Message from An CathaoirleachI’d like to welcome you all to our first 2018 edition of dlr

times. As we move into Spring, many of our thoughts are likely to turn to holidays, or how to make the most of the longer evenings to see all that Dún Laoghaire-Rathdown has to offer. As Cathaoirleach, one of my main priorities for the year was for dlr County Council to develop a plan for accessible tourism, so that anybody, irrespective of their ability and whether they are a tourist or a resident, can access these services and attractions in our county. There is more information on this initiative inside. I look forward to us all working together to help position Dún Laoghaire-Rathdown as a leader in accessible tourism in the years ahead. CLLR. Our dlr LEO team has put significant effort into providing a great series of events for Enterprise Week this March. Dún Laoghaire-Rathdown is a fantastic county in which to live, to visit, and to do business in. We have everything employers want in a region; great quality of life, good infrastructure, highly educated workforce, great research and a growing entrepreneurial culture. This is reflected in our global scale multinationals, our retail, SME, service, social enterprise and start-up communities, who all enjoy the benefits of being located here. Commerce is in the life blood of the area, with dlr County Council supporting this vital part of the economy. The building of physical and regulatory infrastructure makes it attractive for businesses to set up here, providing employment and services. Our LEO team also provides business grants, supports & mentoring to local SMEs, helping them to establish and develop. I’d like to wish everyone in our business community a great year ahead.

Local Enterprise Week 2018 is a national week of events

co-ordinated by the 31 Local Enterprise Offices (LEO)

across Ireland and takes place from 4 – 9 March.

LEO Dún Laoghaire-Rathdown has put considerable effort in

this year to support businesses in a variety of sectors and of a

variety of scales from start-ups, retail and corporate. A host of

experts will be on hand to offer quality workshops designed to impact and add value to

businesses in the region – with help and advice on finding

channel partners, GDPR, pricing, starting your business,

social enterprise and much, much more!

Get Yourself ConnectedAs part of LEO dlr’s Enterprise Week, Dublin’s business community is being offered the perfect opportunity to get outdoors and connected at a unique ‘Peer to Pier’ networking event in Dún Laoghaire on Friday, 9 March. LEO dlr wants hundreds of entrepreneurs and business people to take part in the 2.5km walk along Dún Laoghaire’s iconic East Pier to share, socialise and make things happen. This novel concept has been created to give entrepreneurs and business people the chance to access the advice of various experts, as well as forge relationships, promote their companies and make partnerships that will last into the future.

LEO dlr is looking for startup entrepreneurs, investors, SMEs, corporates, executive coaches, mentors, state agencies, accelerators and incubators to take part. With coffee and ice cream available on the pier coupled with a chance to unwind afterwards at the Royal St George Yacht Club, it’s the perfect opportunity to get connected.

Executive Coaching and MindfulnessPreceding the Peer to Pier Networking Walk is a morning workshop on the importance and relevance of executive coaching and mindfulness. This is quickly gaining recognition as an important business tool across the world. Experts will outline details on the latest science, techniques and insights which can lead to better work environments, and helping to improve outcomes across all business areas.

GDPR and how it affects your company dataThe General Data Protection Regulation (GDPR) comes into force this year on 25 May. This legislation will be a game changer in terms of how organisations must manage and process data, not least because of the scope of GDPR, but also the sizeable fines it will introduce. GDPR requires companies, public bodies and other organisations to proactively ensure their privacy.

Local Enterprise Week is one of the best opportunities for entrepreneurs to take stock of their business, learn from experts and identify ways to move their company forward. A whole host of other events, many of them free, are on offer as part of Local Enterprise Week dlr. So if you are a young entrepreneur or you are already seasoned in business, the week offers you new learning and networking opportunities not to be missed.

Tourism for AllMany tourists have some kind of access need, and if a business or a destination does not cater for these, the upshot is that they will go elsewhere.

dlr is one of the first Local Authorities in Ireland to set its sights on growing the accessible tourism market this year and beyond. The core aim is to make the county and its attractions accessible for tourists of all ages and abilities.

This project is being driven by An Cathaoirleach, Cllr. Tom Murphy who has said “Good access in facilities, products, and services is not only of benefit to visitors but it’s also necessary for all our citizens. We need to bring everyone into this discussion, our public bodies, private businesses, tourism service providers, institutions, associations, community groups and the general public in developing Dún Laoghaire-Rathdown as a destination for all”.

In implementing this project, Director of Service Mary T Daly highlighted the need for an organisational approach to this topic. She has facilitated an inter departmental programme of accessible tourism training in dlr. The Council is also in the process of completing a pilot accessibility audit of the main tourist access points in the area.

On 26 April, dlr will host a tourism conference which will bring together local, national and international organisations who will use real case studies to highlight how accessibility and inclusion as quality factors in tourism can have a positive economic impact.

Dún Laoghaire-Rathdown as a county has a lot to offer with our wonderful natural assets of the mountains and the sea. We need to have a conversation about how we can improve our offering as a tourist destination, with a focus on delivering tourism for all.

Council approves €529k in Grants Scheme for 2018dlr operates a Universal Grants Scheme designed to support community based initiatives that promote community development, equality and social inclusion. The scheme is to provide financial assistance to individuals, groups and organisations engaged in projects, events or developments at local or county level within the county of Dún Laoghaire-Rathdown.

A total of €529,305 in grant funding was agreed at a recent County Council meeting. This money will fund 334 projects across community projects and events, environment, business promotion, heritage, arts and sports.

The diversity of these grants helps support local community groups in running community events, summer projects and community development initiatives. The funding is also available to help business groups with running promotional events and initiatives that drive footfall and support economic growth. Events, heritage and festivals grants are available for key events and festivals throughout the county.

Since 2014, the Council has awarded over €2.5m in grants. This assistance supports a broad range of activity and successful applicants are required to acknowledge the Council’s support for assistance received.

Grants are available twice a year, with the next round in April. Grant scheme information meetings will take place across the county and will be advertised in advance in local newspapers, dlrcoco.ie, social media platforms and the Public Participation Network.

Winners at LAMA AwardsAt the recent All Ireland Community and Council Awards, Tennis for All (Shankill Tennis Club), won the Best Community Sports Team Club and Ballyogan Summer Festival won the silver award in Best Arts/Culture initiative.

Both initiatives have received grant funding from dlr and we are delighted to see two great community services win awards this year. The LAMA awards pay tribute to communities and Local Authorities who work together to improve the quality of life for all citizens. Tennis for All provides access to a world class sports facility for all members of the community at a low cost. It was the first club in Ireland to pilot a Blind Tennis Tournament and is currently developing an in-patients programme for St John of God’s Hospital in Stillorgan. The Ballyogan Summer Festival is a week-long diverse multicultural event bringing communities together through shared history, culture, arts and music. It caters for all ages, genders and backgrounds.

Fernhill Park and Gardens an exercise in sustainability

Fernhill Park and Gardens in Stepaside, a former substantial family residence on 34 hectares, is currently being restored and will be developed into a high quality sustainable regional public park. The site sits on an elevated position that overlooks Dublin Bay. It will provide facilities for active recreation, play, paths with multiple seating/resting areas, a community garden, woodland walks, gardens, ponds and wetlands, meadows, park tearooms, a new sports building, roads and car parking. This exciting new development will conserve the original gardens, woodlands and landscape heritage features with its centrepiece being the protected structure of Fernhill House itself.

A sustainability strategy for Fernhill is in place setting out the Council’s plan to generate power from within the Park’s own renewable resources through a combination of wind, solar and hydro.

Fernhill Park will be a unique public amenity, not only for the residents of Dún Laoghaire-Rathdown and surrounding regions, but will be a prime visitor attraction for visitors to the area.

The Park is currently open to pedestrians on a limited basis on Sundays from 9am until 3pm, with an official opening later in 2018.

Sam Geoghegandlr ADMINISTRATOR & ENTERPRISE

WEEK COORDINATOR Sam joined dlr in 2017 and works in the Local Enterprise Office. Previously, Sam worked

for Rubikon Management Consultants for four years after leaving UCD where he studied Economics and Politics. He was Education Vice-President of UCD Students’ Union and served for one year on the Governing Authority of the university.

What I do? My day to day role is extremely varied, it includes

organising training courses and workshops that support

businesses who are seeking to sell their products and services

online through the Trading Online Voucher scheme, and managing

the county competition of the national Ireland’s Best Young

Entrepreneur competition.

I am also the Enterprise Week Coordinator and am very excited

about the week we have in store. You will find details about this

year’s events on page 3.

Typical work day? The one thing that I love about working in the

Local Enterprise Office is that no two days are ever the same.

I could be split between my office based administrative duties

and engaging with clients one day while the next would see me

out of the office at the many workshops, courses, events and

competitions that we run.

Through Enterprise Ireland, I have developed relationships with

Local Enterprise Office colleagues throughout the country. This

network allows us all to provide a better service and support.

Most difficult part of the job? I would have to say that the level of

client engagement is extremely encouraging and indicates that the

dlr economy is thriving. This increase in activity is very welcoming

and it keeps us challenged to continue to improve the level of

service and support we offer!

Most rewarding part of the job? Without doubt the most rewarding

part of the job is business support through mentoring, training

and financial grants and in turn seeing the evidence that this

support provides increases to turnover and employment. On

4 March, Conor O’Loughlin will represent dlr in the National Final

of Ireland’s Best Young Entrepreneur. Conor is CEO of Glofox, a

fitness software company that are based in Sandyford who employ

over 40 people in Sandyford and New York. From all at the Local

Enterprise Office, we wish Conor the very best of luck in the final!

dlr staff profile

With the provision of social and affordable housing being the Council’s main priority, the Housing Department is facilitating the provision of suitable, cost effective, quality accommodation and housing support for people in need of housing in the area.

At a special meeting of dlr County Council in February, Minister for Housing, Planning and Local Government, Eoghan Murphy TD, briefed local councillors about the five pillars of Rebuilding Ireland, which illustrates the challenges that lie ahead for all local authorities. Minister Murphy stressed that the new focus in local authorities is building more homes. The aim country-wide is the delivery of 50,000 homes. It is the first time in the history of the State that €6 billion has been specifically allocated for a dedicated housing programme.

dlr’s housing delivery target over the next four years will be 1,687 social housing homes. This target excludes the Rental Accommodation Scheme and Housing Assistance Payment Scheme. It also omits re-let figures which average 150 allocations per year. dlr’s housing delivery programme in this period is ambitious, yet the Council is confident that it can deliver these numbers of dwellings for those who require it in our area. The homes will be provided through construction, Part Vs and Acquisitions. dlr already exceeded targets set for the three year period up to end 2017 by 37%, with the delivery of 933 dwellings.

The Council is currently active on eight social housing sites across the county, ranging from 2 to 50 homes. Two of the larger sites, Rosemount Court in Dundrum and Fitzgerald Park, Mountown, Dún Laoghaire, will deliver 44 and 50 new dwellings respectively. Both of these developments will be handed over to tenants before the end of the year.

dlr will be moving onto larger sites to help address some of the affordability issues in the county, namely St Laurence’s Park in Stillorgan and Shanganagh Castle in Shankill. In addition, the anticipation is that 700 units can be secured for social housing in Cherrywood, dependant on the availability of funding and full planning permission and development of residential zoned lands in this SDZ. The first wave of social housing in this area is expected from 2020.

Double Vision, an exhibition of work by sisters Diana Copperwhite and Shirley Copperwhite will continue until 25 March. Diana is a painter and Shirley a surface designer, and this exhibition includes a variety of their colourful creations.

7 April sees the opening of an exhibition of work by women artists from the AIB Art Collection. A variety of pieces from this incredible collection has been selected by a group from the Women4Women Network in conjunction with artist Claire Halpin.

There will be lots to enjoy while the exhibitions are on, from workshops, tours, talks and dementia friendly tours. Head to dlrcoco.ie/arts for more.

Mountains to Sea dlr Book FestivalMountains to Sea dlr Book Festival is back from 21 to 25 March 2018 with a unique mix of readings, discussion, music and chat. The event will explore themes and ideas through the words of some of our finest writers. As always, we will cater to our younger readers with a range of readings and draw-alongs for schools and families.

Our inaugural A Way with Words sees the award winning author Joseph O’Connor reading and responding to Mountains to Sea Festival themes for 2018. He will be joined by Philip King and the legendary Scullion.

In Cities and Stories, novelists and poets share their insights into the places and journeys that have shaped them and their writing with novelists John Banville, Jennifer Johnston, James Kelman, Ali Smith and Alice McDermott all featuring. Gail Honeyman will join us with her sensational Eleanor Oliphant is Completely Fine and American Laureate Robert Pinsky will chat to Olivia O’Leary about his take on the state of his beloved US and the importance of poetry in our lives.

Present Tense, our non-fiction strand, opens with International Women’s Day on 11 March. Vincent Browne will host award winning foreign correspondent Maggie O’Kane for a discussion about her life and work on the frontline. Topical issues will be covered including democracy, the housing crisis and history with international human rights activist and author Dr Angela Davis also participating.

In our family and schools programme, Scientist Barry Fitzgerald will be exploring the world of superheroes, environmentalist Nicola Davies will take us under the sea and Sophy Henn is going to introduce the very young to a world of colour and courage. Atinuke takes us to Nigeria and into the wonderful world of Anna Hibiscus and the always intriguing Dave Rudden will pay a return visit with his brand new book hot off the presses. Marie Louise Fitzpatrick and Michael Emberly then lead everyone in a family draw-along on Sunday morning.

One City One BookThis year’s Dublin: One City, One Book is the Sinéad Gleeson edited The Long Gaze Back. This collection of thirty stories, which spans four centuries from writers past and present, is a celebratory portrait of contemporary literature in Ireland. It’s been described as a ‘piercingly beautiful mosaic of a lively literary landscape’. One City, One Book encourages everyone to read a book during the month of April and it includes a month-long series of talks and events, a number of which will be held in dlr LexIcon. It’s free in and you don’t need to book. There will also be live readings for adults from The Long Gaze Back in dlr LexIcon. So take a break from shopping, or a time-out from work and enjoy having

some of these wonderful stories read aloud by Michelle Read, an advocate of reading aloud for adults. See dublinonecityonebook.ie for further details.

Humans of Dublin photo expoExhibition on display at dlr LexIcon, Level 3 until 3 April.

Humans of Dublin is one of dlr LexIcon’s most popular exhibitions, attracting hundreds of visitors to date.

Peter Varga walked the streets of Dublin interviewing and photographing those he met along the way. What he uncovered were powerful stories hidden in plain sight as we rush about, often too busy to notice. In the 60 photos on display, there are tales of inspiration and joy, heartbreak and loss. All human life is present in this remarkable portrait of a diverse and vibrant city. A native of Budapest, Peter has lived in Dublin for over ten years, with his award-winning book Humans of Dublin published in 2016.
