Racial segregation was not new when the policy of apartheid was introduced in South Africa in 1948.

Segregation had long been practiced and was the means of organizing a society in which whites held positions of power and blacks provided cheap labour.

Even before apartheid, whites controlled more than 70% of the land and most of the financial resources in South Africa.

But apartheid legalized racial discrimination and segregation and made the integration of blacks into the broader society impossible.
