My values, biases and assumptions:

To me, development is about the poorest of the poor,

of which the majority is rural, and

I’m heavily biased towards Africa in generaland the Sahel in particular

Page 3: Lennart Olsson LUCSUS – Lund University Centre for Sustainability Studies

Adaptation is ongoing

Page 4: Lennart Olsson LUCSUS – Lund University Centre for Sustainability Studies

What is the difference between adaptation and development?

Development with an extra level of complexity added

ASD = Adaptive Sustainable Development

Page 5: Lennart Olsson LUCSUS – Lund University Centre for Sustainability Studies

Current development trends?

Diversification through national or international migration (remittances)

Diversification within agriculture

Diversification outside agriculture

So, how can adaptation be included in international agreements so that it facilitates integrated development and climate actions?

Three requirements:

1) Legal Basis (UNFCC Article 4)

2) Mechanisms (GEF, CDM*0.02)

3) Funds (GEF, KPA, SCC, LDC ...)

The missing link – international to local level

Page 12: Lennart Olsson LUCSUS – Lund University Centre for Sustainability Studies

At the international level:

UNFCC should contain MITIGATION and ADAPTATION

UNFCC should support ongoing adaptation trends

Migration and human rights –amend the Geneva Convention

“well-founded fear of being persecuted for reasons of race, religion, nationality, membership of a particular social group or political opinion, is outside the country of his nationality and is unable or, owing to such fear, is unwilling to avail himself of the protection of that country; or who, not having a nationality and being outside the country of his former habitual residence as a result of such events, is unable, or, owing to such fear, is unwilling to return to it.”

Other barriers (e.g. trade, subsidies) should be climate proof

Page 13: Lennart Olsson LUCSUS – Lund University Centre for Sustainability Studies

At the meso level:

Closer link between UNFCC and UNCCD

– both are developmental conventions – mutual benefits and increase of goodwill – complementary (bottom-up and top-down) – easier for mitigation if adaptation is dropped

Development and climate change communities must relate better

– don’t try to distinguish between climate change and climate variability

Page 14: Lennart Olsson LUCSUS – Lund University Centre for Sustainability Studies

At the community level:

Resilience can be anti-developmentalinsurance

Policies should promote changecredits

RISK might be the link between climate change and develpopment
