtesy.

Ultimately, the choice to terminate early – with or without pay – is up to your discretion. There are certainly good reasons to ask an employee not to return to the office once they have offered you notice. Just keep in mind that there may be other reasons to go ahead and pay them for their notice period, even if you don’t want them to continue to work.

Welcome to the 2017/2018 school year! Thank you for taking the time to read this note from the High School. We are fast

approaching the conclusion of our first grading period and things are moving right along.

During the summer, significant remodeling and reconstruction has occurred in what was our “H-wing”, soon to be known as the 2000 building. All the rooms have been re-carpeted, had new wall coverings installed, have brand new, state of the art “Front Row” technology, and a “teaching wall”, all of which create a dynamic and effective learning environment for our students. If you’ve driven through campus on the service road you may have noticed that the old portable buildings have been removed which enabled us to create some additional parking.

Our eight CTE (Career Technical Education) Pathways are servicing hundreds of students and the courses in those pathways are all eligible for acceptance by the UC and CSU Universities. We continue to build strong partnerships with businesses in our community which help provide exceptional opportunities to those students. This year for the first time we are offering AP Spanish, AP Physics and AP World Geography, which brings our total Advanced Placement course offerings to 18.

Our Leadership students are dedicated to getting every student involved! Their energy, enthusiasm and school spirit is contagious. Along with all the traditional activities such as Homecoming, Winter Formal, Prom, etc. this year’s students are re-organizing the structure of our school clubs and they are offering opportunities for club members to give back to their school through school service activities.

The musicians in the AHS Marching band and Jazz band are really developing their talents. The AHS Choir is being led by a new teacher this year and he has years of experience conducting several different choirs and he is one to “work hard and fast”, and he has hit the ground running! Our Drama department has a new teacher who is sharing the duties with our veteran drama teacher. They are a solid team and our theater students will benefit greatly from their collaboration.

This fall sport season has approximately 365 student/athletes participating in football, girls’ volleyball and girls’ tennis, boys’ water polo, and cross country. We also have students competing on our rodeo team and they recently participated in the Creston Rodeo.

We are looking forward to watching our students develop skills and gain knowledge as they mature into good citizens and supportive teammates. Sometimes growth incurs a “wipeout”, and this isn’t necessarily a bad thing. We are trying to celebrate that wipeout as it means you were pushing yourself in order to grow, learn, and improve. The fantastic thing about being in education is all the potential and promise that comes from students. I look forward to a challenging and successful year!

The City of Atascadero is committed to ensuring the safety and security of all those living in and visiting our community. Atascadero’s first

responders are dedicated to reducing the occurrence of home fires and home fire injuries through prevention and protection education.

The City recognizes Fire Prevention Week each October, which commemorates the Great Chicago Fire of 1871. That tragic event killed more than 250 persons, left 100,000 homeless and destroyed more than 17,400 buildings, and serves as the motivating force to bring the citizens of Atascadero together to build a safer community.

Everyone is well aware that our local wildland fire fuel sources have by this time of year become extremely flammable. The fire department recommends that everyone remember to clean their roofs and gutters; maintain 100’ clearance of weeds and grasses from around structures as well as 10’ clearance on driveways; keep brush back from structures at a distance of at least 30’ or more; and remember that an 8’ tall bush can produce 50’ plus flame lengths. Also remember to abate weeds and vegetation early in the day, as cutting fuel in the afternoon poses a greater fire danger.

At this busy time of year, many of us will be cooking for friends and family and decorating our homes for the upcoming fall and winter season holidays. Some very simple safety reminders are to never leave your stove or oven unattended while cooking, and if you are faced with a grease fire, remember – cover it

with a lid and turn off the heat source. Be sure to place candles in non-tip candle holders and also ensure they are placed well away from any flammable materials. Never leave lit candles unattended and always make sure they are out of the reach of children.

Most Christmas tree fires can be prevented. Before buying your tree, test it for freshness by tapping the base of the tree on the ground. If needles fall or can be pulled off easily, the tree is too dry. Find a cool spot for your fresh tree, away from heater vents and the fireplace. Be sure to keep your tree as fresh as possible by watering it often.

Many fatal fires take place at night, while you and your family are asleep – when seconds can make the difference between life and death. It is true that smoke alarms save lives; if you have one or more working smoke alarms in your home, you double your chances of surviving a fire. Smoke alarms are inexpensive and easy to install. Remember to change the batteries in your smoke alarm every year in the fall when you turn back your clock.

My wish for our community is that everyone will safely enjoy all of the events and gatherings the upcoming autumn and holiday season will bring.

It’s hard to believe that summer is already over. Kids are back in school and fall activities are upon us. Here at the County, we’re dealing with

a lot of change. Our County Administrative Officer, Dan Buckshi, left abruptly this summer to take a job with the City of Walnut Creek. The County is in the process of recruiting a new CAO, and I’m optimistic that we will be able to choose from the many qualified applicants and have a new CAO in place by the year’s end. We also lost our Planning Director, Jim Bergman to the City of Arroyo Grande as their new City Manager. Recruitment for a new Planning Director will follow the hiring of our CAO. Lastly, as Chair of the County’s Air Pollution Control District, I’ve been very involved with the recruitment of a new Air Pollution Control Officer. Larry Allen is retiring after decades with that agency and we are in the final stages of hiring someone to fill that position. With so many leadership positions in flux, I’ve really appreciated the staff members that have stepped up to keep the County running smoothly and professionally. I know we all look forward to having these key positions filled.

SLOCOG is embarking on a program to involve the public in the development of its long-range transportation plan. The 2019 Regional Transportation Plan (RTP) and accompanying Sustainable Communities Strategy (SCS) is scheduled to be adopted in June 2019. It will provide a 20+ year vision for the future growth and development of our region, focusing on issues affecting our quality of life and environment over the decades to come. This time of year, San Luis Obispo County is experiencing great harvests throughout the county. Wineries are buzzing and everyone is anticipating what the quality of the crop will be. It seems after decades of watching the wine industry grow, harvest season has become a part of our county’s fabric. During this harvest season, we at the County Board of Supervisors will be finalizing regulations for a new industry. Last November, the voters of California fully legalized marijuana and the State has given local jurisdictions an opportunity to develop regulations that will apply to the industry here at home. I know the City of Atascadero is working on their regulations regarding cannabis as well. We hope to have our cannabis regulations finalized and in effect very soon. I recognize that there will still be challenges as we deal with a newly legalized commodity with a lot of different aspects.
