    Volume Forty-Two contains items written after the Octo-ber Revolution, which were first published in the CompleteRussian Edition of Lenins Collected Works or which werepublished in Lenin Miscellanies, magazines and newspapers.These documents form an important supplement to theworks included in the various volumes of this edition.

    The first group of documents dates to the period fromNovember 1917 to July 1918the period of continueddevelopment of the socialist revolution and consolidationof Soviet power. Mention should be made first of all ofTheses on the Tasks of the Party & the Present Situation,the article Plekhanov on Terror, the Draft Resolutionfor the C.C., R.S.D.L.P.(B.) Concerning the Expulsionfrom the Party of S. A. Lozovsky, the Outline of a Pro-gramme of Economic Measures and a number of chaptersof the original version of the article The Immediate Tasksof the Soviet Government. These deal with the tasks thatfaced the working class after the conquest of power, stressthe necessity for strengthening the dictatorship of theproletariat and suppressing the resistance of the overthrownexploiting classes, and sharply criticise the Right-opportunist elements within the Party.

    Several documents relate to Lenins fight to get Russiaout of the war, to conclude the Brest peace treaty (Speechat a Joint Meeting of the Bolshevik and Left S.R. Groupsin the All-Russia Central Executive Committee, February 19,1918, Speech to the Lettish Riflemen, February 20, 1918and others). The numerous decisions for the Council ofPeoples Commissars drafted by Lenin reflect the first stepsof the Communist Party and the Soviet Government in thefield of political, economic and cultural activities.

    A considerable part of the volume is made up of itemsand documents written after the war, when the problems ofeconomic rehabilitation and socialist construction bulkedlarge. Industry, agriculture, science and technology, publiceducation, improvement of the machinery of state, thenational question, foreign policyall these problems weredealt with daily by Lenin, who directed the activitiesof the Party and the Government

    The items included in this volume contain importantsupplementary material showing how Lenin worked on theplan of socialist construction.

    Of great significance are the chapters of the originalversion of The Immediate Tasks of the Soviet Government(the end of Chapter IV, chapters V-IX and the beginningof Chapter X) which were first published in 1962. In thesechapters Lenin sets forth in greater detail than in the finaltext a number of questions relating to the task of startingconstruction of a new society and reveals the importance

    of solving economic problems and the need for propermanagement of the national economy during the periodof transition from capitalism to socialism. In interviewsgiven to Lincoln Eyre, correspondent of the Americannewspaper The World, and to the correspondent of theJapanese newspaper Osaka Asahi and in his Notes onElectrification Lenin characterises the role of electrificationin building the economic foundation of socialism and devel-oping the productive forces. Questions of the New EconomicPolicy are dealt with in the Reply to the Debate on theReport on Concessions at the meeting of the Communistgroup of the All-Russia Central Council of Trade Unionson April 11, 1921, in speeches made at the Tenth All-RussiaConference of the R.C.P.(B.) during the debate on theresolution on questions of the New Economic Policy, and ina letter To the Russian Colony in North America.

    Consistent application of democratic centralism in runningthe economy, scientific planning, rational and efficientmanagement, proper organisation of labour, the introductionof cost accounting, the running of enterprises on a payingbasis, and the use of moral and material incentivesfor developing production were considered by Lenin to bethe most vital principles and methods of socialist manage-ment. Mention can here be made of such documents as theSpeech at a Meeting of the Presidium of the S.E.C., April 1,1918, Comments on the Draft Regulations for theManagement of the Nationalised Enterprises, Salaries forSpecialists, Addendum to the Draft Regulations on Subbot-niks, Draft of the Main Point of the C.L.D. Decision onthe General Planning Commission, Plan of an ArticleCommercial Organisation, Motion to the Politbureau ofthe C.C., R.C.P.(B.) on Bonuses for Enterprises and others.Defining the tasks of economic construction in his Planof a Speech at the Trade Union Congress, Lenin wrote:Work discipline, higher labour productivity, work organi-sation, increased output, relentless fight against slipshodwork and red tape. By this sign shall ye conquer (p. 308).Materials such as: Addendum to the Draft Decision forthe C.P.C.     A number of materials deal with questions of culturaldevelopment: the draft decision for the C.P.C. on LibraryOrganisation, Instructions for Compiling a Reading Bookfor Workers and Peasants, Draft Decision for the Polit-bureau of the C.C., R.C.P.(B.) on the Chief Committee forPolitical Education, Rough Draft of a Resolution onProletarian Culture, Addendum to the Draft Decision forthe C.P.C. on an Obligatory Science Minimum in the HigherSchools, Draft Decision for the Plenum of the C.C.,R.C.P.(B.) on the Reorganisation of the Peoples Commis-sariat for Education, Directives on the Film Business.These and other documents contain important propositionsregarding the substance and ways of effecting a culturalrevolution, the communist education of the working people,the political enlightenment of the masses.

    Of exceptionally great significance is the letter On theEstablishment of the U.S.S.R. in which Lenin put forwardthe idea of creating a Union of Soviet Socialist Republicsas a single multinational socialist state based on a voluntaryassociation of equal and sovereign Soviet Republics. Questionsconcerning the national policy of the Communist Partyand the Soviet Government are dealt with also in theNotes at a Meeting of Delegates to the Second All-RussiaCongress of Communist Organisations of the Peoples of theEast, Draft Decision for the Politbureau of the C.C.,R.C.P.(B.) on the Tasks of the R.C.P.(B.) in Turkestan,Draft Decision for the Politbureau of the C.C., R.C.P.(B.)on the Tasks of the R.C.P.(B.) in Localities Inhabited byEastern Peoples and other items, in which Lenin urgesthe need for unity and fraternal co-operation among allthe nationalities of the Soviet land and for waging a vigorousfight against chauvinism and nationalism.

    The speech winding up the debate on the report on con-cessions at the meeting of the R.C.P.(B.) group at the EighthCongress of Soviets contains Lenins important thesis on

    Soviet patriotism: The patriotism of a person who isprepared to go hungry for three years rather than surrenderRussia to foreigners is genuine patriotism, without which wecould not hold out for three years. Without this patriotismwe would not have succeeded in defending the Soviet Repub-lic, in doing away with private property.... This is thefinest revolutionary patriotism (p. 245).

    In his note The Democratism and Socialist Nature ofSoviet Power and his Speech at a Meeting in PresnyaDistrict, July 26, 1918, Lenin characterises the Sovietsand reveals the genuine democratism of the Soviet Consti-tution.

    Many documents reflect Lenins efforts to improve theworking of the machinery of state, and strengthen state,Party and public control: Proposals for the Distributionof Functions Between the Deputy Chairmen of the C.P.C.and the C.L.D., Proposals Concerning the Work Routine ofthe Deputy Chairmen and the Chairman of the C.P.C., Letterto L. B. Kamenev, A. I. Rykov and A. D. Tsyurupa on theDistribution of Work Between the Deputy Chairmen of theC.P.C. and the C.L.D., Politbureau of the C.C., R.C.P.(B.)Directives on a Workers Inspection, Materials to theArticle How We Should Reorganise the Workers andPeasants Inspection, etc. A number of documents aredevoted to the strengthening of socialist legality: RoughTheses of a Decision on the Strict Observance of the Laws,Proposals Concerning the Work of the Vecheka, Speech atthe Fourth Conference of Gubernia Extraordinary Commis-sions, February 6, 1920 and others.

    Lenin regarded the Communist Party as the guiding anddirecting force of Soviet society. He never relaxed hisefforts to strengthen the ideological and organisationalunity of the Party, he urged the need for doing everythingto develop inner-Party democracy, to rigidly adhere to theprinciple of collective leadership and to strengthen thePartys ties with the masses. These questions are dealtwith in many documents included in this volume: Speechon the Immediate Tasks of Party Development at theNinth All-Russia Conference of the R.C.P.(B.), draftresolution and proposals for the resolution on this question,speech to the R.C.P.(B.) group at the Eighth Congress of

    Soviets during the debate on the report of the All-RussiaC.E.C. and C.P.C. concerning home and foreign policies,Speech at a Meeting of Moscow Party Activists, February24, 1921, Draft of a Letter of the C.C., R.C.P.(B.) on theAttitude to Non-Party Workers, Outline of a Speech ata Meeting of Supporters of the Platform of Tendelegatesto the Tenth Congress of the R.C.P.(B.), Remarks Con-cerning the Work Plan of the C.C., R.C.P.(B.).

    Lenins draft resolution for the Politbureau of the C.C. con-cerning Maxim Gorkys articles in the magazine CommunistInternational is a striking illustration of his high-principledattitude, his intolerance towards the cult of personality.

    Of great importance is the series of documents dealingwith the Soviet states foreign policy: the interviews withforeign correspondents, the Draft Directives to the DeputyChairman and All Members of the Genoa Delegation,Draft Directives of the C.C., R.C.P.(B.) for the SovietDelegation to the Genoa Conference, Draft Decision for theC.C., R.C.P.(B.) on the Tasks of the Soviet Delegation atGenoa, Amendments and Remarks to the Draft Declarationof the Soviet Delegation at the Genoa Conference and others,which formulate the fundamental principles of the SovietRepublics foreign policy and the aims and methods of Sovietdiplomacy.

    These documents show how consistently the SovietGovernment, headed by Lenin, pursued its policy of peaceand establishment of business relations with the capitalistcountries. In his interview given to an American correspon-dent, Lenin said: I know of no reason why a socialisticcommonwealth like ours cannot do business indefinitelywith capitalistic countries (p. 177). At the same time theSoviet Government strongly rebuffed all attempts of theimperialist powers to interfere in the internal affairs of theSoviet Republic or to impose upon it fettering terms of aneconomic agreement. Lenin said: We have reiterated andreiterated our desire for peace. . . . But we do not proposeto be strangled to death for the sake of peace (ibid.).

    Notable items in this volume are the documents whichreveal the friendly fraternal relations between the Sovietstate and the countries where the people had come to power.This volume contains the draft decisions for the C.P.C.

    concerning a treaty with the Socialist Workers Republic ofFinland. This was the first treaty in history to be signedbetween two socialist republics, and represented a new typeof international relations between equal sovereign states.The text of Lenins Talk With a Delegation of the MongolianPeoples Republic contains important guidelines on thepaths of development towards socialism for countries witha pre- capitalist social system, and on the specific featuresof the tactics which the revolutionary parties in thesecountries should adopt.

    The writings included in this volume are a valuablesupplement to the well-known works of Lenin dealing withthe international labour and communist movements. Mentionshould first of all be made of Lenins letter to Chicherin(at the end of December 1918) outlining the basic ideologicalplatform and organisational principles of the CommunistInternational. Of considerable interest are the materialsrelating to the Second Congress of the CominternthePlan of a Resolution Concerning the Meaning of the ConceptDictatorship of the Proletariat and the Fight Against theFashionable Distortion of This Slogan, Remarks on theReport of A. Sultan-Zade Concerning the Prospects of aSocial Revolution in the East and others. A number ofdocuments deal with the Third Congress of the Cominternand show what a tremendous job Lenin performed inpreparing the basic decisions of the Congress and guidingits proceedings. These include: Letter to O. W. Kuusinenand Remarks on the Draft Theses on the OrganisationalActivities of the Communist Parties, on the Methods andContant of Their Work, Remarks on the Draft Theses onTactics for the Third Congress of the Communist Interna-tional, Speeches at a Meeting of Members of the GermanPolish, Czechoslovak, Hungarian and Italian Delegations.

    These documents reflect the irreconcilable struggle whichLenin carried on against Right-wing opportunism, reformismand revisionism, and at the same time against Leftism,adventurism, dogmatism and sectarianism in the interna-tional communist movement. They contain very importantguidelines on questions of the strategy and tactics of theinternational communist movement. The Communist Parties,Lenin emphasised, should focus their attention on the task

    of winning over the majority of the working class, the bulkof the working masses, and prepare them for the socialistrevolution. In a number of documentsDraft Decisionof the Politbureau of the C.C., R.C.P.(B.) on the Tacticsof the United Front, Letter to Members of the Politbureauof the C.C., R.C.P.(B.) with Remarks to the Draft Resolutionfor the First Extended Plenary Meeting of the CominternExecutive on Participation in a Conference of the ThreeInternationals, Proposal to the Draft Resolution for theEleventh Party Congress on the Report of the R.C.P.(B.)Delegation in the CominternLenin argues the case forthe tactics of a united front, the adoption of a united actionby the working class.

    The Appendix to the volume contains questionnairesfilled in by Lenin in the capacity of delegate to CommunistParty congresses and conferences, in the course of reregistra-tion of members of the Moscow organisation of the R.C.P.and under the All-Russia census of the R.C.P. members.

    Of considerable interest are the records of Lenins officialorders and instructions, reception of visitors and otherfacts entered in the Journal of Lenins Duty Secretaries.This document reveals how manfully Lenin fought hisillness, giving all his strength to the cause of the Party,the cause of the working class.

    The owners of rich flats are obliged immediately, underthreat of confiscation of all their property, to draw upin duplicate a statement listing the articles of warmclothing they have and of those supplied by them to thefront, one copy of which is to be handed to the HouseCommittee, the other to the district Soviet of Workersand Soldiers Deputies.

    The owners of rich flats, under similar threat, areobliged immediately to submit in duplicate to the sameinstitutions a statement to the effect that they are vacatingone of two rich flats for the needs of the poor population ofthe capital (that is, two rich families having two rich flatsare obliged to move into one of their flats during thewinter, giving the other up to the use of the poor populationin view of the extreme need created by the war).

    The house committees shall immediately draw up listsof rich flats subject to requisition, and the district Sovietsof Workers Deputies shall endorse these lists and definethe conditions and order in which families of the poorpopulation are to move into these flats.2

    In connection with the results of the elections in Petrograd in whichthe Bolsheviks won six seats,3 the Associated Press correspondentinterviewed Lenin, the President of the Council of NationalCommissioners, who was elated over the great victory of his party.

    What do you think of the results of the elections to the Con-stituent Assembly? the correspondent asked.

    I think that these elections have proved a greatvictory for the Bolshevik Party. The number of votes castfor it in the elections in May, August and in September isconstantly growing.4 To get six seats out of twelve in acity in which the bourgeoisie (Cadets5) are strongest,means to win in Russia.

    Do you suppose that the Constituent Assembly of such compositionas the results of the elections in Petrograd indicate will sanction allthe measures of the Government of National Commissioners?

    Yes, it will sanction, because there will be no majority,according to your supposition, against us, and togetherwith the left social revolutionists6 we shall constitutea majority in Petrograd (seven out of twelve).

    What parties will enter into the new Council of NationalCommissioners?

    I do not know positively, but I think that only theleft social revolutionists, besides the Bolsheviks.

    Recognising the need for energetic measures to reducethe salaries of high-ranking office employees and officialsin all state, public and private institutions and enterprises,the Council of Peoples Commissars decrees:

    1) that the salary limit for peoples commissars befixed at 500 rubles a month where there are no children, and100 rubles extra for each child; housing to be at the

    in view of the fact that General Marushevsky has beenconducting negotiations with Dukhonin aimed againstthe Council and has made a criminal attempt at sabotageduring the organisation of a delegation for conductingarmistice negotiations,*

    1) Manikovsky and Marushevsky are to be arrestedimmediately and not released without the permission ofthe Council of Peoples Commissars9;

    2) a thorough screening of the War Ministry personnelto be started immediately and all unreliable elementsamong the high command to be discharged;

    3) reliable elements from among the commanders of theLettish rifle regiments to be ordered out at once to Petro-grad;

    THE CONVERSION OF MUNITION WORKSTO ECONOMICALLY USEFUL WORK

    DECREE OF THE COUNCIL OF PEOPLES COMMISSARS

    Comrade Raskolnikov is instructed to immediatelycontact the Commissariat for Trade and Industry, as wellas the Commissariat for Food (Machine Supply Department),for the purpose of immediately arranging for orders to beplaced with the works engaged in naval installationsand repairs. Especially urgent is the production of farmimplements and machines, and the building and repairof locomotives. Primary attention to be paid to theSt. Petersburg Metalworks, which is well stocked withfuel and metal.

    The Chief Naval Economic Board is instructed to imme-diately revise the estimates of the Ministry for Marinefor 1917 with a view to stopping all expenditure on thenaval construction programme and all unproductive expend-iture in general, and reallocating the corresponding sumsto useful national economic work. Comrade I. E. Gukovskyis delegated to take part in this work in the capacity ofplenipotentiary commissar in charge of the revision of theestimates of all departments.

    Daily reports to the Council of Peoples Commissarson the fulfilment of this order shall be made by ComradeRaskolnikov and the person authorised by the Chief NavalEconomic Board (or by Comrade Gukovsky), as well asby the authorised agent of the Commissariat for Tradeand Industry.

    1) Re the sequestration of mines and works in the Alexandro-Grushevsky District.

    Mines and works may be confiscated only after thedistrict is liberated from Kaledins troops and influence.

    2) Should the workers now quit the mines and go away to CentralRussia?

    They should not quit but go on working as long as possible.Resolution on this question by the Council of PeoplesCommissars: the workers of the Alexandro-GrushevskyDistrict to be instructed to contact Kharkov for the armingof the Red Guard. The comrades to be asked to hold outto the last, as long as they can, and not throw up theirwork.

    3) On sending guards to the mines.

    Our troops are moving in the direction of Kaledinstroops in sufficient numbers.

    4) Re a subsidy of 3,000,000 rubles to carry on the work.

    The question of Monotop18 will be settled on the arrivalof Comrade Artyom from Kharkov.

    5) Are the bank-notes issued by Kaledins government to beconsidered valid?
