see EDITORIAL • page 7 Editorial Where you want to be. July-August 2014 © Left of the Line news magazine has hammered out a consistent mes- sage over our inaugural two issues. We repeat it here in our third,and with emphasis: VOTE OR LOSE. And if liberals and progressives – almost all of whom are Democrats – DON’T vote this fall, they’ll LOSE one of the best friends they’ve ever had in the Michigan House of Representa- tives. You know whom we’re talking about: STATE REP. COLLENE LAMONTE, D-91st, rep- resenting all the good people of Muskegon County outside the central metropolitan area. However,the 91st includes the cities of Whitehall and Montague, Norton Shores and Roos- evelt Park, home to plenty of good Democrats and union members. We know the right-wing Re- publican noise machine, well-oiled with cool cash by billionaire sugar daddies like the Koch Brothers (who hate government’s interference in their endless schemes will soon kick in to try to portray Lamonte as an ineffective first-termer. That’s what the GOP does when it faces real opposition – it lies, it dis- sembles, it obscures and it trivializes the great men and women in govern- ment who truly serve the people – so beware when the mud bucket comes out and the dirty hands of the right- wing spinmeisters start hurling what they’re well-paid to fling. The bare-faced omission in all their spinning is that Collene Lamon- te can only accomplish what the GOP majority in the House allows her to achieve, and political achievement in our representative democracy is ab- solutely dependent on majority rule. So what have Republicans man- aged to achieve during their grossly mismanaged reign of legislative, gubernatorial and judicial majori- ties – majorities they have held, with only a few notable exceptions in one branch of the Legislature and for a very brief spell on the state Supreme Court – a lamentable THREE DE- CADES of GOP misrule? Look around you, friends, and what do you see? l Our public school systems are fighting to sur- vive in the face of right-wing determination to ruin these beloved institu- tions of learn- ing. l Our roads are crumbling before our eyes, and what is the Republican solution to rais- ing money to pay for their desper- ately needed repair? You guessed it,increase taxes on working people rather than corporations or a sane hike in fuel taxes that would hit the very people ruining our roads! l Last issue, Left of the Line news magazine exposed the fraudulent bills, passed over Democratic nay votes like Collene Lamonte’s,that would make it easier for the oil and gas trusts to pour poison into Michi- gan’s land to frack out what remains of the fossil fuels within the earth. l The costs for these Republi- can-inspired bills will be a further degraded environment, befouled water and a potential for freakish earthquakes and damage to the bed- rock. Yet raise taxes on these robber barons? Unthinkable for Gov.Snyder and his fat-cat cronies! l Teachers, a noble calling of the most respected professional stand- ing, have been marginalized, even ridiculed by the right-wingers, who have over the decades robbed them of what little ne- gotiating power they once had. l Unions have been demonized, and Snyder, as did Big John Engler before him, has tried to destroy this working- man’s friend by cutting into their ability to orga- nize and raise money. Unions, which have given ordinary people decent wages and benefits and safe working conditions, are “the enemy” to the GOP’s corpo- rate masters. Let them deny it. l Pensions?     IsimplycantbelieveSenateRepublicansignoreDemocratsforfoursolidyears,then,insteadofbeingaccountabletothecitizensofthisstateabouttheshamefulstateofMichigansroads,theyblameDemocrats. SenateRepublicanshavepassedonepieceofterriblelegis-lationafterthenext-withzerovotesfromtheDems.Now-whenMichi-ganiansaresickofpotholesandblowntiresandwanttheirroadsfixed,itisthefaultoftheDemsthattheRepublicanswontfixit?Really? TheRsareincompletechargeofeverysinglebranchofstategov-ernmentanditssomehowthefaultoftheDemsthattheywontfixtheroads?Unbelievable. Inshort,theteapartycandidates,createdwithsuchlovingcareinthevariousGOP,RupertMurdoch,SarahPalinandHateRadiolaboratories,arerunningamok. Thewildthingistheydontreallycarewhotheytakeout:Republican,Democrat,itdoesntmatter. Grimm Iamaliberalforthreereasons.First,tobeabitbluntaboutit,ourpointofviewismorallybetterthantheleadingalternative.Second,policiesbasedonliberalprinciplesdeliverbetterresultsthanpoliciesbasedonideologiesofourpoliticalcompetitors.AndthirdthisisperhapsasubjectforanotheressayIhaveseentheothersideinactionfromcloseathand.Theotherside,ifyoucarefullywatchtheminaction,turnsouttomakethemostpersuasivecasethereis,forsupportofourcandi-dates,andadvocacyofourvalues. Startingwiththethirdpoint,Ivepreviouslybeenpaidtoworkforthethen-ChairoftheNationalRepublicanCongressionalCommittee.Separately,intheearly1990s,IwashiredforanotherjobbyanofficialwholaterbecametheChairoftheNationalRepublicanSenatorialCommitteefrom2009-2013. Ivebeenwatchingthecompetingpartyinactionsinceatleastthemid1980s,andpayingcloseattentiontothedifferencebetweentheirslogansandpublicrelations,ontheonehand,andtheiractualbehaviorandpolicies,ontheother.Tomymind,theresnothingquitesoeffectivetoproducealifelongcommitmenttoliberalvalues,astowatchcloselyandwithwell-informeddiscernment,exactlyhowthesausagemakesitswaythroughtheRepublicanmachine. Turningnexttoliberalvalues,IsupposeitmakessensetobeclearwhatImeanbyliberal,andtodistin-guishliberalinthevernacularsense,fromclassicallib-eralism.Classicalliberalismisassociatedwithindividu-alismandlaissezfaireeconomictheories,andhasbeenforce-fedbytheIMF,theWorldBank,andwell-meaningdisciplesofMiltonFriedmanandFriedrichHayektoeconomiesaroundtheworld.Thatisnotmypointofview.Liberal,inourcountry,meanssomethingmorelikewhatEuropeanswouldcallSocialDemocracy. Nodoubt,theothersidewillemphasizethisyearthatthisyearselectionisaboutmoralvaluesandprinciples.

    Andtheyareright,inasense;thisyearselectionisallaboutmoralchoices.Wheretheygowrongiswhentheytrytoclaimtheyoccupythemoralhighground.Inreal-ity,liberalshavethebettercasetomakeonthatscore. Self-identifiedconservativesandLibertariansoftenpresentpoliticsasafalseandmisleadingchoicebetweenanextreme,polarversionoflaissez-fairecapitalism,andanequallypolartotalitarianalternativeinvolvingcentralplanningofeverythingbythegovernment.EitherweliveinNorthKorea,orreturntotherobberbaroneraofthe1880s;thereisnoin-between,intheirrhetoric. Bothextremesareundesirable,andinanimportant

    sense,immoral. Whatweliberalsactuallyadvo-cate,instead,isacommon-sensemid-dleway,betweenthetwoextremes,inwhichtheroleofthegovernmentistodowhatitdoesbest,andthemarketalsoistoplayitsownimportant,in-dispensable,role.Itisaboutbalanceandreason,notideology.Wemakepragmaticcompromisesabouthowtobalancepoliticalformsofcooperation(government)andmarketformsof

    cooperation,toenhancethefreedomandopportunityofallnotjustatinyelitetomaintainasustainableworld,andtodeliverthegreatestbenefittothegreatestnumber. Thereisnoreasontorunfrightenedfrompeoplewhoclaim,mistakenly,thatthegovernmentcannotdoany-thingright,andwho,uponbeingelected,neverceaseintheirdeterminationtoturntheirideologyandhatredofgovernmentintofailedpolicy.Whenweengage,ratherthanrunningawayfromourownvalues,wewinandtheylosebecausetheyarewrong. Inthelastpartofthe19thcentury,manypeoplereal-izedthatunfetteredfreeenterprisecapitalismresultsingreatevilcorruptionandcaptureofgovernmentbyeconomicelites,vastsocialinequalityandhorrificexploi-tationoflabor,opportunisticwarsofimperialexpansion,

Whatdoweenjoytodayasaresultofthateffort?Well,startbyturningonthewatertapinyourhomeorflushingatoilet.Municipalwaterdidnotjusthappenbyaccident,andthisbenefitofcollectiveactionbygovern-mentjustworkssowell,thatsomepeopletodaysimplytakeitforgranted.Likewise,publiclyownedtreatmentworksinmodernindustrialcountrieshavedeliveredanenormous,incalculable,publichealthbenefit. Wedidnothavesuchsystemswhenthiscountrywasfounded,orforquitesometimeafterward;theconstruc-tionandcontinuedsuccessfuloperationofsuchsystems,todayinvolvesalllevelsofgovernmentlocal,stateandfederal. Whenlookingahead20years,neverforgetthatthepeoplewhofundtheMacki-nacCenterareinflu-encedbythesamerigidideologyandthesamehatredofallthingsgovernmentorcollectivethatledKennethLayandEnrontoturnprivatizationofwatersystemsintoabusinessmodel.Itoughttobenomysterytoanyonethateffortstoprivatizeschools,cor-rectionalfacilities,andothergovernmentfunctions,arejustthestart. Roadsandbridgesaresomethingthegovernmentatleasthistoricallyhasdoneright,andwereallyoughttobedoingmuchbetteragaininMichigan.Thisisnotanissuethatshouldbecomeapriorityonlyinelec-tionyears.WhenyougotothepollsthisNovember,onequestiontoaskyourselfiswhetheryourroadsarebetternow,aftermorethanfouryearsofone-partycaptureofallbranchesofstategovernment,thantheywerewhenRickSnyderorourlocalstatesenator,tookoffice. Thirty-sixothercountriesincludingeveryotherleadingindustrialdemocracyatlowercost,deliverbet-terhealthcareoutcomesthantheUnitedStates,duetotherecognitionthatgovernmentmethodsofcooperationsometimescandeliverbetterandmoreeffectivepracti-calperformance,thanprivatemarketmeansofcoopera-tion. UniversalpubliceducationwassoimportanttoAmer-icasfounders,thatinthispartofthecountry,theylaidthegroundworkforitintheNorthwestOrdinanceof1787.Butitreallytookthepoliticalreformsoftheprogressiveera,inthelate19thandearly20thcentury,todoaway

    withchildlaborindreadfulsweatshopfactoriesoronsharecroppingplantations,andtomakeuniversaleduca-tionmandatory. Universalpubliceducation;universalhealthcare;publichealth;publicsanitation;ruralelectrification;sup-portforbasicscientificresearch;supportforevidence-basedandrationalpolicymaking;civilrights;equalrightsforwomenincludingreproductiveself-determination;mostrecently,marriageequality.Thelistcouldgoon.Liberalshavebothamoralandpracticalcasetomakethatourvaluesarebetterandwedeliverbetterresultsintherealworld. Thereisstillmuchtobedone,especiallythroughtheeducationsystem,toensuretrulyequalopportunityforeveryonesothatanystudentineventhemosttrou-bledschooldistrict,canhavethesamechancetobe-comethenextDickDeVos,asDeVossownrelatives.AskyourselfandanswerhonestlydidtheUnitedStatesbecametheworldsleadingsuperpowerduringthe20thcentury,becauseofeconomicinequalityresultingfrom

Whatcouldweallachievetogetherinaworldinwhichopportunitytoexcelisnotdisproportionatelyreservedforwhatstillamounts,principally,toanhe-reditaryelite?Thechoicebetweentheconservativeworldviewandtheliberalworldviewisamoralone,andisstark.Whiletheybelieveintheradicalindividualismofthepowerfulandfavored,theirideologypresupposesperpetualandhereditaryinequalityofopportunity,andfundamentallydeniestheequalworthanddignityofeachperson. Conservativesliketomakethefalseandmisleadingargumentthattheyareallaboutpersonalresponsibility,whilesuggestingthatliberalsdonotsharethisvalue. Nonsense. Weallagreethatpersonalresponsibilityisanim-portantvalue.Liberalsjustalsorecognizethatthosewhohavebenefittedthemostfromtheopportunitiesoursoci-etyoffers,haveapersonalresponsibilityandmoralob-

Butgiventheopportunitytokickout170familiesfromGrandvillesLaGrandeMotelandTrailerParkwhereshecutherteethinthebusinessworld,wasclearlyariteofpas-sage. Sayingsayonaratoresidents,includingtheunemployedandthedisabled,wasnoproblemforthenewowners,herhusbandDanHibmascompany,LaGrandeLLC. Aftertheevic-tions,bulldozingthepropertyandrushingtorezoneit,thesitein2005,thenewcompa-nysproposeddevelop-mentdealfellthrough.Todaytheformertrailerparkisnowonlyhometosquirrelsandchipmunks.Itisonthemarketfor$1.6mil-lion. Onceagain,indi-vidualtaxpayersfromallpartiesareforcedtopickupthetabforafailedbusinessven-turethateliminatesaffordablehousingwhilesimultane-ouslyreducingbadlyneededpropertytaxrevenuenecessarytopayforroads,schools,policeandfire. Itsraretoseeacandidateturnhergrassrootsstoryintoapoliticalliability. Unfortunately,thecontinuinginabilityofherhusbandscompa-nytoturntheformertrailerparkintoavi-ablebusinessnearlya

BecausemostpeoplehadneverheardofSnyderinearly2010,hewasabletocre-ateanimageofhimselfthatwas,infact,consider-ablydifferentthanthereality-andtheNerdadwasonlythebegin-ning. Pollinginlate2009putSnydersnumbersinsingledigitsbehindbetter-knownRepublicanslikeCongressmanPeteHoekstraandAttorneyGeneralMikeCox.Inthemonthsfollowingthead,thosenum-bersquadrupled. Ittookonlyafewmonthsbeforevotersgottoun-derstandthekindofpersontheyputinMichigansmostpowerfulelectedseat.

    OnMarch16th,2011,TheNerdsignedPublicAct4intolaw.PA4tooktheconceptofEmergencyFinancialManagers(EFMs),putinplacetohelpstrugglingmu-nicipalitiesandschools,andturneditintoacorporatistsdream. TheEFMsbecameknownasEmergencyManagers(EMs),theirpowersextendedbeyondjustthefinancialtosettingschoolcurriculumandevendismissingincon-venientlocally-electedofficials.TwoyearslaterwhenDetroitwasassignedanEM,morethanhalfoftheAfrican-AmericansinMichiganlivedincitieswheretheirdemo-craticallyelectedofficialshadbeenreplacedbySnyderappointees. Inamomentthatgotscantattention,RickSnydershowedhistruecorporatistcolors.AtafundraiserforthecorporatistfrontgroupMackinacCenter,Snydertoldthecrowdthathehadacopyoftheir101RecommendationstoRevitalizeMichiganonhisdeskandthathereferstoitoften. AmongsomeoftheirrecommendationswereLetDetroitsaveitselfandbetterserveitsresidentsthroughacomprehensiveprogramofprivatizingcityservices.AnotherwasAdoptaright-to-worklawthatprohibitscollectivebargainingagreementsfromrequiringem-ployeestosupportorbelongtoaunionasaconditionofemployment. Sincethen,bothoftheserecommendationsandcountlessothershavebeensignedintolawbySnyder Despiteallevidencetothecontrary,however,RickSnydercontinuestoportrayhimselfasasimpleNerd,aboveitall.Hisfirstmessageofthe2014gubernatorialrace,abizarreandsomewhatcreepyadshowinghimgloweringatthecameraandemergingfromapoolinafrogmansuit,hashimclaimingthatsavingMichiganisanerdyjobbutsomeonehastodoit. Snyderinevitablyblameshismostegregiouspoliticalmovesonothers.Theemergencymanagerlawand,morerecently,thecompletelefailureofRepublicanstopassroadfundingwerethefaultofanti-taxteapartiers. RighttoWork?Democratsandunionbossesarere-sponsibleforthatfortryingtopassProposition2in2012. TimeandagainSnyderhassignedextreme,pro-busi-ness,ultra-conservativelawsandattemptedtoavoidallresponsibilityforhavingdoneso. SuchaballotinitiativemeansthegoodfolksofMichi-ganwouldhavegottentovoteonthehighlypopularissueoftheminimumwage. Thisisthesortofthingthatgetspeoplescramblingtothepolls.WhichiswhythisisthesortofthingthatRepub-licanshate. Theyrehighlyallergictopeoplevoting,becausewhenpeopledovotetheyusuallyvoteforthingsthatbenefitMichiganfamiliesandcitizens.AndtheRepublicansoflatehaventbeenofferinganyofthat. So,backedontoaledge,theright-winglegislativeleadershipswitchedtothestrat-egyofminimizingthebenefittoMichigan-ders,whichisasclosetocompromiseasthoseguysget(plusithelpedthemtoavoidallthisnastyAmericandemocracystuff). TheyfinallyenteredintotalkswithDemocratstoalterthelawtheballotinitiativewasaimedat,withRepubli-canstryingtopushforlessofcourse-andDemocratstryingtopushformore.ItsimportanttonotethatMichi-ganistheonlyRepublican-ledstatetoincreaseitsmini-mumwage,sotosomedegreethepressureworked. Thewingersfinallyagreedtoraisetheminimumwageto$9.25perhourwithannualincreaseslinkedtotheMidwestConsumerPriceIndexupto3.5percent.Thechangeswillbephasedinoverthecourseoffouryears,startingat$8.15perhourinSeptemberandmov-ingupfromthereuntilitreachesthe$9.25in2018.Itappliestoworkers18andolder. Sorry,youngerfolks.Youdogetaraise,butits85percentofwhatothersarepaid. AccordingtotheU.S.EnvironmentalProtectionAgency(EPA),unmitigatedstormwaterrunoffistheNa-tions#1WaterQualityproblemandMichiganhasfairlypoorgradesinthearenaofstormwatermanagement.Countydraincommissionerscanhaveagreatdealofimpact(goodorbad)onnonpointwaterpollution.TheyadministerthestateofMichigansDrainCode,Act40of1956.Thisisalawthatfirstemergedintheearly1800s. Earlydrainprojectsdrainedwetlands,reroutedstreamsanddrasticallychangedhydrologyacrossthestate;withverylittleconsiderationofenvironmentalimpacts. Intheearly1800s,however,therewasmoreconcernaboutpreventingdiseaseslikemalariaandcholerathan

    worryingaboutwaterqualityorwildlifehabitat.EarlyMichiganderswerealsopreparinglandforagricultureanddevelopment.Itwasnotunusualforthecourseofastreamtobealteredwithafewsticksofdynamite.Mostofourcountydrainagesystemsareopenditchescre-atedover100yearsagothataremerelyseverelyalteredstreams.Historically,workinacountydrainwasexemptfrommostenvironmentallaws,aslongasthedraincommis-sionerstayedwithintheoriginalrouteandcourseoftheestablisheddrain. LastfalltheMichiganLegislature(promptedinpartbytheEPAtoraisethebaronnonpointpollu-tionefforts)madechangestoNREPA(thestatesNaturalResourcesandEnvironmentalProtectionAct)thatholddraincommissionersmoreaccountablefortheworktheyconductinanopendrain. Now,countydraincommissionersaresupposedtoadheretocertainenvironmentalbestmanagementpracticesandworkundersomeformofgeneralpermitformostoftheirwork.Forsomecommissionersthisisabothersomeintrusionontheirauthority-theyareinclinedtodigouttheditchwithlittletonoregardof

    impactsonhydrology,waterqualityorwildlifehabitat.
